SECOND OBAMA, ROSA, THE OPPOSITION MOST CARRIES 67 APOLOGIZE.

HUH? I HIT MY BUTTON.

OH, I'M SORRY.

I APOLOGIZE.

COUNCIL MEMBER GO DAY.

WE'RE ON ITEM 66, WHICH IS THE, UH, CEA WITH BRETT FOR THE TED BIKE TRAIL.

CAN YOU JUST GIVE SOME DETAILS? I THINK IT'S RIGHT.

I DON'T THINK YOUR MIKE'S ON.

I DON'T THINK YOUR MICROPHONE.

THERE YOU GO.

THERE YOU GO.

YEP.

SORRY ABOUT THAT.

I THINK IT'S A TREMENDOUS PROJECT.

CAN YOU GIVE SOME DETAILS ABOUT THAT? YES, SIR.

IT IS VERY IMPORTANT TO, FOR THE BIKING AND WALKING COMMUNITY, OR CERTAINLY IT RUNS PARALLEL TO THE INTERSTATE RETICULAR AND THE WHAT I CONSIDER MYO AREA, THE OLD STROMA AREA, UH, WHERE I LIVED, UH, FOR MANY YEARS, IT RUNS ALONG VARIOUS STREETS ON THE WEST SIDE OF THE INTERSTATE.

UH, WE'VE WORKED VERY CLOSELY WITH BRECHT TO TRY TO HAVE THE CONNECTIVITY TO SOME OF THE PARKS THAT ARE IN THE AREA, PARTICULARLY UP NORTH.

AND WE'RE BY THE MONTICELLO CANAL HAD TIES INTO THE PARK DOWN SOUTH WHERE WE'LL ULTIMATELY ULTIMATELY END UP AT BY THE MEMORIAL STADIUM TALKING WITH, UH, BRACA AND ALSO DAVIS ROARED.

UH, THE OTHER DAY ABOUT TRYING TO GET A LITTLE UNDERPASS AT THAT UNDER THE BRIDGE AT THE RAILROAD CROSSING TO TIE INTO THE FUTURE NEW MEMORIAL, UH, STADIUM AREA, IT'S GOING TO BE A BREAKFAST REALTY THERE.

UH, WE CHAT IN LONG DETAIL AND DISCUSS A LOT OF THE ISSUES AND QUITE FRANKLY, THE ROAD IS THERE AND IT'S NOTHING ON IT, NOT USING IT.

WHY NOT USE IT FOR THIS PURPOSE? SO WHAT WILL BE THE ROLE OF THE CITY PARISH IN THE ROLE OF BRETT WITH THE CEA IN PLACE CA UH, THE CITY'S RESPONSIBILITY WILL, WILL ACTUALLY BE LITTLE OR NOTHING, UNLESS THERE'S A PROBLEM WITH THE DRAINAGE ALONG THE ROADWAY, OR FOR SOME REASON, THERE ARE STILL SOME OLD SEWER LINES THAT ARE IN, IN THAT AREA, BECAUSE THERE ARE STILL SOME HOMES THAT ARE IN THE AREA.

SO WE STILL HAVE TO PROVIDE THOSE CONNECT THOSE SERVICES.

UH, FROM THAT STANDPOINT, ANYTHING MAINTENANCE WISE FROM THE FOURTH TRAIL, THEY BUILD ANY SIGNAGE, ANY OF THE ISSUES THAT ARE GOING TO BE NECESSARY FOR THE ACTUAL, UH, BIKE TRAIL ITSELF, ALL BORN BY AND MAINTAINED BY A BRECK.

THANK YOU FOR YOUR WORK ON THIS FRED AND WITH APPRECIATION TO BRECK AS WELL.

THANK YOU.

THANK YOU, MR. CHAIRMAN, OR WE HAVE, UH, UH, UM, UH, EMAIL FROM, UM, REMEMBER OF OUR, A COMMENT.

AND I ASKED HIM TO READ THAT NOW I APOLOGIZE.

COUNCIL MEMBERS, DO YOU HAVE ONE EMAIL PUBLIC COMMENT FROM PHILLIP LILLARD? GENERALLY I'M AGAINST THE NUMEROUS TRAILS BEING PROPOSED AND BUILT BY THE CITY PARISH AND BY BRICK THAT HARDLY ANYONE WILL USE INCLUDING THE PAST, ALONG THE CREEK AND THE PROPOSED PASS AROUND THE LSU LAKE.

THE OVERALL TOTAL COST OF THESE PATHS IS WAY TOO MUCH CONSIDERING THE OVERALL LITTLE USED MOST OF HIS BATON ROUGE PARISH CITIZENS WE'LL GET FROM ANY OF THEM, ESPECIALLY DURING THIS TIME OF CRISIS AND DECREASED REVENUE OF TAXPAYERS AND THE GOVERNMENT DURING THE CURRENT CORONAVIRUS CRISIS.

IN SUMMARY, I'M AGAINST THIS ITEM THAT CONCLUDES THE PUBLIC COMMENTS FOR ITEM 66, PROBABLY CAMERA'S BANKS.

UH, YES.

UM, SO FIRST OF ALL, BRICK IS DOING AN EXCELLENT JOB REGARDING, UM, THE TRAILS IN COMMUNITIES WHERE, UM, WHERE I THINK, UH, THERE HASN'T BEEN ANY ACTIVITY.

UM, THIS IS IN DISTRICT 10, BUT, UM, BECAUSE ALONG SCENIC HIGHWAY WITH MONTE SANTO, WE KIND OF, UM, UH, MARRIED IF YOU WILL.

AND BECAUSE OF THE, AS YOU KNOW, WHEN YOU BRING IN MEMORIAL STADIUM, WHICH IS SUCH A SERVICE TO THIS COMMUNITY, UM, WHEN, I MEAN, I REMEMBER WHEN, WHEN SOUTHERN WAS BEING RE RE RE UH, THEIR STADIUM, WE HAD TO GO TO MEMORIAL STADIUM, FOOTBALL GAMES, MEMORIAL STADIUM, MEMORIAL STADIUM, WHICH IS A REALLY DESERVES YOU WANT TO COME UP FOR, YOU REALLY

[00:25:01]

DESERVES, UM, MORE WAYS TO CONNECT WITH THE COMMUNITY.

THAT IS A VERY STABLE PART OF OUR COMMUNITY.

UM, THE STREETS OFF, OFF OF WHAT IS THAT STREET I'VE SEEN IT THAT, THAT RUNS ALONG MEMORIAL AND MONITOR SANTA.

MY WHOLE POINT IS THOSE ARE HOMEOWNERS.

THAT'S THAT'S, THERE ARE A LOT OF LONG TERM HOMEOWNERS IN THAT AREA.

AND SO, UM, THOUGH I DO UNDERSTAND WHAT PHILLIP IS SAYING.

THESE ARE AREAS THAT HAVE NOT EVER HAD ANY KIND OF ATTENTION SINCE THE DAY THEY WILL BUILD.

AND SO I, I KNOW THAT AS IT RELATES TO SOME THAT ARE CLOSER IN DISTRICT IN, IN SCOTT AND MISS, SO I REALLY, REALLY APPRECIATE BRICK FINDING THESE NOOKS AND CREVICES AND, YOU KNOW, UPGRADING THEM WHAT YOU SAID FOR, YOU KNOW, COME ON.

YEAH, YOU CAN HAVE A RESTAURANT.

NO, THAT'S FINE.

WELL, I THINK IT IS IMPORTANT BECAUSE WE WORK VERY CLOSELY WITH BRECK ON THIS AND IT REACHES A LOT OF AREAS THAT I THINK HAS A GREAT POSSIBILITY, NOT ONLY NOW, BUT FOR THE FUTURE, BUT JUST AS IMPORTANT DISCOUNTS WILL ALSO APPROVE THE BIKE MASTER PLAN FOR THE PARISH.

AND THIS WAS, WAS ONE OF THE VERY TOP PROJECTS TO BE DONE.

SO I THINK WE'RE AT LEAST MOVING IN THE RIGHT DIRECTION FOR IT AND WORK AS A TEAM AND NOT JUST NECESSARILY ONE PARTICULAR GOVERNMENT OF OUR INDIVIDUAL GROUP, THE PREVIOUS COUNCIL TO GIVE US A PROJECT.

WE CAN APPROVE.

YOU GOT THAT RIGHT.

FIVE MINUTES WHEN, WHEN BRICK AND THE CITY COMES ON BOARD WITH PROJECTS LIKE THIS, WE FOUND WHERE, UM, THE ARTS COUNCIL HAD COME ON BOARD IN MY DISTRICT, UH, BATON ROUGE, GENERAL WITH A HARD CHOICE.

SO JUST HAVING THESE, THIS CEO, THAT DOESN'T MEAN THE END, YOU KNOW, WHAT'S A COUNCIL WOMAN STARTED SAYING, I WANT THIS, I WANT THAT.

AND I WANT OTHER, IT'S A WAY TO BUILD THAT AREA.

AND THAT'S WHAT I FOUND JUST BECAUSE OF BRICK AND THE CITY COMING TOGETHER ON THESE AREAS.

AND I WILL SAY ONE THING, BRECK HAS BEEN A TREMENDOUS PARTNER WITH THE CITY OF BATON ROUGE, NOT ONLY DEALING WITH WHAT THE BIKE GETS BY TRAILS AND THINGS THAT WE DEAL WITH BRAG, BUT WE'RE DEALING WITH A LOT OF DRAINAGE ISSUES THAT WE'RE ALSO TRYING TO WORK WITH THEM.

