GOOD AFTERNOON EVERYONE.

[EBR Library Board of Control on May 18, 2023.]

I'D LIKE TO CALL THE, UH, MAY 18TH, UH, 2023 BATON ROUGE PARISH LIBRARY BOARD OF CONTROL MEETING TO ORDER.

UH, MS. RISCO, CAN YOU PLEASE LEAD US IN THE PLEDGE? CERTAINLY A PLEDGE ALLEGIANCE TO THE FLAG FLAG OF THE UNITED STATES OF AMERICA, AND TO THE REPUBLIC FOR WHICH IT STANDS.

ONE NATION GOD, INVISIBLE, INVISIBLE LIBERTY, LIBERTY, AND, AND JUSTICE FOR ALL.

PLEASE CALL ROLL.

HERE, JASON.

HERE.

HERE.

THANK YOU.

ALL RIGHT, THANK YOU.

UH, LET THE RECORD REFLECT THAT WE DO HAVE A QUORUM, UH, APPROVAL OF THE MINUTES OF A REGULAR MEETING OF APRIL 20TH, 2023.

A MOTION TO APPROVE.

I SECOND.

ALL IN FAVOR? AYE.

ALL RIGHT.

MEETINGS OF THE MINUTES ARE APPROVED.

ALL RIGHT.

UH, OUR PRESENTER IS NOT HERE RIGHT NOW.

UH, SO WE'LL MOVE ON TO, UH, REPORTS BY THE DIRECTOR.

MS. PENNETT WILL GIVE THE FINANCIAL REPORTS FOR 2023.

OPERATING EXPENDITURES THROUGH APRIL 30TH ARE $14,283,760 AND 42 CENTS ARE 28% OF THE OPERATING BUDGET THROUGH APRIL.

WE SHOULD HAVE SPENT NO MORE THAN 33% OF THE BUDGET CASH COLLECTIONS FROM PROPERTY TAXES FOR 2023 REMAIN AHEAD OF THOSE COLLECTED IN 2022 AS WE ARE APPROXIMATELY 2.0 5000004.19% AHEAD OF THE SAME PERIOD LAST YEAR.

DOES ANYBODY HAVE ANY QUESTIONS ABOUT THE FINANCIAL REPORT? THANK YOU.

OKAY.

ON ANOTHER NOTE.

YEP.

I'D LIKE TO TAKE THIS TIME TO ASK THE BOARD TO JOIN ME IN CONGRATULATING RONNIE PIERCE ON HIS UPCOMING RETIREMENT, WHICH IS TOMORROW, AND WISH HIM THE BEST IN HIS FUTURE ENDEAVORS.

ALTHOUGH HE HAS SERVED THE LIBRARY FOR THE LAST 16 YEARS, HIS CAREER WITH THE CITY PARISH SPANS OVER 30 YEARS.

WE WILL MISS HIS WEALTH OF KNOWLEDGE AND ATTENTION TO DETAIL IN THE FINANCIAL MATTERS OF THE LIBRARY.

ENJOY YOUR WELL-DESERVED RETIREMENT.

THANK YOU.

CONGRATULATIONS, RONNIE.

I MOVED THAT.

WE VETOED THAT , IT'S BEEN A PLEASURE WORKING WITH YOU, UH, DURING MY TIME ON THE BOARD, AND YOU WILL BE MISSED.

THANK YOU.

ENJOY YOUR RETIREMENT.

I KNOW YOU WILL.

.

THANK YOU FOR EVERYTHING, RONNIE.

OKAY.

SYSTEM REPORTS, MS. MARY STEIN WILL DELIVER THE AROUND THE PARISH REPORT.

RIGHTY, Y'ALL.

IT IS THE END OF MAY, BELIEVE IT OR NOT.

YES.

OKAY.

SO I DO HAVE SOME FUN THINGS THAT ARE NOT ON PICTURES, BUT THEY ARE SO FUN.

I HAD TO SHARE THEM WITH YOU OR SO WONDERFUL.

UM, NOW I STILL GET THE NEWSPAPER, YOU KNOW, THE REAL NEWSPAPER, THE ONE THAT'S MADE OF PAPER AND, UH, ON LAST WEEKEND'S, UH, THE TOP OF THE, UH, THE TOP OF THE NEWSPAPER, UH, WHERE THEY SAY, YOU KNOW, FUN THINGS TO DO FOR THE WEEKEND.

WELL, UH, THEY HAD THE GARDENING DISCOVERY, WHICH WAS LOVELY.

WE HAD WONDERFUL HERBS IN THE GARDEN, A GOOD CROWD.

AND THEN THEY HAD THE CHICKEN DANCE AT RIVER CENTER BRANCH, AND I WAS LIKE, OH, YES, WE'VE ARRIVED THE CHICKEN DANCE.

SO THERE WERE SOME OTHER THINGS THAT AREN'T PICTORIAL.

UM, KRISTEN AND I WERE ABLE TO ATTEND THE BATON ROUGE AREA FOUNDATION'S, UM, INAUGURAL MEETING TO ANNOUNCE THE CENTER FOR NONPROFIT EXCELLENCE, WHICH WILL BE A NEW ARM OF SERVICE FOR THE BATON ROUGE AREA FOUNDATION, WHICH IS OUR COMMUNITY FUND, IF YOU EVER PLAYED MONOPOLY.

UM, THE NICE THING ABOUT THIS IS WE HAVE A LONG HISTORY OF WORKING WITH THE BATON ROUGE AREA FOUNDATION, EVERYTHING FROM THE BIG REED IN ONE BOOK, ONE COMMUNITY, TO, UH, ESTABLISHING OR HOSTING THE FUNDS THAT HELP START THE CAREER CENTER TO MANY OTHER PROJECTS.

[00:05:01]

BUT WE ALSO LIKE TO SERVE THEM.

AND SO ANDREW AND THE GRANTS LIBRARIAN AND SOME OF OUR PROGRAMMING LIBRARIANS AND OUR NONPROFIT SPECIALISTS, WE ALREADY HAVE A MEETING WITH THE FOLKS HERE SO THAT WE CAN SHARE ALL THE WONDERFUL TOOLS THAT WE HAVE FOR THEM TO THEN IN TURN SHARE WITH THEIR GRANT SEEKING CLIENTS.

SIMILARLY TO WHAT WE DID WITH ATLANTA, WHICH IS LOUISIANA ASSOCIATION OF NONPROFIT ORGANIZATIONS, BECAUSE WE WANT OUR NONPROFIT AGENCIES TO BE ROBUST.

WE WANT THEM TO GROW IN CAPACITY, AND THERE ARE WONDERFUL TOOLS IN THE LIBRARY'S WEBSITE, THE DATABASES OVER AT THE GRANT CENTER.

SOME ARE SPECIAL GRANT SEEKING TOOLS.

SOME ARE GRANT DEVELOP, UH, NON-PROFIT DEVELOPMENT TOOLS.

AND YOU KNOW HOW WE ARE, WE JUST LIKE TO SHARE.

SO WE ALREADY HAVE THAT MEETING PLANNED.

I'M VERY EXCITED ABOUT THAT.

ALSO, EXCITED ABOUT NUMBERS BECAUSE, UM, MY FAVORITE THING TO TELL Y'ALL IS NUMBERS ARE UP.

UM, IT'S LIKE I COULD RUN IN ESTATE SALE.

UH, IN YOUR SEATS YOU HAVE THE Q1 METRICS THAT SHOW THE ROBUST ENGAGEMENT FROM OUR COMMUNITY TO ALL ASPECTS OF LIBRARY SERVICE.

HOUSEHOLD MARKET PENETRATION IS 37%, WHICH IN BUSINESS TERMS IS AMAZING.

IT'S AMAZING.

WE HAVE 74% OF THE PARISH WITH LIBRARY CARDS, AND OF COURSE, MORE THAN ONE MAY HAVE A CARD WITHIN A HOUSEHOLD, BUT THAT'S A WONDERFUL PENETRATION.

