WE WANNA, UM, HONOR YOU TODAY AND WE ALSO WANT TO BRING ATTENTION, UH, TO THE FACT THAT THIS IS FAIR HOUSING MONTH, FAIR HOUSING MONTH.

AND SO, UM, YOU ARE HERE, UM, WITH THE GREATER BATON ROUGE YES.

ASSOCIATION OF REALTORS AS WE PROCLAIM APRIL AS FAIR HOUSING MONTH.

AND OF COURSE, IT IS CERTAINLY A TIME FOR US TO CELEBRATE AND RECOGNIZE THE IMPORTANCE OF FAIR HOUSING FOR ALL OF OUR CITIZENS.

AS MANY OF YOU MAY KNOW, THE FAIR HOUSING ACT WAS SIGNED INTO LAW IN 1968, MAKING IT ILLEGAL TO DISCRIMINATE AGAINST ANY PERSON BASED ON RACE, COLOR, NATIONAL ORIGIN, RELIGION, SEX, FAMILIAL STATUS, OR DISABILITY IN THE SALE, RENTAL OR FINANCING OF HOUSING.

THIS LAW HAS BEEN INSTRUMENTAL IN HELPING TO PROMOTE EQUAL HOUSING OPPORTUNITIES FOR ALL AMERICANS.

HOWEVER, THE FIGHT FOR FAIR HOUSING IS FAR FROM OVER DISCRIMINATION STILL EXISTS IN OUR COMMUNITIES, AND IT IS OUR RESPONSIBILITY TO WORK TOGETHER TO ADDRESS IT.

AND SO THAT'S WHY EVENTS LIKE FAIR HOUSING MONTH ARE SO IMPORTANT TO CONTINUE TO ELEVATE AWARENESS AND TO REAFFIRM OUR COMMITMENT TO PROVIDING FAIR HOUSING OPPORTUNITIES, UH, FOR ALL.

SO I'M GLAD TO STAND HERE TODAY WITH, UH, KENDRA NOVAK, WHO IS REPRESENTING THE GREATER BATON ROUGE ASSOCIATION OF REALTORS TO SHOW SUPPORT FOR FAIR HOUSING.

AS OUTSPOKEN SUPPORTERS FOR FAIR HOUSING ISSUES AND HOME OWNERSHIP, THE GREATER BATON ROUGE ASSOCIATION OF REALTORS JOINS THE NATION AS IT HONORS FAIR HOUSING MONTH.

THIS APRIL, SINCE 1908, REALTORS HAVE PROMOTED AND PROTECTED THE DREAM OF PROPERTY OWNERSHIP FOR MILLIONS OF AMERICANS.

THIS YEAR IS THE 55TH ANNIVERSARY OF THE LANDMARK 1968 FAIR HOUSING ACT, WHICH PROHIBITS DISCRIMINATION BASED ON RACE, CALLER, NATIONAL ORIGIN, RELIGION, SEX, FAMILIAL STATUS, OR DISABILITY.

REALTORS ARE PROUD TO ABIDE BY THE REALTORS CODE OF ETHICS, WHICH GOES EVEN FURTHER THAN THE FAIR HOUSING ACT IN PROVIDING COMPREHENSIVE PROTECTIONS TO CONSUMERS, INCLUDING SEXUAL ORIENTATION AND GENDER IDENTITY AS A PROTECTED CLASS.

AS YOU ALL KNOW, MATERNAL HEALTH IS A CRITICAL ISSUE IN OUR COUNTRY, AND IT IS PARTICULARLY IMPORTANT TO FOCUS ON THE HEALTH AND WELLBEING OF AFRICAN-AMERICAN MOTHERS WHO ARE OFTEN OVERLOOKED AND UNDERSERVED IN OUR HEALTHCARE SYSTEM.

THIS YEAR'S THEME FOR BLACK MATERNAL HEALTH WEEK IS OUR BODIES BELONG TO US RESTORING BLACK AUTONOMY AND JOY.

THE THEME IS PARTICULARLY IMPORTANT BECAUSE IT RECOGNIZES THE UNIQUE CHALLENGES FACED BY BLACK WOMEN IN OUR SOCIETY.