AND THERE HAVE BEEN A BIG, BIG PARTNER WITH US TRYING TO HELP US ACCOMPLISH THINGS THAT I THINK YOU'RE GOING TO SEE IN A REAL NEAR FUTURE.

THANK YOU.

IS THERE A MOTION TO APPROVE? IS THERE A MOTION TO A PROMOTION BY ROCCO SECOND? OH, I'M SORRY.

WE GOT A WHOLE BUNCH OF PEOPLE.

WANT SPEED.

OKAY.

CLARENCE TIME.

SOME ARE AWESOME.

HELLO.

HERE WE GO.

UM, OF COURSE BICYCLES ALWAYS, UM, CHOKE ME UP AS YOU ALL KNOW.

SO, UM, YOU KNOW, DURING THE PAST 10, 12 MONTHS, I KNOW FOR A FACT THAT A LOT OF THE BICYCLE SHOPS SOLD OUT OF BICYCLES.

UH, THE ONE IN MY AREA, THEY WERE JUST GETTING BICYCLES BACK IN NOVEMBER FOR DECEMBER OR FOR OCTOBER, WHATEVER.

THERE ARE PEOPLE OUT THERE THAT OWN BICYCLES, UH, MORE THAN PROBABLY WHAT WE'VE EVER SEEN, EXCUSE ME.

AND DEAR LORD, IF WE MEET, WE NEED SAFE PLACES FOR OUR PEOPLE TO RIDE THESE BICYCLES ON.

SO I APPRECIATE ANY BIKE, SAFE BICYCLE PATH, AS YOU ALL KNOW.

SO I DO SECOND THE MOTION TO, TO PASS.

THANK YOU, COUNCIL MEMBER NOEL, UH, I'LL ECHO WOULD COME FROM THEM.

AND EMMA ROSA SAID, UM, THAT WAS, UH, MY FAMILY.

AND I DID THAT DURING, DURING THE LOCKDOWN.

AND I SAW MANY FAMILIES DOING THAT AND IT WAS HARD TO GET BIKES.

WE, WE, UH, WENT INTO A BACKROOM AT WALMART TO GET A BIKE FOR ONE OF THE FAMILY MEMBERS WHO DIDN'T HAVE ONE.

AND WE, WE TRIED TO GET SOME SPECIAL TREATMENT.

WE WERE TRYING TO FIND A BIKE AND I KNOW A LOT OF PEOPLE WERE, SO THAT WAS, UH, UH, THERE WAS, UH, UH, YOU KNOW, I KNOW THE PUBLIC COMMENT, YOU KNOW, COST IS NOT LOST ON ANY OF US.

I KNOW, BUT WHEN HE TALKED ABOUT THESE THESE TIMES, UH, WITH COVID, UM, WE SAW AN UPTICK IN BIKE USAGE AND, AND, UH, YOU KNOW, MY FAMILY DID, AND I'M SURE YOUR FAMILIES DID AS WELL.

AND I FOLLOW A LOT OF PEOPLE DOING THAT.

SO I THINK MORE CONNECTIVITY, MORE BIKE PATHS.

UM, I KNOW THAT'S SOMETHING WE STRIVE FOR AND ZACHARY, WE, WE PASS SOMETHING SIMILAR TO HAVE CONNECTIVITY AND THE MORE WE CAN CONNECT AND HAVE SAFE ROUTES FOR BYPASS, I THINK THIS IS A FANTASTIC OPPORTUNITY.

SO THANK YOU, COUNCIL MEMBER, ANY OTHER COUNCIL MEMBERS, COUNCIL MEMBER COLEMAN.

YES.

AND I CAN CORRECT WITH ALL THAT HAS BEEN SAYING ABOUT THE BICYCLE SCENE.

YES, YES.

YES.

[00:30:01]

SO ALL OF THIS, AS UPON REFERENCE, WE BICYCLE WEEK A CYCLE WITH COLEMAN DURING OUR CAMPAIGN.

AND SO SNAGGLE PERSONS AND DEFINITELY A, UH, ICICLES ARE ALL ALLOWED OF EVEN WALMART LATER.

SO YOU ALL CORRECT.

BUT I COMPARE WITH ALL THAT HAS BEEN SAID, AND DEFINITELY SUPPORT THE DECISION, GOT TO LOVE MISS COLEMAN'S BOY STYLE, MOST EMBODIED ROCK A SECOND BY A MOROSA AND THEIR OPPOSITION MOTION CARRIES

[Additional Item]

A POINT OF PERSONAL PRIVILEGE FOR COUNCIL MEMBER MOHLER, FRED.

HE HAS SOME QUESTIONS ABOUT THE 27 PROJECTS THAT ARE BEING DONE ON JUROR ROAD CURRENTLY.

I'M SORRY, I DIDN'T HEAR THE WHOLE QUESTION.

THEY'RE JUST GOING TO ASK, UH, THANK YOU, MAYOR PRO TEM COLE.

UM, YOU WERE, I THOUGHT YOU HAD LEFT.

SO ALL OF THIS, WELL, I WAS MAKING A PHONE CALL BECAUSE I'M TRYING TO GET THE ANSWER FOR IT.

WELL, I APPRECIATE YOU DOING ALL THAT.

YOU KNOW, ALL THESE THINGS CAME UP FROM GEORGIA SULLIVAN, WHICH IS A LOCAL ROAD PROJECT AND, UH, B IN MY AREA.

AND IN EVERY, SINCE WE'VE DONE MOVE BR, UH, THAT WAS ONE OF THE BIGGEST PROJECTS OUT FOR DISTRICT FOUR AND EVERYTHING.

AND I'VE JUST WITH EVERYTHING THAT WE JUST APPROVED HERE AT ALL.

I WAS JUST WONDERING IF YOU COULD GIVE US AN UPDATE ON WHERE THIS SETS US IN MOTION, AS FAR AS DOING EVERYTHING.

AND I KNOW WE'RE WORKING ON A BIG ROUNDABOUT IN THE AREA OF SULLIVAN AND HOOPER ALSO, AND THE AFFECTS ALL OF THAT.

SO I'LL JUST GET AN UPDATE.

YEAH.

SO THANK YOU.

AND I APPRECIATE THE OPPORTUNITY.

NUMBER ONE, THE REASON WE, WE GOT THE APPRAISERS ONLINE, BECAUSE WE FINALLY GOT TO A STAGE IN THE PLANS THAT WE BELIEVE WE CAN MOVE FORWARD WITH FINALIZE AND MAKING SOME MINOR ADJUSTMENTS TO THE EXISTING PLANS.

AS YOU WELL KNOW, UH, HIPAA ROAD, PARTICULARLY THIS PORTION WAS PART OF THE GREEN LIGHT PLAN ALSO, AND WE'VE HAD SOME PLANS, BUT THERE'VE BEEN MODIFIED IN QUITE, YOU KNOW, BEING MODIFIED CHANGE AND DOTD HAS DIFFERENT RULES AND REGULATIONS.

THEY WANT TO GO BY THAT BEING SAID, UH, WE'RE FINALIZING THE PLANS.

WE HOPE TO HAVE PLANS OF PROBABLY IN SIX TO SEVEN MONTHS FOR US TO REVIEW OR REVIEW, GET BACK TO DOTD TO LOOK AT.

THEN WE WILL START DOING THE NEGOTIATIONS.

WE HAVE TO BUY THE RIGHT AWAY DESK.

I THINK THERE'S 49 PROPERTY OWNERS THAT ARE GOING TO BE IMPACTED.

THERE'LL BE A LOT OF PARTIALS BECAUSE NOT ONLY ARE WE GOING TO BE BUYING RIGHT AWAY, WE'LL ALSO BE DOING SOME TEMP, TEMPORARY CONSTRUCTION SERVITUDE.

ALSO.

SO WITH THAT, THAT'S THE PROCESS.

WHILE WE GOT THE APPRAISALS, UH, COME TO THE COUNCIL, GET THAT APPROVED.

SO AS SOON AS THE RIGHTO OF MAPS ARE COMPLETED, AND WE CAN ACTUALLY GET THE, THE UPDATED, UH, ABSTRACTS THAT ARE NECESSARY FOR MAKE SURE WE HAVE THE RIGHT PROPERTY OWNERS, THEN WE'LL MOVE FORWARD.

THE APPRAISAL, UH, IT'S GOING TO BE THE FIRST PART OF, OF, OF HOPE A ROAD.

DID YOU GO SEE UNDER CONSTRUCTION? AND OUR GOAL AND OBJECTIVE WOULD BE IF, DEPENDING ON HOW RIDEAWAY ACQUISITION GOES, WE HOPE TO MAYBE BE LATE THIS YEAR OR FIRST EARLY PART OF NEXT YEAR.

BUT I THINK YOU'LL SEE IT THIS YEAR.

YES, SIR.

GUESS I'M NOT JUST FLIPPING THE SWITCH UP HIGH ENOUGH.

SO, ALL RIGHT.

SO AM I UNDERSTANDING THAT THE, THE JOR, THE JOR ROAD TO SULLIVAN ROAD IS GOING TO BE ONE PART OF THE HOPE ROPE? WE KNOW EVENTUALLY IT'S GOING ALL THE WAY FROM BLACKWATER.

DALE IS GOING TO BE FOUR LANE ALL THE WAY PAST THE MIDDLE SCHOOL.

