50% OF THE PROFESSIONAL DEVELOPMENT CENTER MEETING ROOM SPACE.

ONCE THE CAPACITY HAS BEEN REACHED ADMISSION INTO THE MEETING SPACE WILL BE CLOSED.

ALL AUDIENCE MEMBERS WILL BE REQUIRED TO WEAR A MASK AT ALL TIMES.

SCHOOL WILL BE AVAILABLE UPON REQUEST.

ALL AUDIENCE MEMBERS WILL ALSO UNDERGO TEMPERATURE SCREENINGS.

IT'S MY PLEASURE TO SEE EVENING TO INTRODUCE TO YOU OUR NEW BATTALION COMMANDER, LIEUTENANT COLONEL KIARRA SPILLER JARA IS JUST FINISHED UP HER JUNIOR YEAR.

SHE'S EXCITED ABOUT HER SENIOR YEAR AT ISTROUMA NEXT YEAR, AS WELL AS HER CAMPAIGN FOR 2021, 2022.

AS THE BATTALION COMMANDER, WHERE SHE WAS PROMOTED TO ON THE 5TH OF MAY, WHEN THE 8TH OF MAY, SHE REPRESENTED A STREAM OF HIGH SCHOOL AND A DISTRICT AT THE STATE TRACK AND FIELD CHAMPIONSHIPS WHERE SHE PLACED FIFTH IN THE 800 METER OR HALF MILE, SHE SHOULD HAVE PLACED THIRD.

UM, JARA HAS ASPIRATIONS TO GO ON AND SERVE OUR NATION, BECOME A VETERINARIAN.

AND CURRENTLY SHE IS ALSO INVOLVED IN BASKETBALL AND HER FRATERNITY SIGMA, UH, EXCUSE ME, LAMBDA SIGMA TALL.

UH, IF YOU WOULD PLEASE, UH, JOIN US IN RECITING THE PLEDGE.

WOODLAWN HIGH SCHOOL HAS A JUUL IN THEIR ARTS DEPARTMENT.

LOST IN SOUND IS AN AWARD WINNING POP ACAPELLA CHOIR, COMPOSED OF INDIVIDUALS WITH A DEEP PASSION FOR MUSIC, LIKE ONE BIG FAMILY.

THEY GET THROUGH TRIALS AND TRIBULATIONS, WHICH SHAPED THEM INTO BECOMING GREAT USING OPTIONS.

EACH MEMBER CONTRIBUTES SOMETHING UNIQUE TO THE GROUP.

THEY WORK HARD TO SHOWCASE THEIR PERFORMANCE SKILLS TO THEIR COMMUNITY.

AS THEY BROADENED THEIR HORIZONS WITH EACH EXPERIENCE, THEY REFLECT ON THEMSELVES AS MUSICIANS AND REALIZE HOW THEY CAN GROW.

THEY STRONGLY BELIEVE IN THE MANTRA.

STOP BEING AFRAID ABOUT WHAT YOU COULD GO, WHAT COULD GO WRONG AND START BEING POSITIVE ABOUT WHAT COULD GO, RIGHT? ALTHOUGH THERE ARE MINOR SETBACKS, THEY SHOW TRIUMPH RESILIENCE LOST IN SOUND HAS PERFORMED NUMEROUS TIMES AT NATIONAL ACAPELLA CONVENTION.

AND WE'LL BE PERFORMING AGAIN IN 2022, WHERE NATIONALS MOVED TO ORLANDO.

THIS SCHOOL YEAR, THEY WILL AWARD IT FIRST PLACE IN THE DOUBLES MUSIC FESTIVAL FOR THEIR SUBMISSION OF THE SONG SILENT NIGHT, WHICH WAS RECORDED IN DECEMBER OF 2020.

I WOULD LIKE TO ACKNOWLEDGE THEIR INSTRUCTOR, MS. AMBER KLEIN.

FOR BEING AN AMAZING TEACHER WHO ALLOWS THESE STUDENTS TO BE ALL THEY CAN BE.

ALONG WITH STUDENT WRITING SAMPLES AND INTERVIEWS TO ASSESS THE COMMUNICATIONS AND CRITICAL THINKING SKILLS OF EACH CANDIDATE WERE USED TO SELECT REGIONAL AND STATE WINNERS.

WE ARE ECSTATIC AND HONORED TO PRESENT DYER DEV IRE WITH HIS CERTIFICATE OF RECOGNITION FROM THE LOUISIANA DEPARTMENT OF EDUCATION FOR BEING ONE OF THE ELEMENTARY FINALIST FOR LOUISIANA STUDENT OF THE YEAR 2021.

AND WE HAD 1000 PIECES OF ART AT SEVEN LOCATIONS DOWNTOWN.

AND ALL OF THAT ART WAS DONE BY PRE-K.

THROUGH 12TH GRADE, THE ARTWORK WAS DISPLAYED AT SEVEN LOCATIONS, EXXON MOBILE SPONSORED, PAID ADMISSION TO THE LOUISIANA ARTS AND SCIENCE MUSEUM.