CHALLENGES THAT ARE OFTEN ROOTED IN SYSTEMIC RACISM AND DISCRIMINATION.

BLACK WOMEN ARE MORE LIKELY TO EXPERIENCE COMPLICATIONS DURING PREGNANCY AND CHILDBIRTH, AND THEY ARE MORE LIKELY TO DIE FROM PREGNANCY RELATED CAUSES THAT WOMEN OF ANY OTHER RACE OR ETHNICITY FACTS.

THESE DISPARITIES ARE UNACCEPTABLE AND WE MUST DO EVERYTHING WE CAN DO TO ADDRESS THEM.

AS WE OBSERVE BLACK MATERNAL HEALTH WEEK, LET US REMEMBER THAT EVERY WOMAN DESERVES ACCESS TO QUALITY HEALTHCARE REGARDLESS OF HER RACE OR SOCIOECONOMIC STATUS.

LET US ALSO REMEMBER THAT BLACK WOMEN ARE NOT JUST STATISTICS.

THEY ARE OUR MOTHERS, OUR SISTERS, OUR DAUGHTERS AND FRIENDS.

THEY DESERVE TO BE HEARD, SUPPORTED AND CELEBRATED.

SO LET US COME TOGETHER AS A COMMUNITY TO WORK TOWARDS A FUTURE WHERE EVERY WOMAN HAS THE OPPORTUNITY TO HAVE A SAFE AND JOYFUL PREGNANCY AND CHILD BIRTH.

ADDITIONALLY, WHAT YOU SEE, WE'VE TABLE WE WE'RE GONNA TALK MORE ABOUT THE STABILIZATION OF THE ONSITE HEALTH SERVICES TEAM AND THE IMPLEMENTATION OF CORE EMR OR SOME REALLY KEY THINGS.

UH, THE ELECTRONIC MEDICAL RECORDS WAS CRITICAL AND WE THANK YOU FOR YOUR SUPPORT AND SUPPORTING THOSE.

IF WE GO TO THE SECOND PAGE, THE FIRST YEAR SERVICES, ACHIEVEMENTS WITH PERSONNEL, UM, COUNSEL, NONE OF THIS COULD HAVE BEEN POSSIBLE WITHOUT YOUR HELP.

UH, WE INCREASED STAFFING LEVELS WHEN WE TOOK OVER THE CONTRACT BY 2.4%.

WE IMPLEMENTED A COMMUNITY COORDINATOR, THAT'S CRITICAL.

SO PATIENTS CAN GET COMMUNITY SERVICES OUT IN THE COMMUNITY, WHICH WASN'T THERE.

THE OTHER CRITICAL, WE INHERITED A PROGRAM THAT HAD A 73% NURSING VACANCY AND A 100% CMA VACANCY.

WHEN WE INHERITED THE PROGRAM, I, I, I CAN'T STRESS THAT ENOUGH, THERE WERE 73% VACANCY IN OPEN POSITIONS, 100% VACANCY IN CMAS.

UM, RIGHT NOW WE HAVE BEEN ABLE TO FILL ALMOST THE ENTIRETY OF THAT VACANCY.

WE DO HAVE SOME CHANGES THAT HAVE OCCURRED OVER THE LAST MONTH, BUT WE ARE ALL U WE ARE LOSING LOCAL PROVIDERS.

NOW.

ADDITIONALLY, WE HAVE BEEN ABLE TO IMPLEMENT AN ONSITE HEALTH SERVICES ADMINISTRATOR, AN ONSITE MEDICAL DIRECTOR, AND AN ONSITE PSYCHIATRIC COORDINATOR.

THE KEY THING TO POINT OUT, COUNSEL, WITHOUT YOUR INVESTMENT, THAT WOULD NOT HAVE HAPPENED.

THE, THOSE ARE INVESTMENTS THAT THIS COUNCIL MADE THAT WE'VE BEEN SUCCESSFUL IN IMPLEMENTING.

ON THE THIRD PAGE, THIS IS WHAT I KIND OF LIKE TO CALL BY THE NUMBERS.

I WANT PEOPLE TO HAVE AN UNDERSTANDING OF THE VOLUME THAT GOES THROUGH THE EAST BATON ROUGE PARISH PRISON.

