AND OBVIOUSLY THE LAND CLOSE TO THE BAYOU IS IN THE FLOOD ZONE.

THERE'S ALSO A DESIGNATED PROTECTED TREE CANOPY, WHICH I, I UNDERSTOOD CORRECTLY WILL ALSO BE PROTECTED.

AND THEN THERE'S A DESIGNATED WETLAND AREA, AND IT DIDN'T SAY MUCH ABOUT THAT, BUT I HOPE THAT THAT ALSO WOULD BE, UH, PROTECTED IN THE PROJECT.

IF IT CURRENTLY DRAINS ONTO HIS PROPERTY, WE WILL COLLECT IT PRIOR TO THAT BATTERY LINE AND ROUTE IT BACK TO OUR DRAINAGE SYSTEM AND THE DETENTION, THE DETENTION AREA TO THE EAST.

UM, BETWEEN THESE, UH, THESE TWO DEVELOPMENTS, WE'LL, WE'LL ACTUALLY EXCEED THE ENHANCED DRAINAGE DESIGN AS REQUIRED TODAY.

WE'LL ACTUALLY HAVE A REDUCTION OF NEARLY 75% IN THE 10 TO 25.

AND THE A HUNDRED YEAR STORM IS THE SAME AS THE AUTUMN.

WE HAVE WENT THROUGH EXTENSIVE MODELING OF ELBOW VOLUME.

WE'VE WENT THROUGH EXTENSIVE MODELING OF THIS ENTIRE REGION.

SO AS THIS TRACT IS ELEVATED, UM, FOR THE HOMES, UH, THAT AREA, YOU KNOW, ALONG THE BAYOU, WHICH IS IN A DRAINAGE SERVITUDE, I THINK A 250 FOOT DRAINAGE SERVITUDE.

BUT THE WHOLE THING IS LOW BECAUSE IT IS IN THE SPECIAL FLOOD HAZARD AREA.

SO, UH, YOU KNOW, WE, WE HAVE QUESTIONS ABOUT THAT, AND THE DRAINAGE PROBLEMS IN THE AREA ARE GETTING WORSE.

UM, EACH DEVELOPER DOES THEIR MODELING.

WE ASSUME THE PARISH IS DOING MODELING FOR THE CUMULATIVE IMPACTS OF CHUNK AFTER CHUNK OF THIS AREA BEING DEVELOPED.

AND WE KNOW THERE ARE DRAINAGE PROBLEMS ALONG BAYOU FOUNTAIN.

UH, THE WHOLE AREA IS FLAT, BUT IT DOES FALL DOWN TOWARDS BAYOU MANSHACK.

AND HOPEFULLY THE DRAINAGE ASPECT, UH, IS ADDRESSED BY THE ENGINEERS.

BUT AGAIN, WHEN YOU LOOK AT THE MAP ON THE PROJECT, UH, AND A LONG BURBANK DRIVE, WHAT'S HAPPENING, UH, IT'S JUST PEACE AFTER PEACE IS BEING TAKEN AND WITH THE MITIGATION FROM THE PONDS AND THINGS LIKE THAT, I UNDERSTAND.

BUT THE CUMULATIVE IMPACT IS STILL A MATTER OF CONCERN.

AND THE PARISH MADE A DECISION SOMETIME BACK THAT THEY WERE GOING TO ALLOW THAT WHOLE THING TO BE DEVELOPED, AND THEY CHANGED THE COMPREHENSIVE LAND USE PLAN TO FACILITATE THAT.

THAT ALL SHOULD BE, SHOULD BE REMARKED UPON THE PROCESS THAT'S IN PLACE.

YOU KNOW, THIS COMPREHENSIVE LAND USE PLAN IS ROUTINELY CHANGED TO ALLOW A PROJECT AFTER PROJECT AS WELL.

SO ANYWAY, THAT'S ALL I HAVE TO SAY.

UM, I WANNA GET THAT INTO THE PUBLIC RECORD, HOPE THAT IT'S ALL BEING ADDRESSED.

BUT, UM, WHAT ISN'T BEING ADDRESSED IS THE DECISION OF THE PARISH TO, UM, BASICALLY, UH, YOU KNOW, GIVE UP THAT HUGE AREA FOR THE MOST PART, UH, BETWEEN BURBANK AND NICHOLSON.

AND THERE IS A STORMWATER MASTER PLAN THAT HAS BEEN PROPOSED, UH, TO TRY TO DO SOMETHING BECAUSE WHEN YOU THINK ABOUT IT, THAT'S A 20 YEAR PLAN, AND IT INVOLVES CAPITAL OUTLAY PROJECTS THAT NEED FUNDING, BUT YOU'RE RUNNING AHEAD OF IT, UH, IN ALLOWING DEVELOPMENT OF THE SPECIAL FLOOD HAZARD AREAS AND THE FLOOD PLAIN.

AND IT MAY NEVER CATCH UP.

JUST LIKE THE COMEY RIVER DIVERSION IS 30 YEARS OLD FROM A FLOOD PROBLEM THAT EXISTED AT THE TIME IT WAS FIRST PROPOSED.

IT'S GONNA HELP WHEN THEY FINALLY FINISH IT, BUT WE RAN WAY AHEAD OF THAT IN TERMS OF THE BENEFITS THAT IT'S GOING TO DELIVER BECAUSE IT'S A DIFFERENT WATERSHED.

I'LL BEGIN WITH CONGRATULATING OUR LATEST EMPLOYEE OF THE MONTH, YOLANDA DEREK IN THE CURRENT PLANNING DIVISION, YOLANDA HAS READILY ACCEPTED NEW TASKS AND EXPRESSED A DESIRE TO LEARN MORE AND BECOME A MORE VALUABLE EMPLOYEE IN ALL OF HER ASSIGNMENTS.

YOLANDA DISPLAYS A POSITIVE ATTITUDE AND WORKS TO ENSURE TASK ARE COMPLETED ON TIME.

SHE'S BEING RECOGNIZED TONIGHT FOR HER OUTSTANDING CUSTOMER SERVICE, HER ATTENTION TO DETAIL AND HER OVERALL WILLINGNESS TO ASSIST OTHER OTHERS.
