I'M HERE ON BEHALF OF THE GARDEN DISTRICT CIVIC ASSOCIATION.

I AM THE CURRENT, UH, PRESIDENT OF THAT ASSOCIATION.

UH, WE ARE OPPOSED TO THE REZONING OF THIS LOT FOR LIGHT COMMERCIAL.

UM, THE TO BUILD A PARKING LOT.

UH, WE FIND IT'S NOT IN ALIGNMENT WITH THE ESSENTIAL CHARACTER OF THE NEIGHBORHOOD.

NEITHER MCGRATH HEIGHTS IN DISTRICT SEVEN, NOR THE GARDEN DISTRICT AND DISTRICT 10.

UH, FURTHER IT ABUTS AGAINST, UH, DREIER PLACE, THE SUBDIVISION DREIER PLACE, WHICH IS IN THE NATIONAL REGISTER OF HISTORIC PLACES.

UH, AT THE PLANNING COMMISSION MEETING, I SPOKE IN OPPOSITION AND I RAISED, UH, FEAR OF FURTHER ENCROACHMENT INTO THE NEIGHBORHOOD.

UH, AND THAT WAS IMMEDIATELY CONFIRMED WHEN, UH, THE DEVELOPER'S REPRESENTATIVE WAS QUESTIONED ABOUT THE SIZE OF THE PARKING LOT.

HE IMMEDIATELY RESPONDED AND SAID, UH, WELL, IF YOU, THE COMMISSIONER IS SUGGESTING THAT THE PARKING LOT IS NOT GONNA BE BIG ENOUGH.

WE OWN THE LOT NEXT DOOR AS WELL, WHICH IS ANOTHER RESIDENTIAL LOT.

THAT'S THE FEAR OF ENCROACHMENT TO THE NEIGHBORHOOD WE'RE CONCERNED ABOUT.

IT'S ALSO UNNECESSARY.

THEY SAY THIS PARKING LOT IS FOR BARRACUDA TACO.

BARRACUDA TACO IS OPEN AND HAS BEEN OPERATING FOR MONTHS.

UH, IT'S THRIVING.

THERE'S LINES OF PEOPLE THERE.

I'VE BEEN THERE SIX TIMES, BUT ONLY EATEN FOUR TIMES BECAUSE TWICE THEY WERE SOLD OUT.

UH, PEOPLE ARE FINDING WAYS TO GET THERE.

THE DEVELOPER HAS AGREEMENTS WITH PEOPLE ACROSS GOVERNMENT STREET TO, FOR PARKING LOTS AT, UH, J C W CREATIVE AND AT BOUDREAU'S.

UM, I ACKNOWLEDGE ST.

ROSE IS A MESS RIGHT NOW, BUT THAT IS AN ENTIRELY CREATED BY THE DEVELOPER WHO HAS NOT PROTECTED THE SIDEWALK RIGHT OF WAY OR DONE ANYTHING TO GUIDE LEGAL PARKING OR MITIGATE ILLEGAL PARKING ON THAT STRETCH OF ROAD.

THIS IS NOT A UNIQUE CIRCUMSTANCE THAT'S ONLY GOING TO IMPACT THE PROPERTY IN QUESTION.

IT'S GOING TO IMPACT INVESTMENTS IN MCGRATH HEIGHTS AS WELL AS IN THE GARDEN DISTRICT.

I ALSO ASKED THE QUESTION, NOTHING WAS PRESENTED AT THE PLANNING COMMISSION MEETING AND I THEY'RE NOT HERE TO TO OFFER ANY OFF, UH, REASONING RIGHT NOW.

BUT WHAT UNNECESSARY HARDSHIP IS THIS DEVELOPER PRESENTED THAT WOULD ALLOW THE COUNCIL TO EVEN CONSIDER GRANTING A VARIANCE.

SURELY THEY DID THEIR DUE DILIGENCE BEFORE BUYING MOST OF THIS L BLOCK SO THAT THEY WOULD'VE KNOWN THE CONDITION OF THE HOUSE THAT WAS CONDEMNED.

THEY HAVE BEEN A PASS POINTED THE FINGER AT THE CITY SAYING THAT THE CITY CONDEMNED THE HOUSE.

BUT OF COURSE THEY SHOULD HAVE KNOWN THAT THAT WAS THE, WHAT THE CONDITION THAT LOT WAS IN, IN THE FIRST PLACE.

AND ALSO THEY KNEW THE EXISTING OF THE ZONING OF EVERY LOT ON THE, ON THE DEVELOPMENT OF THIS ENTIRE BLOCK THAT THEY PURCHASED.

AND SO THEY HAVE DEVELOPED THEMSELVES INTO THIS SITUATION.

THIS IS ENTIRELY A, A SELF-CREATED HARDSHIP.

I'VE ALSO BEEN TOLD BOTH BY THE DEVELOPER AND HIS REPRESENTATIVE THAT THEY WON'T MAKE ANY MONEY BUILDING A HOUSE.

IT'S NOT MY RESPONSIBILITY, NOR IS IT MY NEIGHBOR'S RESPONSIBILITY TO HELP PROTECT THEIR PROFITS OR MITIGATE THEIR LOSSES BY ALLOWING THEM JUST TO BUILD A A, A PARKING LOT.

I DON'T BELIEVE IT'S THIS COUNCIL'S JOB TO DO THAT EITHER.

UM, IT'S JUST A BAD INVESTMENT FOR THE NEIGHBORHOODS AND THE CITY AND IT'LL UNDERMINE, UH, THE INVESTMENT INTO THE ROAD DIED ON GOVERNMENT STREET.

WE NEED MORE HOUSES, NOT MORE PARKING LOTS.

WE WOULD MUCH RATHER HE SEEK A EXCEPTION TO ANY PARKING REQUIREMENTS.

UH, SEEING THAT, THAT WOULD ALSO BE IN LINE WITH, UH, UM, A WALKABLE NEIGHBORHOOD THAT WE'RE TRYING TO ACCOMPLISH IN MID-CITY HERE.

UH, AND IF HE NEEDS THEM TO RE DEVELOP OUT THE REST OF THE BLOCK, WE DON'T WANT ANOTHER PARKING LOT.

MR. NEAL HAD WORKED OUT AN AGREEMENT, ACCORDING TO MR. NEAL ABOUT BEING ABLE TO PARK ACROSS THE STREET OVER THERE AT BOUDREAUX.

SO THE BOTTOM LINE IS, UM, WHEN WE LEFT THE MEETING, MR. NEIL SAID THAT HE WOULD NOT.