SO IT'S GOING TO BE TWO DIFFERENT SECTIONS.

THAT'LL BE DONE TWO DIFFERENT PROJECTS.

IF YOU WANT ME TO UPDATE YOU, I CAN SHOW YOU WHERE WE ARE.

AND THAT PART WE'VE HAD SOME CONCERNS FROM DOTD ABOUT THE PLANS AND WANTING TO MAKE MODIFICATIONS.

QUITE FRANKLY, AS Y'ALL BEEN TALKING ABOUT COVID-19 HAS PLAYED A BIG ROLE ON WHERE WE ARE AT THIS POINT, BECAUSE TRAFFIC COUNTS ARE VERY, VERY IMPORTANT.

WHEN YOU LOOK AT THESE ROAD IMPROVEMENTS WHERE WITH THE COVID-19, THERE WAS NOBODY GOING ANYWHERE.

AND WHEN YOU'RE TRYING TO DO TRAFFIC COUNTS, IT MAKES IT VERY DIFFICULT.

WHEN YOU LOOK AT HOW MANY PEOPLE COMING IN OUT OF STREETS, HOW MANY OUT OF DRIVEWAYS, AND WHEN NOBODY'S LEAVING, OUR SCHOOLS ARE NOT IN OPERATION BECAUSE THEY'VE BEEN CLOSED.

UH, I THINK WE'RE GOING TO GET BACK TO THE POINT WHERE IT WAS REALLY LOOKED AT ON AN AVERAGE, AND WE'RE GOING TO TRY TO ADDRESS THAT BACKWARD DEAL TODAY.

AND REMEMBER, WHILE WE'RE FUNDING THIS, THIS PROJECT FOR, FOR THE STATE, IT'S STILL OUR HIGHWAY.

WE DO HAVE TO MEET THEIR CRITERIA AND THEIR DESIGN.

THEY HAD WORKED VERY, VERY WELL WITH US.

I THINK WE'LL MOVE FORWARD THROUGH IT FAIRLY QUICKLY, BUT THAT WILL, THAT WILL PROBABLY BE SOMETIME NEXT YEAR, THE YEAR, I MEAN, 2022, I'M TRYING TO GET THE YEARS.

RIGHT.

SO THANKS.

YES, SIR.

2022 BY FOUR, I THINK YOU'LL SEE SOME REAL MOVEMENT FORWARD FROM A CONSTRUCTION STANDPOINT FROM THAT PROJECT.

THANK YOU.

THANK YOU, MR. FRED.

UH, THANK YOU, MAYOR PRO TEM FOR THE APPOINTMENT.

IS THERE A MOTION TO APPROVE PUBLIC HEARING? I'M SORRY, PUBLIC HEARING ANY COMMENTS FROM THE POLITICAL ITEMS, 91 THROUGH 94 ITEMS, 91 THROUGH 94, NO COMMENTS FROM THE PUBLIC COUNCIL MEMBERS, COUNCIL MEMBER, DON JR.

THANK YOU FOR IT.

UM, EACH OF THESE ITEMS IS THIS THE FIRST CHANGE AUTO AND SECONDLY, DO WE ANTICIPATE ANY ADDITIONAL CHANGE AUDITS? YOU KNOW, OFTENTIMES INSTEAD OF PARIS GOVERNMENT, WE SEE THESE LOW BIDS THAT ARE AWARDED AT $1 AMOUNT.

THEY WENT GET THIS WORK AND THEN, YOU KNOW, YOU COULD CHANGE ALL THAT, THE CHANGE ORDER.

AND YOU KNOW, YOU COME IN AT THE LOW BID AT ONE AMOUNT AND THEN, YOU KNOW, AFTER ALL THESE CHANGE ORDERS, YOU'RE MUCH HIGHER THAN THE AMOUNT THAT YOU WERE AWARDED.

SO TALK TO ME ABOUT THESE CHANGE ORDERS.

WELL, W LET ME JUST SAY THIS ON, WE TRY TO GET CHANGE ORDERS WHEN WE HAVE ISSUES THAT WE DEAL WITH, WE TRY TO HAVE THOSE PRESENTED SO WE CAN BRING IT TO THE COUNCIL.

SO WE DON'T HAVE LONG OVERDUE CHANGE OR OUR DOLLAR AMOUNTS.

UH, THE LAST YEAR'S COUNCIL CERTAINLY, UH, ASKED THE SAME QUESTION YOU'RE ASKING, AND I WILL TELL YOU THAT MOST OF THESE FROM THE SALES TAX, WE ARE ACTUALLY ENDED UP WITH A CREDIT WHILE IT WASN'T REFLECTED THAT, BUT IT IS A CREDIT FOR THAT.

AND NORMALLY WHEN YOU HAVE THOSE ISSUES, UH, WHEN THEY OVER, BECAUSE WE MAY HAVE MISSED THE, FROM, FROM A ROAD STANDPOINT, I CAN TELL YOU, UH, SOMETIMES YOU DON'T SEE WHAT THE BASE LOOKS LIKE.

YOU CAN S YOU CAN BORE ALL YOU WANT, BUT THEY'RE TO CONDITION SOMETIME WHEN YOU START TEARING IT UP, IT'S MORE THAN WHERE WE NEED TO BE.

I TRY NOT TO COME IN AND BE EXORBITANT ON THE RATES, AND IF THEY ARE, I CERTAINLY COME BACK TO THIS COUNCIL TO GET APPROVAL, TO DO THAT BEFORE WE GO MOVE FORWARD, ANY, ANY FASTER THAN WE HAVE TO.

AND YOU GAVE ME A BRIEF DESCRIPTION OF THE SITUATION WITH THESE.

UM, YES, SIR.

CERTAINLY THE PEDESTRIAN, UM, IMPROVEMENTS WENT TO NORTH BOULEVARD, UH, UNFORTUNATELY, OR FORTUNATELY, WHATEVER YOU WANT TO LOOK AT.

I WASN'T HERE WHEN THIS PROJECT WE'RE ACTUALLY GOT INSTRUMENTED AND PUT INTO PLAY, BUT I DO KNOW THAT A LOT OF THE COST INCREASE WAS DUE TO A LOT OF THE PAVERS THAT NEEDED TO BE CHANGED HERE, AROUND THE BUILDING, AND ALSO OUT HERE IN THE BOOK, THE BOULEVARD ITSELF, UH, WHAT WE HAD ORIGINALLY AND WHAT, UH, WHAT WAS BUILT ON A PAST DID NOT LINE OUT.

SO WE HAD TO TRY TO GET IT BACK TO WHERE IT NEEDED TO BE.

AND THAT WAS THE BIGGEST CHANGE IN REGARDS TO NUMBER 91 ON THE SALES TAX NUMBER, UH, ON, UH, 92, YOU'LL SEE IT WAS A CREDIT, IT'S A CREDIT OF $772,000

[01:00:01]

IN THAT CREDIT NORMALLY IS WHEN YOU LOOK AT YOUR QUANTITIES, WE HAVE ESTIMATES, WE PUT DOWN ASPHALT, WE LOOK AT SOL CEMENT.

WE LOOK AT ALL THESE QUANTITIES THAT WE'VE PUT TOGETHER.

AND WE PUT AN ESTIMATE WITH THAT CONSULTANT, WHICH WAS GEC SAYS, HERE'S WHAT WE THINK WE'RE GOING TO USE FOR THIS PROJECT.

AS I'VE SAID EARLIER, SOMETIMES WE'RE HIGHER.

SOMETIMES WE'RE LOWER.

AND ON THIS PARTICULAR PROJECT, WE WILL LOWER, UH, ON THE, THE NEXT REHAB, WHICH IS 93,000 RENT NUMBER 93.

YOU ALSO HAD A CREDIT FOR $57,000 AND SOME CHANGE.

AGAIN, THERE'S MOSTLY DEALING WITH TOTAL QUANTITIES AND THAT'S WHERE WE ARE AT THAT POINT 94.

YOU'LL SEE, UH, IT'S AN INCREASE.

UH, THE REASON FOR THAT INCREASE IS LAST YEAR, WE DID COME TO THE COUNCIL AND TELL THEM THAT WE HAD TO, WE HAD SOME ISSUES WITH SOME STREETS AND A SUBDIVISION.

WE DIDN'T THINK IT WOULD BE D WOULD BE COMPLETED AS WHEN AND THE TIMEFRAME THAT WE THOUGHT WHILE WE WERE IN THERE WORKING IT, GOT IT GOT FINISHED.

IT TOOK OFF A LOT OF THE OTHER STREETS THAT WERE, THAT WE WASN'T WORKING ON.

WE WENT AHEAD AND HAD THAT INCREASE IN.

SO WE COULD, WHEN WE GOT INTO THAT AREA, WE COULD AT LEAST SAY WE FIXED ALL THE STREETS THAT WERE IN THAT AREA.

THANK YOU.

UM, I WANT TO TAKE MY HAT OFF TO YOU ON THAT AT TWO AND 93, I DIDN'T RECOGNIZE IT AS A CREDIT, AND FRANKLY HAS NEVER SEEN A CHANGE ALL THE CREDIT.

SO, SO FOR MORE OF THOSE THAN WE DO, THAT'S FOR SURE.

BEFORE YOU LEAVE, DID YOU GET THE INFORMATION ON THE PREVIOUS 15% FF? WE REALIZED THAT THE GOAL IS 15%.

HAVE WE REALIZED? YES.

ALL RIGHT.

THANK YOU.