AND EVEN MORE IMPORTANTLY TO US IS THAT NEW CARD HOLDERS ARE STAYING STICKY.

YEARS AGO, UH, SOMEONE WOULD COME IN AND GET A CARD.

THEY WOULD USE IT FOR THAT THING THAT THEY NEEDED RIGHT THEN, AND THEN THEY MIGHT DISAPPEAR.

AND WE NOT SEE THEM AGAIN FOR A WHILE.

BUT WE'VE BEEN DOING, UH, VERY CONSISTENT CAMPAIGNS, SERVICE AFTER THE SALE AT, IF YOU WILL, ONCE THEY GET THEIR CARD, THEY GET A, UH, A LITTLE HAPPY LITTLE EMAIL.

OH, WE'RE SO GLAD YOU JOINED US.

AND THEN A COUPLE WEEKS LATER, OH, ANOTHER HAPPY LITTLE EMAIL.

OH, DID YOU KNOW ABOUT THE DIGITAL LIBRARY? AND THEN A COUPLE WEEKS LATER, ANOTHER HAPPY LITTLE EMAIL.

AND THOSE KINDS OF THINGS HAVE RESULTED IN, UM, MUCH HIGHER CARD HOLD RETENTION THAN WE EVER ENJOYED, SAY FIVE YEARS AGO.

UM, OUR CUSTOMER GAIN LOSS INDEX IS WONDERFUL.

UM, AND ON THE BACK, THIS IS WHERE WE GET TO BRAG.

WHEN YOU SEE THOSE LITTLE, THE LITTLE CHART, WE'RE THE TALLEST ONE.

I'M JUST SAYING WE'RE THE TALLEST ONE .

IT'S NOT BRAGGING IF IT'S TRUE.

OKAY.

MARY, CAN I ASK YOU A QUESTION? YES, MA'AM.

QUESTION ABOUT THIS CHART.

WHAT DOES POPULATION CATEGORY MEAN? LET'S SEE, WHICH PAGE ARE YOU ON? I'M LOOKING AT THE, AT THE GRAPH, AT THE CHART WHERE THE CHART LIST.

OH, THE CHART.

YEAH.

OKAY.

SO THIS MARKET PENETRATION, WHAT THEY'RE COMPARING US WITH IS SOME OF OUR PEER LIBRARIES WHO ALSO USE THIS SAME SYSTEM.

AND IT'S ABOUT 150 LIBRARIES NOW, MID-SIZE, VERY LARGE AND SOME SMALL, BUT THEY'RE MOSTLY MID-SIZE TO LARGE.

SO THE POPULATION CATEGORY IS WHO SERVES ABOUT THE SAME NUMBER? THE S M S A WE'RE ABOUT 455,000 POP.

UM, SO WHO, WHO ARE OUR PEERS IN THAT WAY? SO BECAUSE WE LIKE TO COMPARE APPLES TO APPLES AND MAYBE EVEN HAVE THE SAME SPECIES OF APPLE.

AND THEN WHAT ABOUT BUDGET CATEGORY? THE BUDGET CATEGORY, THAT IS BASICALLY WHAT IS OUR OPERATING BUDGET COMPARED TO SOME OF OUR PEERS? SO, SO OF, OF THE PEERS THAT WE EXIST WITH WHO HAVE SIMILAR OP, SIMILAR POP, AND SIMILAR BUDGETS.

RIGHT NOW, WE ARE LEADING THE CHARGE FOR MARKET PENETRATION AND NEW CARD HOLDER RETENTION.

GOOD.

OKAY.

ALL RIGHT.

VERY GOOD.

NOW LET'S LOOK AT WONDERFUL PICTURES.

I JUST LOVE THAT CHILD.

SPORTSMAN'S LIFE WAS THE THEME OUT AT PRIDE CHENEY FOR, CAN YOU BELIEVE IT? THE 13TH ANNUAL COMMUNITY HISTORY FESTIVAL.

UH, SO SPORTSMAN'S LIFE MEANT TOUCHING THINGS.

OF COURSE, WILDLIFE AND FISHERY TYPES OF PEOPLE WERE THERE.

UH, THERE WAS THINGS, UH, THE EDIBLE MUSHROOMS WERE THERE, YOU KNOW, UH, IT'S A FUN FAMILY DAY.

AND

[00:10:01]

AS YOU CAN SEE, THERE WERE REALLY HAPPY SMILES.

WE FINISHED UP OUR BLUES SERIES, ONE BOOK, ONE COMMUNITY FEATURING THE BLUES, THE AUTHENTIC NARRATIVE OF MY MUSIC AND CULTURE BY THE FABULOUS CHRIS THOMAS KING.

OUR PATRONS ALL OVER THE SYSTEM, REALLY ENJOYED WRITING ON THOSE GIANT GUITAR PICKS, WHAT THEY LIKED ABOUT THE BLUES, OR WHAT THE BLUES MADE THEM FEEL.

YOU KNOW, WE LIKE TO PUT AN ENGAGEMENT, UM, ASPECT OF IT.

AND WE JUST LOVE SEEING CHRIS IN THAT ICONIC STOVE PIPE HAT.

UM, THERE HE IS IN THE TOP RIGHT, GETTING SET WITH JESSICA BEFORE THE PROGRAM.

AND UNDERNEATH YOU CAN SEE, UH, THIS WAS WELL DOCUMENTED.

LOOK AT ALL THOSE CAMERAS.

UH, THE, IT IS BEING, SHALL I SAY, RENDERED.

UH, AND IT WILL BE POSTED ON THE INFO GUIDE FOR ANYONE TO WATCH IF THEY WEREN'T ABLE TO COME THAT DAY.

WE HAD A FULL HOUSE.

IT WAS FASCINATING.

PEOPLE JUST, IT WAS A WONDERFUL AUDIENCE.

Y'ALL OLD, YOUNG, BLACK, WHITE, MALE, FEMALE, PROFESSIONAL, MAYBE NOT SO PROFESSIONAL.

IT WAS A WONDERFUL MIX OF A CROWD.

THAT'S EVERYTHING WE WANT.

AND, AND WE WERE ALL HAPPY TO GET THIS INFORMATION.

IT WAS A, IT'S A NEW VIEWPOINT, AND SO PEOPLE WERE INTERESTED AND WE HAD WONDERFUL, UH, QUESTIONS.

I MEAN, PEOPLE PAID ATTENTION, Y'ALL.

IT WAS REALLY GOOD.

AND, UH, HE SOLD EVERY BOOK THAT HE BROUGHT, WHICH IS ALWAYS NICE FOR AN AUTHOR.

AND OUR BOOKS CHECKED OUT VERY NICELY THROUGHOUT THIS SERIES.

WE HAD IT AS AN AUDIO BOOK AND A EBOOK.

AND THEN, OF COURSE, THE PRINT BOOK AND COMPANION BOOKS, WHITE TROMBONE SHORTY CHECKED OUT VERY NICELY AS WELL.

AND THERE YOU SEE SOME OF THE KIDS AT CARVER, AFTER THEY DID A, THEY READ AND THEN THEY DID SOME ACTIVITIES, UM, UP IN THE SECOND FLOOR.

THE SPECIAL COLLECTIONS KEPT CHANGING OUT WHAT THEY WERE PUTTING IN THE CASES SO THAT THEY COULD SHOW, UH, SOME OF OUR OWN COLLECTION, BECAUSE WE ARE A REPOSITORY FOR THE BLUES FOUNDATION, UH, IN ADDITION TO ALL THE THINGS THAT WE'VE COLLECTED OURSELVES.

SO IT'S KIND OF FUN TO HIGHLIGHT THAT.

UH, GOT TO HIGHLIGHT THE LIBRARY ALMOST THE NEXT DAY.