WE HAD 9,280 INITIAL HEALTHCARE SCREENINGS.

I DON'T HAVE THE STATISTICS FOR YOUR LOCAL HOSPITAL.

I WOULD BE SHOCKED IF THEY HAD THAT MANY INITIAL INPATIENT SCREENINGS.

PERIOD.

IT IS THE LARGEST HEALTHCARE FACILITY IN THE PATIENT IN THE PARISH.

ONE OF THE THINGS I WOULD LIKE TO POINT OUT, WE HAVE A FOUNDED GRIEVANCES RATE OF LESS THAN 1%.

UM, ANY COMPANY THAT TELLS

WE HAVE INCREASED PSYCHIATRIC COVERAGE FROM 16 HOURS TO 40 HOURS.

WE HAVE INCREASED MENTAL HEALTH PROFESSIONAL COVERAGE FROM 40 HOURS TO 80 HOURS.

WE HAVE HAD MORE THAN 22,000 MENTAL HEALTH ENCOUNTERS SINCE WE HAVE TAKEN OVER.

OR I'M SORRY, THIS IS JUST 2022 STATS.

THIS ISN'T.

AND WE HAVE A 63% POPU, UH, PRISON POPULATION IS ON MENTAL HEALTH.

MENTAL HEALTH MEDICATION.

THAT'S A GOOD STAT THAT HELPS INSIDE YOUR COMMUNITY.

THE OTHER THING WE WILL POINT OUT, ONE OF THE, ONE OF OUR OBJECTIVES WHEN WE TOOK OVER SUICIDES WERE AN ISSUE AT EAST BATON ROUGE PARISH.

WE HAVE HAD ZERO COMPLETED SUICIDES SINCE WE HAVE TAKEN OVER.

IT IS A DIRECT RESULT OF BOTH THE MENTAL HEALTH PROFESSIONALS THAT, THAT, I CAN'T TAKE CREDIT FOR THAT.

IT'S THE MENTAL HEALTH PROFESSIONALS.

BUT ADDITIONALLY, IT'S THE INVESTMENT BY THE COUNCIL, WHICH WE ARE VERY THANKFUL FOR.

IN ADDITION TO THAT, ON THE NEXT PAGE, WE HAVE INSTITUTED A MEDICAID ASSISTANT TREATMENT PROGRAM THAT DIDN'T EXIST.

THIS IS SUBOXONE, METHADONE, OR, UH, TH THESE ARE THOSE MEDICATIONS.

WE'RE TAKING PEOPLE MOSTLY WITH OPIOID DEPENDENCIES.

AND I'M GONNA TALK A LITTLE BIT ABOUT THAT INSIDE THAT PROGRAM.

AND WE'RE, WE'RE GONNA TALK A LITTLE BIT ABOUT THE STATS.

AS THIS COUNCIL'S WHERE AND HAS BEEN WORKING ON, WE ARE IN THE MIDDLE OF A FENTANYL EPIDEMIC.

AND BATON ROUGE IS ABSOLUTELY NO EXCEPTION TO THAT EPIDEMIC.

THE MEDICAID ASSISTED PROGRAM THAT WE HAVE STARTED, AND WE ARE TRYING TO WORK TO KEEP PEOPLE ON THAT WHEN THEY LEAVE, IS GONNA GO A LONG WAY TO KEEPING YOUR COMMUNITY SAFER.

THIS IS SOMETHING THAT NEEDS TO CONTINUE INSIDE THE FACILITY.

YOU WILL NOTICE TOWARDS THE BOTTOM WE HAVE GIVEN 58 PATIENTS NARCAN IN 2022 AND 145 TOTAL DOSES.

I WILL TELL YOU OUT OF OUR A HUNDRED FACILITIES, THAT IS A, THAT IS A VERY, VERY HIGH NUMBER.

UM, FENTANYL INSIDE THE COMMUNITY IS AN ISSUE OF THE SIX SENTINEL EVENTS THAT WE'VE HAD.

AND EVERY SINGLE ONE OF THEM IS TRAGIC.

FOUR OF THEM WERE OVERDOSES.