[103. 20-01454]

BATTLE RIDGE AREA CHAMBER 2020 ECONOMIC DEVELOPMENT YEAR IN PRESENTATION BY DANI MILLER DIRECTOR OF BUSINESS IN BATON ROUGE AREA CHAMBER BY THE COUNCIL ADMINISTRATOR AND TREASURER IS DONNIE MILLER.

HERE.

WE LET HIM IN THE CHAMBER.

WE LET HIM IN THE CHAIN.

OH, THERE HE IS.

HOW YOU DOING DON HAPPY NEW YEAR.

THANK YOU.

YOU LOOK GOOD.

YOU LOOK GOOD.

COVID LOCKED AWAY DOING A BUNCH OF EXERCISE.

WELL, TODAY I'M HERE TO GIVE YOU A PRESENTATION FROM 2020 ON ECONOMIC DEVELOPMENT.

AND, YOU KNOW, WE WILL NOT UNDERSTAND THE CHALLENGES THAT WE HAD LAST YEAR.

I WON'T GO INTO ANY OF THAT, BUT I'M NOT HERE TO GIVE YOU THE DOOM AND GLOOM.

I'M ACTUALLY HERE TO GIVE YOU A BUNCH OF POSITIVE INFORMATION ABOUT THE SUCCESS OF EAST BATON ROUGE PARISH, UH, LAST YEAR, AND THEN THE TRAJECTORY THAT WE'RE ON FOR THIS YEAR.

DO WE HAVE A PRESENTATION? IS IT SOMETHING YOU GUYS ARE ABLE TO SEE NOW FROM LAST MEETING? THAT'S OKAY.

I'VE GOT IT.

I'VE GOT IT RIGHT HERE.

UM, TYPICALLY IN A YEAR, WE'RE ESTIMATING A GOAL OF 350 NEW JOBS INTO EAST BATON ROUGE PARISH.

FOR THE PAST 10 YEARS, WE'VE SUPPORTED SURPASSED THAT NUMBER IN 2020 IS NO DIFFERENT.

SO LAST YEAR COLLECTIVELY, WE ADDED AN ADDITIONAL 510 NEW JOBS TO THE PARISH.

THESE ARE FULL-TIME POSITIONS, AND THIS IS WITH HELP FROM MAYOR BROOM, HERSELF, HER TEAM, UH, SPECIFICALLY BENEATH ONGUARD.

I REALLY APPRECIATE EVERYTHING YOU'VE DONE OVER THE PAST YEAR.

AND THEN THIS COUNCIL AND YOUR PREDECESSORS FOR ALL THE HARD WORK LAST YEAR THREE, FOUR, FIVE, SIX, WE HAD SIX PROJECTS REALLY SEVEN IN TOTAL, BUT I'LL GET INTO THAT.

THAT CLOSED FOR A TOTAL AGAIN OF 510 JOBS.

THE FIRST PROJECT THAT WE WERE ABLE TO LAND IN EASTENDERS PARIS LAST YEAR WAS THE FIRST COMPANY TO FALL DUE TO COVID IN 2020, THAT WAS ETHERIDGE ELECTRIC THAT CAME TO THIS COUNCIL FOR AN ITEP APPROVAL.

UM, THEY WERE NOT ABLE TO SUSTAIN BUSINESS AND ENDED UP CLOSING THEIR OPERATION ON PLANT GROWTH.

THE FIRST, UH, THE NEXT PROJECT WE WERE ABLE TO TO LAND HERE IS OVER AT CELTIC STUDIOS, A COMPANY IN DIGITAL MEDIA AND FILM SPACE, UH, PROJECT ALASKA, WHICH IS CRAFTY APES DURING TREMENDOUS WORK IN THE FILM INDUSTRY.

AS OUR NEW FILM DIRECTORS WILL, CAN THE TRICKY TO, UH, THERE'S MORE COMING AND I'M LOOKING FORWARD TO YOU GUYS JOINING THE CONVERSATION, BUT THAT AN ADDITIONAL 55,000 AND CAPITAL INVESTMENT, BUT REALLY THE, THE STORY THERE, THE 2.3 MILLION IN PAYROLL, THESE WERE AVERAGE SALARIES OF NORTH OF $116,000 FOR EAST BATON ROUGE PARISH.

THAT'S TREMENDOUS.

AND THERE'S MORE WORK ON THE WAY.

WE'RE HOPING THIS THIS COMPANY HAS GOT A GREAT TRAJECTORY, AND WE THINK THEY'RE GOING TO CONTINUE TO EXPAND PROJECT SANDLER, CLICK HERE, DIGITAL ANOTHER WIN FOR BATON ROUGE IN THE DIGITAL MARKETING SPACE.

AS WE CONTINUE TO LOOK TO DIVERSIFY OUR MARKET OUT OF OUR CORE BASE OF JUST MANUFACTURING AND HEALTHCARE, DIGITALLY MEDIA IS ON THE UPTICK.

THIS IS A HUNDRED NEW JOBS, 5 MILLION IN PAYROLL AND ADDITIONAL 1.5 MILLION IN CAPITAL INVESTMENT.

ANOTHER SMALL COMPANY YOU MIGHT HAVE HEARD IN THE PRESS, UH, PROJECT PIZZA.

THIS WAS AMAZON, THIS WAS 350 NEW JOBS DISTRIBUTION FACILITY NEAR BETHANY OFFICE SEGUIN ROAD, PAYROLL OF OVER 10 MILLION AND A CAPITAL INVESTMENT OF OVER $20 MILLION.

OKAY.

ANOTHER GREAT STORY COMING OUT OF LSU AND THE TECH PART INTERNATIONAL MEZZO TECHNOLOGY.

THIS WAS AN INDUSTRIAL PROPERTY TAX EXEMPTED COMPANY ON THE EXPANSION OF THEIR MANUFACTURING OPER OPERATIONS, WHICH WAS 10 ADDITIONAL NEW JOBS.

THIS COMPANY CONTINUES TO GROW.

THEY'VE SURPASSED THOSE NUMBERS ALREADY.

THAT WAS A SMALL INVESTMENT OF $270,392, UH, BUT AN ADDITIONAL PAYROLL OF $600,000.

SO 60,000 AVERAGE SALARIES, ANOTHER PROJECT IN NORTH BATON ROUGE PROJECT.

THIS COMPANY IS ASKED TO REMAIN CONFIDENTIAL.

THAT'S A MANUFACTURING OPERATION AND THEY'RE ADDING AN ADDITIONAL 15 NEW JOBS.

AND THEN, UH, ANOTHER COMPANY THAT YOU ALL HAVE HEARD IN THE PRESS QUITE A BIT, WHICH WAS THE NEW AQUARIUM THAT'S COMING TO THE MALL OF LOUISIANA.

UM, THERE ESTIMATING A MINIMUM OF 15 NEW JOBS.

BUT WHAT WE'RE LOOKING AT IS LIKE I SAID, 510

[01:10:01]

NEW JOBS, OKAY.

WE'RE 19 MILLION IN NEW PAYROLL AND OVER 25 MILLION IN NEW CAPITAL INVESTMENT INTO EAST BATON ROUGE AND A PANDEMIC YEAR.

SO THANK YOU FOR ALL THE HARD WORK ON THAT.

WHAT THIS DOES IS IT REALLY PUTS US ON THE TRAJECTORY FOR 2021.

AND I CAN'T WAIT TO BRING YOU SOME OF THE PROJECTS THAT ARE, THAT ARE ON OUR DESK, THAT ARE IN OUR PORTFOLIO RIGHT NOW THAT I BELIEVE WILL CLOSE IN EARLY Q1 OF THIS YEAR, WHICH WE'RE GOING TO SEE, NOT JUST TENS OF TWENTIES, A MINUTE GAINS OF DOLLARS IN CAPITAL INVESTMENT, BUT HUNDREDS OF MILLIONS OF DOLLARS OF CAPITAL INVESTMENT.

THERE ARE LOTS OF PROJECTS IN THE PIPELINE.

I LIKE TO TAKE A HOLISTIC APPROACH AS THE REGION.

WE'VE GOT 56 THERE'S PROJECTS IN THE PIPELINE.

UH, WE CLASSIFY THEM AS A B AND C PROJECT, BUT THERE ARE 12 EIGHT PROJECTS, WHICH I THINK WE'RE GOING TO PUSH OVER THE FINISH LINE EARLY THIS YEAR.

UM, SOME THAT WE HOPE WOULD CLOSE IN 2020, BUT WE'RE HAPPY THAT THEY'RE CLOSING AT 2021.

WHAT DOES THAT 56 PROJECTS REPRESENT THAT'S OVER 9,000 NEW JOBS IN THE REGION.

THAT'S OVER 321, A MILLION AND NEW PAYROLL.

AND THIS IS THE FUN NUMBER OVER 12 BILLION WITH A B AND CAPITAL INVESTMENT INTO THE REGION.

OKAY.

I LIKE TO PUT THAT INTO PERSPECTIVE FROM PREVIOUS YEARS.

AND IN 2019, WE HAD OUR MOST SUCCESSFUL YEAR FOR PROJECT WINDS AT 17, SO SEVEN VERSUS 17 PANDEMIC YEAR, BUT THAT WAS 17 PROJECTS EQUATED TO 522 NEW JOBS.

SO 510 VERSUS 522, STILL A VERY SUCCESSFUL 2020.

WE ALSO LIKE TO BENCHMARK OURSELVES, UM, WITH THIRD-PARTY METRICS.