AND WE WOULD LIKE TO RECOGNIZE OUR GENEROUS SPONSORS AS THE EVENT COULD NOT HAVE HAPPENED WITHOUT THEM.

DURING THIS EVENT, WE HAD MAYBE 500 IN ATTENDANCE AND WE WERE SCARED TO DEATH BECAUSE OF THE RAIN, BUT THE RAIN HELD OUT AND WE ACTUALLY HAD A BEAUTIFUL DAY.

AND THEY VISIT THE SCHOOL BY MONTHLY TO DO A STORYTIME AND A CORRESPONDING ACTIVITY THAT THEY HAVE RESEARCHED AND COME UP WITH AND PROVIDED THE MATERIALS FOR.

UH, SO PRIOR TO COVID THEY WOULD VISIT AND DO THESE ACTIVITIES WITH THE STUDENTS.

UM, THEY WERE THE FIRST ORGANIZATION TO CONTACT US IN THE WAKE OF COVID TO, UM, SAY, YOU KNOW, W WHAT CAN WE CONTINUE TO DO TO SERVE, UM, AND CAME UP WITH THE IDEA OF STILL SERVING VIRTUALLY.

SO THEY CONNECT WITH THE STUDENTS VIRTUALLY AND DELIVER THE MATERIALS IN ADVANCE SO THAT THEY CAN STILL BE HANDS-ON AND HAVE A FULL EXPERIENCE, UH, ASSOCIATED WITH THE STORIES THAT THEY, THEY, UH, PROVIDE.

UM, IN ADDITION TO GIFTING BOOKS, ONCE THEY TRANSITIONED TO ANOTHER CLASS, UM, THEY HAVE ALSO, YOU KNOW, THE MODEL THAT THEY CREATED WITH HOW THEY DELIVER THEIR SERVICES, WE'VE BEEN ABLE TO, THEY'VE BEEN SO GENEROUS IN ALLOWING US TO MODEL AND RECORD, MAKE THESE RECOMMENDATIONS TO OTHER VOLUNTEER GROUPS THAT WANT TO CONTINUE TO SERVE, UM, DESPITE NOT BEING ABLE TO VISIT SCHOOLS IN THE SAME CAPACITY.

AND SO WE'RE SO THANKFUL FOR THAT.

UH, WE ALSO HAD PUT TOGETHER, UH, RESOURCES THAT PARENTS AND TEACHERS ALIKE COULD USE AT HOME AND THEIR INFORMATION IS, UM, VERY ENGROSSED IN, IN THAT PACKAGE.

UM, ALSO THEY, UH, DONE BULLETIN BOARDS AT CEDAR CREST, SOUTHMORE ELEMENTARY FOR THE TEACHERS AND STAFF, AS YOU CAN IMAGINE.

UM, THAT'S JUST ONE LESS THING THAT THE TEACHERS AND STAFF HAD TO DO THAT THROUGHOUT THE ENTIRE SCHOOL.

IT WAS ABOUT 12 BULLETS AND BOARDS THAT THEY DECORATED FOR THE TEACHERS, SO THAT THEY COULD FOCUS ON, UM, MAKING SURE THAT THEY CONTINUE TO DELIVER VIRTUAL SCHOOL, SCHOOL PROGRAMMING AND QUALITY SERVICES TO OUR STUDENTS.

UM, THEY, THEY'RE CONTINUING TO WORK WITH US FOR SUMMER PROGRAMS AND DOING SIMILAR ACTIVITIES, UH, WITH THAT STRUCTURE.

AND THAT'S NOT LOST ON ME AS YOU MAKE IMPORTANT DECISIONS, UH, OVER THE COURSE OF THE SCHOOL YEAR, UH, BEFORE I GO INTO THE, THE PURPOSE OF MY PRESENTATION, I WOULD BE REMISS IF I JUST DIDN'T TAKE THE OPPORTUNITY, UH, TO JUST TELL YOU HOW THANKFUL I AM OVER THE COURSE OF THE YEAR IN THE WORK THAT THE EDUCATIONAL COMMUNITY IN THE STATE OF LOUISIANA HAS ACCOMPLISHED.

UH, AS I SHARED AT THE GROUNDBREAKING, UH, OF, OF YOUR FACILITY THE OTHER DAY WHEN I WAS IN ATTENDANCE SATURDAY MORNING, UM, I'LL SHARE THE SAME STORY AS, AS I LOOK ON THE TELEVISION.

AND, UH, AND I LOOKED ACROSS THE COUNTRY AT OTHER CITIES AND STATES, AND I, AND I SEE, UH, A REAL STRUGGLE, UH, TRYING TO FIGURE OUT HOW TO KEEP KIDS SAFE, HOW TO KEEP EMPLOYEES SAFE AND HOW TO STRING TOGETHER.