IT SEEMED LIKE, UH, MYSELF, TARA DEARING OF CHILDREN'S SERVICES, BRANDY BURTON OF TEEN SERVICES.

AND THEN IN THE BOTTOM CORNER, YOU'LL SEE ETHAN WOMACK, WHO IS OUR VISTA, UM, OUR AMERICORPS VOLUNTEER.

WE WENT OUT TO THE GRANDPARENTS RAISING GRANDCHILDREN ANNUAL CONFERENCE.

THERE'S ABOUT 250 PEOPLE THERE.

WE, WE HAD ALL LOST OUR VOICE BY THE END OF THE DAY.

IT WAS THAT GOOD OF AN EVENT BECAUSE IT WAS JUST TALK, TALK, TALK, TALK, TALK, SHARING INDIVIDUALLY TO ALL THE WONDERFUL GRANDPARENTS AND ALL THE OTHER HELPING ORGANIZATIONS THAT WE WERE SHARING THE ROOM WITH, BECAUSE IT'S KIND OF LIKE, LIKE A LITTLE B2B VIC BUSINESS THERE.

WE SAW ALL THE OTHER PARTNERS THAT, OR POTENTIAL PARTNERS.

WE MADE SOME GOOD CONNECTIONS THAT WAY.

AND THEN WE WERE ABLE TO SHARE INDIVIDUALLY WITH THE GRANDPARENTS.

AND I WAS ABLE TO SHARE FORMALLY WITH THE GROUP, UH, FROM THE HEAD TABLE.

SO THAT WAS KIND OF NICE.

IT WAS REALLY, REALLY LIVELY EVENT THAT LED US RIGHT INTO THE LOVE WITH NATIONAL LIBRARY WEEK.

IT WAS ALL ABOUT THE LOVE, AND IT REMAINS ABOUT THE LOVE PEOPLE.

SO MANY PEOPLE ASKED FOR THOSE YARD SIGNS THAT WE MADE A FEW MORE.

AND I, I WAS DRIVING TO BABYSIT MY NEW GRANDBABY, AND IT WAS LIKE, THERE'S ONE THERE, AND THEN GO DOWN ANOTHER STREET.

THERE'S ANOTHER ONE THERE, AND Y'ALL, THESE WERE NOT ON MY HOUSES, YOU KNOW, IT WASN'T MY HOUSE.

IT WASN'T MY GRANDBABY'S HOUSE.

THESE WERE JUST PEOPLE PICKING THEM UP AND TAKING 'EM HOME.

NOW YOU ARE, OF COURSE, INVITED TO TAKE ONE HOME AND PUT THEM AT YOUR HOUSE, BUT I JUST LOVE SEEING THEM.

UH, AND THEN JUST AS WITH OUR GUITAR PICKS, PEOPLE LIKE TO TELL US AT EVERY BRANCH, THEY SET UP LITTLE TABLES.

PEOPLE WERE FILLING OUT THE HEARTS, THEY WERE SHOWING THE LOVE.

AND I LIKE THE ONE IN BLUE ON YOUR DESK, YOU CAN PROBABLY SEE A LITTLE BIT BETTER, BUT IT SAYS DEMOCRACY.

THAT'S WHAT THEY LOVE ABOUT THE LIBRARY, BECAUSE IT DOESN'T MATTER WHO YOU ARE, EVERYONE CAN ENJOY THE LIBRARY.

I DO LOVE THAT.

AND THEN NEW CARDS, BECAUSE ALWAYS PUSHING NEW WAYS TO ACCESS THE, ALMOST THE VERY SAME DAY, THIS YOUNG MAN GOT HIS NEW CARD.

THIS OTHER YOUNG MAN GOT HIS CARD RENEWED, AND YOU MAY RECOGNIZE HIM AS THE COMMISSIONER OF AGRICULTURE AND

[00:15:01]

FORESTRY MIKE TRAIN.

SO, UM, HE CAME FOR THE FARMER'S MARKET, AND YOU CAN BELIEVE WE DID NOT LET HIM ESCAPE.

WE LOVE OUR JOBS.

NOW, UH, I WANTED TO SHOW YOU A FEW OTHER LITTLE THINGS.

IF, IF , IF YOU'RE NOT ON THE CHILDREN'S FACE GROUP PAGE, THAT'S FINE.

I MEAN, IT'S MOSTLY PARENTS WHO ARE ON THAT PAGE, BUT I WANTED TO SHOW YOU TWO NEW THINGS THAT THEY'RE PUSHING OUT THE SAME WAY WE DO.

UM, FACEBOOK FRIDAY AND THROWBACK THURSDAY AND SATURDAY.

SATURDAY, AND WHAT YOU COOKING WEDNESDAY, THE CHILDREN'S ROOM DECIDED TO GET IN THE ACTION TOO.

SO THEY'RE DOING TWO, TWO NEW BOOKS FOR YOU ON TUESDAY, AND THEY'RE DOING THEIR OWN THROWBACK THURSDAY WITH AN OLDIE BUT GOODIE OF, OF A FABULOUS BOOK THAT EVERYONE LOVED TO READ.

AND IN THIS CASE, IT WAS ALEXANDER AND THE TERRIBLE, TERRIBLE, NO GOOD, VERY BAD DAY.

SO I, I REALLY LIKE THAT.

AND I THINK WE'LL GET A LOT OF LITTLE ENGAGEMENT FROM THAT.

I WANTED TO HIGHLIGHT THAT, ESPECIALLY IN THE SUMMER, WE'RE GONNA BE PUSHING THE JUST FOR KIDS STREAMING COLLECTION FOR PEOPLE WHO ARE AT HOME AND BORED OUT OF THEIR SKULLS.

IN ADDITION TO ALL THE OTHER WONDERFUL THINGS WE HAVE THAT ARE INTERACTIVE, EVERYTHING FROM MS. HUMBLEBEE ACTIVITY, EARLY WORLD OF LEARNING, UM, UH, MORE READING THINGS FOR THE OLDER KIDS.

WE NOW HAVE THIS REALLY GOOD STREAMING COLLECTION OF, OF, UM, VIDEO THAT'S WONDERFUL QUALITY.

AND THEN I WANTED TO SHOW YOU SOME OTHER THINGS, UH, GOING ALONG WITH NATIONAL LIBRARY WEEK AND CHILDREN'S BOOK WEEK, UH, JUST KIDS EVERYWHERE DOING THINGS, MAKING THINGS.

I DO LIKE THE THREE DO 3D DOODLER PENS.

CAN'T SAY THAT TWICE.

AND I LIKE THE CODING THAT WAS GOING ON IN THE BOTTOM THAT WAS TAKING PLACE AT JONES CREEK, UH, RIGHT TIME WITH BOO MILTON, WHERE RE THE, THE, THE COMMENTS WERE SO WONDERFUL THAT WE'RE GOING TO EXTEND IT THROUGH THE FALL.

THAT'S FOR 20 SOMETHINGS.

AND REMEMBER, IT IS HARD FOR 20 SOMETHINGS TO FIND SOMETHING TO DO IN BATON ROUGE IF THEY DON'T ALREADY HAVE THEIR OWN TRIBE, OR THEY'RE NOT GOING TO A BAR, OR THEY'RE NOT IN ORGANIZED SPORTS.

AND SO THIS IS SOMETHING THAT THEY CAN DO, AND THEY ARE REALLY ENJOYING IT.

VIRTUAL AUTHOR TALKS STILL ON THEIR WAY.

UH, I'M THE GIRL, THAT'S THE NEXT ONE.

UM, WE HAD SOME GOOD EXPOSURE IN THE NEWSPAPER.

YOU REMEMBER THAT PRINT THING AND ONLINE WITH A BIG, UH, A BIG ARTICLE THEY DID ON CAREERS.

AND, UH, , OUR PICTURES WERE EVERYWHERE ONLINE AND IMPRINT.

