UM, COUNCILMAN PRO TEM COLE, MAYOR PRO TEM, AS WELL AS ALL OF THE COUNCIL MEMBERS, UH, JUST OVER A MONTH AGO, OUR COMMUNITY WAS DEVASTATED BY THE LOSS OF DAVIS ROAR.

DAVIS WAS A TRUE ASSET TO OUR COMMUNITY.

AS YOU HEARD IN THAT UNSOLICITED TESTIMONY FROM ONE OF OUR CITIZENS, HE WAS CHERISHED BY THOUSANDS, EVEN IF THEY DID NOT KNOW HIM PERSONALLY, BECAUSE IT WAS HIS VISION THAT LAY AT THE TRANSFORMATION OF DOWNTOWN BATON ROUGE.

HE LED THIS CHANGE FOR NEARLY FOUR DECADES.

I'M SURE MANY OF YOU REMEMBER THE DOWNTOWN THAT THE LADY TALKED ABOUT IN HER COMMENTS.

UM, IT EXISTED IN THE 1980S AND THIS SECTION OF OUR CITY WAS OVERWHELMED WITH ABANDONED RETAIL STORES, HOTELS AND OFFICE SPACES.

IT WAS TRULY DESOLATE IN COMPARISON TO WHAT WE KNOW TODAY.

RESIDENTS, BUSINESS OWNERS AND PROPERTY OWNERS WORK TOGETHER TO CREATE THE DOWNTOWN DEVELOPMENT DISTRICT BECAUSE THEY KNEW OUR CITY DESERVED MORE.

THE BOARD OF THE DOWNTOWN DEVELOPMENT DISTRICT WAS EQUIPPED WITH A VISION FOR TRANSFORMATION, AND THEY BROUGHT ON DAVIS TO LEAD THIS EFFORT.

AND AS YOU CAN SEE, HE LED THEM TO SUCCESS.

HIS PERSEVERANCE HAS TRANSFORMED DOWNTOWN INTO THE VIBRANT HEART OF OUR CITY AND PARISH.

HIS WORK HAS SHOWN US THAT THERE ARE NO BOUNDS TO WHAT WE CAN ACCOMPLISH HERE IN EAST BATON ROUGE PARISH, HIS LEGACY SERVES AS A PRECURSOR TO THE REDEVELOPMENT WE'RE SEEING ACROSS OUR COMMUNITY.

I WILL TELL YOU THAT DAVIS CERTAINLY WAS FOCUSED ON DOWNTOWN, BUT HE CARED ABOUT ALL ASPECTS OF OUR COMMUNITY WITH ESPECIALLY WHERE THERE WAS DISINVESTMENT.

AND HE WAS WILLING TO HELP ADD HIS EXPERTISE, HIS EXPERIENCE, TO HELP LIFT UP ALL COMMUNITIES OF DISINVESTMENT.

HE HAS SHOWN US THAT THE REBIRTH OF OUR CITY IS WITHIN OUR GRASP.

WE MUST SIMPLY GO FORWARD ON OUR MISSION TO TRANSFORM BATON ROUGE.

WITH THIS BEING SAID, I STAND BEFORE ALL OF YOU TODAY, ALONG WITH THE ROAR FAMILY DAVIS WARD JR.

HIS SON, HIS SISTER, JAN BRENE, HIS BROTHER SKIP ROAR AND HIS SISTER, CATHY ROSKAM, OTHER MEMBERS, OTHER SIBLINGS, UNFORTUNATELY COULD NOT BE HERE TODAY, BUT I AM GLAD THAT THEY ARE HERE.

AND WHEN THERE WAS NOT PROGRESS TAKING PLACE, HE TELL YOU ABOUT THAT AS WELL.

HE WORKED TIRELESSLY TO FUND DESIGN AND IMPLEMENT THIS AREA FOR OUR RESIDENTS.

AND IT IS AN AREA WITHIN OUR CITY IN WHICH HE TOOK GREAT PRIDE.

DAVIS S ROAR PLAZA WILL STAND AS A LONG LASTING TESTIMONY TO THE LEGACY HE LEFT WITHIN DOWNTOWN BATON ROUGE.

AND I AM CONFIDENT THIS AREA WILL SERVE AS AN INSPIRATION TO THOSE WHO WILL CONTINUE THE FIGHT TO IMPROVE THE LANDSCAPE OF OUR COMMUNITY.

UH, HE WAS ALWAYS THE FIRST TO ACKNOWLEDGE THE MANY PARTNERS THAT WORKED WITH HIM ON EVERY PROJECT THROUGHOUT HIS 35 YEAR CAREER WITH THE DOWNTOWN DEVELOPMENT DISTRICT.

UH, AS WE ALWAYS DO, WE REPORT ON OUR LAND BANK PROPERTIES.

OUR LAND BANK REMAINS RELATIVELY SMALL WITH 117 PROPERTIES THAT INCLUDES, UH, THEY CAN, UH, PROPERTIES THAT WE HAVE, UH, ACQUIRED THROUGH THE ADJUDICATED TRANSFER PROCESS THAT YOU ALL ARE AWARE OF.