ONE OF THE THINGS THAT WE ARE GOING TO CONTINUE TO DO, AND ONE OF THE SUGGESTIONS WE'RE GONNA CONTINUE TO MAKE IS TO INCLUDE FENTANYL, INCLUDE NARCAN EDUCATION ON HOW WE CAN HELP TAKE CARE OF THE COMMUNITY AND HOPEFULLY CONTINUE THAT INVESTMENT WITH YOUR SUPPORT IN THE FUTURE IN YOUR MAP PROGRAM, WHICH WILL HELP BRING SOME OF THOSE NUMBERS DOWN.

THE CONTINUED CHALLENGES WE SEE COUNCIL, UM, IS THE SAME CHALLENGES WE SEE EVERYWHERE, BUT THEY'RE WORTH TALKING ABOUT, UH, CONTINUING VACANCIES AND SECURITY STAFFING LEVELS.

UH, YOUR, YOUR WARDEN DOES AN INCREDIBLE JOB.

CAN'T SAY ENOUGH GREAT THINGS ABOUT WHAT A GREAT PARTNER IT IS TO WORK INSIDE YOUR FACILITY.

UM, BUT THEY'RE HAVING ISSUES LIKE EVERYONE RIGHT NOW.

FINDING PEOPLE WHO WORK INSIDE COR CORRECTIONS IS A VERY, VERY DIFFICULT JOB.

IT'S IMPORTANT TO REMEMBER AS, AS COUNCIL MEMBERS, YOU KNOW, UH, BUT FOR THE PUBLIC, THESE ARE INDIVIDUALS ON PRE-TRIAL, PRE-TRIAL DETENTION.

FOR THE MOST PART, THESE ARE VI INDIVIDUALS.

THEY'RE CONSTITUTIONALLY PRESUMED INNOCENT, BUT IT'S STILL DIFFICULT TO FIND THOSE.

AND YOUR SHERIFF'S DOING A GREAT JOB AT TRYING THE OTHER.

THE OTHER ISSUE WE WANNA MAKE SURE THE COUNCIL IS AWARE OF IS THE EXPLOSION OF THE HIV POPULATION INSIDE THE PRISON.

AND I, WHEN I SAY EXPLOSION, IT IS EXPLODED FOUR X SINCE WE TOOK OVER IN 2022.

ON THE NEXT SLIDE, I JUST WANNA SHOW THE PERSON'S LIVING WITH H HIV INSIDE THE COMMUNITY.

SO THE COUNCIL GETS AN, A VIEW OF THE INCREASE THAT IS GOING ON INSIDE THE COMMUNITY.

UH, AND YOU CAN SEE THAT FOR YOURSELVES.

BUT ON THE PAGE AFTER THAT, I WANT TO GIVE YOU SOME TRENDS AS TO WHAT IS GOING ON.

PERSONS LIVING WITH HIV INSIDE YOUR FACILITY.

WHEN WE TOOK OVER, THERE WERE 10 PERSONS LIVING WITH H HIV INSIDE THE BATON ROUGE PRISON.

WE ARE CURRENTLY TREATING 39.

EVERY ONE OF THESE IS AN INDIVIDUAL, THEY'RE NOT A STATISTIC.

SO THE REASON WE PUT THE GRAFT WITH THE WAY WE DID ON THE SECOND PAGE ON THE, I'M SORRY, THE SECOND GRAPH ON YOUR LEFT.

WELL THAT IS A LITTLE DIFFICULT TO READ.

THE REASON WE DID THAT IS CUZ EVERY ONE OF THOSE 177 LINES REPRESENTS A PATIENT AND HOW LONG THEY HAVE BEEN IN THE FACILITY ON HIV MEDICATION.

THERE ARE TWO PATIENTS THAT BY THE WAY, HAVE BEEN THERE OVER A THOUSAND DAYS ON HIV MEDICATION.

YOUR HIV EXPENSE INSIDE THE FACILITY IS ABSOLUTELY EXPLODING AND IT IS EXPLODING ON A, ON A RATE, ON A RATE THAT IS UNSUSTAINABLE WHEN YOU'RE MOVING FROM 10

SO YOU CAN SEE, WE SEE THE TWO BIGGEST CHALLENGES MOVING FORWARD IS THE FENTANYL EPIDEMIC AND MAKING SURE WE ARE CARING FOR PATIENTS AS BEST WE CAN AND THE H HIV VPL PERSON'S LIVING WITH HIV EXPLODING INSIDE THE FACILITY.