AND THEY INTERVIEWED ON NOAC OF THE CAREER CENTER, AND WE GOT A LOT OF RESIDUAL HITS FROM THAT ON.

AND HER STAFF HAVE BEEN GOING TO JOB FAIRS ALL OVER THE PLACE.

THE REFERENCE STAFF IS GOING WITH THEM, AND THE REFERENCE STAFF IS ALSO HITTING A LOT OF SMALL BUSINESS EXPOS.

UM, THERE, YOU SEE TWO OF THEM, UM, AT SOMETHING JUST LAST WEEK.

SO A LOT OF THINGS ARE HAPPENING.

STRICTLY BUSINESS YESTERDAY TOOK PLACE.

YES, YES.

WITH TIM BARFIELD.

AND WE HAVE THE NEW ONE COMING UP.

AND SUMMER MEALS WILL TAKE PLACE AT THE LIBRARY.

THIS, THIS SUMMER.

WE'LL BE DOING IT 1, 2, 3, 4 AT ABOUT EIGHT LIBRARIES.

UH, THEY WON'T COME EVERY DAY BECAUSE THEY CAN'T, BUT THEY'LL COME FOUR DAYS AT SEVERAL LIBRARIES AND ONE OR TWO DAYS AT SOME OTHER LIBRARIES.

AND THEN WE'RE STILL DOING THE SHELF STABLE SNACK BAGS FROM THE WONDERFUL ST.

JAMES EPISCOPAL CHURCH OUTREACH PROGRAM.

THOSE ARE THE WE CARE BAGS THAT'S STILL HAPPENING ON FRIDAYS IN THE SUMMER.

AND ONE OTHER THING I WANTED TO ALERT YOU TO, UH, YOU MAY END UP GETTING, UH, AN EMAIL NOTICE THAT HAS THE PICTURE OF THE LIBRARY.

YOU MOST OFTEN ATTEND THE YEAR LIBRARY.

IT'S SOMETHING NEW THAT WE'VE STARTED TO SEND OUT MORE TARGETED MESSAGES.

HEY, THIS IS GOING ON AT MONT, UH, BECAUSE WHEN YOU DO HUNDREDS AND HUNDREDS OF PROGRAMS, YOU JUST START TO DROWN.

SO WE'RE GONNA STILL SEND OUT THE GIANT PROGRAMS TO EVERYONE, BUT WE'RE GONNA TRY THIS.

AND SOME OF OUR COUNCIL MEMBERS ARE VERY EXCITED ABOUT THAT, AND THEY WANTED TO BE SURE THAT THEY WOULD GET IT AS WELL.

AND WE ARE HAPPY TO MAKE SURE THAT THEY DO MOVIES ON THE PLAZAS COMING BACK VERY SOON.

WE'RE STARTING WITH LUCA.

AND THAT IS ALL

[00:20:01]

I HAVE FOR YOU TODAY.

ANY QUESTIONS? THANK YOU, MARY.

OKAY, I'M GONNA GET OUT THE WAY.

ARE THE REPORTS ALL RIGHT.

WE'RE GONNA START WITH THE, UM, MAINTENANCE AND OTHER CAPITAL, UH, PROJECTS REPORTS.

SO, UM, YOU ALL SHOULD, OH, ARE WE MISSING? I JUST THOUGHT ABOUT THAT.

I DON'T REMEMBER IF WE INCLUDED THE WORK ORDER REPORT OR NOT.

DO YOU HAVE IT AT YOUR PLACES? NO.

ALL RIGHT.

WE WILL EMAIL THAT TO YOU TOMORROW.

ALL RIGHT.

UM, AS FAR AS LIGHTING, UM, ALL L E D BULBS AT DELMONT GARDENS, EDEN PARK, AND JONES CREEK HAVE BEEN INSTALLED.

AND THEN ALVIN AND THE GUYS WILL ROLL OUT TO UPGRADING ADDITIONAL, UM, LOCATIONS.

OUR BRAVO CARD KEYCARD ACCESS SYSTEM THAT IS NO LONGER SUPPORTED.

WE'LL BE, UM, WE WILL BE MOVING TO THE UPGRADED HARDWARE STARTING ACTUALLY MAY 30TH.

UM, IT WAS SUPPOSED TO HAPPEN NEXT WEEK, BUT, UM, THEY NEEDED TO PUSH THAT BACK.

SO IT'LL REPLACE ALL OF THE, THE HARDWARE PIECES THAT WILL ALSO FIX SOME OF THE FUN STUFF IN THE SHIPPING YARD THAT THE GARDEN, UM, SOCIETY WANTED IMPROVED.

AND, UM, THEN EACH LOCATION, THEY WILL BE REGISTERING ALL THE STAFF AT EACH LOCATION, UM, CREATING THEIR NEW, UM, UPGRADING THEIR, THEIR KEY CARD SYSTEM SO THAT THEIR ACTUAL KEY CARDS AT THE LOCATIONS.

GOSH, I CAN'T GET THIS OUT TODAY, SO THAT WILL BE FUN.

UM, THE MAIN LANDSCAPING PROJECT MATERIALS HAVE BEEN ORDERED, AND A MEETING HAPPENED THIS MORNING ON SITE WITH THE CRANE COMPANY, OUR LANDSCAPER, ALVIN, AND SOME MEMBERS OF BRECK.

UM, I WAS NOT ABLE TO ATTEND.

I HEARD THAT IT WENT WELL.

I HAVE NOT HAD A CHANCE TO CATCH UP WITH HIM TO GO OVER SPECIFICS, BUT THEY WERE DISCUSSING THE PLACEMENT OF THE CRANE, WHICH WILL BE OUTSIDE OVER HERE.

AND THE, THE REASON WHY BRECK WAS INVOLVED, BESIDES THE FACT THAT IT'S SHARED PROPERTY, THERE'S SOME CONCERN THAT SOME OF THESE, UM, LIVE OAKS BACK HERE WILL NEED TO HAVE SOME STRATEGIC TRIMMING SO THAT THEY ARE NOT DAMAGED WHEN THE CRANE IS UP THERE PULLING OFF SOME OF THAT LIMESTONE.

AND THAT'S WHAT THE CRANE WILL BE USED FOR, IS PULLING OFF THE LIMESTONE AND THEN ALSO PUT IT PULL, PUSHING UP, UM, MATERIAL, PLANT MATERIAL FOR WHEN IT IS BEING REPLACED.

THE LIMESTONE WILL THEN GO BACK TO THE SHIPPING YARD AREA IN OUR AREA WHERE WE HAVE SOME PARKING, BECAUSE THERE HAS, THERE'S QUITE A FEW LITTLE DIVOTS AND POTHOLES IN THAT PARKING AREA FOR US.

SO WE'RE REUSING THAT LIMESTONE TO, TO FILL IN WHAT'S BEEN BROKEN DOWN OVER THE LAST 10 YEARS.

UM, WE ARE HAVING SOME ISSUES WITH OUR H V A C CHILLERS, UM, IN A COUPLE LOCATIONS THAT ARE SLATED TO NEW CHILLERS.

UM, ZACHARY HAS HAD SOME SENSOR ISSUES CAUSING THE EQUIPMENT ONLY TO RUN ON ONE CIRCUIT, MEANING ONLY ONE OF THE, UM, UNITS CAN ACTUALLY BE PUSHING OUT, UM, COOL AIR.

AND, UM, THE PARTS SHOULD, SHOULD HAVE ARRIVED TODAY.

SO THE WORK SHOULD START TOMORROW OR SATURDAY TO, UM, GET THOSE SENSORS REPLACED.

THE CENTRAL CHILLER HAS ALSO BEEN GOING INTO AN ALARM STATUS, WHICH CAUSES THE FACILITY STAFF TO HAVE TO DRIVE OUT THERE AND MANUALLY, UH, RESET IT BECAUSE THERE'S NO WAY TO GET IT TO RESET THROUGH THE ENERGY MANAGEMENT SOFTWARE.