SOME FORM OF AN EDUCATIONAL SYSTEM.

I'M JUST THANKFUL THAT THAT'S NOT US, UH, BECAUSE IN OUR STATE, OUR TEACHERS, OUR LEADERS, OUR PARENTS, OUR STUDENTS, OUR MEMBERS OF THE BOARD AND OUR COMMUNITY MEMBERS HAVE ALL WORKED TOGETHER TO TRY AND FIND A WAY TO MOVE FORWARD IN THIS STATE.

IN FACT, WE HAVE KEPT OUR KIDS SAFE, AND IN FACT, WE HAVE KEPT OUR EMPLOYEES SAFE, AND WE HAVE BEEN ABLE TO PUT TOGETHER AN EDUCATIONAL SYSTEM OVER THE COURSE OF THE YEAR.

UH, AND I ALSO RECOGNIZE THAT THERE HAVE BEEN CALLS OVER THE COURSE OF YEARS, SPECIFICALLY, UH, DURING THE SUMMER, UH, TO POTENTIALLY NOT HAVE SCHOOLING OR MAYBE RETHINK SCHOOL AND BOARDS.

LIKE YOU HAD TO MAKE HARD DECISIONS, UH, ON, ON WHAT YOU MIGHT DO IN TERMS OF WHAT THE SCHOOL YEAR MIGHT LOOK LIKE.

AND SO I JUST WANT YOU TO RECOGNIZE, UH, THAT I APPRECIATE THE STRESS THAT YOU WERE UNDER, THE CALLS THAT YOU RECEIVED, UH, BUT YOU TOOK ACTION TO MAKE SURE THAT KIDS, UH, AGAIN, AND EMPLOYEES WERE SAFE, UH, AND RECEIVED AN EDUCATION.

SO FOR THAT, UH, I AM VERY THANKFUL.

AND WHENEVER I THINK ABOUT GOING INTO THE YEAR AND UNPRECEDENTED YEAR A YEAR, LIKE NO OTHER A YEAR THAT NO ONE HAS EXPERIENCED AND, AND THINKING ABOUT, COULD WE PULL THAT OFF? AND THEN I SIT IN THE OVERFLOW ROOM HERE TONIGHT, AND I, I HEAR PRESENTATION AFTER PRESENTATION AROUND ART WINNERS AND SPORTS WINNERS.

IT, IT REALLY IS, UM, JUST SO AFFIRMING TO THE WORK THAT WE HAVE DONE TOGETHER AS AN EDUCATIONAL COMMUNITY.

AND I JUST CANNOT MISS THIS OPPORTUNITY TO TELL YOU AS A BOARD, UH, APPRECIATING THE PRESSURE THAT YOU FACE AND HARD DECISIONS THAT YOU HAVE TO MAKE.

AND SO I W I WANT TO OFFER THAT TO YOU TONIGHT.

UH, BUT MY PRIMARY REASON FOR BEING HERE TONIGHT IS JUST TO EXPLAIN A PROCESS THAT WE HAVE AT THE AGENCY.

UH, WE HAVE A COMPETITIVE GRANT PROCESS AND IT'S, IT'S COMMONLY KNOWN AND, AND SYSTEMS AS OUR SUPER AT PROCESS.

AND SO THE SUPERETTE PROCESS TAKES A COMBINATION OF GRANTS, PUTS IT TOGETHER, AND IT ALLOWS SCHOOL SYSTEMS, UH, TO BUILD A PLAN AND APPLY FOR FUNDS.

AND ONE OF THE THINGS I BELIEVE THAT, UH, THIS PARTICULAR SYSTEM HAS, HAS DONE WELL, UH, OVER THE LAST, UH, FEW MONTHS UNDER LEADERSHIP OF DR.

NORTH CEASE AND, AND THE TEAM, UH, IS REALLY THINKING ABOUT HOW TO ALIGN LOCAL PRIORITIES, UH, WITH STATE PRIORITIES.

UH, AND I THINK THAT'S ESPECIALLY IMPORTANT WITH ABR BEING THE CAPITOL CITY SCHOOL SYSTEM.

IT ALSO PUTS YOU IN A REALLY GOOD PLACE AND POSITION AS FUNDING OPPORTUNITIES ARE AVAILABLE TO SUPPORT SOME OF THOSE INITIATIVES.

AND SO THE PLAN THAT THAT EVR, UH, SUBMITTED, UH, WAS HEAVILY WEIGHTED ON THIS IDEA OF, WE NEED A READING REVIVAL IN OUR STATE.

WE HAVE A LITERACY CRISIS IN OUR STATE, AND WE HAVE TO RETHINK THE WAY IN WHICH WE OFFER A SUPPORT STAR TEACHERS AND OUR LEADERS, AND CERTAINLY OUR KIDS, SO THAT WE CAN GET GREATER OUTCOMES FOR OUR KIDS IN TERMS OF LITERACY RIGHT NOW IN THE STATE OF LOUISIANA, ONLY 46% OF STUDENTS ARE ON MASTERY LEVEL CONTENT BY THE END OF THIRD GRADE ON ENGLISH LANGUAGE ARTS.

