THESE RECOMMENDATIONS IMPROVE THE EFFECTIVENESS OF GOVERNMENT, THE EFFICIENCY OF DELIBERATE SERVICES, OR IS IT INTENDED TO FIX A SYSTEM PROCESS THAT IS REVIEWING THE RECOMMENDATIONS? THERE ARE MANY GOOD THAT MANY GOOD ITEMS THAT WERE PROPOSED BY THE COMMITTEE, BUT THERE ARE A COUPLE OF CONTROVERSIAL TOPICS WHERE THE LOGIC OR REASONING IS JUST NOT UNDERSTOOD.

THEREFORE, IT'S VERY DIFFICULT TO DEFINE THE PROS AND CONS.

LASTLY, A PROPOSAL OF THIS MAGNITUDE DESERVES TO BE INTRODUCED DURING THE MAJOR ELECTION BALLOT, TYPICALLY PARTICIPATION IN THE SPRING AND LATE FALL ELECTIONS, HISTORICALLY RANGE FROM ONLY 10 TO 25%.

THAT ITSELF IS VERY PROBLEMATIC.

AS FAR AS IMPLEMENTING THIS BEFORE THE NEW COUNCIL WAS IN PLACE.

THERE ARE SEVERAL SCHOOLS OF THOUGHT ON THE ONE HAND, IF PROPOSAL WAS CRAFTED BY A VERY EXPERIENCED BODY AND A NEW GROUP OF COUNCIL PERSONS WOULD TAKE SOME TIME TO BECOME FAMILIAR WITH AND UNDERSTAND HOW THE GOVERNMENT FUNCTIONS.

ON THE OTHER HAND, THE NEW COUNCIL WILL BE RESPONSIBLE AND WILL HAVE TO FACE THE IMPLICATIONS OF RECOMMENDATIONS FROM A PREVIOUS COUNCIL.

IN SUMMARY, IT'S REALLY ALL ABOUT THE TIMING AND ENGAGEMENT OF THE CITIZENS OF THE PATH OF BATON ROUGE PARISH.

IT'S NOT CLEAR THAT YOU ARE, WHAT YOU ARE VOTING ON TODAY IS EVEN WHAT THE COMMITTEE AGREED UPON.

AS FAR AS ATTENDANCE, I THINK YOU SHOULD REQUIRE HIGHER ATTENDANCE.

IF MY CHILD, MISS 40% OF SCHOOL WOULD BE CALLED, I WOULD BE CALLED FOR TRUANCY PROBLEMS. I DON'T THINK HOLDING ADULTS TO A HIGHER STANDARD OF ATTENDANCE SHOULD BE ANY HARDSHIP.

I GET THAT 4:00 PM ON A WEEKDAY IS HARD TO WORK AROUND AND I BARELY CAN WATCH THESE MEETINGS.

AND OFTEN MISS INTRODUCTIONS, PERHAPS A LATER OR WEEKEND TIME SHOULD BE CONSIDERED.

IN ANY CASE, I HOPE YOU DELAY THIS ITEM UNTIL PUBLIC EDUCATION MEETINGS HAVE BEEN HELD.

IT CREATES TWO NEW POSITIONS TO WORRY ABOUT AND RAISES QUESTIONS ABOUT HOW WELL THESE PEOPLE FIT INTO THE EXISTING SYSTEM, WEARABLE THEIR SALARIES COME FROM WHAT WILL THEIR SALARIES BE? PLENTY OF INFORMATION THAT COULD BE INCLUDED IN AN EDUCATIONAL EVENT.

I HAD ALSO CHANGED THE MERRELL TERM FOR SOME REASON, SOMETHING THAT DOESN'T REALLY NEED DOING IN MY OPINION, ALTHOUGH I WOULD LOVE TO HEAR THE REASONS THAT THE COMMITTEE CAME UP WITH ADDING THAT CHANGE WITH A NEW METRO COUNCIL COMING IN THE ST GEORGE LAWSUIT PENDING.

THERE ARE PLENTY OF POTENTIAL CHANGES IN THE LINEUP FOR CITY GOVERNMENT.

WHY HAVE MORE ISSUES FOR THE CITY TO DEBATE AND STRESS OVER? IT'S A PANDEMIC IT'S ALMOST THANKSGIVING.

IT'S 2020, THE FURTHEST ITEM TO GET VOTER INPUT AND EDUCATION.

BEFORE YOU ASK US TO CHANGE THE MAYOR'S OFFICE AND THE CITY GOVERNMENT, SHE GOES ON TO SAY, SINCE THESE CHAPTERS, THESE ARE CHAPTERS ONE FIVE, SIX, SEVEN, NINE, AND 11.

SINCE THESE CHAPTERS ONLY DEAL WITH LANGUAGE UPDATES, I'M NOT STRONGLY OPPOSED TO APPROVING THEM JUST TO GET IT OVER WITH, BUT I STILL STAYED THAT THERE NEEDS TO BE MORE PUBLIC EDUCATION INPUT TO THE PLAN OR GOVERNMENT CHANGES.