UM, AGAIN, BOTH OF THESE CHILLERS ARE GOING TO BE REPLACED, AND AT BOTH LOCATIONS WE HAVE, UM, GIVEN THE STAFF ADDITIONAL, UM, OR FANS, LARGE FANS, TO PUSH SOME OF THE COOL AIR AROUND BECAUSE IT'S KIND OF LIKE LITTLE POCKETS IN CERTAIN PLACES THAT ARE GETTING WARM WHERE, UM, THE OTHER AREAS OF THE BUILDING ARE STILL COOLING FINE.

KRISTIN, YOU SAID THE, UH, THE, THE ENERGY MANAGEMENT SOFTWARE DOESN'T ALLOW A RESET.

IS THAT JUST A MANUAL RESET? IT'S JUST SOMETHING, IT JUST WON'T ALLOW THAT TO HAPPEN, THAT TYPE OF RESET? IS THAT JUST BECAUSE WE DON'T, I MEAN, WAS THAT BY DESIGN OR, I, I'M TRYING TO, I WOULD SAY IT'S BY DESIGN OF THE EQUIPMENT ITSELF.

IT HAS NOTHING TO DO WITH THE DESIGN THAT WE OKAY.

PUT IN.

IT'S JUST, IT'S KIND OF LIKE, IT'S THE, IT'S BEING TRIPPED TO THE MOST CRITICAL LEVEL THAT IT HAS TO BE.

SOMEONE HAS TO GO THERE AND PHYSICALLY CHECK IT.

OKAY.

SO, UM, A COUPLE TIMES HERE AT MAINE, WE'VE HAD SOME EXCESSIVE POWER

[00:25:01]

SURGES FROM THE GRID, WHICH HAS CAUSED THE CHILLERS TO GO DOWN.

AND AGAIN, WE HAVE TO DO THAT MANUAL RESET.

SO, UM, THAT WAS A COUPLE DAYS LAST WEEK.

IT WAS A LITTLE WARM ON THE THIRD FLOOR, UM, ALSO ON THE THIRD FLOOR AND AIR HANDLING UNIT NUMBER EIGHT HAS HAD SOME, HAS SOME BAD BEARINGS IN THE SQUIRREL CAGE, WHICH APPARENTLY THE BEARINGS ARE CONSIDERED THE SQUIRREL THAT ARE INSIDE OF THIS CAGE TO KEEP THE .

I HAD, YES, I DID TOO.

THIS IS WHY ALVIN EXPLAINED IT TO ME.

.

SO THESE BEARINGS ARE INSIDE OF THIS CAGE AND THEY MAKE THE, UM, BELTS AND MOTORS RUN.

SO, UM, THAT AIR HANDLING UNIT WILL HAVE TO BE TAKEN OFFLINE IN ORDER TO DO THAT REPLACEMENT.

SO THEY'RE WAITING ON THE PARTS AND THEY SHOULD BE SCHEDULING, UM, IT SCHEDULING THE WORK TO BE DONE.

AND IT'LL BE DONE OVER THE WEEKEND BECAUSE AGAIN, IT MOSTLY AFFECTS THE THIRD FLOOR.

SO ON THE WEEKENDS, NOT AS MANY PEOPLE ARE UP ON THE THIRD FLOOR.

SO, UM, WE'VE ALSO HAD AN ISSUE OVER AT OUTREACH, UM, THAT IS AFFECTING, THAT AFFECTED THE H V A C FOR A DAY, BUT, UM, IT ALSO CAUSED AN INTERNET OUTAGE.

AND WHILE THE CONTRACTOR FEELS SURE THAT IT HAD NOTHING TO DO WITH THEIR WORK, AND IT WAS SOMETHING TO DO WITH THE UPS SYSTEM AND, AND THE FEED INTO THE ELECTRICAL PANEL, UM, WE ARE HAVING THE ARCHITECTS DOUBLE CHECK THAT BECAUSE THE UPS REPLACEMENT IS PART OF THE OUTREACH WORK.

SO, UM, BRYCE AND HIS TEAM GOT THE, UM, STAFF UP AND RUNNING.

WELL, THEY, THEY'VE BEEN UP AND RUNNING ON HOTSPOTS AND LAPTOPS DOING THEIR WORK, BUT NOW THEY DON'T HAVE ACCESS TO EXECUTIVE TIME, SO THEY'RE WORKING WITH THEM TO TRY AND FIGURE THAT OUT SO THEY CAN DO THEIR CLOCK INS AND ALL THE TIME.

SHEET EDITING OVER THERE.

I WAS KIND OF JUMPING AHEAD, BUT, UM, THE RIVER CENTER STILL HAS SOME LEAKS IN ITS ROOF.

WE'VE BEEN WORKING THROUGH THE WARRANTY, UM, PROCESS BOTH WITH THE MANUFACTURER AND THE INSTALLER AND ARCHITECTURAL SERVICES.

UM, THEY HAD A WALKTHROUGH ON THE 16TH AND THEY DID A WATER TEST, I BELIEVE IT WAS YESTERDAY.

UM, WE DON'T REALLY HAVE A FULL RESOLUTION AT THIS TIME.

UM, THEY WERE CHECKING THE DRAIN PIPES YESTERDAY AND NOW THEY'RE WANTING TO, UM, TO WAIT AND SEE WHEN THE NEXT RE RAIN EVENT HAPPENS.

CUZ IT WAS NOT VERY, IT WASN'T, UM, THERE'S NO DETERMINATION MADE FROM THAT WATER TEST THROUGH THE ROOF DRAINS AS TO WHERE THIS WATER IS COMING FROM.

SO UNFORTUNATELY, WE'RE AT THIS STAGE WHERE WE JUST HAVE TO WAIT UNTIL ANOTHER RAIN EVENT HAPPENS SO THAT THEY CAN QUICKLY GET OVER THERE AND, UM, INVESTIGATE BETWEEN THE ROOF AND THE CEILING.

WHAT'S ACTUALLY, UM, GOING ON IS, IS THERE ANY DAMAGE, WATER DAMAGE AS A RESULT? I MEAN TO CEILING TILES AND IT MOSTLY, IT JUST, YOU KNOW, KIND OF DOESN'T LOOK GREAT.

UM, BUT NO, THERE HASN'T BEEN ANY DAMAGE TO, UH, MATERIALS OR COLLECTIONS BECAUSE THEY ARE COVERING IT.

AND SO IT'S REALLY MOSTLY JUST THE CEILING TILES THAT ARE BEING DAMAGED BECAUSE THEY'RE GETTING RAINED ON AND GETTING STAINED AND THEY NEED TO BE REPLACED, WHICH WE HAVEN'T BEEN REPLACING THEM BECAUSE THOSE CEILING TITLES, WHICH ARE VERY LARGE AND THEY'RE VERY EXPENSIVE.

SO, UM, UNTIL WE GET IT RESOLVED, WE DON'T WANNA SPEND THE MONEY ON REPLACING THOSE TILES CUZ WE JUST KIND OF HAVE TO KEEP DOING THAT UNTIL THEY GET THIS A HUNDRED PERCENT RESOLUTION ON IT.

HOW MANY TILES ARE AFFECTED? UM, YOU KNOW, I DON'T KNOW.

FROM WHAT I REMEMBER, THERE'S AT LEAST THREE OR FOUR IN THE AREA ON THE THIRD FLOOR NEAR THE OLD QUIET STUDY ROOM.

BUT, UM, IT COULD BE MORE.

THANK YOU.

ANY OTHER QUESTIONS? THAT'S IT.

UM, LET'S SEE.

WE STILL AWAIT, UM, DOORS FOR THE JONES CREEK CREEK WATER MAIN REPAIR.

