SO THE LIGHTS ON EVERY QUARTER CAN BE SYNCHRONIZED BASED ON TRAFFIC FLOW LARGE-SCALE EVENTS, RUSH HOUR TRAFFIC OR EMERGENCIES.

THE UPGRADES WILL ALLOW EVERY SIGNAL TO BE ADJUSTED FROM A CENTRAL COMMAND CENTER THAT MONITORS ACTIVITY.

THIS HELPS RESOLVE TRAFFIC JAMS AND GET YOU MOVING AGAIN.

EVERY SECOND COUNTS AND A FIRE OR MEDICAL EMERGENCY.

ALONG WITH THE MOVIE VR SIGNAL UPGRADES, THE CITY PARISH IS EQUIPPED OVER 470 TRAFFIC SIGNALS WITH NEW TECHNOLOGY THAT ALLOWS EMERGENCY RESPONDERS TO PREEMPT TRAFFIC LIGHTS, TURNING TRAFFIC SIGNALS GREEN TO REACH DESTINATIONS FASTER.

THIS WILL PRODUCE RESPONSE TIME AND HELPED PREVENT ACCIDENTS BY MOVING TRAFFIC.

A LAW AHEAD OF EMERGENCY VEHICLES WHEN TRAFFIC SIGNALS LOSE POWER DURING STORM EVENTS OR OTHER INCIDENTS, TRAVEL BECOMES UNSAFE AS FRUSTRATION IN TRAFFIC JAMS, BILL THE NEW MOON EPR TRAFFIC GRID WILL EQUIP SIGNALS AND KEY CORRIDORS WITH EMERGENCY POWER SUPPLIES FOR UP TO FOUR HOURS.

SO WE SET OUT SOME GOALS EARLY FOR MOVIE BR FOR OUR SIGNAL SYSTEM.

WE WANTED TO MAKE SURE THAT OUR SIGNALS WERE CONNECTED AND THAT WE'D BE ABLE TO MANAGE THEM FROM OUR TRAFFIC MANAGEMENT CENTER.

WE, UH, WE WANTED REAL-TIME CONTROL OF THOSE BECAUSE SOMETIMES THERE'S INCIDENTS MAYBE WRECKS ON THE INTERSTATE SPECIAL EVENTS LIKE FOOTBALL.

UH, THERE COULD BE EVACUATIONS MAYBE OF NEW ORLEANS DURING A HURRICANE UNUSUAL CONGESTION, FOR SOME REASON, OR EVEN THE UPCOMING INTERSTATE PROJECTS WE NEED TO BE READY FOR.

WE WANTED FASTER EMERGENCY RESPONSE TIMES, AND WE WANT THOSE CONSISTENT COMMUTE TIMES.

WE WANT PEOPLE TO ACCOUNT ON THEIR COMMUTE TIME BEING THE SAME EVERY DAY.

SO HERE'S WHERE WE STARTED.

OUR SIGNAL SYSTEM WAS OLD.

THE CONTROLLERS WERE OLD, THE DETECTORS WERE OLD.

CONFLICT MONITORS WERE OLD, THE SCHOOL FLASH, OR SOME OF THOSE WERE 40 YEARS OLD.

AND WE DIDN'T HAVE THAT CONNECTIVITY TO GET THE INFORMATION BACK TO US.

SO HOW DO WE GET THERE? WE KNOW WE NEED FIBER OPTIC CABLE FOR COMMUNICATION.

WE NEED DETECTION DEVICES.

WE NEED CAMERAS, HARDWARE, AND SOFTWARE SIGNAL UPGRADES.

AND IN SIGNAL RETIREMENT, WE'RE GOING TO GO THROUGH SOME OF THESE TO HELP YOU ALL UNDERSTAND WHAT THAT IS.

AND THEN WE USE THEM FOR TRAFFIC DATA COLLECTION, AND THAT THAT DATA HELPS US RE TIME THOSE SIGNAL CORRIDORS.

UM, THERE WE GO.

SO WE'RE INSTALLING BLUE TOADS.

BLUE TOADS ARE A TON OF, I'M GONNA SAY CORRECTLY.

