THIS FUNDING HAS ALLOWED US TO REMOVE 4 MILLION POUNDS OF SEDIMENT FROM 3,700 STORM DRAIN STRUCTURES AND CLEAN OVER 70,000 LINEAR FEET OF PIPES.

SO TODAY I'M HERE TO DISCUSS MY PROPOSED APPROPRIATION OF AN ADDITIONAL $73 MILLION IN AMERICAN RESCUE PLAN FUNDING, WHICH WILL HAVE A SIGNIFICANT IMPACT FOR EVERY RESIDENT WITHIN THE BOUNDARIES OF EAST BATON ROUGE PARISH.
THIS ONCE IN A LIFETIME FUNDING WILL HELP OUR CITY PARISH GOVERNMENT COVER THE COST OF MUCH NEEDED WORK THAT IS OFTEN LEFT UNATTENDED DUE TO THE CHALLENGES WE ALL TOO OFTEN FACE AS A MUNICIPAL GOVERNMENT, AS ELECTED OFFICIALS AND PUBLIC SERVANTS.
WE ALL KNOW THAT OUR PARISH HAS ENDLESS NEEDS MANY CONCERNS AND VARYING PRIORITIES.
AND MY ADMINISTRATION AND OUR DEPARTMENTS HAVE IDENTIFIED THE KEY NEEDS OF OUR PARISH AND IDENTIFIED HOW WE CAN GENERATE A MAXIMUM IMPACT FOR EVERY PERSON WITHIN EAST BATON ROUGE PARISH ALL WHILE REMAINING WITHIN THE GUIDELINES BY THE US TREASURY AND REGULATIONS IDENTIFIED WITH LOUISIANA LAW.
OUR ALLOCATIONS FALL WITHIN EIGHT MAIN CATEGORIES.
IN ORDER FOR US TO ENSURE WE ARE MEETING A WIDE RANGE OF PARISH NEEDS, THE CATEGORIES INCLUDE DRAINAGE AND STORM WATER INVESTMENTS, COMMUNITY VIOLENCE, INTERVENTION, PREMIUM PAY FOR ESSENTIAL EMPLOYEES, ECONOMIC DEVELOPMENT, AND AFFORDABLE HOUSING, PUBLIC HEALTH, AND CYBER SECURITY BEFORE OUR DISCUSSION AND YOUR VOTES IN SUE, I WOULD LIKE TO GIVE ALL OF YOU SOME INSIGHT ON THE REASON FOR THE PROPOSED ALLOCATION, THE NEED WITHIN OUR COMMUNITY AND THE IMPACT ON OUR CONSTITUENTS DRAINAGE.
DRAINAGE IS ONE OF THE MAIN CONCERNS WITHIN OUR PARISH.
IT AFFECTS EVERY RESIDENT, EVERY NEIGHBORHOOD, EVERY FACET OF OUR COMMUNITY.
AND AS I MENTIONED EARLIER, THE ALLOCATION FROM THIS SUMMER HAS ALLOWED US TO MAKE SIGNIFICANT PROGRESS IN OUR DRAINAGE MAINTENANCE WORK BY ALLOCATING THE FUNDS NEEDED TO CARRY OUT MUCH NEEDED IMPROVEMENTS.
THIS PROPOSAL INCLUDES ANOTHER $20 MILLION FOR DRAINAGE IMPROVEMENTS.
OUR $20 MILLION ALLOCATION WOULD PROVIDE FUNDING FOR ADDITIONAL DRAINAGE BOX AND PIPE CLEANING, ROADSIDE DITCH CLEANING IMPROVEMENTS TO THE DRUNK JONES CREEK WATERSHED AND CHANNEL CLEARING FOR NINE MAJOR CANALS.
THESE EFFORTS ARE COMPLIMENTARY TO THE WORK WE ARE CURRENTLY CARRYING OUT.
IT WILL GIVE OUR CURRENT EFFORTS A SHOT IN THE ARM, REDUCING FLOOD POTENTIAL FOR OUR RESIDENTS.

NEXT LET'S TALK ABOUT COMMUNITY VIOLENCE.I'M SURE I SPEAK FOR EVERYONE.
WHEN I SAY THAT ALONG WITH DRAINAGE, PUBLIC SAFETY IS ONE OF MY, AND YOUR TOP PRIORITIES.