UM, THOSE FIVE CHILLERS THAT WE ARE HAVING REPLACED ARCHITECTURAL SERVICES, RECEIVED THE COMMENTS ON MAY 8TH, AND THE ENGINEER IS NOW WORKING THROUGH THOSE COMMENTS AND, UM, INCORPORATING THEM INTO THE BID DOCUMENTS.

SO WE ARE STILL, UM, IN LINE FOR GOING OUT TO BID FOR THAT PROJECT IN EARLY JUNE.

UM, LEAD TIME TIMES ON THOSE

[00:30:01]

BIG, UM, PIECES OF EQUIPMENT HAVE COME DOWN SLIGHTLY, BUT THEY'RE STILL, UH, PRETTY FAR OUT.

LAST YEAR IT WAS 40 WEEKS, I BELIEVE NOW WE'RE DOWN TO 32 WEEKS, SO WE WILL HAVE TO GET THESE, UM, LOCATIONS THROUGH ANOTHER SUMMER.

SO JUST SO YOU ARE AWARE, WE HAVE RECEIVED SOME, A COMMENT FROM, UM, A PATRON THAT IS FRUSTRATED, WHICH I CAN UNDERSTAND, BUT THESE THINGS DO TAKE TIME.

SO, UM, WE'VE TALKED, I TALKED ACTUALLY WITH BOTH BRANCH MANAGERS AT ZACHARY AND CENTRAL THAT WERE NAMED IN THE COMMENT AND THEY HAVE ALL OF THE DETAILS AND I TOLD THEM TO PLEASE, YOU KNOW, SHARE WITH THEIR STAFF SO THAT THE STAFF HAS THE SAME MESSAGE IF A PATRON WERE TO COME UP TO THEM AND THEY'RE PREPARED TO, TO ANSWER ANY QUESTIONS THAT THEY MIGHT HAVE.

UM, SO YOU ALL KNOW AS WELL.

UM, LET'S SEE, UH, COVERED A LITTLE BIT OF THINGS.

A A FEW THINGS GOING ON OVER AT OUTREACH, BUT, UM, WE HAVE OUR MONTHLY MEETING TOMORROW MORNING.

THEY ARE STILL WAITING FOR A, UM, REQUEST FOR INFORMATION TO GET A NEW BIO SWELL ON THE WESTMORELAND SIDE OF THE PARKING LOT AND AN ISLAND ALONG THE NORTH BOULEVARD SIDE.

UM, BOTH OF THESE THINGS ARE REQUIRED BY THE NEW MOVE EBR R UM, PROJECTS.

THE CONTRACTOR WILL ONLY FORM THE CONCRETE FOR THE ISLAND, THE HEAT ISLAND AND THE LIBRARY WILL USE OUR LANDSCAPING, UH, CONTRACT TO PLANT A TREE THERE.

AFTER THAT WORK HAS BEEN COMPLETED.

UM, THE CONCRETE OFF OF THE BACK OF THE BUILDING OFF OF WESTMORELAND HAS BEEN REMOVED, INCLUDING, UM, THE EMERGENCY EXIT STAIRS, WHICH ARE NO LONG, AREN'T NEEDED RIGHT NOW BECAUSE ALL THE STAFF IS NOT IN THAT ROOM AND, UM, THEY NEED TO BE REMOVED.

THEY NEED TO BE REMOVED AND NARROWED SO THAT THE BOOK MOBILES WILL EVENTUALLY BE ABLE TO PARK BEHIND THE BUILDING AND CHARGE.

UM, LET'S SEE.

THE OLD LIEBERT COOLING UNITS HAVE BEEN DEMOED AND REMOVED FROM THE SERVER ROOM AS WELL AS MILLWORK IN A STORAGE AREA NEAR THE ELECTRICAL ROOM.

AND THEY HAVE CLEANED UP SOME DEBRIS AND, UM, WIRING AND THINGS IN THE WORKROOM THAT WERE ABOVE THE CEILING, UM, TO, IN ORDER TO START INSTALLING THE NEW CEILING GRID AND NEW CEILING TILES AND ADDITIONAL POWER POLES, WHICH WE SELECTED THE COLOR FOR THE POWER POLES ON LAST MONTH ON THE 20TH.

AND THE FRAMING OF THE ROOF FOR THE NEW VESTIBULE, WHICH WILL BE THE NEW ENTRYWAY INTO THE SERVER ROOM, UM, IS COMPLETE.

UM, BLUE BONNET RENOVATIONS.

WE'VE RECEIVED SAMPLES OF CERAMIC TILE AND NEW FLOORING FOR THE TEEN ENTRANCE ON THE 15TH THIS WEEK.

AND WE HAD A COMMENT REVIEW YESTERDAY, UM, AND RECEIVED MORE DETAILED INFORMATION ON THE COST OF THE LIGHTING UPGRADE THAT WE REALLY NEED TO HAVE, HAVE HAPPEN BECAUSE REMEMBER A LOT OF THOSE BIG PENDANT LIGHTS WE CAN NO LONGER FIND PARTS FOR AND AS THEY GO OUT, WE MAY NOT BE ABLE TO, UM, TO DO ANYTHING ABOUT IT.

SO WE REALLY NEED TO HAVE THE, THE LIGHTING REPLACEMENT DONE.

SO WE'LL BE WORKING TO GET THOSE FINAL COMMENTS INCORPORATED AND THERE MAY BE A LITTLE BIT OF VALUE ENGINEERING THAT NEEDS TO HAPPEN BECAUSE THE CODE FOR LIGHTING REQUIREMENTS CHANGES EFFECTIVE JULY 1ST.

SO IT REQUIRES A LOT MORE, UM, ENERGY SAVING COMPONENTS THAT DO ACTUALLY COST A, UH, A LARGER SUM ON THE UPFRONT INVESTMENT TO GET YOU TO USE, UM, LESS POWER.

LET'S SEE.

UH, NOT A LOT OF UPDATES ON THE ROOF REPLACEMENTS.

APPARENTLY THEY INSTALLED SOME GUTTERS AT BLUE BONNET AND WE HAVE NO WORD ON THE WORK FOR THE CUPOLA.

UM, IT SEEMS AS THOUGH THEY'VE SLOWED DOWN EVEN FURTHER.

I'M NOT QUITE SURE HOW THAT'S POSSIBLE, BUT THEY HAVE , UM, SO WE'RE JUST KIND OF IN A WAITING GAME AND COUNTING ON SUPPORT FROM THE ARCHITECTURAL SERVICES DEPARTMENT AND PARISH ATTORNEY'S OFFICE WITH GETTING THIS CONTRACTOR OFF THE JOB AND DONE AND MOVING FORWARD.

ALL RIGHT.

UM, THE MISCELLANEOUS REPAIR PACKAGE, WHAT CONTRACTOR WAS THAT?

[00:35:01]

LAKESHORE ROOFING.

AND THERE'S TECHNICALLY ANOTHER LIKE SUB THAT IS DOING THE PROJECT MANAGEMENT.

I WANNA SAY, I DON'T WANNA SAY WHAT IT IS, BUT LAKESHORE ROOFING IS THE, THE MAIN CONTRACTOR, UH, THE MISCELLANEOUS REPAIR PACKAGE.

THERE WAS A PUNCH LIST WALKTHROUGH FOR PAINTING AND FLOORING REPLACEMENT THAT HAPPENED AT PRIDE AND ZACHARY ON THE 11TH.

WE HAVE A PRE MOBILIZATION MEETING ON MONDAY, UH, THAT'S SCHEDULED AT MONT FOR DELMONT'S WORK.

AND, UH, WE'RE STILL WAITING ON AN UPDATED SCHEDULE FROM THE CONTRACTOR BECAUSE THERE WAS A LITTLE BIT OF CHANGE.

SOME THINGS MOVED A LITTLE BIT FASTER AND SOME THINGS HAD TO BE PUSHED BACK, SO WE REALLY NEED TO GET THAT UPDATED SCHEDULE SO WE CAN KEEP OUR BRANCH MANAGERS INFORMED.