SO WE REACH OUT TO AN ECONOMIST OUTSIDE OF BATON ROUGE TO MAKE SURE THAT AS WE LOOK AT THE CONTRACT WITH EAST BATON ROUGE PARISH, WHICH IS $339,500 PER YEAR, WHAT'S THE RETURN ON THE INVESTMENT FOR THE CITY PARISH.

AGAIN, FOR THE PAST 10 YEARS, WE'VE SURPASSED OUR GOALS, BUT WHAT THAT, WITH THE JOBS THAT WE'VE BROUGHT IN THE CAPITAL INVESTMENT, IT'S A 550% RETURN ON THE CITY PARISHES INVESTMENT THAT'S FOR EVERY $1 THAT THE CITY PARISH PROVIDES, WE'VE RETURNED $5 AND 50 CENTS BACK INTO OUR TAX BASE.

AND I'LL CLOSE.

THESE ARE ESTIMATIONS AND, UH, FIGURES FROM 2018 INTO 2019.

AND THE NEXT TIME I REPORT TO YOU ALL THIS WILL BE BASED ON 2020 NUMBERS.

WE ALWAYS GET THE QUESTION OF WHAT DOES THIS MEAN IN REGARDS TO NORTH BATON ROUGE, WE ALWAYS TAKE A LOOK AT THESE PATENTERS PARISH, BUT CAN YOU HELP US BREAK DOWN? WHAT IS THE NEW GROWTH? 38% IN 2018 AND 2019 38% OF THE NEW AND RETAIN JOBS WENT INTO NORTH BATON ROUGE OR ONE IN THREE JOBS WENT INTO THE COMMUNITY.

35% OF PAYROLL WENT INTO NORTH BATON ROUGE AND 97% OF THE CAPITAL INVESTMENT WHEN IT'S NORTH BATTERS IN 2018 AND 2019.

WHAT DOES THAT MEAN FOR 2020? JUST TO GIVE YOU SOME FIGURES OF THOSE SEVEN PROJECTS, UH, MICRO TWO AND PROJECT BULLET, WHERE TWO PROJECTS OF THE SEVEN THAT WENT IN, BUT I THINK WE'RE GOING TO SEE A LOT MORE INVESTMENT MOVING INTO 2021.

WE'RE CONTINUING TO WORK WITH OUR MAJOR ASSETS, SOUTHERN LSU, UH, BTR THE AIRPORT, THE ACT CENTER, THE WATER CAMPUS.

AND AS WE'VE SEEN THE RECENT SALE OF BUNK CARAY, WE'RE EXCITED TO WORK WITH THE NEW OWNERS OF PUTTING SUCH A MAJOR ASSET BACK, UH, IN COMMERCE.

AND, AND SIMILARLY, WE'VE GOT TO FOCUS ON CORE TANA MALL, MAKING SURE THAT THERE'S A TRAJECTORY AND A PATH FORWARD TO PUTTING THAT BACK IN COMMERCE AS WELL.

SO THANK YOU FOR YOUR TIME.

I APPRECIATE IT.

AND LOOK FORWARD TO WORKING WITH YOU ALL THROUGHOUT 2021.

THANK YOU, DONNIE.

DON'T GO ANYWHERE.

DO WE HAVE ANY PUBLIC IT'S A PUBLIC HEARING, ANY COMMENTS FROM THE PUBLIC, ANY COMMENTS FROM THE PUBLIC HAVING NONE COUNCIL MEMBERS, COUNCIL MEMBER BANKS? UH, YES, DANNY.

UM, SO THIS THAT'S THE 2020 AND OF COURSE, UH, IN 2019, UM, SAME THING EVEN BETTER IN, AS IT RELATES TO THE SUCCESSES OF NORTH BATON ROUGE.

AND, UM, YOU KNOW, WE HAVE A LOT OF THINGS I KNOW THAT YOU HAVEN'T MENTIONED THAT ARE HAPPENING BECAUSE IT'S NOT ALWAYS GOOD TO COME OUT THE GATE TOO SOON.

UM, WHICH IS WHY I WANT TO BE ON PLANNING COMMISSION.

CAUSE THAT'S WHERE, THAT'S WHERE THE GROWTH IS.

AND, UM, MANY OF THE PEOPLE IN OUR COMMUNITY ARE REALLY BEING ENGAGED BASICALLY BECAUSE OF THE EFFORTS WITH, WITH, UM, WITH THE DIFFERENT THINGS, WHETHER IT'S THE OSCHNER THAT IS STILL THE BATON ROUGE ZOO, THE AIRPORT, AS YOU INDICATED, I AM, THERE ARE TWO THINGS THAT I THINK ARE, WE ARE REALLY WELL.

ONE THING THAT I'M INTERESTED IN FINDING OUT THAT IS WHERE WE DID THE ICAP FOR STEP, BUT THEN THEY HAD A LAYOFF.

SO JUST KIND OF WHERE THAT IS, BECAUSE I HEARD THEY'RE ABOUT TO COME BACK ONLINE AND THEN THE TALK OF THE TOWN IS THE AMAZON POSSIBLY COMING TO CARTAGENA, WHICH IS OF, UM, DONE,

[01:15:01]

IF YOU'RE ABLE TO JUST BRIEF US A LITTLE BIT ON THAT.

AND, UM, SO THAT WE COULDN'T, YOU KNOW, KINDA KNOW I'M SO HAPPY ABOUT THE GROWTH IN NORTH BATON ROUGE.

AND SO AGAIN, THAT'S WHY I WANTED TO BE ON THE PLANNING AS WELL.

WELL, AND I APPRECIATE THAT THE TWO PROJECTS YOU BROUGHT RECENTLY, ONE THAT THAT'S, WE'VE, WE'VE ESSENTIALLY CLOSED, WHICH WAS, UM, PEDIATRIC DAYCARE FACILITY THAT WE WORKED WITH.

AND THAT'S JUST BEEN A TREMENDOUS STORY AND HELPING THEM WORK THROUGH INCENTIVE PROCESS, THE CONSTRUCTION PROCESS AND RELOCATING YOU'VE ALSO BROUGHT ANOTHER PROJECT THAT WE'RE WORKING ACTIVELY IN NORTH BATON ROUGE, WHICH IS A FOOD MANUFACTURER.

UM, AND THAT'S GOING VERY WELL.

UH, AND THAT'S GOING TO BE AN INTERNATIONAL COMPANY.

THAT'S MOVING INTO BATON ROUGE AND PLANNING A HEADQUARTERS LOCATION.

SO WE'RE WORKING THROUGH THAT, UH, IN REGARDS TO STOP, YOU KNOW, COVID HAS, HAS CHANGED THE GAME WITH A LOT OF OUR MANUFACTURING IN REGARDS TO STUFF AND ITEP, UH, THEY STILL HAVE TO FOLLOW A PROCEDURE AT THE STATE LEVEL.

SO IF THERE'S ANY CHANGE IN THEIR CONTRACT, THAT'LL BE REFLECTED IN THE TIMELINE.

SO THEY'RE GOING TO HAVE TO MEET CERTAIN BENCHMARKS TO SH UH, TO ACHIEVE CERTAIN INCENTIVES.

UM, AND WITH REGARDS TO OTHER PROJECTS THAT WE'RE WORKING ACTIVELY, YOU KNOW, UM, I'M HESITANT TO GO INTO DETAILS NOT ONLY FOR THE COMPANY SAKE, BUT THE EMPLOYEES AND THE COMPETITION AND MAKING SURE THAT WE DON'T GET AHEAD OF ANYTHING IN CASE, YOU KNOW, IN CASE THINGS GO IN DIFFERENT DIRECTIONS.

UM, AND THAT'S WITH ALL PROJECTS, YOU KNOW, WE WANT TO MAKE SURE THAT WE'RE FOLLOWING PROCEDURE.

I THINK THE MEDIA IS DOING AN INTERESTING JOB OF, OF MINING AND DATING AND TRYING TO GET CONTENT OUT.

UM, BUT WE RUN IN A DIFFERENT LANE AND WE WANT TO MAKE SURE THAT WE'RE FOLLOWING AN ORDER OF OPERATIONS.

RIGHT.

WELL, THANK YOU AGAIN, IT'S ALWAYS AWESOME TO BE IN PARTNERSHIP WITH YOU SPECIFICALLY AND I'M MOREHEAD FOR NORTH BEDROOM.

THANK YOU.

COOL.

THANK YOU, DONNA.

ANY OTHER COUNCIL MEMBERS, THE GENTLEMAN FROM CENTRAL? SO YOU HAD MENTIONED EARLIER, UM, ABOUT BUNK CAREY AND, UM, THAT WAS, UH, IF I REMEMBER RIGHT, AND I DON'T WANT TO OVERSTEP AS FAR AS MENTIONING BUSINESSES OR WHATEVER, BUT THAT WAS SOMETHING THAT'S ALREADY BEEN THROUGH THE PROCESS AND IS GOING FORWARD IN ANNOUNCED IN REGARDS TO BEING PURCHASED.

YES.

AND WHAT'S GOING IN THERE AND EVERYTHING.

IT'S A BIG BUILDING, THERE'S A LOT OF SQUARE FOOTAGE.

SO THERE ARE MANY TENANTS, AS YOU KNOW, WE HAVE THE TECH PARK LOCATED ON THE LEFT SIDE OF THE FACILITY.

UH, THERE'S A FANTASTIC COMPANY VENUE OWNED BY E-TAIL CURRENTLY THERE.