MY PROPOSAL DEDICATES $14.2 MILLION FOR COMMUNITY VIOLENCE INITIATIVES WITHIN EAST BATON ROUGE PARISH, WHICH WILL BOLSTER THE WORK BEING DONE BY OUR LAW ENFORCEMENT OFFICERS, ELECTED OFFICIALS AND COMMUNITY LED INITIATIVES.
THE LARGEST SUB ALLOCATION WITHIN THIS CATEGORY IS $8 MILLION FOR THE REPLACEMENT OF FLEET.
WITHIN OUR BATON ROUGE POLICE DEPARTMENT, OUR AGING FLEET PRESENTS THE HEIGHTENED RISK OF MECHANICAL ISSUES AND ENDLESSLY INCREASING MAINTENANCE COSTS.
WE'VE ALREADY STARTED THIS WORK AND HAVE PROVIDED FUNDING FOR A HUNDRED NEW UNITS, BUT OUR ESTIMATES SHOW THAT APPROXIMATELY 150 UNITS ARE NEEDED TO KEEP OUR DEPARTMENT ON AN APPROPRIATE REPLACEMENT CYCLE FOR THE REDUCTION OF MAINTENANCE COSTS.
ADDITIONALLY, WE ARE PROPOSING $1.8 MILLION ALLOCATION FOR TECHNOLOGY FOR OUR OFFICERS, WHICH WILL ONLY SERVE TO INTENSIFY OUR FOCUS ON DATA-DRIVEN PUBLIC SAFETY AND EFFICIENCY WITHIN OUR DEPARTMENT.
OUR GOAL IS TO FUND AUTOMATED LICENSE PLATE READERS, COMMUNITY CRIME CAMERAS, TECHNOLOGY, AND EXPAND THE CAPACITY OF OUR REAL TIME CRIME CENTER.
THE REST OF THIS ALLOCATION APPROPRIATELY, UH, WILL BE $4.4 MILLION WILL BE ALLOCATED TO COMMUNITY-BASED PUBLIC SAFETY STRATEGIES.
WE'RE DEDICATING 3.3 MILLION FOR GUN VIOLENCE REDUCTION STRATEGIES, EMPOWERING BRP D TO FOCUS ON A PERSISTENT HOTSPOTS FOR GUN VIOLENCE AND COLLABORATE WITH LOCAL STATE AND FEDERAL PARTNERS TO ADDRESS CRIME NETWORKS, REPEAT OFFENDERS AND THE INFRASTRUCTURE OF VIOLENCE.
THESE BATON ROUGE PARISH DISTRICT ATTORNEY'S OFFICE HAS A TOTAL PROPOSED ALLOCATION OF $350,000 TO PROVIDE ADDITIONAL FUNDING FOR THREE KEY PROGRAMS, THE CHANCES INNOVATIVE GUN VIOLENCE INTERVENTION PROGRAM, THE HOSPITAL VIOLENCE INTERVENTION PROGRAM, AND THE INNOVATIVE OPIOID PROJECT.
THESE PROGRAMS FACILITATE GUN VIOLENCE, INTERVENTION SUPPORT FOR VICTIMS OF VIOLENCE AND WORK WITH COMMUNITY PARTNERS TO ADDRESS THE OPIOID CRISIS WITHIN OUR COMMUNITY.
AND IN THAT SAME VEIN, WE ARE PROPOSING $500,000 FOR ADDITIONAL PROSECUTORS AND PUBLIC DEFENDERS.
THIS WILL ALLOW OUR JUDICIAL SYSTEM TO ADEQUATELY ADDRESS THE BACKLOG OF CASES THAT RESULT FROM THE COURTS BEING CLOSED DURING THE INITIAL SHUTDOWN, AND ULTIMATELY HELP US REMOVE BAD ACTORS FROM OUR COMMUNITY AND LAST, BUT DEFINITELY NOT LEAST THERE IS A $250,000 ALLOTMENT FOR YOUTH EMPLOYMENT PROGRAMS BECAUSE WE KNOW THAT CRIME IS A COMPLEX ISSUE AND STEMS FROM A MULTITUDE OF FACTORS.
MANY OF WHICH ARE A RESULT OF A LACK OF ECONOMIC OPPORTUNITY.
AND THIS INVESTMENT WILL NOT ONLY ALLOW OUR YOUTH TO EARN A WAGE, BUT ALSO VALUABLE SKILLS AND EXPERIENCE THIS INVESTMENT WILL HAVE A POSITIVE IMPACT ON OUR YOUTH, THEIR FAMILIES, OUR ECONOMY, AND MOST IMPORTANTLY, OUR ENTIRE PARISH THAT BRINGS ME TO PREMIUM PAY FOR ESSENTIAL EMPLOYEES.