THEY DETECT THE ANONYMOUS BLUETOOTH

SIGNALS FROM MOBILE DEVICES AND VEHICLES.

SO THEY PICK UP A CAR AT A LOCATION AND THEN THE CAR DRIVES AND IT PICKS IT UP AGAIN AT ANOTHER LOCATION.

AND THAT GIVES US A TRAVEL TIME ALONG THAT CORRIDOR.

IT'S REAL IMPORTANT THAT WE HAVE THAT INFORMATION TO PLAN SIGNAL TIMING IN THE FUTURE HELPS US TO GET THE CONGESTION DOWN AND MAKE THE CHANGES THAT WE NEED TO.

AND THEN WE HAVE OUR TRAFFIC CAMERAS.

THESE CAMERAS ARE SPECIFICALLY FOR VEHICLE.

THESE ARE FOR MONITORING.

THESE ARE IN THE FIELDS AND HELP US SEE THE TRAFFIC SO WE CAN MOVE THEM.

SO IT NOT ONLY TURNS IT GREEN FOR THEM.

IT TURNS IT GREEN EARLY ENOUGH TO CLEAR OUT ANY CONGESTION SO THAT THEY CAN GET THROUGH EMERGENCY POWER SUPPLIES.

SO, UM, WE KNOW POWER PROBLEMS, AND ESPECIALLY IN THE SPRING AND THE SUMMER, WE GET THOSE LITTLE SHORT POWER SURGES OR POWER DELAYS, THOSE CONTRIBUTE TO CONGESTION AND THEN MAKE IT UNSAFE.

SO WE, WE DID A LOT OF RESEARCH AND CAME UP WITH THESE ARE INTEROPERABLE POWER SUPPLIES.

THEY GIVE US FOUR HOURS OF POWER AND WE PUT THEM AT 117 LOCATIONS THROUGHOUT THE CITY ON SOME OF THOSE BIG KEY CORRIDORS.

THE TRAVELING PUBLIC PROBABLY WON'T EVEN KNOW THIS IS THERE, BUT WE KNOW, AND IT HELPS KEEP THAT TRAFFIC FLOW IT IN 2015, FH W DESIGNATED BATON ROUGE AS A BIKE AND PEDS SAFETY FOCUSED CITY.

THAT MEANS THAT WE HAVE A LOT OF BIKE AND PED CRASHES.

AND WE KNOW THAT THE MAYOR CAME OUT EARLY DURING MOVE BR AND COMMITTED THAT MOVIE BR WOULD PUT BIKE AND PID PRIORITY.

AND SO YOU'RE GOING TO SEE A LOT OF BIKE AND PED FACILITIES.

AND THIS IS JUST ONE OF THEM.

THIS IS A HIGH INTENSITY ACTIVATED CROSSWALK, AND WE CALL IT A HAWK.

NEW THERE'S ONE INSTALLED IN NEW ORLEANS, BUT WE'RE REALLY COMING OUT IN THE FOREFRONT IN THIS.

UM, THEY THEY'RE ACTIVATED ONLY WHEN YOU PUSH A BUTTON.

SO IT STAYS GREEN FOR TRAFFIC THE REST OF THE TIME.

AND THEN WHEN THEY PUSH THE BUTTON, THEY'LL GET THE GREEN AND IT GIVES US AN OPPORTUNITY TO CROSS PEOPLE.

MID-BLOCK SOME OF OUR BLOCKS ARE REALLY LONG AND PEOPLE DON'T WANT TO WALK THAT FAR.

SO THIS GIVES US A MID-BLOCK CROSSING.

THERE'S A COUPLE OF OTHERS, SIGNALIZATION IMPROVEMENTS,

WE'RE GOING TO BE INSTALLING THOSE IN COLLECTORS AROUND THE CITY.

SOME OF THOSE BUSY COLLECTORS KIND OF IN NEIGHBORHOODS, BUT THERE'S A LOT OF THROUGH TRAFFIC, A LOT OF SPEEDING.