IT ALSO INCLUDES OTHER PROPERTIES SUCH AS THE ELECTRIC DEPOT PROPERTY THAT, UH, REMAINS A VIABLE PROJECT THAT WE'RE VERY PROUD OF.

AND I'LL SPEAK A LITTLE BIT MORE ABOUT THAT LATER.

WE DID NOT TRANSFER IN OR OUT ANY PROPERTIES IN THE LAST QUARTER.

UH, WE, UH, HAVE, UM, OPPORTUNITIES TO TRANSFER THOSE PROPERTIES TO COMMUNITY DEVELOPERS.

WE ACTUALLY HAVE A FEW UNDERWAY AS YOU KNOW, THE TITLE CLEARING ISSUES THAT WE FACE WITH OUR, UH, ADJUDICATED PROPERTIES SOMETIMES MAKE IT DIFFICULT TO FIND THIRD PARTIES WILLING TO, UH, TRANSFER THOSE PROPERTIES TOO.

BUT WE CONTINUE TO WORK ON THAT AND HOPEFULLY WE'LL BE ABLE TO MOVE SOME OF THOSE PROPERTIES INTO PRODUCTIVE USE VERY SOON.

UM, FROM A REDEVELOPMENT PERSPECTIVE, WE CONTINUE TO ADVANCE THE PLANK ROAD MASTER PLAN, AS YOU KNOW, UH, WE HAVE SECURED A FUNDING GRANT FUNDING TO SUPPORT A NUMBER OF PROJECTS UNDER THAT PLAN, INCLUDING THE FOOD INCUBATOR, UH, THE POCKET PARK, UH, AND PLANS FOR A MIXED USE DEVELOPMENT, UH, THAT WILL INCLUDE HOUSING AND POTENTIAL COMMERCIAL DEVELOPMENT AS WELL.

UH, WE ARE CURRENTLY IN THE PROCESS OF, UM, ADVANCING A MIXED USE DEVELOPMENT AT THE PLANK, UH, AT THE INTERSECTION OF PLANK AND CALUMET.

UH, AND WE'VE BEEN WORKING ON THAT FOR ABOUT TWO YEARS.

NOW.

YOU MAY HAVE HEARD ABOUT IT.

UH, IT IS, UH, A PROJECT THAT WE'RE USING NEW MARKET TAX CREDITS FOR WHICH, UH, TENDS TO BE A BIT OF AN INVOLVED PROCESS, BUT, UH, WE CONTINUE TO MAKE PROGRESS.

AND WE LOOK FORWARD TO CLOSING ON THAT, UH, SOON AND UPDATING YOU ON THAT.

UM, UH, AS I MENTIONED, ELECTRIC DEPOT REMAINS A PROJECT FOR US.

WE'RE EXCITED TO SEE THAT EVEN DESPITE COVID, WE HAVE, UH, NEW TENANTS AT THAT PROPERTY, UH, AND, UH, ACTIVITY IS STILL A BOUNDS.

AS YOU KNOW, IN 2018, WE COMPLETED A RAIL STATION MASTER PLAN, WHICH PLANS FOR THE RAIL STATIONS TO BE A PART OF THE PROPOSED BATON ROUGE AND NEW ORLEANS HIGH-SPEED RAIL CORRIDOR.

UH, WE CONTINUE TO WORK ON, UH, PLANS, UH, IN FURTHERANCE OF THE REAL STATION MASTER PLAN, WHICH IS ADJACENT TO THE ELECTRIC DEPOT PROPERTY, UH, AND ALSO THE WORK GOING ON ON GOVERNMENT STREET, WHICH WE ALL KNOW IS, IS, IS WRAPPING UP IN, UH, FROM OUR VANTAGE POINT IS, IS JUST REALLY BENEFICIAL AND GREAT PROJECT FOR THE CITY.

UH, LASTLY, I'LL REPORT ON ART AND DALE, UH, AS YOU KNOW, WE'VE HAD ART AND DALE FOR OVER 10 YEARS, AND IT IS THE SOURCE.

IT IS THE SUBJECT OF THE CHOICE NEIGHBORHOODS GRANT, THE $30 BILLION GRANT THAT THE CITY RECEIVED FROM HUD.

AND SO WE SPENT ALL OF 2020 DOING THE CONSTRUCTION PHASE OF THE PROJECT, WHICH IS IN COUNCILMAN COLE'S DISTRICT SEVEN.

AND THEN ONCE WE WERE ABLE TO OPEN THE FACILITY, WE ARE ABLE TO SAY HAPPILY THAT THE RESIDENTS AND OUR COMMUNITY RESOURCES AND OUR LAW ENFORCEMENT HAVE BEEN UTILIZING THE FACILITY.