AND, UM, I RECEIVED A REQUEST FOR INFORMATION TO CONFIRM THE COLOR OF THE CHAIR RAIL AND CORNER GUARDS THAT WILL BE INSTALLED AT ALL LOCATIONS.

UM, AND I WENT OVER TODAY TO MEET WITH ARCHITECTURAL SERVICES AND THE ARCHITECT AND THEY WERE DOING A WALKTHROUGH AT DELMONT FOR SOME OF THE, UM, FASCIA WORK THAT WILL HAPPEN WITH INSIDE THE MISCELLANEOUS REPAIR PACKAGE.

ANY OTHER QUESTIONS? NO.

OKAY.

THANK YOU.

OKAY, SO MOVING ON TO, WELL, UH, BEF MOVING ON TO WHAT, WHICH YOU, YOU STILL GOT MORE INTO MISCELLANEOUS.

ARE YOU FINISHED? I AM FINISHED WITH MAINTENANCE AND ADDITIONAL CAPITAL PROJECTS.

OKAY.

ALL RIGHT.

RIGHT.

MISCELLANEOUS , BRYCE TOMLIN WILL COME AND GIVE THE UM, COMPUTER SERVICES REPORT.

YAY.

THANK YOU SO MUCH.

YOU'RE UP.

ALL RIGHT.

SO WE HAVE SOME EXCITING NEWS ABOUT THE WEBSITE, UM, THROUGH THE RFP PROCESS.

A VENDOR HAS BEEN SELECTED NOW TO REPLACE AND REDESIGN OUR WEBSITE.

THE PROPOSAL, UM, SHOULD BE INTRODUCED TO THE COUNCIL ON MAY 24TH, AND IF APPROVED AT THE JUNE 7TH MEETING, WE WOULD EXPECT THE CONTRACT TO BEGIN AT THE END OF JUNE OR EARLY JULY.

A NEW CONTRACT HAS BEEN SIGNED BY COX FOR OUR NEW FIBER RFP AND A REQUISITION HAS BEEN INPUT INTO THE FINANCIAL SYSTEM TO BEGIN THE PROCESS OF GETTING THE MERIT TO SIGN THE NEW CONTRACT.

UM, THE NEW CONTRACT WILL INCREASE INTERNET SPEEDS AND AS SUCH WILL REQUIRE US TO PURCHASE ADDITIONAL NETWORKING EQUIPMENT.

UM, THIS WAS BUDGETED AND WE HAVE PUT, WE'VE GOTTEN THE QUOTES FOR THOSE NEW EQUIPMENT AND HAVE PUT REQUISITIONS IN FOR THAT AS WELL AND HOPE TO GET A PO SOON.

WE HAVE RECEIVED A PO FOR 225 ADDITIONAL HOTSPOTS AND HAVE SENT THOSE AND PROCESSING MATERIALS TO PREMIER TECHNOLOGIES WHO WILL BE PROCESSING THOSE HOTSPOTS AND SENDING THEM BACK TO US TO BE READY TO DISTRIBUTE.

I JUST RESERVED WORDED YESTERDAY THAT THEY HAD BEEN SHIPPED, SO WE SHOULD GET THEM IN BY MONDAY.

UH, WHEN WE'LL THEN REVIEW THE PROCESSING AND CREATE RECORDS FOR THEM AND THEN DISTRIBUTE THEM TO THE APPROPRIATE LIBRARIES.

OUR BUILDING AV SUPPORT VENDOR TSG HAS INSTALLED A BLUETOOTH MODULE ON THE ROOFTOP TERRACE HERE AT MAINE THAT WILL ALLOW STAFF TO PLAY AUDIO THROUGH THE TERRACE SPEAKERS USING A BLUETOOTH ENABLED DEVICE SUCH AS A PHONE OR A TABLET.

THEY'VE ALSO MOVED THE SMART BOARD THAT WAS IN THE THIRD FLOOR BOARDROOM TO ONE OF THE CONFERENCE STUDENTS ON THE SECOND FLOOR TO BETTER ACCOMMODATE GROUPS WHO NEED TO PRESENT IN THAT CONFERENCE ROOM.

UH, THE CITY'S IS DEPARTMENT RECENTLY MADE SOME CHANGES LAST MONTH TO THEIR NETWORK IN CONFIGURATION IN ORDER TO INCREASE THEIR NETWORK SECURITY POSTURE.

AND IN DOING SO, OUR CONNECTION TO THE CITY'S FINANCIAL SYSTEM AND PAYROLL SYSTEM WENT DOWN FOR ABOUT A WEEK.

BUT OUR STEVEN, OUR SERVER ANALYST, WAS ABLE TO PROVIDE ASSISTANCE TO IS AS THEY WORKED TO REPAIR THE CONNECTION AND THAT CONNECTION IS BACK UP AND RUNNING.

THEY ARE STILL WORKING TO ADDRESS OUR ACCESS TO THE METRO NET, WHICH IS THE CITY'S INTRANET, UM, THAT ONLY A HANDFUL OF STAFF CURRENTLY HAVE ACCESS TO.

WE

[00:40:01]

ARE REPLACING OUR PC MANAGEMENT, PRINT MANAGEMENT, AND MOBILE PRINTING SOLUTIONS.

AND THE TRAINING AND DEPLOYMENT OF THOSE SOLUTIONS HAVE BEEN SCHEDULED FOR NEXT WEEK, BEGINNING MONDAY.

UH, WE ARE EXCITED TO HAVE A NEW VAN IN COMPUTER SERVICES.

WE HAD, UM, BEEN IN THE PROCESS OF ORDERING ONE FOR A WHILE NOW, BUT DUE TO THE SUPPLY OF VEHICLES, UM, AND THE PROBLEMS WITH THE SUPPLY CHAIN, IT'S BEEN BEEN A WHILE BEFORE WE CAN GET IT, BUT WE FINALLY HAVE IT.

AND JUST IN TIME BECAUSE AS SOON AS IT WAS BEING PROCESSED TO BE DELIVERED TO US, OUR OLD VAN DIED, SO, OH, AND IT CAME AT THE PERFECT TIME FOR US.

IN PREPARATION FOR THIS YEAR'S BUDGET MEETINGS, WE HAVE BEEN WORKING WITH OUR, UM, UH, OFFICE 365 SUPPORT VENDOR ROGUE SERVICES TO FIX SOME OUTSTANDING BUGS IN OUR BUDGETING APP.

SO AS OF YESTERDAY, I BELIEVE WE ARE NOW ABLE TO EXPORT THE CORRECT DATA FROM THAT APP TO HAVE FOR THE BUDGET MEETINGS COMING UP.

FINALLY, SOME YEAR-TO-DATE STATS FOR THE SELF-CHECKOUT KIOSKS.

AS OF APRIL 30TH, 29.8% OF CHECKED OUT ITEMS WERE CHECKED OUT AT A KIOSK THIS YEAR.

THIS REPRESENTS 101,901 ITEMS FOR CREDIT CARDS.

AS OF APRIL 30TH, THERE HAVE BEEN 623 CREDIT CARD PAYMENTS MADE BY 593 PATRONS FOR A TOTAL OF $10,255 AND 35 CENTS.

$124 AND 60 CENTS OF THIS AMOUNT WERE FOR CONVENIENCE FEES.

AND 13 AND A QUARTER PERCENT OF ALL PAYMENTS MADE HAVE BEEN CREDIT CARD PAYMENTS AS OF APRIL 30TH.

HOTSPOTS.

THE CURRENT AMOUNT OF HOTSPOTS THAT WE HAVE HAVE CIRCULATED 1,570 TIMES BY 517 PATRONS.

AND FOR THE MONTH OF APRIL AND COMPUTER SERVICES 155 SERVICE TICKETS WERE CREATED AND A HUNDRED FIFTY FIVE, A HUNDRED FIFTY TICKETS WERE RESOLVED.