AND SO THIS IS GOING TO HELP THEM TO ENJOY THEIR NEIGHBORHOOD AGAIN AND GET PEOPLE TO SLOW DOWN IN THEIR NEIGHBORHOOD, PERMANENT COUNT STATIONS, AND THOSE COUNT CARS ON THOSE BUSY CORRIDORS SO THAT WE CAN GET LOTS OF INFORMATION BACK TO US.

AND THEN SCHOOL FLASHERS ARE, I TOLD YOU OUR SCHOOL FLASHERS WERE REALLY OLD AND WE'RE GOING TO BE INSTALLING 400 SCHOOL FLASHERS CONTROLLED AT THE TRAFFIC MANAGEMENT CENTER.

AND THEN THESE THREE ARE UNDER CONSTRUCTION RIGHT AWAY, NEW SCHOOL FLASHERS COUNT STATIONS AND VEHICLE DETECTION.

UH, THAT'S SET UP THAT GOES THROUGH THE SELECTION BOARD ONCE THAT'S DONE.

AND THOSE PROJECTS ARE ONE WOULD BE THOMAS FRO, WHICH IS FROM PLANK ROAD TO HIGHWAY 19.

CLAY CUT WILL BE FROM ASHLEY, UH, JEFFERSON HIGHWAY TO FOSTER DRIVE.

THERE'LL BE IMPROVEMENTS.

AND WHAT I SAY ENHANCEMENT IS TURNING LAND IMPROVEMENTS THAT ARE NECESSARY, BUT ALSO SIDEWALK PEDESTRIAN BIKES FACILITIES AS CINDY INDICATED.

AND I WILL TELL YOU, THE MAYOR WAS VERY ADAMANT ABOUT OUR PROGRAM, BEING SURE THAT WE HAVE ALL MODES OF TRANSPORTATION ADDRESS UNDER THIS PROGRAM.

AND I THINK ONCE YOU FINISHED, WE'RE FINISHED WITH THIS AND THEN GO AHEAD AND IN THE DIRECTION WE ARE, IT WILL DO SO MICKENS ROAD, THAT'S FROM, UH, GREENWELL SPRINGS ROAD TO JOR A MAJOR AREA UP THERE FOR TRAFFIC, BUT, UH, MANY REQUESTS FOR SIDEWALKS TO CONNECT THE SCHOOLS.

THERE'S A SECTION OF ROADWAY, UH, FROM 9 64 TO A PLANK THAT AGAIN, SUBDIVISIONS SIDEWALKS AND TURNING LAND IMPROVEMENTS THAT NEED TO BE DONE AND SHARP, WHICH IS FROM FLORIDA TO, UH, OH, HAMMOND HIGHWAY.

UH, THAT WAS PROBABLY A VERY INTERESTING MEETING WE HAVE WITH SOME OF THE RESIDENTS AND ALSO SOME OF THE CHURCHES ABOUT HOW IMPORTANT THAT IS TO HAVE THAT CONNECTIVITY, TO TIE AND WALK INTO VARIOUS LOCATIONS AND TRY TO GET THESE AMENITIES DONE THAT THEY CAN USE EVERYDAY WITHOUT HAPPENING TO DRIVE A VEHICLE FROM PLACE TO PLACE.

THE NEXT BIG CHALLENGE WE HAVE WILL BE THE RAILROAD, UH, CROSSING OR THE UNDERPASS THAT WE WILL HAVE AT THAT LOCATION.

IT PICARDI, UM, IT IT'S, IT'S ONE OF THE MOST IMPORTANT PARTS, BUT IT WILL ALSO PROVIDE THAT CONNECT NET CONNECTIVITY FROM THE RING ROAD TO PERKINS.

WE'RE CURRENTLY IN THE PROCESS OF BUYING A RIGHT-AWAY, UH, FOR THE, THE PROPERTY IT NEEDED, UH, FOR THAT ROAD IMPROVEMENT, IT WILL BE, AND WE'LL PROVIDE SIDEWALK ON THE SIDES OF THE STREET TO BE ABLE TO PROVIDE FOR THE SERVICE OF THE COMMUNITY.

