SO THE, UH, REQUEST TONIGHT WOULD BE FOUR CAV, ONE RESTAURANT SERVING ALCOHOL WHERE THE PRIMARY SALES 51% HAVE TO BE FOOD.

IT CANNOT OPERATE AS A BOAR.

AND WHEN WE HAD THE CONVERSATION WITH THE CONSTITUENTS, THEY WERE CONCERNED ABOUT AS SIMPLY BEING A BAR AND LOUNGE, UH, WE'VE NOT HEARD OF MANY CONCERNS FROM THOSE CONSTITUENTS SINCE THE REQUEST HAS BEEN CHANGED TO BE A RESTAURANT.

IF THERE ARE CONCERNS, WE'VE NOT HEARD ANY, WE'VE NOT GOTTEN ANY CALLS IN OUR OFFICE ABOUT IT.

I'VE MADE MYSELF AVAILABLE TO SPEAK WITH CONSTITUENTS ABOUT, UH, THE REQUEST TO CHANGE TO A RESTAURANT.

SO, UH, IF THERE ARE CONCERNS I'M NOT AWARE AT THIS TIME,

BUT I THINK THE BUILDING THAT THEY'RE SEEKING TO OPERATE AND WITH THE RESTRICTION IT HAS TO OPERATE AT 51% OF THE SALES HAS TO BE FOOD, I THINK IS A BETTER SITUATION IN TERMS OF WHAT THEIR CONCERNS WERE.

AND AGAIN, WE HADN'T HEARD FROM THEM.

I'M NOT SAYING THEY'RE NOT CONCERNS.

THEY COULD NEVER GO UP TO SOMETHING MORE INTENSE THAT WOULD REQUIRE A NEW APPLICATION AND FOR THE ITEM TO BE RE ADVERTISED, BUT LEGALLY IT'S MET ALL THE REQUIREMENTS AND THE APPLICANT WAS ABLE TO AMEND THEIR APPLICATION TO A LESSER, MORE RESTRICTIVE ZONING CATEGORY.

AM I CORRECT? IN MY UNDERSTANDING THAT THE APPLICANT DID EXACTLY WHAT WE ASKED THEM TO DO, THAT'S CAREER COUNSELING.

THERE ARE NINE CONTAINERS, EITHER OPEN, AWAITING FINAL INSPECTION TO OPEN OR UNDER CONSTRUCTION.

SO WHAT HAPPENED TO THE STATEMENT THAT THEY'RE ONLY GOING TO HAVE FIVE RESIDENTS FEEL THE REZONING FOOTPRINT BEING ASKED FOR SHOULD BE LIMITED TO ONLY A PORTION OF THE 3,500 SQUARE FOOT PERMANENT STRUCTURE ON PLOTS ONE AND TWO CURRENT PLANS CALL FOR THE REAR HALF OF THIS PERMANENT BUILDING TO BECOME A CHINESE RESTAURANT AND BAR.

THAT'S THE ONLY BUSINESS ON THE PROPERTY THAT NEEDS A C A B ONE DESIGNATION TO FUNCTION.

THE FRONT HALF OF THAT BUILDING WERE DEVELOPERS FORMERLY PLANNED TO OPEN HUSTLE.

SPORTS BAR IS NOW SLATED TO BE HUSTLE.

HOOKAH LOUNGE, HOOKAH LOUNGE CANNOT SELL ALCOHOL.

A CAV.

ONE IS NOT NEEDED FOR A HOOKAH LOUNGE TO OPERATE, NOT CONNECTED TO THE PERMANENT STRUCTURE, BUT DIRECTLY IN FRONT OF IT.

ON PLOT TWO IS A CONTAINER BUSINESS CALLED SWEET JONES FARMS. THEY SELL LOCALLY GROWN PRODUCE FOR A SEAFOOD AND CBD PRODUCTS.

THEY SHOULD BE EXCLUDED FROM THE REZONE FOOTPRINT ALSO BECAUSE A CAV ONE IS NOT NEEDED TO OPERATE A FRUIT STAND, FRESH PRODUCE, ET CETERA.

ADDITIONALLY, PLOT THREE HAS ONLY TWO CONTAINERS ON IT, AND IT SHOULD BE EXCLUDED BECAUSE THE ABC OFFICE WILL NOT ISSUE A LIQUOR PERMIT OF ANY KIND TO A NON-PERMANENT STRUCTURE.