UM, AND IF YOU LOOK AT THE LAST SLIDE, THAT'S JUST TO LET YOU KNOW THIS IS INDIVIDUAL STATISTICS ON THE 39 PEOPLE THAT WHEN I, WHEN I MADE THESE, THESE ARE REALTIME STATISTICS THAT OBVIOUSLY CAN CHANGE AT ANY TIME.

THE JAIL IS LIKE MOST JAILS, PROBABLY THE LARGEST PROVIDER OF MENTAL HEALTH SERVICES.

IT IS THE LARGEST PROVIDER OF WHERE WE ARE HOUSING PEOPLE WHO STRUGGLE WITH ADDICTION.

AND MANY TIMES WE ARE NOT CONNECTING THE DOTS.

WE ARE NOT MAKING THE KIND OF ANALYSIS THAT A HEALTH MONITOR WHO IS QUALIFIED TO UNDERSTAND WHAT THESE NUMBERS MEAN.

THERE ARE PEOPLE SITTING IN THAT FACILITY TODAY WHO DO NOT BELONG THERE.

BUT CONTINUALLY, WE'RE NOT COMPARING WHAT WE ARE SPENDING ON WHAT WE ARE CHOOSING TO CRIMINALIZE.

AND SO WE ARE CONTINUING TO EXASPERATE A PROBLEM.

MOST OF YOU ARE AWARE, BECAUSE I'VE SAID IT TO YOU DOZENS OF TIMES, FAMILY MEMBERS ARE NOT ALLOWED TO COME TO THE JAIL.

SO ISSUES AROUND DRUGS COMING IN ARE NOT ABOUT FAMILY MEMBERS.

THEY'RE ABOUT CONDITIONS THAT NEED TO BE ADDRESSED THROUGH ANALYSIS.

THERE IS STILL AN ONGOING CRISIS ABOUT DEATHS.

80% OF ALL JAILS IN THE ENTIRE COUNTRY HAVE NO DEATH PERIOD.

WE WERE ALWAYS AN OUTLIER.

THAT'S UNACCEPTABLE.

AND I BEGGED THIS COUNCIL, IT IS TIME FOR THIS PARISH TO PUT A HEALTH MONITOR IN PLACE TO DO THE ANALYSIS THAT ANY HOSPITAL, ANY CLINIC WOULD DO TO MAKE GOOD FINANCIAL DECISIONS.

BECAUSE THIS COUNCIL STILL HAS LAWSUITS BACKED UP COMING DOWN THE PIKE.

AND HOW DO I KNOW THAT? BECAUSE I KNOW WHO'S DYING.

AND OFTEN IT IS THE ONLY WAY THEY GET ANSWERS.

WE HAVE TO ADDRESS THIS WITH COMPASSION AND RESPECT.

THESE ARE OUR FRIENDS, OUR FAMILY MEMBERS, AND OUR LOVED ONES.

AND IT IS A PRETRIAL FACILITY.

40% OF ALL CASES ARE NOT PROSECUTED.

THAT MEANS INSTEAD OF PUTTING DOLLARS INTO COUNSELING, DRUG TREATMENT AND OTHER PROGRAMS, WHAT WE ARE DOING IS PUTTING PEOPLE IN A PLACE WHERE 40% OF THEM OR GOING TO LOSE THEIR RIGHT TO THEIR MEDICAID, THEY'RE GOING TO LOSE THEIR RIGHT TO THEIR HOUSING.

THEY'RE GOING TO LOSE THEIR JOBS.

SOME OF THEM ARE GONNA LOSE THEIR CHILDREN.

AND GUESS WHAT? ALL THOSE SAME ISSUES THAT THEY HAD BEFORE THEY WENT IN THE ADDICTION, THE UNSHELTERED JUST GETS MAGNIFIED BECAUSE THEY SPENT TIME IN THAT FACILITY.