UH, WE HAVE SIX ADA PRO UH, PROJECTS, UH, AMERICAN DISABILITY ACT WHERE WE WANT TO MAKE SURE THAT EVERYBODY HAS AN OPPORTUNITY TO USE THE INFRASTRUCTURE AND GO FROM PLACE TO PLACE.

MOST OF THESE WILL BE TIED INTO THE PLANK ROAD CORRIDOR, WHICH WILL ALSO BE PART OF THE BUS RAPID TRANSIT, UH, THAT WILL GET PEOPLE TO, AND FROM VARIOUS LOCATIONS.

AND WE HAVE A LOT OF INTEREST IN, AND THIS PROGRAM ALSO JOHNS CREEK WILL BE THE EXTENSION FROM TIGER BAND NOW TO AN AIRLINE HIGHWAY.

WE ARE CURRENTLY IN THE PROCESS OF DOING THE ACQUISITION OF RIGHTAWAY A VERY SIGNIFICANT PROJECT FOR THE SOUTHEAST PART OF THE PARISH.

UH, THE INTERSECTION AT JEFFERSON AND BLUE BONNET WILL BE UNDER CONSTRUCTION SOMETIME, PROBABLY SECOND QUARTER, UM, THAT IS TO PROVIDE A NECESSARY TURNING LINES THAT ARE NEEDED IN ALL DIRECTIONS TO, ESPECIALLY ON BLUE BOND IN ITSELF FOR THE TRAFFIC BACKING UP TO MAKE THAT LEFT TURN, YOU'LL SEE A LOT OF IMPROVEMENTS, UH, TO THAT PARTICULAR INTERSECTION.

THE ONE EVERYBODY ALWAYS TALKS ABOUT IS TO PQ LINE.

UH, WE'LL, WE'LL BE MOVING TO THE THIRD PHASE STREET UNDER PHASE THREE.

WE WILL DEAL WITH ACTUALLY THE CONSTRUCTION AND WIDENING OF TQ ITSELF BETWEEN AIRLINE AND PERKINS.

UH, THERE ARE CERTAIN SECTIONS ON BOTH ENDS THAT ARE ALREADY DONE, BUT WE WILL TIE INTO THOSE TRANSITIONS AND ALSO WE'LL PROVIDE THE RAMP.

SO WILL BE, UH, ALSO CONSTRUCTED AT THE SAME TIME, UH, IN ALL FOUR DIRECTIONS AT THAT LOCATION.

UM, HOPEFULLY, UH, FROM, BASED ON THE INFORMATION WE GOT FROM DOTD AND DISCUSSIONS WITH THE SECRETARY, WE HELPED TO BE UNDER CONSTRUCTION WHERE THAT PART, UH, PROBABLY IN THE FOURTH QUARTER OF THIS YEAR, CURRENTLY RIGHT NOW THAT ACTUALLY DOING THE CLEARING AND GRUBBING, UH, FOR THE RAILWAYS TO BUILD, UH, MOVE SOME OF THE UTILITIES THAT ARE STILL IMPACTED IN THAT AREA.

BUT, UH, THIS PARTICULAR PROJECT WILL BE A SIGNIFICANT IMPROVEMENT FOR TRAFFIC CONGESTION.

THAT ALWAYS SEEMS TO HAPPEN ON SEGUN AND ALSO HOLLAND.

THIS JUST WILL BE ANOTHER, UH, ROUTE TO, FOR THE PUBLIC EMOTE IN PUBLIC TO USE, TO GET WHERE THEY NEED TO BE.

UM, CERTAINLY I THINK THAT THIS POINT, YOU KNOW, WE HOPE WE CAN AT LEAST TRY TO GET US MOVING IN THE RIGHT DIRECTION, I THINK WITH THE SIGNALIZATION PROGRAM AND ALSO THE CONSTRUCTION.

UH, AND I THINK MAYOR BROOME WILL ALSO TELL YOU REAL QUICKLY THAT THESE THINGS NEED TO BE DONE AS QUICKLY AS POSSIBLE.

AND OUR GOAL AND OBJECTIVE IS TO TRY TO MAKE SURE THAT HAPPENS WITH THAT.