AND SO WE KNOW THAT THAT'S NOWHERE NEAR GOOD ENOUGH.

UH, WHENEVER I LOOKED

AT THE NUMBERS JUST IN, IN EAST BATON ROUGE, THEN THE LAST TIME WE HAD STATE ASSESSMENT, A THIRD GRADE ELA WAS AROUND 42% MASTERY IN EIGHTH GRADE, ELA WAS AROUND 42% MASTERY.

SO EVEN HERE, UH, WE HAVE WORK TO DO.

AND, AND THAT'S WHY I'M THANKFUL FOR THE COMMITMENT THAT I'M SEEING FROM THE ADMINISTRATION, UH, TO, TO, TO REALLY TACKLE THE LITERACY ISSUE.

SOMEONE TOLD ME THE OTHER DAY THAT THAT LITERACY IS EASY.

LITERACY IS AN EASY THING.

UH, AND I APPRECIATED WHAT THE PERSON WAS SAYING, BUT IN FACT, IF LITERACY WAS AN EASY THING, WE WOULDN'T HAVE 42% OF OUR KIDS READING AT MASTERY LEVEL LITERACY IN FACT, IS A HARD THING TO IMPLEMENT.

IT'S AN HARD THING TO GET, RIGHT.

BUT I THINK WITH THE RIGHT STRATEGY, WE CAN DO IT.

AND SO WHENEVER I THOUGHT ABOUT THE EASY COMMENT, I ALSO THOUGHT ABOUT A COMMENT THAT I HEARD AROUND SOMEONE WHO SAID, YOU KNOW, MAYBE WE JUST TAKE READING FOR GRANTED.

AND I THINK THAT TOO IS TRUE.

WE TAKE IT FOR GRANTED, AND WE DON'T THINK ABOUT THE SCIENCE OF READING, UH, THAT IS NEEDED TO MAKE SURE THAT ALL OUR KIDS CAN READ, UH, HOPEFULLY BY THE TIME THEY EXIT THIRD GRADE AND THEY'RE IN THEIR OWN GRADE LEVEL.

AND SO I'M HERE TO TONIGHT JUST TO SHARE SOME INFORMATION AROUND THE SUPERETTE PROCESS.

SO LAST YEAR IN THE SUPER PROCESS, WHENEVER EBR, UH, PRESENTED THEIR PLAN, UH, THE DEPARTMENT OF EDUCATION AWARDED ABOUT TWO, $3.6 MILLION IN COMPETITIVE FUNDS TO THE EBR PARISH SCHOOL SYSTEM.

AND WITH THE PLAN THAT WAS SUBMITTED, UH, THIS YEAR, IN FACT, UH, THAT WE HAVE BROUGHT TO OUR STATE BOARD AND THEY HAVE APPROVED, UH, BECAUSE OF THE, THE ALIGNMENT OF PRIORITY.

AND BECAUSE OF THE, THE FOCUS ON LITERACY THAT, THAT WE ALL CAN AGREE IS AS MUCH NEEDED WE'RE WE ARE AWARDING AS A STATE AND AS OUR STATE BOARD, UH, $6 MILLION IN COMPETITIVE FUNDS.

SO THE EBR PARISH SCHOOL SYSTEM, UH, AND MOST OF THAT MONEY IS DIRECTLY TOWARDS YOUR LITERACY EFFORT THAT HAS BEEN PUT FORWARD IN THAT PLAN.

SO THAT'S AN INCREASE OF OVER, OVER $3 MILLION, UH, AND, AND WITH THAT LEVEL OF MONEY, UH, AND, AND YOU ALL BEING, UH, THE CAPITOL CITY SCHOOL SYSTEM, I ALSO DIDN'T WANT TO WASTE AN OPPORTUNITY TO COME TO YOU AND SAY, UH, HOW THANKFUL I AM, UH, THAT YOU ARE PLACING THAT EMPHASIS ON LITERACY, UH, AND ALSO EXTEND OUR SUPPORT AS AN AGENCY IN WHATEVER WAYS THAT WE CAN BE HELPFUL, UH, SO THAT THIS CAN BE A CITY WHERE EVERY KID READS ON GRADE LEVEL, BY THE TIME THEY IN THIRD GRADE OR THIRD GRADE.

AND I DON'T JUST SAY THAT AS A DREAM.

YOU KNOW, I REALLY THINK THAT IF WE PUT STRATEGY BEHIND IT, IF WE PUT RESOURCE BEHIND, IF WE PUT OUR CONVERSATION BEHIND IT, THEN, THEN WE CAN GET CLOSER TO THAT MARK.

