STARTING BACK IN 1988, UH, RESIDENTS OF EAST BATON ROUGE PARISH VOTED TO REQUIRE A COMPREHENSIVE PLAN. UH, THE RISE IN PLAN WAS ADOPTED AFTER EXTENSIVE PUBLIC OUTREACH, UH, AND PLANNING. THAT WAS, UH, DONE BY THE PLANNING COMMISSION AND COUNCIL IN 1992. IT WAS THE FIRST LOCALLY MANDATED COMPREHENSIVE PLAN IN THE STATE OF LOUISIANA. IT WAS A 20 YEAR PLAN TO HELP GUIDE GROWTH AND DEVELOPMENT IN AN IN AND AROUND THE PARISH. THE HORIZON PLAN REQUIRED UPDATES JUST LIKE THIS, THIS PLAN, FUTURE VR. THOSE WERE DONE EACH AND EVERY FIVE YEARS AFTER THE HURRICANES KATRINA IN 19 AND 2005, AND THEN THE HURRICANES THAT FOLLOWED GUSTAV AND IKE IN 2007 AND EIGHT. THE IMPACTS OF THE PARISH WERE FELT. WE, UH, SAW AN INFLUX OF RESIDENTS THAT, THAT CAME FROM THE NEW ORLEANS AREA AS A RESULT OF THE KATRINA. AND ALSO WE HAD STRAINS ON INFRASTRUCTURE AND PUBLIC SAFETY DUE TO THAT. UH, THE MAYOR AND ADMINISTRATION AT THE TIME, UH, ACKNOWLEDGED THAT AND DECIDED TO INITIATE A BRAND NEW COMPREHENSIVE PLAN THAT WOULD REPLACE THE HORIZON PLAN. THIS WAS NOT A FIVE YEAR UPDATE. THIS WAS A BRAND NEW PLAN AT THE TIME. AND AGAIN, THAT WAS, UH, APPROVED IN, IN, UH, IN 1992. UM, THE ORIGINAL HORIZON PLAN. NEXT SLIDE, PLEASE. SO, BECAUSE OF THOSE CHALLENGES, THE ADMINISTRATION, UH, MOVED FORWARD WITH A NEW PLAN THAT WAS FUTURE BR UH, THAT STARTED. THOSE DISCUSSIONS STARTED IN 2008, NINE AND 10. THERE WAS A RECOVERY FUNDING THAT CAME OUT OF THOSE STORMS, HURRICANE AND, UH, HURRICANE IKE AND GUSTAV. THERE WAS RECOVERY FUNDS THAT WERE USED FOR THE CREATION OF FUTURE BR. UM, AGAIN, THIS WAS A BRAND NEW COMPREHENSIVE PLAN. IT REPLACED THE PREVIOUS HORIZON PLAN. THERE WAS A SIGNIFICANT PLANNING EFFORT IN FUNDING, LIKE I MENTIONED, THAT WENT INTO THIS. THERE WAS A NATIONAL, UH, CONSULTANT THAT WAS BROUGHT ON BOARD THAT WAS FORESE AND ASSOCIATES FROM PORTLAND, OREGON. THERE WAS A STRONG LOCAL, UH, SUB-TEAM, SUB-CONSULTANT TEAM THAT HELPED. AND, UM, THIS SLIDE ILLUSTRATES THE MAJOR COMPONENTS OF THAT PLAN ITSELF. THAT INCLUDED A VISION NINE COMPREHENSIVE PLAN ELEMENTS, A STRATEGIC IMPLEMENTATION PLAN WE'RE REQUIRED TO, UH, REPORT AND MONITOR ON THAT ANNUALLY. UH, YOU, YOU GOT A COPY OF OUR LAST YEAR'S ANNUAL REPORT. IT ALSO INCLUDED THE LAND USE MAP, WHICH IS A SIGNIFICANT COMPONENT CHARACTER AREA MAP, AND ALONG WITH AN UPDATE OF THE MAJOR STREET PLAN AT THE TIME. NEXT SLIDE. [00:15:01] THE FIRST FIVE YEAR UPDATE TO FUTURE BR WAS A, A YEAR, YEAR OR TWO LATE THEN IT SHOULD HAVE BEEN. AND THAT WAS DUE TO THE, UH, THE PRIORITIES OF THE PARISH AT THE TIME, MAINLY DUE TO FLOOD RECOVERY IN 2016. SO, UH, THAT WAS, UH, FIRST AND FOREMOST ON EVERYONE'S MIND. UH, AND EACH AND EVERY DEPARTMENT IN EAST BANNER PARISH WAS DEALING WITH THAT IN ONE WAY OR ANOTHER. SO, UM, THE UP THE FIVE YEAR UPDATE AS WAS DONE WITH THE FIVE YEAR UPDATES IN THE HORIZON PLAN WAS DONE ENTIRELY IN-HOUSE WITH THE PLANNING COMMISSION STAFF. WE'LL DO A VERY SIMILAR PROCESS WITH THIS FIVE YEAR UPDATE WE'RE UNDERTAKING THIS YEAR WITH FUTURE BR. AT THIS TIME, I'D LIKE TO HAVE JEFF COME UP. UH, JEFF'S GONNA KIND OF WALK YOU THROUGH THE IMPLEMENTATION, NEXT STEPS, PUBLIC OUTREACH, AND GIVE YOU A LITTLE MORE BACKGROUND ON THAT. AND I'LL BE HAPPY TO ANSWER ANY QUESTIONS AFTER HE FINISHES. EITHER THEY'RE, THE ACTION ITEMS HADN'T BEEN COMPLETED OR THE, UM, ACTION ITEMS ARE ONGOING. SO IF YOU LOOK TO THE RIGHT, YOU CAN KIND OF SEE SOME OF THE MAJOR ACCOMPLISHMENTS THAT HAVE HAPPENED SINCE THE ADOPTION OF FUTURE. BR ONE OF THE BIGGEST ONES WAS WE RE, UH, REALIGNED THE UDC, UM, TO, TO ADHERE TO FUTURE BR. AND, UH, IN ADDITION TO THAT, DURING THAT UPDATE, WE ALSO INCLUDED MOVE BR, THE STORMWATER MASTER PLAN AND THE BIKE PET PLAN. SO THAT IS NEXT SLIDE, PLEASE. SO WE'RE GONNA BEGIN THE REVIEWING PROCESS. STAFF HAS ALREADY STARTED DOING THE, UM, THE REVIEW PROCESS OF THE NARRATIVE TO THE ENTIRE PLAN, THE STATISTICS, UM, IN THE PLAN AND THE DEMOGRAPHICS AND UPDATING ALL THAT.