UH, THIS COMMITTEE DID SPEND 18 MONTHS ON THIS ISSUE ALMOST TWO YEARS, BECAUSE THERE WERE A COUPLE OF MONTHS WHERE MEETINGS WERE POSTPONE.

AGAIN, EVERY MEETING, A PUBLIC MEETING, EVERYBODY HAD THE OPPORTUNITY TO GIVE INPUT NANCY CURRY FROM THE CIVIC ASSOCIATION AND A GREATER FEDERATION OF CIVIC ASSOCIATIONS WAS A MEMBER OF THE COMMUNITY.

I SAW THE GENTLEMAN COME UP EARLY TO TALK ABOUT THAT THIS ITEM NEVER DIED.

IT WAS ON THE AGENDA A COUPLE OF TIMES, AND WE DELETED IT OFF OF THE AGENDA.

WE DID HAVE ONE PUBLIC MEETING AND THERE WERE COMMITMENTS FROM, UH, OTHER OF MY COLLEAGUES TO HOST COMMUNITY MEETINGS.

AND THEN THE ELECTION PROCESS BEGAN AND MEETINGS DID NOT TAKE PLACE.

IT WAS NOT THE COUNCIL ELECTION, BUT IT WASN'T ELECTION WHERE OTHER PEOPLE WERE RUNNING AND I'M NOT GOING TO CALL NAMES.

CAUSE I DON'T WANT TO GET INTO THAT.

BUT THERE WERE COMMITMENTS TO HAVE MEETINGS THAT DID NOT TAKE PLACE FOR ONE REASON OR ANOTHER.

WE SEEM TO WANT TO BLAME EVERYTHING NOW ON COVID.

I UNDERSTAND THAT I RESPECT THAT FROM EVERYBODY AND THEIR DESIRES AND THEIR WISHES TO NOT BE ABLE TO COME OUT BECAUSE OF COVID.

BUT IF COVID CONTINUES FOR THE NEXT SIX MONTHS, I HOPE AND PRAY THAT THERE IS SOME ACTION TAKEN, UH, FOR THIS ITEM, FOR WHICH TIME PEOPLE GAVE THEIR TIME, THEIR TALENT, THEIR TREASURE TO BE DOWN HERE FOR TWO AND THREE HOURS AT A TIME, THIS IS A VERY SERIOUS EVENT.

IT IS NOT SOMETHING THAT I TOOK LIGHTLY, NOT SOMETHING THAT THE COMMITTEE TOOK LIGHTLY.

THIS IS NOT SOMETHING THAT THIS COUNCIL WILL VOTE ON ONE WAY OR THE OTHER TO APPROVE THIS COUNCIL.

THESE 12 MEMBERS ON THIS BODY WILL ONLY VOTE TO SEND THIS TO YOU.

THE VOTERS OF THIS PUBLIC, TO MAKE A DECISION ON ANY CHANGE THAT SUGGESTED IN THIS PLAN OF GOVERNMENT.

I WANT PEOPLE TO UNDERSTAND THIS.

ALSO I WAS A PART OF A COMMITTEE.

I DID NOT MAKE EVERY DECISION ON THIS.

THE COMMITTEE MADE DECISIONS THAT I PERHAPS DID NOT AGREE WITH, BUT JUST LIKE THIS BODY OF THE COUNCIL, IF THERE WAS A, AN ITEM ON THE AGENDA AND I DON'T AGREE WITH IT, IT BECAUSE IT COMES TO A VOTE AND THE VOTE OF THE PEOPLE OR THE VOTE OF THIS BODY IS WHAT STANDS.

AND SO THERE ARE THINGS ON THE COMMITTEE THAT I MAY NOT PERHAPS HAVE AGREED WITH, BUT I, IT, BECAUSE I ASKED THE PEOPLE TO COME AND DO A PART OF THE WORK.

I HOPE THAT EVERYBODY THAT SENT IN A COMMENT CAR TONIGHT OR THAT SPOKEN ANYWAY, WILL SHOW UP AT A PUBLIC MEETING.

IF ONE INHALE, WE ALWAYS SAY, WE'VE GOT TO COME TO A PUBLIC MEETING, BUT THEN WHEN THEY TAKE PLACE, YOU HAVE 10 OR 20 PEOPLE AT A MEETING.

AND WHEN THESE THINGS HAPPEN, I ONLY PRAY THAT AS I STEPPED FOOT OFF THIS COUNCIL, THAT THE WORK OF THIS COMMITTEE WAS NOT NULL AND VOID.

I KNOW THAT IT'S GOING TO TAKE, WE HAVE AT LEAST SIX NEW COUNCIL MEMBERS COMING ON BOARD.

I PRAY THAT THEY EDUCATE THEMSELVES AND THAT THEY REALLY DO HAVE MEETINGS.

BUT AGAIN, THIS IS NOT FOR THIS BODY TO DECIDE THESE CHANGES.

UH, THIS WAS SERIOUS WORK PEOPLE, VERY SERIOUS WORK.

VERY TIME-CONSUMING VERY FRUSTRATING AT TIMES, BUT WE FELT THE NEED THAT IT NEEDED TO BE DONE.