CONTAINERS ARE CONSIDERED NON PERMANENT STRUCTURES PER PARENTS PARISH ORDINANCE.

THERE'S ALSO TALK OF PLOT FREE BEING MADE INTO A PATIO FOR CHINESE, FOR THE CHINESE RESTAURANT DPW AND ABC WILL NOT PERMIT THIS TYPE OF PATTI BECAUSE IT'S NOT DIRECTLY CONNECTED TO THE CHINESE RESTAURANT, A PATIO PERMIT FOR CAB ONE RECALLS.

YOU WALKED DIRECTLY OUT OF THE RESTAURANT ONTO THE PATIO, ARGUING

RESIDENTS ASK THE COUNCIL TO LIMIT THE REZONING FOOTPRINT TO THE HALF OF THE PERMANENT STRUCTURE THAT WILL HOUSE THE CHINESE RESTAURANT, A COMPROMISE LIKE THIS WOULD BE ACCEPTED BY THE NEIGHBORHOOD.

I HAVE GREAT CONCERNS ABOUT THE ICE BED PROJECT EQUESTRIAN COURT AT THE FORMER RONALD SCHOOL PROPERTY, THE DEVELOPER PROPOSING A 13 HOME LA, UH, 13 LOT HOMES WITH 40 FOOT HEIGHT ON 2.01 ACRES AS A PROPERTY OWNER WITH PROXIMITY TO THE PROJECT.

I HAVE SEVERAL CONCERNS.

GOODWOOD PROPERTY OWNERS ASSOCIATION STATED PURPOSE IS TO MAINTAIN THE EXISTING AWAN, SINGLE FAMILY, RESIDENTIAL ZONING OF GOODWOOD IN HARMONY WITH THE APPROPRIATE ADJACENT BUSINESS INTERESTS.

THE DEVELOPER FOR EQUESTRIAN COURT IS PROPOSING APPROXIMATELY 6.5 HOMES, WHICH GOES AGAINST THAT PURPOSE.

THE THREE PROPOSED SETBACK AND HEIGHT POTENTIAL OF THE DWELLINGS ARE ALSO VERY CONCERNING BECAUSE OF ITS INTRUSIVENESS ON ALL PROPERTY THAT ARE WITHIN PROXIMITY OF THE PROJECT.

THE SEA CAN BE INVADED BY SOMEONE VIEWING INTO YARDS AND RESIDENTS FROM SECOND STORY WINDOWS AND BALCONIES WITH THREE FOOT PROPOSED SETBACKS.

THERE'S NO ROOM, UM, FOUR COLUMN COLUMER TREES.

PROPERTY IS ALSO BOASTING OVER A DOZEN MATURE OAK TREES THAT WOULD BE DESTROYED TO ACCOMMODATE THE PROPOSED DEVELOPMENT.

THE PROPER DRAINAGE OF STORMWATER IS ALREADY A PROBLEM SURROUNDING THIS PROPERTY.

THE PROPOSAL SAYS STORM WATER WILL BE ROUTED TO JEFFERSON HIGHWAY.

JEFFERSON HIGHWAY ALREADY HAS KNOWN ISSUES WITH STANDING WATER.

CURRENT PROPERTY OWNERS ALWAYS EXPERIENCE ON STABLE FLOOD AREAS DUE TO THE CURRENT DRAINAGE ISSUES WITHIN THE NEIGHBORHOOD.

THE PROJECT WILL ONLY AMPLIFY ALREADY EXISTING PROBLEMS. MY FAMILY AND I MOVED TO OLD GOODWOOD BECAUSE OF THE UNIQUENESS AND SPACIOUSNESS OF THE PROPERTIES MAINTAINED PRIVACY, LARGE MATURE TREES AND AMPLE GREEN SPACE WITHIN THE CONVENIENCE OF MID-CITY.

THE PROJECT GOES AGAINST EVERYTHING IN THE OLD THAT OLD GOODWOOD STANDS FOR THE TRADITIONS OF THE NEIGHBORHOOD.

AS AN OLD GOODWOOD RESIDENT, I URGE YOU TO DENY THAT REQUEST FOR REZONING NORMAN RYAN, THE GOODWOOD PROPERTY OWNERS ASSOCIATION STANDS IN OPPOSITION TO THE PROPOSED ICE BUD, AS IT IS CURRENTLY.

AND BASED UPON MEETING DISCUSSIONS HELD ON MARCH 10TH, 2020 ONLY ONE BY THE DEVELOPER.