AND THERE'S BEEN A LOT OF SMALL LEASES DUE TO COVID WITH STATE GOVERNMENT MOVING IN AND MAKING SURE THEY HAD ROOM FOR THEIR EMPLOYEES.

UM, THERE'S A PATH FORWARD.

WE'RE ACTIVELY WORKING WITH THE NEW OWNERSHIP AND CONSULTANTS TO SEE WHAT IS THE BEST FIT.

UH, BUT THERE'S A PATH THERE'S A PLAN AND WE'RE MAKING SURE TO GO RECRUIT LOVE TO HAVE YOU ENGAGE IN THAT CONVERSATION ALONG THE WAY.

YEAH.

UH, I GUESS FROM, FROM MY STANDPOINT, I WAS, UH, AND AGAIN, I, I DON'T KNOW WHAT CAN BE SAID OR WHATEVER ELSE, BUT FROM WHAT I UNDERSTAND, IT WAS KIND OF LIKE THE SAME, THE NEW OWNERS THAT BOUGHT IT WAS THE SAME PATH AS VENUE.

AND IT WAS POSSIBLY DESK, A LARGE DATA CENTER.

AND I DIDN'T KNOW IF THAT WAS, YOU KNOW, WHAT, WHERE, WHERE THEY WERE TRYING TO GO WITH IT AS LARGER DATA CENTER, MORE DATA CENTER.

AND, YOU KNOW, THE REASON I BRING THAT UP AS FAR AS ECONOMIC DEVELOPMENT AND EVERYTHING IS IF YOU LOOK AT A LOT OF THESE HUBS AND YOU KNOW, WHETHER IT'S DALLAS OR WHATEVER, A LOT OF THOSE PLACES START OFF AS DATA CENTERS.

AND IT JUST GREW AND EXPLODED FROM THERE BECAUSE OF ALL THE SUPPORT THAT WAS NEEDED AROUND IT AND SO ON AND SO FORTH.

SO I DIDN'T KNOW WHERE, HOW FAR THAT I WAS TRYING TO GET SOME INFORMATION ON HOW FAR THAT WAS, IF THAT WAS WHAT WAS GOING ON, IF IT HAD BEEN ANNOUNCED OR NOT.

AND AGAIN, I DON'T WANT TO GET INTO, YOU KNOW, WHAT YOU CAN, AND CAN'T SAY, I JUST DIDN'T KNOW HOW FAR.

WELL, WHEN YOU MENTIONED DALLAS, DALLAS AS A TIER ONE CITY, UM, I WOULD CONSIDER BATON ROUGE MORE OF A TIER TWO CITY, ESPECIALLY WHEN IT COMES TO DATA NEEDS THE BENEFIT OF BUNKER A IS THE SIZE OF THE PIPE THAT'S COMING IN.

AND THEN I'M SURE YOU'LL GATHER THAT FROM YOUR LINE OF WORK, YOU KNOW, THE, THE BANDWIDTH AND THE ABILITY FOR SPEED.

UH, THERE'S A REASON VENUE IS HOME, IS LOCATED IN THAT FACILITY.

UM, SO I THINK THAT WOULD BE LOW-HANGING FRUIT TO SEE A WAY TO, TO GROW THAT, WHICH AGAIN, IF WE CAN GROW THE SERVER ABILITY, I THINK IT ALSO HELPS US, UH, GAIN TALENT AND ANCILLARY BUSINESSES THAT COULD COME IN.

BUT AGAIN, LOVE TO SPEAK IF YOU HAVE SOME MORE IDEAS ON WHAT WOULD BE A GOOD FIT.

YEAH.

YEAH.

I, I THINK IT'S A GREAT JOB.

Y'ALL Y'ALL HAVE DONE IT'S UM, YOU KNOW, YOU'VE GOT DEAL, I CALL IT BEAUMARCHAIS BON CARRY, WHATEVER BOMBER SHAVING MALL.

AND OF COURSE QUARTANA AND THAT WHOLE NORTH BATON ROUGE AREA A GREAT JOB.

I THINK THAT, YOU KNOW, GREAT GROWTH POTENTIAL IN THAT AREA BASED ON THOSE TWO, ESPECIALLY COMING ONLINE OR WHAT COULD HAPPEN IN THAT AREA.

THANK YOU.

ANY OTHER COUNCIL MEMBERS, ANY OTHER COUNCIL MEMBERS? THANK YOU, DANI.

WE SINCERELY APPRECIATE YOU.

THANK YOU FOR SPREAD 10 ITEMS.

[01:20:01]

ONE OH FOUR.

THESE ITEMS ARE TO BE ADOPTED.

THESE ARE EMERGENCY ITEMS, A ONE OH FOUR

[104. 20-01536]

REPEALING THE RESOLUTION FIVE, FOUR EIGHT, SEVEN, THREE ADOPTED APRIL EIGHT, 2020, AND THE REAL ESTATE AND TITLE NINE LICENSING AND REGULATION OF TRADES AND OCCUPATIONS CHAPTER 18, SECTION NINE, COLON 1000 CODE OF ORDINANCES OF THE CITY OF BATON ROUGE AND PARIS OF EAST BATON ROUGE ARE TURNING FOR THE SALE OF THE REGULATION OF ALCOHOLIC BEVERAGES BY THE PARISH ATTORNEY, COUNCIL MEMBERS AND LADIES AND GENTLEMEN.

THIS ITEM R HAS BEEN REQUESTED TO BE DELETED BY THE PARISH ATTORNEY'S OFFICE, BUT WE DO NEED TO HAVE A PUBLIC HEARING ON ITEM.

ARE THERE ANY COMMENTS FROM THE PUBLIC IN ACCORDANCE WITH ORDINANCE ONE SIX, FOUR, FOUR, TWO, DECIDING MUST BE DECLARED AN EMERGENCY BY TWO THIRDS VOTE OF THE METROPOLITAN COUNCIL.

MOST OF THE CLERK TO DECLARE THIS ITEM AND EMERGENCY, IS THERE A MOTION TO DECLARE THIS ITEM, ANY EMERGENCY MOTION BY ROCCA SECOND BY GREEN YOUR OBJECT? LET ME, YEAH, WE DON'T WANT A FULL LIMIT.

EXPLAIN, UH, IT IS AN ITEM THAT IS ON THE AGENDA.

SO IT HAS TO BE READ INTO THE RECORD AND WE DO HAVE TO HAVE A PUBLIC HEARING ON IT.

UH, AND AS AN EMERGENCY ITEM, WE HAVE TO VOTE BY TWO THIRDS OF THE VOTE IN ORDER TO APPROVE IT AS AN EMERGENCY ITEM.

HOWEVER, THE PARENT'S ATTORNEY'S OFFICE HAS REQUESTED THAT IT'D BE DELETED, BUT WE STILL HAVE TO GO THROUGH THE PROCESS BECAUSE IT'S BEEN PRINTED ON THE AGENDA.

AND SO WE STILL HAVE TO ALLOW THE PUBLIC TO COMMENT ON OR ANY, ANY OF YOU WANT TO MAKE COMMENTS ON IT.

WE CAN, HOWEVER, THE ITEM HAS BEEN REQUESTED TO BE DELETED, BUT IN ORDER FOR IT TO BE CONSIDERED AN EMERGENCY ITEM, WHEN THESE TWO THIRDS VOTE, WE DO HAVE ONE OBJECTION.

SO, UH, IF THERE ARE NO OTHER OBJECTIONS, THEN WE CAN APPROVE THE ITEM AS AN EMERGENCY ITEM.

HOWEVER, AGAIN, THE ITEMS GOING TO BE DELETED HAS BEEN REQUESTED TO BE DELETED FOR DISCUSSION TONIGHT, BUT BECAUSE IT'S PRINTED ON THE AGENDA.

SURE.

IF YOU NEED ME TO MEMORIZE THE LAST NIGHT COUNCIL MEMBERS, IS THERE SOMEONE HERE FROM THE PARISH ATTORNEY'S OFFICE? OKAY.

JUST WANTED TO MAKE SURE THAT IF IT WENT FORWARD, WE HAD SOMEBODY TO ANSWER QUESTIONS.

YEAH.

OKAY.

MR. GOOD EVENING.

COUNCIL MEMBERS.

NOT YET.

HEY, HOW CAN I HELP YOU OFF? OKAY.

UH, NO, I WAS JUST, I WAS JUST MAKING SURE SOMEONE WAS HERE.

IF IT DID GO FORWARD.

I DON'T KNOW.

AGAIN, I APOLOGIZE FOR MY NEWNESS.

UH, I DON'T KNOW WHAT THE PROCESS IS THAT WE HAVE TO MAKE SURE THAT WE GO FORWARD WITH THE PUBLIC SPEAKING.

AND THEN BEFORE WE CAN DISCUSS WITH HIM OR GETTING THE ANSWER QUESTIONS.

NOW I ASKED FOR A PROCESS, PLEASE, YOU ARE GOING TO HAVE TO VOTE ON THE EMERGENCY.

IF Y'ALL DO NOT CLAIRE, IT DID DECLARED AN EMERGENCY.

THEN WE CAN NOT CONSIDER THE ITEM FOR APPROVAL OR DEFERRAL OR DELETION, UM, THAT THE ITEM WILL EFFECTIVELY JUST GO AWAY.