I'M NOT TRYING TO SHOVE ANY, ANYTHING DOWN ANYBODY'S THROAT BY ANY MEANS, BUT I FELT AS A PART OF THE COMMUNITY TO BRING THIS ONCE AGAIN, TO THE PUBLIC FOR A VOTE, I HAD PROBABLY NO REAL, UH, IMAGINATION THAT THIS WAS GOING TO GET VOTED ON TONIGHT.

BUT I MADE A COMMITMENT TO THE COMMITTEE THAT I WOULD TRY TO PURSUE THIS ITEM BEFORE I LEFT HIS BODY.

AND THAT WAS MY COMMITMENT TO THEM.

AND THAT'S WHAT I DID.

SO I HOPE AND PRAY THAT THIS ITEM DOES NOT FALL BY THE WAYSIDE.

AND I THINK PEOPLE, UH, YOU KNOW, WHETHER WE TRIED OR DIDN'T TRY WHATEVER, I THINK THAT WE OWE IT TO THE CITIZENS TO GIVE THEM AT LEAST AN OPPORTUNITY TO FEEL LIKE THEY ARE REALLY A PART OF THIS ENTIRE PROCESS.

THE OTHER THING IS, IS THAT, UH, I DO WANT TO RECOMMEND TO THE UPCOMING COUNCIL THAT YOU DO BECAUSE IT IS, UH, SUCH LARGE MEASURE AND A LOT OF AMENDMENT CHANGES.

UH, IT'S ALMOST LIKE, YOU KNOW, TRYING TO EAT AN ELEPHANT AT ONE TIME.

AND I KNOW THAT COUNCILMAN LEWIS WENT IN AND TRIED TO BREAK THEM UP INTO THREE PARTS.

I EVEN THINK THAT YOU MAY WANT TO CONSIDER TAKING THOSE SECTIONS IN EVEN SMALLER CHUNKS AND JUST ALLOW THE MEMBERS TO REALLY COME INTO THE COUNCIL CHAMBERS AND HAVE A ROBUST CONVERSATION ABOUT WHAT THEY FEEL IN TERMS OF THESE D THESE CHANGES.

I THINK THAT WOULD JUST BE TIME WELL SPENT AND BE VERY VALUABLE TO, UM, TO THE CITIZENS TO MAKE SURE THAT THEY FEEL LIKE THEY'RE A PART AND THEY HAD A VOICE IN THIS.

THE ONLY OTHER THING FOR ME WAS THAT I KNOW THAT WERE SOME RECOMMENDATIONS THAT WERE MADE.

AND, UM, AND I THINK WE GOT THEM AFTER THE FACT, BUT THESE WERE SO RECOMMENDATIONS.

I THINK MAYBE, UM, THE COUNCIL WOMAN, UM, DONNA COLLINS, LEWIS MAY HAVE PUT IN AFTER THE RECOMMENDATIONS FROM THE COMMITTEE.

AND SO I KNOW THAT WE DIDN'T GO BACK AND HAVE ANOTHER MEETING.

SO, AND I EXPRESSED THAT IN THE LAST MINUTE, THAT WAS A CONCERN FOR ME, WAS JUST BEING ABLE TO GO BACK AND MAKE SURE THAT THE COMMITTEE ITSELF ALSO HAD AN OPPORTUNITY TO LOOK AT THOSE RECOMMENDATIONS THAT DIDN'T COME FROM THE COMMITTEE ITSELF.

SINCE THAT TIME, MY FAMILY AND I HAVE LIVED AND ENJOYED A BEAUTIFUL PEACEFUL HOME AND TARA, UNFORTUNATELY, JUST AS WE WERE PLANNING SOME RENOVATIONS, FIVE G SHATTERED OUR DREAM IN APRIL, 2019, WE EXPERIENCED AN IMMEDIATE PROPERTY

WE PLACED ALL RENOVATIONS ON HOLD.

AND AS A RESULT, I AM PLAGUED WITH WORRY AND FEAR FEAR FOR MY FINANCIAL INVESTMENT FEAR FOR MY HEALTH AND THE HEALTH OF MY DAUGHTER, WHO HAS A PRIMETIME VIEW OF THE TOWER FROM HER BEDROOM WINDOW.

I ASK EACH OF YOU, WHAT KEEPS YOU AWAKE AT NIGHT? FOR ME, IT'S THAT 50 FOOT MONSTROSITY AND THE NIGHTMARE OF WORRYING ABOUT WALKING OUT OF MY DOOR TO FIND OTHER CARRIERS HAVE COME TO THE NEIGHBORHOOD OR THE FACT THAT IF I WERE, FOR SOME REASON TO THAT, IF IT WERE TO SOME REASON FALL, IT WOULD HIT MY HOUSE AND MY DAUGHTER'S BEDROOM.

UM, SO MY HOPE IS THAT EVERYONE THROUGH THE NOTICES THAT WILL NOW BE GIVEN, UH, THROUGH ALL THE DIFFERENT PIECES THAT ARE GOING TO BE A PART OF THIS ORDINANCE WILL WE'LL TAKE PART IN IT.