AND SO, AS YOU HAVE THOSE, THOSE VERY TECHNICAL CONVERSATIONS THAT YOU HAVE TO HAVE AS A BOARD MEMBERS, AND AS YOU HAVE THOSE VERY PASSIONATE CONVERSATIONS THAT YOU HAVE TO HAVE AROUND BOARD MEMBERS, AND SOMETIMES I REALIZE POLITICS CAN CREEP INTO THAT.

REMEMBER THAT RIGHT NOW, ONLY ABOUT 40% OF KIDS BY THE TIME THEY LEAVE, THIRD GRADE ARE MASTERING CONTENT AND ELA, AND WE HAVE TO DO BETTER.

AND SO TO WHATEVER DEGREE I CAN, I CAN SUPPORT THAT.

UM, ALSO JUST WANTED TO CHIEF, UM, CHIEF TEFLON AM I PRONOUNCING THAT CORRECT TARLETON, UM, WHO HAS ALSO BEEN SUPPORTING US, UM, UM, OVER IN THE ST GEORGE'S AREA AS WELL.

UH, WHO'S BEEN DOING EVENTS, UM, UH, POPUPS THAT WE'RE GOING TO BE DOING ALSO.

AND WE'VE BEEN COLLECTING A LOT OF DATA TOWARDS THAT.

THAT EFFORT CONTINUES TOMORROW WITH A, A ALL DAY SESSION WITH MEMBERS OF THIS BOARD, A SENIOR CABINET, OTHER CABINET MEMBERS, COMMUNITY STAKEHOLDERS, STUDENTS, ET CETERA.

AND I THINK AS WE LOOK AT KIND OF THE TIMELINE THAT WE HAD PLANNED FOR THIS, WE SEEM TO BE ON TRACK WITH, UM, EACH OF THOSE EFFORTS THAT WE STATED, AND THAT YOU SEE THE FACILITIES PLANNING PIECE.

AND I KNOW MS. ANDERSON HAS BEEN WORKING MORE THAN JUST DILIGENTLY, UM, ANALYZING THIS AGGREGATING DATA AS WE'VE GONE FORWARD TO PROVIDE THIS BOARD WITH INFORMATION THAT WILL BE CRITICAL TO IT AS WE TRY TO CONTINUE TO MAKE DECISIONS THAT ARE IN THE BEST INTEREST OF OUR CHILDREN.

AND THE OTHER PIECE OF THAT PLANNING EFFORT IS AROUND OUR BUDGET AND A GENTLEMAN TO MY RIGHT, MR. GROCHET, UH, CHIEF FINANCIAL OFFICER, MS. LOPEZ HAVE ALSO BEEN WORKING EXTREMELY HARD TO PRESENT THAT BUDGET TO THIS BOARD.

ONE OF THE THINGS THAT HAS BEEN A REQUIREMENT AND AN EXPECTATION OF MEMBERS OF THIS BOARD IS TO COME AWAY WITH A THOROUGH UNDERSTANDING OF WHAT ARE THE FACILITIES THAT EAST BATON ROUGE PARISH SCHOOL DISTRICT HAS.

WHAT ARE THEY? AND THIS IS JUST A QUICK SNAPSHOT THAT I KNOW MS. ANDERSON IS DOING A MUCH MORE DEEP, UM, ANALYSIS OF THIS.

AND WE WILL ALSO BE ADDING SOME MORE SPECIFICITY TO A LOT OF THOSE, WHAT THOSE NUMBERS ACTUALLY MEAN, WHAT THE CONDITION OF THOSE PARTICULAR BUILDINGS ARE AS WELL AS THE LAND AND WHAT THE OPPORTUNITY IS FOR AT LEAST EXPLORING UTILIZATION OF SOME OF OUR LAND.

THESE NEXT FEW SLIDES ARE NOT GOING TO BE SURPRISES TO PEOPLE.

WE'VE HAD THE DEMOGRAPHIC STUDY THAT I BELIEVE COVERED FROM 2018 THROUGH 2022.

OVERALL, OUR ENROLLMENT IS STEADY WITH THE SHIFTS BETWEEN THE VARIOUS SCHOOL TYPES THAT WE HAVE NO SURPRISE AGAIN, IN DISTRICTS WITH ENROLLMENT GROWTH MAGNET TYPE ONE, CHARTERS ARE THE DRIVER.

I THINK WE GOT MORE TO DO HERE AS WE, UH, CONTINUE TO GATHER THE DATA AND, AND TO REALLY TRY AND MAKE, UM, SURE THAT NUMBERS CORRESPOND TO WHAT THE, THESE NUMBERS, THIS INFORMATION IS INDICATING AT THE BEGINNING.

MOST DBR STUDENTS DO NOT ATTEND A HIGHLY RATED SCHOOL.

WE KNOW THEY, DON'T WHAT WE HAVE ARE ROCKETS OF EXCELLENCE.

AND THAT'S, THAT'S SOME OF WHAT YOU SAW THIS EVENING.

THOSE ARE, THOSE ARE POCKETS OF EQUITY EXCELLENCE.