LAST YEAR, ALL NONESSENTIAL BUSINESSES CLOSED THEIR DOORS TO PROTECT THE HEALTH OF OUR COMMUNITY.
DURING THE BEGINNING OF THE PANDEMIC, WE CLOSED OUR CITY PARISH DOORS FOR A TOTAL OF SIX WEEKS TO LIMIT THE SPREAD OF THE CORONA VIRUS BETWEEN RESIDENTS ENTERING OUR FACILITIES AND OUR VALUED CITY PARISH EMPLOYEES.
HOWEVER, IT WAS IMPERATIVE FOR US TO CONTINUE TO PROVIDE ESSENTIAL SERVICES FOR OUR RESIDENTS AND OUR ESSENTIAL WORKERS CONTINUED TO REPORT TO WORK FOR THE BETTERMENT OF OUR COMMUNITY.
I JUST WANT TO PAUSE RIGHT THERE AND ASK THAT YOU WOULD GIVE THEM A ROUND OF APPLAUSE AND SO PREMIUM PAY FOR ESSENTIAL EMPLOYEES IS A PRIORITY FOR ME.
WE HAVE PROPOSED AN ALLOCATION OF $4 MILLION FOR PREMIUM PAY.
NOW PREMIUM PAY LIES WITHIN THE FRAMEWORK OF THE AMERICAN RESCUE PLAN AND THE GUIDELINES SET BY THE US TREASURY.
THE PARISH ATTORNEY IS CURRENTLY SEEKING AN OPINION FROM THE ATTORNEY GENERAL TO ENSURE THAT THIS ALLOCATION IS ALLOWABLE UNDER LOUISIANA LAW.
THIS ADMINISTRATION, UH, IS PENDING.
UH, I SHOULD SAY THIS ALLOCATION OF PAY IS PENDING THE OPINION OF THE ATTORNEY GENERAL, BUT THROUGH ITS INCLUSION IN TODAY'S PROPOSAL,

AND IT IS IMPERATIVE FOR US TO TAKE NECESSARY ACTION TO SUPPORT THE NEEDS OF BOTH OUR RESIDENTS AND OUR ECONOMY.
AS WE CONTINUE TO RECOVER, WE INTEND TO ALLOCATE $2 MILLION TO SUPPORT INDUSTRIES AFFECTED BY THE PANDEMIC, ESPECIALLY OUR HOSPITALITY INDUSTRY AND OUR TOURISM INDUSTRY.
THE INVESTMENT OF THESE DOLLARS WILL HAVE A RIPPLE EFFECT THROUGHOUT OUR PARISH.
AND I'M CONFIDENT THIS WILL GIVE OUR ECONOMY A SIGNIFICANT BOOST.
AND THIS PANDEMIC HAS MADE US KEENLY AWARE OF THE ECONOMIC CHALLENGES FACING OUR RESIDENTS.
AND AS A RESULT, IT IS EXASPERATED THE NEED FOR QUALITY SAFE AND AFFORDABLE HOUSING IN OUR PARISH.
THIS INCLUDES A $1.5 MILLION INVESTMENT IN THE PLANK ROW CALUMET DEVELOPMENT, WHICH INCLUDES OFFICE SPACE, 15 AFFORDABLE HOUSING UNITS, AND A HEAD START FACILITY RUN BY THE WIDE WCA.
THE HEADSTART FACILITY WILL PROVIDE FREE CHILDCARE TO 60 CHILDREN RANGING FROM NEWBORNS TO THREE YEARS OLD AND PROVIDE SERVICES TO LOW INCOME PARENTS LOOKING FOR WORK OR FINISHING SCHOOL.
AND IT GOES WITHOUT SAYING THAT THIS INVESTMENT WILL NOT ONLY PROVIDE MUCH NEEDED AFFORDABLE HOUSING FOR OUR FAMILIES, BUT ALSO PROVIDE SPACE FOR ECONOMIC GROWTH AND EMPOWER OUR PARENTS TO SEE GREATER OPPORTUNITIES WITHIN OUR COMMUNITY.