THE WORKING WITH EMS, MEANING THAT WHENEVER SOMEONE CALLS AND FROM EMS AND THEY'RE COMPLAINING OR HAVING A PSYCHIATRIC CALL WAS WHAT THEY CALL WITH THEM.

THEY WILL ROLL THE MOBILE RESPONSE UNIT.

WE ARE IN ADDITION TO THE EMS RESPONSE TEAM, IF YOU ARE, UM, COMING TO THE FACILITY, EVERYONE STARTS OFF IN THE OBSERVATION UNIT AND THAT'S THE 23 HOUR OBSERVATION UNIT THAT PROVIDES THAT STABILIZATION

UM, AND ANOTHER REASON WHY WE DON'T TRACK THAT PARTICULAR INFORMATION IS BECAUSE IT'S, IT'S BASED OFF OF THAT PARTICULAR LAW ENFORCEMENT ENTITY, THE RPD DOES SOMETHING DIFFERENT THAN WHAT THE SHERIFF'S OFFICE DOES AND VICE VERSA.

SO IT'S SOMETHING THAT THEY WOULD HAVE TO MAKE A CALL AND DETERMINE IF THEY WOULD'VE BROUGHT THEM TO THE BRIDGE CENTER VERSUS IF THEY WOULD HAVE BROUGHT THEM TO JAIL OR THE EMERGENCY ROOM.

AND WHAT I CAN DO THOUGH, IS I CAN PULL THEM AND SEE IF THEY CAN GIVE ME SOME INFORMATION IF AMONGST THEMSELVES OR EACH ENTITY AND SEE IF THEY CAN TELL ME HOW MANY PEOPLE THEY WOULD HAVE NORMALLY BROUGHT THAT THEY'VE BROUGHT TO THE BIRTH CENTER.

THAT'S JUST SOMETHING WE TRACK IN TERMS OF NUMBERS, BUT I'M NOT SURE IF THAT'S SOMETHING THAT THEY TRACK.

SO A LOT OF THAT IS GOING TO HAVE TO BE IN LIEU OF SERVICES TO BE ABLE TO, TO BE ABLE TO BUILD THOSE MEDICAID AND COMMERCIAL PROGRAMS. SO WE'RE NOT ABLE TO BILL MEDICAID OR HEALTH INSURANCE FOR ANYONE YET? NOT YET, NO.

CAUSE THERE'S NOTHING IN THE RE IN THE LEGISLATURE THAT TALKS ABOUT CRISIS SERVICES HERE IN LOUISIANA, I THINK WITH COVID HAPPENING, THEY REALIZED THAT THE CRISIS SERVICES ARE NEEDED.

SO THEY STARTED TALKING MORE AND MORE IN DEPTH ABOUT BEING ABLE TO PROVIDE CRISIS SERVICES.

CAUSE I THINK THEY HAD SOME ISSUES WITH THE NURSING HOMES AND SOME OTHER THINGS AS WELL.

SO WE JUST RECENTLY HAD A MEETING IN MARCH, UH, WITH THE, UM, LOUISIANA DEPARTMENT OF HEALTH.

UM, ALSO OUR, I INTERNATIONAL TO BE ABLE TO GET ON THE SAME PAGE SO THEY CAN CAUSE THERE, WE KEPT TRYING AND THEY KEPT KICKING IT BACK SAYING THAT THEY WASN'T, THEY DIDN'T UNDERSTAND.

SO NOW WE'VE HAD ANOTHER CONVERSATION WITH THEM.

SO THEY'RE STILL TRYING TO NEGOTIATE THOSE CONTRACTS OUT SO THAT THEY CAN BE ABLE TO BILL THE MANAGED CARE ORGANIZATIONS FOR SERVICES.

MY UNDERSTANDING THAT, ALTHOUGH THIS IS THE FIRST IN THE LOUISIANA, THERE ARE OTHER CRISIS STABILIZATION ACROSS THE COUNTRY THAT YOU MET THAT DO BILL MEDICAID AND DO BILL INSURANCE.

THAT IS CORRECT.

SO WE JUST NEED THE FOLKS AT THE STATE LEVEL THAT, THAT, THAT IS CORRECT.

THE SCHOOL BOARD RECEIVES 17 MILLION.

WE'RE VERY CONCERNED ABOUT ANY LANGUAGE THAT WOULD SAY WE SUPPORT IT.

WE DON'T WANT THAT TAKEN OUT OF CONTEXT.

IT'S GOING TO BE A VERY CONTENTIOUS BATTLE AT THE LEGISLATURE.

WE FEEL VERY STRONGLY THAT WE HAVE TO SAY WE OPPOSE IT UNLESS THERE'S A WAY TO MAKE US WHOLE.

AND THE ISSUE OF MAKING US WHOLE IS IF INDEED WE HAVE TO GO TO THE LEGISLATURE EIGHT EACH YEAR TO HAVE THE MONEY APPROPRIATED.

IF THERE WOULD BE A MEASURE TO DO THAT, WE CAN NOT BALANCE OUR BUDGET.