SOME OF THEM ARE MAGNET SCHOOLS, AND WE SAW A LOT OF THE MAGNET, BUT WE ALSO SAW RESULTS AND, AND CONTRIBUTIONS FROM SOME OF OUR OTHER STUDENTS.

AND ONE OF THE THINGS THAT ADD IS THE OPPORTUNITY.

IT'S WHY WE ARE HERE.

IT'S WHY WE WORK SO HARD.

MO WE GOT MORE STUDENTS ATTENDING D OR F SCHOOLS THAN WE DO A OR B SCHOOLS.

AND WE'RE HOPEFUL THAT THE, THIS FACILITY STUDY IS GOING TO BRING OUT

AND THAT'S WHY I THINK IT'S GOING TO BE VERY IMPORTANT TO REALLY COME AWAY WITH A, WITH A SOLID UNDERSTANDING OF THE FACILITIES, WHAT THEIR CONDITIONS ARE, WHAT THE POTENTIAL IS FOR EXPANSION, WHAT THE NEEDS ARE.

AS WE CONTINUE TO DO GO FORWARD WITH THIS, THEN WE GET INTO THIS WHOLE AREA UTILIZATION UNDER UTILIZATION.

AND ONE OF THE AREAS THAT MS. ANDERSON WILL BE ELUCIDATING MUCH MORE IS WITH THE FACILITIES PLAN TO UNDERSTAND WHAT THE UTILIZATION BY SCHOOLS IS LOOKING LIKE.

AND INITIAL LOOK AT THIS HAS IDENTIFIED ROUGHLY 12 SCHOOLS THAT ARE CURRENTLY OVER-UTILIZED.

AGAIN, IT'S NOT A SURPRISE THAT THEY ARE, I'M SURE THAT ANYONE THAT HAS A CHILD IS GOING TO WANT THEIR, HAVE THEIR CHILD INTO THE BEST SCHOOL THAT THERE IS OUT THERE THAT'S AVAILABLE.

OKAY.

BUT THAT MEANS THAT WE'VE GOT A, UM, A MUCH MORE SERIOUS DISCUSSION THAT HAS TO PLAY BECAUSE WHAT DO WE DO WITH THOSE SCHOOLS THAT CURRENTLY OVER-UTILIZED, AND WE CAN'T KIT ALL OF THE KIDS IN THERE, BUT WE ALSO GOT TO TALK ABOUT HOW DO WE THEN DEAL WITH THOSE SCHOOLS THAT ARE BEING, UH, UNDERUTILIZED.

ONCE AGAIN, THIS SLIDE JUST BASICALLY SAYS WHAT MOST SCHOOLS, WHICH ARE OVER 90% UTILIZED A, B AND C.

THAT'S NOT A SURPRISE.

IT'S NOT A SURPRISE AT ALL, BUT I THINK THAT WHAT THAT INFORMS US, AND AS WE GET MORE OF THE DATA TO DEAL WITH, HOW DO WE START TO ADDRESS THEN THOSE, THOSE SCHOOLS THAT AREN'T RATED THAT HIGH AND WHAT DO WE DO TO BUILD AND TO MOVE THEM.

UM, AND I THINK AT THAT REALLY IS WHERE THE WORK FOR THIS BOARD, THE WORK OF THIS SUPERINTENDENT'S LEADERSHIP TEAM, ALL THE ENGAGED STAKEHOLDERS LIES IS REALLY IN THAT AND TRYING TO ADDRESS AND TURN THAT AROUND.

WE GOT THE WHOLE AREA THAT WE'VE TALKED ABOUT WITH WHERE, UM, FAMILIES ARE ZONED.

YOU CAN JUST SEE WHERE THEY ARE GOING.

IF IT'S THE A B SCHOOLS, YOU SEE, YOU GOT A 73%, 66%, BUT, BUT, YOU KNOW, I THINK THE THING THAT, THAT, UM, THAT SPEAKS TO ME IS THAT EVEN THERE THE QUESTION THAT BEGS TO BE ANSWERED, WHY IS IT NOT EVEN HIGHER? OKAY.

SO WE CAN FEEL GOOD THAT WE HAVE THESE POCKETS OF EXCELLENCE.

AND WE HAVE THE SCHOOLS WHERE STUDENTS ARE PERFORMING WELL, AND PEOPLE ARE WORKING HARD AND, AND, AND WE CAN FEEL GOOD AND TAKE, TAKE AWAY SOME OF THOSE THINGS.

BUT IT'S REALLY DISTURBING WHEN YOU LOOK AT THE NUMBER OF DNF SCHOOLS WE GOT, AND THEN YOU LOOK AT THE IMPACT THAT, THAT HAS ON THE FAMILIES THAT ARE ZONED IN THOSE AREAS.

CHOOSING NOT TO GO THERE.

IT'S JUST FACTS AGAIN, THIS SLIDE, I'M NOT GOING TO BELABOR IT.