AND AS I DISCUSSED THE AFFORDABLE HOUSING TODAY, I WOULD BE REMISS IF I DID NOT INCLUDE THE $6 MILLION ALLOCATION FOR THE HOUSING FOR HEROES DEVELOPMENT IN SCOTLANDVILLE, THIS DEVELOPMENT WOULD CREATE NEW JOBS IN NORTH BATON ROUGE DIRECTLY INJECT DOLLARS AND TO OUR LOCAL ECONOMY, THROUGH THE UTILIZATION OF A LOCAL DEVELOPER AND CREATE 36 AFFORDABLE HOUSING UNITS FOR ESSENTIAL WORKERS AND YOUNG PROFESSIONALS WITHIN OUR CITY AND PARISH.
IT GOES WITHOUT SAYING THAT THE IMPACT OF THIS $6 MILLION ALLOCATION GOES FAR BEYOND THE AREA OF THE DEVELOPMENT.
THIS PANDEMIC HAS SHOWN US HOW PUBLIC HEALTH ACTS AS A KEY COMPONENT FOR THE WELFARE OF OUR COMMUNITY.
IT HAS CERTAINLY SHAPED OUR QUALITY OF LIFE, OUR ECONOMY, AND EVEN PUBLIC SAFETY, OUR PROPOSED SO DEDICATED $2.2 MILLION FOR BLIGHT ELIMINATION EFFORTS, WHICH CAN BE USED FOR THE REMOVAL AND OR DESTRUCTION OF DILAPIDATED BUILDINGS, AS WELL AS CLEARING VEGETATION AND DEBRIS FROM VACANT.
LOTS, INVESTING IN BLIGHT REMOVAL IS AN INVESTMENT IN OUR QUALITY OF PLACE, PUBLIC SAFETY AND ECONOMIC DEVELOPMENT.
A TOTAL OF $8.6 MILLION IS ALLOCATED FOR REPLACING AND IMPROVING EQUIPMENT AND FACILITIES MAINTAINED BY THE CITY PARISH.
THIS INCLUDES FREE SECURITY MEASURES AT CITY HALL, WHICH WILL IMPROVE SAFETY CONDITIONS, UH, FOR OUR EMPLOYEES, AS WELL AS LIMIT THE TRANSMISSION OF COVID-19 THROUGH THE REDUCTION OF HIGH CONTACT SERVICES.
NOW I COULD SPEND A LOT OF TIME DISCUSSING EVERY DETAIL OF THE PROPOSED ALLOCATION.

UM, BUT THE GOOD NEWS IS BASED UPON THE MONEY THAT WE'RE RECEIVING AND THE WORK THAT OUR MAYOR'S OFFICE IS DOING MR. FRED RAFER SITTING THERE ON THE FRONT ROW AND ALL THE HOURS THAT THEY'RE PUTTING IN IS WE WILL SEE ACCORDING TO DR.
SCOTT WITHIN THE NEXT COUPLE OF YEARS, THAT OUR RATES FOR OUR HOMEOWNERS INSURANCE WILL PLATEAU AND POTENTIALLY DECREASE.

BUT WE ARE SEEING A DECLINE IN CALLS SINCE LAST THURSDAY, WHEN WE PUT ADDITIONAL FOR GARBAGE TRUCKS ON THE ROAD, EVERY FIVE ADDITIONAL REAR LOADERS ON THE ROAD, AND WE'RE ALREADY, WE ALREADY HAD THE ADDITIONAL, UH, BOOM TRUCKS.
AND WE HAD PUT OUR BOOM TRUCKS ON ALL OF THE OUT OF CART AND THE JUNK DEBRIS AND BAGS.
WE DID HAVE SOME COMPLAINTS FROM SOME RESIDENTS WHEN A BOOM TRUCK PICKS UP A BAG.
SOMETIMES IT WORKS FINE AND SOMETIMES IT DOESN'T.
SO WE'VE GOT TO GO BACK AND GET THAT CLEANED UP.
BUT WITH THE REAR LOADERS IN THE OUT OF THE BOOM TRUCKS, PICKING UP THE OUTER COURT MATERIAL IN THE BAGS, YOU KNOW, WE HAVE SEEN SOME OF THIS STORM DEBRIS OBVIOUSLY BE PUT IN BAGS.
SO WHEN YOU DRIVE UP TO SOMEONE'S HOUSE AND THERE'S, YOU KNOW, 47 BAGS IN FRONT OF THEIR HOUSE, YOU KNOW, THAT IT THERE'S, YOU KNOW, SOMETHING'S GOING ON.