SO, UM, IF Y'ALL WOULD LIKE TO DECLARED AN EMERGENCY AND THEN DELETE IT, YOU CAN, IF YOU WOULD LIKE TO VOTE TO OBJECT TO THE VOTE, TO DECLARE IT AN EMERGENCY, IT WILL BASICALLY HAVE THE SAME EFFECT.

OKAY.

IF WE GO FORWARD AND HAVE PUBLIC DISCUSSION OR COUNCIL DISCUSSION ON IT, AND THEN IT'D BE DEFERRED LATER OR PULL AFTERWARDS, BECAUSE I GUESS AT THIS POINT, I'M NOT SURE WHEN I CAN ASK MY QUESTIONS TO THE, YOU CAN NOT ASK QUESTIONS UNTIL THE ITEM HAS BEEN DECLARED AN EMERGENCY.

IF SO, IF Y'ALL HAVE QUESTIONS AND WANT TO DISCUSS IT WITH PARISH ATTORNEY'S OFFICE, YOU ARE GOING TO NEED TO DECLARE IT AN EMERGENCY AND HOLD THE PUBLIC HEARING, AND THEN YOU'LL BE ABLE TO ASK YOUR QUESTIONS.

OKAY.

THANK YOU.

IF THERE ARE COUNCIL MEMBER QUESTIONS, I WITHDRAW MY OBJECTION.

YES.

I WILL HAVE QUESTIONS.

SO FIRST WE NEED TO VOTE ON THE ITEM BEING DECLARED AN EMERGENCY MOTION, MOTION BY ROCKER.

SECOND BY GREEN.

ARE THERE ANY OBJECTIONS HAVING NONE? THE ITEM HAS BEEN DECLARED AN EMERGENCY.

NOW WE NEED TO HAVE A PUBLIC HEARING ON AN ITEM.

ANY COMMENTS FROM THE PUBLIC, NO COMMENTS FROM THE PUBLIC COUNCIL MEMBERS, COUNCIL MEMBER MO SORRY.

OKAY.

A REPRESENTATIVE PAST TURNS OFFICE.

COULD, COULD YOU GIVE THE COUNCIL YOUR, YOUR OBJECTION AS FAR AS THIS BEING ON HERE AND WHERE IT NEEDS TO GO TO PUT IT BACK IN? OKAY.

SO ORIGINALLY WHEN THE PANDEMIC HIT, UM, AND THE BARS AND RESTAURANTS WERE WERE CLOSED, UM, THERE IS A LITTLE BIT OF A DISCREPANCY BETWEEN STATE LAW AND OUR ABC ORDINANCES, WHICH IS OCCURS IN MOST PARISHES.

AND I SAY DISCREPANCY WE'RE A LITTLE BIT, UH, HARSHER IN HOW WE HANDLE THE, UH, HANDLING OF ALCOHOLIC BEVERAGE CONTROL SPECIFICALLY.

UM, CURBSIDE DELIVERY IS NOT ALLOWED IN BATON ROUGE UNDER OUR CURRENT ABC ORDINANCES, UM, GIVEN THE CLOSURE OF THE BARS AND RESTAURANTS, UM, AND THAT, THAT INABILITY FOR THE

[01:25:01]

LOCAL ESTABLISHMENT TO SERVE CURBSIDE DELIVERY.

WHAT WAS, WERE CRESTED BACK? UH, I GUESS IN MARCH, MAYBE APRIL WAS TO SUSPEND OUR LOCAL ORDINANCES, UH, D UH, HAVE THE ATC, THE STATE, UH, LAW IN PLACE THAT WOULD ALLOW CURBSIDE DELIVERY TO GET A LIFELINE TO THE BARS AND RESTAURANTS.

UM, NOW, SO WE HAD PUT THIS BACK IN, WE'VE BEEN CONTEMPLATING DOING THIS BACK, THE LATTER PART OF OCTOBER OR EARLY PART OF NOVEMBER.

IT GOT DELAYED BACK BECAUSE OF THE TIMING OF THE HOLIDAYS AND VARIOUS REASONS.

NOW THE NUMBERS HAVE STARTED TO SPIKE BACK UP, UM, AND GIVEN THAT IT, UH, PROBABLY IS IN THE BEST INTEREST OF SOME OF THESE BUSINESSES TO CONTINUE TO ALLOW CURBSIDE DELIVERY.

SO, UH, WANT TO TAKE THIS OPPORTUNITY TO, UM, GET WITH THE COUNCIL MEMBERS TO, TO ENSURE THAT THAT'S SOMETHING THAT THE COUNCIL WOULD LIKE TO DO TO ALLOW CURBSIDE DELIVERY.

I'VE TALKED TO SEVERAL COUNCIL MEMBERS ALREADY.

THAT'S SOMETHING THAT THEY WOULD LIKE TO SEE, UH, PUT INTO PLACE, UH, GOING FORWARD.

SO IT'D BE KIND OF SOMETHING THAT WE COULD HANDLE AND ADDRESS ALL AT ONE TIME.

OKAY.

UM, SO BASICALLY IF I'M UNDERSTANDING THIS CORRECTLY, THERE'S JUST CERTAIN THINGS, INSTEAD OF BRINGING THIS ALL BACK ONLINE, AS ONE NEW PIECE, WE CAN GO IN AND SAY, OKAY, THIS IS WHAT WE WANT TO BRING BACK ONLINE OR NOT ONLINE.

AS FAR AS THE ORDINANCE GOES IN A DIFFERENT, UM, LAWS, I E A UNDERAGE DRINKING VERSUS A CURBSIDE DELIVERY, YOU KNOW, ENFORCEMENT VERSUS, UH, WHAT YOU CAN AND CAN'T SELL AND SO ON AND SO FORTH.

AND AS THE PARISH ATTORNEY IS THAT WHAT WE NEED TO DO AS A COUNCIL IS SAY, OKAY, THIS IS WHAT WE NEED TO BRING BACK ONLINE.

THIS IS WHAT WE NEED TO LEAVE UNDER THE STATE AND GO UNDER LIKE A, A MIX TYPE THING.

SO I, THAT IS NOT SOMETHING THAT WE WOULD ADVOCATE FOR.

THAT'S SOMETHING THAT THE COUNCIL WOULD, UH, BRING TO US OR, UM, AND, AND SAY, HEY, THIS IS SOMETHING THAT WE'D LIKE TO LOOK AT, OR LIKE YOU TO LOOK AT.

AND THEN WE WOULD DRAFT AN ORDINANCE ACCORDINGLY, UH, MEET WITH VARIOUS COUNCIL MEMBERS TO ENSURE THAT THIS IS WHAT THEY WANT, AND THEN BRING IT, UH, TO, TO, TO INTRODUCE AND THEN TO ULTIMATELY BE VOTED ON.

OKAY, THAT'S IT, THAT'S IT FOR ME.

YES.

COUNCIL MEMBER AMOROSA.

HELLO.

THERE WE GO.

SO HAVING THIS, UM, NOT REINSTATING, THIS REALLY TIES THE HANDS OF THE ABC BOARD.

AM I CORRECT UNNECESSARILY? UH, WE HAVE A PROVISION THAT DOES ALLOW FOR US TO ENFORCE THE STATE LAW, WHICH WE HAVE BEEN DOING.

IT IS NOT THE SAME AS OUR, THAT IS CORRECT.

SO, FOR EXAMPLE, UM, IF I WERE TO GO TO A RESTAURANT TONIGHT AND ORDER A STEAK AT A RUTH'S CHRIS, I CAN ALSO ORDER A BOTTLE OF WINE, AND THAT WOULD BE ALLOWED UNDER THE ATC, UH, LAW UNDER OUR LOCAL ORDINANCES.

THAT IS NOT ALLOWED WHEN YOU TAKE IT HOME TAKE, THEY CAN NOT DELIVER IT TO YOUR CAR.

OH, SO YOU'RE TALKING ABOUT DELIVERING IT TO THE CAR, DELIVERED IT TO THE CAR.

UM, SO MY PROBLEM IS, IS THAT, UM, AND AFTER TALKING TO SEVERAL ABC BOARD MEMBERS ABOUT A SITUATION THAT I'M LOOKING AT, THEIR HANDS ARE TIED AND THEREFORE THIS CERTAIN ESTABLISHMENT IS TAKING ADVANTAGE OF IT.

AND ABC BOARD CAN'T DO ANYTHING ABOUT IT.

SO I JUST REALLY HAVE A PROBLEM WITH DELETING THIS, KNOWING THE SPECIFICS OF IT.

WELL, I'M NOT GOING TO DO THAT HERE.

WELL, NO, BUT I'M SAYING IF YOU WOULD LIKE TO GET WITH ME ON IT, I'LL ABSOLUTELY HAVE THAT SITUATION ADDRESSED.

UM, BUT WE DO CONTINUE.

THE ABC AGENTS CONTINUE TO ENFORCE, UH, THE STATE LAW EVERY DAY.

THEY DO COMPLIANCE CHECKS EVERY DAY.

SO WHAT KIND OF THINGS ARE, LET ME SEE HOW I WANT TO ASK THIS QUESTION, UM, HAVING THIS, UM, IN PLACE AND NOT READING AND STATING IT, HOW ARE THE, WHAT, WHAT CAN THE ABC BOARD NOT DO WITH THIS? NOT IN PLACE, ABC BOARD CAN STILL DO EVERYTHING THAT THEY HAD BEEN DOING PRIOR.

SO, SO WHY ARE, WHY ARE THEY TELLING ME IT'S TYING THEIR HANDS, THAT THEY CAN'T ENFORCE OKAY.