UM, PER PUPIL EXPENDITURES ARE HIGHER

AT UNDERUTILIZED SCHOOL.

I MEAN, IT DOES MAKE SENSE.

YOU GOT, YOU GOT THE SAME COST, BUT THOSE COSTS ARE SPREAD OVER FEWER STUDENTS.

SO COSTS GET DRIVEN UP.

AND YOU'RE, YOU'RE, YOU'RE, YOU'RE TALKING ABOUT A SCHOOL WITH 50% UTILIZATION, WHICH IS WHERE A LOT OF OUR DF SCHOOLS ARE LOCATED THAT IT'S ALMOST $2,500 MORE PER STUDENT THAN AT A SCHOOL WHERE YOU'VE GOT THAT HIGH 90% UTILIZATION.

RIGHT.

, I'M EXCITED, EVEN THOUGH SOME OF THE, THE, THE, THE CHALLENGES IN FRONT OF US, I THINK ARE, HAVE A LOT OF AREAS IN WHICH WE HAVE TO FIND COMMONALITY.

WE GOT TO FIND COMMON GROUND TO DISCUSS THE DISTRICT AS A WHOLE AND HOW WE'RE GOING TO MOVE OUR DISTRICT TO WHERE IT IS THAT WE FEEL IT NEEDS TO BE.

AND EVERY CHILD IN OUR DISTRICT HAS A RIGHT TO HAVE A SOLID EDUCATION.

AND THAT'S, THAT'S, IT'S, IT'S A NON-NEGOTIABLE, THAT'S WHERE I SEE IT, BASICALLY.

I THINK IF IT, AND, AND JUST KINDA SUMMARIZING, UM, WE'RE WANTING TO LOOK AT WHAT, HOW DO WE BRING WHAT IS WORKING BEST IN OUR SCHOOLS? HOW DO WE BRING THAT ACROSS THE ENTIRE PARISH? YOU KNOW, AND THAT'S A CHALLENGE.

HOW DO YOU DO WHAT? YOU GOT PEOPLE THAT, AS I SAID, THEY'RE VOTING WITH THEIR FEET.

OKAY.

BUT WE HAVE TO TURN THAT TREND AROUND TO SAYING, HOW DO WE KEEP THOSE INDIVIDUAL STUDENTS? AND NOT ONLY HOW DO WE KEEP THEM, HOW DO WE ATTRACT BONDING TO THAT WHOLE ISSUE WITH PEOPLE VOTING WITH THE FEET AND THEN MAXIMIZE IT RESOURCES.

IF WE GOT HALF FIELD BUILDINGS THAT IS NOT FITTING INTO THE CONCEPT OF MAXIMIZING OUR FACILITIES, HOW DO WE GO FORWARD? I THINK WE GO FORWARD BY CONTINUING TO BUILD UPON THE WORK THAT HAS BEEN STARTED, MAINTAIN THE MOMENTUM TO CONTINUING TO DO THAT WORK, CONTINUE TO BE AS TRANSPARENT AS WE POSSIBLY CAN, CONTINUING DOWN THE PATH OF ENSURING THAT WE INVOLVE THE STAKEHOLDERS IN IT.

AND AS I SAID, TOMORROW IS ANOTHER EXAMPLE OF JUST TRYING TO MOVE FORWARD.

WHAT WE'RE DOING.

THAT'S A LITTLE BIT BROADER THAN JUST DOING WITH OUR FACILITIES.

BUT I THINK I WANTED TO, UH, KIND OF JUST POINT OUT WITH, UH, MS. AND THAT PRETTY MUCH DICTATES WHETHER OR NOT IT IS OVER OR UNDER, UM, TEMPORARY FACILITIES ALSO PLAY A PART IN TODAY IN WHERE IF YOU ARE, WE'RE LOOKING AT THE PERMANENT STRUCTURES, BUT IF YOU HAVE A CERTAIN AMOUNT THAT ARE USING T BUILDINGS, UM, AS CLASSROOM SPACE, THEN DEL RAY, AND SOME OF MY SCHOOLS NEED TO COME OUT WITH SOME T BUILDINGS BECAUSE THEY OVER UTILIZE.

GO DAY, UM, WHERE THERE'S A WING THAT'S PRIMARILY USED BY, UM, THE GIFTED AND GIFTED STUDENTS AND THEN OTHER PARTS OF THE SCHOOL THEY'RE PRIMARILY USED BY THE ZONE STUDENTS.

SO I WOULD THINK THAT BECAUSE OF THE PROGRAMMING, THERE ARE LIMITATIONS AS TO THE NUMBER OF STUDENTS, BECAUSE I KNOW THE CLASS SIZE VARIES FOR GIFTED.

AND THEN MAYBE ALSO MAGNET, I'VE HEARD SOMETHING AROUND IN THE EIGHTIES, EIGHTIES PERCENT, 88%, MAYBE IT'S TOPPING OUT LIKE, THAT'S THE HIGH END OF THE RANGE THAT WE DON'T REALLY WANT.

AND I KNOW THAT WE WANT TO BE A LITTLE FLEXIBLE THAT SOMETIMES WE MIGHT BE UNDER, SOMETIMES WE MIGHT BE A LITTLE BIT OVER, BUT IT'S NOT ONE NUMBER BECAUSE IT'S KIND OF A RANGE.

UM, ANOTHER THING THAT'S CONSIDERED IN OUR GENERAL BUDGET IS FOOD EXTENDED SCHOOL YEAR, UM, IS ABOUT TO, UH, IS ABOUT TO START FUNDING.

WE DO NOT HAVE A REAL TRUE, UM, IDEOLOGY OR CONCEPT ON HOW WE FEED CHILDREN SUCH AS MINE THAT HAVE SEVERE FOOD ALLERGIES.

SO THESE ARE THINGS THAT WE ACTUALLY NEED TO CONSIDER IN OUR BUDGET.

AND, UM, ALONG WITH THE SR FUNDING, BEFORE WE ACTUALLY TRY TO APPROVE ANYTHING OF THAT SORT, I THINK WE REALLY NEED TO ACTUALLY BRING TOGETHER A, UM, A REAL NICE GROUP OF, UH, PARENTS, MAYBE SOME OF OUR BUSINESS, UM, BUSINESS COLLEAGUES AS WELL, THAT CAN ACTUALLY GIVE SOME REAL TRUE INPUT, BECAUSE I THINK THAT IF WE'RE GOING TO TALK ABOUT OUR BUDGET, WE NEED TO TALK ABOUT SOME OF THE, UH, COURSES THAT OUR SCHOOL SYSTEM SHOULD ACTUALLY IMPLEMENT FOR.

ROBINSON FOR ACTUALLY, UM, PUTTING TOGETHER THIS MEMORANDUM OF UNDERSTANDING IN REGARDS TO OUR CHILDREN WITH DISABILITIES, BUT THE PROFESSIONAL SERVICE CONTRACTS, UM, THE ONES THAT I WOULD SPEAK AGAINST ALL OF THE CONTRACTS THAT DEALS WITH THE LPN NURSING SERVICES AND THE REASON BEING IS BECAUSE

WE'RE NOT STATING WHETHER OR NOT WE'RE PROVIDING, UM, LPN NURSING SERVICES FOR EVERY CHILD WITH A DISABILITY, HOW MANY NURSES ARE WE'RE ACTUALLY PROVIDING.

UM, AND HOW WOULD THIS IMPACT US CONSIDERING THAT OUR LADY OF THE LAKE IS SUPPOSED TO BE OVER OUR MEDICAL.

WE ARE NOW MAKING OURSELVES A LEGALLY OBLIGATED, UM, AS, UH, AS THE OVERSEER OF THESE LPN HOME HEALTH CARE AGENCIES.

WHEN WE ALREADY HAVE A CONTRACT WITH OUR LADY OF THE LAKE TO ACTUALLY RUN OUR MEDICAL.

SO WE HAVE TO ACTUALLY CONSIDER, UM, HOW WE CAN FIND A REAL LISTIC OPTION TO MAKE ARE TO CONTINUE TO KEEP OUR LADY OF THE LAKE AS OUR ACTUAL MEDICAL ENTITY THAT ACTUALLY OVERSEE AND GOVERN THESE LPS.

IF WE'RE GOING TO ANSWER INTO A CONTRACT, CAUSE THE WAY IT'S WRITTEN RIGHT NOW, EBR WOULD BE THE AGENCY THAT IS OVERSEEING THEM.

THAT WOULD ACTUALLY BE LEGALLY RESPONSIBLE AND CAN BE SUED.

UM, THE REAL GRANT I NOTICED THAT WE DID NOT SAY ANYTHING ABOUT TUTORING SERVICES FOR CHILDREN WITH DISABILITIES, WHICH IS REQUIRED UNDER D A N S E S S A.

WE CANNOT OFFER TUTORING SERVICES FOR CHILDREN THAT ARE NOT DISABLED AND NOT OFFER THEM FOR CHILDREN THAT ARE DISABLED AS WELL.

RIGHT NOW, WHAT WE'RE PUTTING OURSELVES INTO IS DISCRIMINATION.

UM, THE EBR VIRTUAL SCHOOL GRADE, UM, LEVEL EXPANSION, I WOULD, I WOULD REALLY TRULY APPROVE IT ONLY IF WE HAVE SOMETHING THAT IS FEASIBLY EXPLAINING HOW WE'RE GOING TO COVER THE EXPENSE AND HOW WE'RE GOING TO MAKE SURE THAT CHILDREN WITH DISABILITIES WOULD BE ABLE TO REQUIRE EDUCATION THAT IS, UM, IN ACCORDANCE WITH FREE, APPROPRIATE PUBLIC EDUCATION.

IF WE CANNOT DO THAT, THEN WE WILL HAVE A PROBLEM.