SPECIFICALLY WHAT THAT IS.

SO IF WE CAN MEET AND DISCUSS THAT, BUT WE ABSOLUTELY HAVE HEARINGS.

WE'VE BEEN HAVING HEARINGS.

WE'LL CONTINUE TO HAVE HEARINGS FOR PEOPLE THAT ARE NOT IN COMPLIANCE THAT ARE SELLING TO UNDERAGE THAT ARE OUT THERE.

UM, WE ABSOLUTELY, UH, STILL HAVE THAT IN PLACE.

THEY'RE ENFORCING THE STATE LAW, YOU AND ME.

WE NEED TO GET TOGETHER.

ABSOLUTELY.

NO, THAT'S NOT SOMETHING.

THIS IS REALLY WHAT IT IS, IS FOR THE CURBSIDE DELIVERY.

THAT IS

[01:30:01]

WHERE WE HAVE AN ISSUE, A HOLE, SO TO SPEAK A LOOPHOLE THAT WE NEED TO, WE NEED TO FIX.

SO THAT'S PART OF WHAT I WILL BE TASKED TO DO IS TO DRAFT AN ORDINANCE IN CONJUNCTION WITH, UH, COURTNEY, WITH OUR OFFICE, CIRCULATE IT AMONGST THE COUNCIL MEMBERS TO ENSURE THIS, SOMETHING THAT THE COUNCIL WOULD LIKE TO DO.

AND THEN OBVIOUSLY IT'D BE BROUGHT TO YOU GUYS TO MAKE THE DECISION AS TO HOW Y'ALL WOULD LIKE TO GO FORWARD.

OKAY.

THANK YOU, COUNCIL MEMBER DUNN, JR.

THANK YOU.

RESTAURANTS IN BOSS, LIKE MANY INDUSTRIES HAVE BEEN IMPACTED TREMENDOUSLY BY THIS PANDEMIC.

AND I THINK THIS COUNCIL, THE ABC BOARD SHOULD BE DOING ANYTHING WE CAN TO MAKE ADJUSTMENTS, TO HELP THOSE PEOPLE SURVIVE.

UM, I'M IN SUPPORTIVE CURBSIDE DELIVERIES AND ANYTHING WE NEED TO DO TO AID AND ASSIST THOSE ESTABLISHMENT, THOSE OWNERSHIPS, THOSE INDIVIDUALS WHO EARN AN INCOME IN THAT INDUSTRY, WE SHOULD BE SUPPORTING THEM AND NOT RESTRICTING THEM.

UH, THIS PANDEMIC HAS IMPACTED ALL OF OUR LIVES AND ALL OF OUR LIVELIHOOD.

SO I THINK WE SHOULD DO ANYTHING WE CAN TO SUPPORT THEM.

I LIKE, YOU KNOW, GIVEN THE ABC BOARD, THE CITY AND THE AUTHORITY OR THE ABILITY AND THE AUTONOMY TO LACK SOME OF THOSE, UH, THOSE, UH, ORDINANCE THAT WE CURRENTLY HAVE ON THE BOOKS.

THANK YOU, COUNCIL MEMBER ROCKER.

HELLO, MR. MESSINA, STEVIE COUNCILWOMAN, AS SIMPLY AS POSSIBLE.

WILL YOU PLEASE TELL ME WHAT THE EFFECT IS GOING TO BE? IF WE DELETE THIS TONIGHT, THERE'LL BE NO EFFECT THAT IT'S, WE'VE BEEN OPERATING UNDER THIS SINCE MARCH THE LEADING THIS ITEM WILL HAVE ZERO IMPACT WHATSOEVER.

OUR ABC AGENTS WILL CONTINUE TO ENFORCE THE STATE LAW THAT THEY'VE BEEN DOING SINCE, SINCE MARCH.

UH, THERE'LL BE NO, NO.

THE ONLY THING THAT IT WILL ACTUALLY ALLOW WOULD BE TO CONTINUE WITH CURBSIDE DELIVERY.

SO YEAH.

THEN UNINTENDED CONSEQUENCES OF, UH, READOPTING OUR ABC ORDINANCES WOULD POTENTIALLY BE, UM, BY THE LETTER OF THE LAW WOULD BE TO NOT ALLOW CURBSIDE DELIVERY.

SO EVERYONE CURRENTLY, ALL OF THE RESTAURANTS, BARS, ALL THOSE GUYS CAN CONTINUE WHAT THEY ARE DOING AND WHAT THEY'VE BEEN DOING THROUGHOUT THE PANDEMIC.

YES, THAT IS CORRECT.

THANK YOU.

GENTLE LADY FROM SOUTHERN HIGH SCHOOL, UM, AND RELATES TO, I THINK YOU, AND THAT TOPIC TALKED ABOUT THIS BEFORE.

UM, IN MY DISTRICT, WE DON'T HAVE A LOT OF THE, THE RESTAURANTS THAT ARE SERVING THE ALCOHOL.

YES MA'AM.

UM, BUT WE HAVE DAIQUIRI SHOP.

YES MA'AM.

AND SO ONE OF THE CONVERSATION I THINK WE HAD EARLY ON IN THE YEAR WAS, UM, THOSE ESTABLISHMENT BEING ABLE TO DO THE DRIVE AND THE DRIVE AND THE DELIVERY.

AND I THINK, UM, YOU SAID THAT IT, THEY FELL ON THE, ANOTHER AREA BECAUSE THEY DIDN'T SERVE FOOD OR SOMETHING LIKE THAT.

THAT'S CORRECT.

THERE WAS A DISTINCTION THAT THE GOVERNOR HAD MADE UNDER ONE OF HIS EXECUTIVE ORDERS THAT ALLOWED FOR RESTAURANTS AND THAT THERE WERE VARIOUS EXECUTIVE ORDERS, UH, THAT HAD COME INTO PLAY.

BUT, UH, RIGHT NOW IN EAST BATON ROUGE PARISH, YOU WERE NOT ALLOWED TO HAVE A DRIVE-THROUGH DAIQUIRI, UH, ESTABLISHMENT.

YOU CAN GO TO A, UH, DAIQUIRI PLACE, WHICH, UH, I DO, AND YOU CAN GO INSIDE AND YOU CAN ORDER IT AND THEN YOU CAN LEAVE WITH IT UNDER CURRENT, UH, ATC LAW.

THAT IS 100% EXCEPT WATER, IF YOU CAN'T GO INSIDE, BUT YOU CAN GO TO THE WINDOW, UH, AND DOING THAT IS CURRENTLY ALLOWED UNDER ATC LAW IN, IN EAST BATON ROUGE PARISH.

YEAH, I THINK.

OKAY.

YEAH.

AND I THINK YOU CAN GO IN, BUT LIKE YOU SEE, YOU CAN'T SIT DOWN AND EAT AT THE BAR AND ALL THAT.

CORRECT.

OKAY.

ALL RIGHT.

THANK YOU.

JUST ONE CLARIFICATION COUNSEL, UH, UNDER, THANK YOU, UH, PALO FOR ALL THE INFORMATION YOU PROVIDED UNDER THE GUISE OF, I THINK THIS COUNCIL ENDORSES SUPPORTING OUR RESTAURANT OWNERS AND OUR BARS GIVEN, UM, THE SITUATION, OUR COMMUNITY, AND FRANKLY, OUR WORLD IS IN, I WOULD ENCOURAGE, UH, THE ADMINISTRATION FINANCE DEPARTMENT, PARISH ATTORNEY'S OFFICE, ABC.

WE SHOULD GET TOGETHER AND COME UP WITH A COMPREHENSIVE APPROACH, COME UP WITH, UH, ARE THERE OTHER CHANGES? WE'VE GOTTEN A COUPLE OF RESOLUTIONS FROM THE ABC BOARD, UH, WITH RESPECT TO FEES.

I THINK WE SHOULD EVALUATE ALL OF THIS.

AND THEN AS A BODY, WE CAN BRING FORTH WHETHER IT'S ONE, WHETHER IT'S MORE THAN ONE, UH, ITEM UNDER THE GUISE OF, WE WANT TO SUPPORT THESE BUSINESSES IN OUR COMMUNITY.

SO I WOULD ENCOURAGE THAT COMING OUT OF THIS, UH, PUBLIC HEARING COUNCIL MEMBER, UH, GO THERE.

[01:35:01]

I THINK THAT'S AN EXCELLENT IDEA.

I'D LIKE TO APPOINT YOU AND CLEAVE DONE AS THE CO-CHAIRS OF THE COMMITTEE TO WORK WITH ABC, TO CRAFT, UH, SUCH COMPREHENSIVE LANGUAGE.

I DON'T EVEN KNOW IF THAT'S WITHIN MY PURVIEW TO DO, BUT I THINK IT'S AN EXCELLENT IDEA, SIR.

IT FALLS UNDER THE SMART CITY COMMITTEE ACTUALLY.

SO I WAS THINKING, OH, I I'VE, IF I MAY, I WAS LOOKING TO, UH, WORK AT FAIR, STARTING ON THE OTHER SO I WAS GOOD TO TAKE THAT ON.

WE'RE GOING TO GO TO, UH, COUNCIL MEMBER, HUDSON, UH, UH, HE HAS SOME QUESTIONS.

MOTION TO DELETE.

MOTION TO DELETE.

IS THERE A SECOND, SECOND BLACK LEAVE DONE.

I'M EXCUSE ME.

COUNCIL MEMBER DUNN, JR.