ANY QUESTIONS? I HAVE A QUESTION AND SURE.

MAYBE YOU KNOW THE ANSWER.

UM, THOSE 517 PATRONS WHO ARE CHECKING OUT THE HOTSPOTS, HOW LONG ON AVERAGE DO THEY KEEP THEM? UM, I'M NOT SURE ON AVERAGE THEY, THE INITIAL CHECKOUT IS THREE WEEKS AND THEY'LL, THEY'RE ABLE TO RENEW THEM UP TO THREE TIMES FOR A TOTAL OF 12 WEEKS.

I'M NOT SURE THE AVERAGE CHECKOUT TIME, BUT I CAN GET THAT AND GET BACK TO YOU.

I'M JUST CURIOUS.

SURE.

DO WE HAVE A PROBLEM WITH PEOPLE TRYING TO KEEP THEM PAST THE THIRD? UM, YES AND NO THERE, SO THERE ARE SOME HOTSPOTS THAT HAVE NOT BEEN RETURNED AND WE DON'T EXPECT THEM TO BE RETURNED, BUT THAT'S, THAT IS EXPECTED OF, OF THIS TECHNOLOGY.

SO I, I DON'T THINK, UM, IT IT'S ANYTHING ABNORMAL AND THEY'RE CUT OFF.

I MEAN, THEY THAT'S RIGHT.

AS SOON AS, UM, THE SECOND, SO WE, THEY HAVE A DUE DATE RIGHT AT THE SECOND DAY PAST THE DUE DATE, WE GET NOTIFIED AND WE SHUT THOSE UNITS OFF SO THAT THEY CAN'T BE USED AFTER THAT POINT IN TIME.

OKAY.

THEY CHECK THEM OUT AND RENEW THEM AND KEEP THEM AS LONG AS THEY CAN.

RIGHT.

UM, AND BRING IT BACK.

HOW LONG DO THEY HAVE TO WAIT BEFORE THEY CAN CHECK IT OUT AGAIN? THEY'RE VERY POPULAR AND THEY STAY CHECKED OUT AND WE DON'T ALLOW PATRONS TO RESERVE THESE HOTSPOTS SO THAT THEY CAN BE AVAILABLE ON A FIRST COME FIRST SERVE BASIS.

AND SO IT'S JUST A MATTER OF CHECKING BACK IN, UM, PERIODICALLY TO SEE IF THERE'S ONE AVAILABLE TO CHECK OUT.

I HOPE THE NEW ONES WILL HELP WITH THAT.

THAT'S RIGHT.

YEAH, EXACTLY.

ALL RIGHT.

THANK YOU.

THANK YOU.

BRYCE WILL PROBABLY BE COMING BACK SO THAT YOU DON'T HAVE TO KEEP HEARING FROM ME SO MUCH, ESPECIALLY WHEN HE IS A LITTLE BIT CLOSER TO WHAT'S GOING ON THESE DAYS, UM, WITH WHAT'S GOING ON IN COMPUTER SERVICES.

SO, BUT I WILL FINISH UP THE MISCELLANEOUS REPORTS.

YES.

UM, LET'S SEE.

UH, WE HAD A SECURITY MEETING WITH THE DOWNTOWN DEVELOPMENT DISTRICT, B R P D AND E B R S O TO DISCUSS A FEW TROUBLING INCIDENTS THAT, UM, OCCURRED AT THE RIVER CENTER, UNFORTUNATELY PRETTY CLOSE IN, UM, TIMING, SO IT SEEMED RATHER ALARMING, BUT THAT'S NOT ACTUALLY THE, UM, THE TREND THAT ACTUALLY GOES ON AT RIVER CENTER.

IT ISN'T USUALLY SUCH, UH, ALARMING INCIDENTS, BUT, UM, I THINK IT WAS JUST BECAUSE ONE OF 'EM WAS AT LIVE AFTER FIVE AND SO THERE WAS A LOT OF ACTIVITY GOING ON DOWN THERE AND MM-HMM.

AND ANOTHER, UM, TIME.

IT WAS JUST

[00:45:01]

MAYBE THE MONTH BEFORE.

SO IT KIND OF SEEMS LIKE, OH, IT'S, YOU KNOW, REALLY BAD, BUT IT, IT, IT REALLY ISN'T.

IT WAS TWO OUTSTANDING EVENTS, BUT THAT'S NOT THE NORM.

BUT TO BE A GOOD PARTNER, WE, UM, AGREED TO MEET WITH THEM, HAVE THEIR VOICES AND CONCERNS HEARD, AND UM, YOU KNOW, WE WERE ALREADY WORKING ON SOME OF THESE IMPROVEMENTS TO OUR PATRON RULES OF BEHAVIOR AND CODE OF CONDUCT, WHICH YOU WILL VOTE ON LATER.

AND WE'RE KIND OF, UM, TRYING TO FIGURE OUT HOW WE CAN BETTER STREAMLINE THOSE PROCEDURES AND DO SOME THINGS WITH OUR INCIDENT REPORTING SOFTWARE THAT HELP, UM, TO SUPPORT OUR STAFF A LITTLE BIT BETTER AND MAKE THINGS A LITTLE BIT MORE CLEAR FOR, FOR THEM.

UM, AND INCLUDING INCLUDED IN THIS PROJECT IS, UM, THE UPDATE FOR SECURITY GUARD, UH, SCOPE OF DUTIES THAT WAS WRITTEN QUITE A WHILE BACK AND IT'S NOT VERY, UM, ACCURATE TO WHAT WE HAVE TODAY BECAUSE WE HAVE SECURITY GUARDS THAT ARE BASED ON A CONTRACT AND THEIR SCOPE OF DUTIES ARE INCLUDED WITHIN THE CONTRACT THAT IS AWARDED THROUGH THE BID PROCESS.

AND THEN WE HAVE DEPUTIES, UM, ZACHARY POLICE OFFICERS AND BAKER POLICE OFFICERS THAT PROVIDE SECURITY AT OUR LOCATIONS DURING OTHER TIMES.

SO, UM, WE REDID IT AS LAW ENFORCEMENT SCOPE OF DUTIES FOR WHEN THOSE LAW ENFORCEMENT OFFICERS ARE ON EXTRA DUTY AT OUR LOCATIONS.

SO, UM, SO WE'VE GOT THOSE TOGETHER AND AFTER YOU ALL VOTE ON THE CODE OF CONDUCT, IF YOU PASS IT TONIGHT, THEN WE WILL SEND OUT ALL OF THAT TOGETHER AS ONE PACKET TO THE SCHEDULERS FOR THOSE LAW ENFORCEMENT OFFICERS.

UM, AND THEN EACH OFFICER AS THEY RETURN TO WORK FOR THEIR NEXT SHIFT, WILL BE HANDED A PHYSICAL COPY AT THE LOCATIONS.

UM, IF YOU ALL CHOOSE NOT TO PASS THE CODE OF CONDUCT, WE WILL STILL MOVE FORWARD WITH AT LEAST PUTTING OUT THE, UM, LAW ENFORCEMENT SCOPE OF DUTIES, UM, TOMORROW.

UH, LET'S SEE.

UH, DO YOU HAVE ANY QUESTIONS ON THAT? NO, NO.

SO, UM, OUR ORGANIZATIONAL REVIEW CONSULTANT, UM, WE HAD A MEETING, UM, TODAY ACTUALLY TO DISCUSS SOME OF WHAT WAS, WHAT IS IN THE, THE DRAFT REPORT TO GIVE HER SOME FEEDBACK AND, UM, NOT TO REALLY CHANGE ANY RECOMMENDATIONS, BUT PERHAPS HOW TO BETTER ENHANCE, UM, THE MESSAGE FOR SOME OF HER RECOMMENDATIONS.

UM, WE WILL MEET WITH HER TO, UM, REVIEW WHAT SHE'S INCORPORATED INTO THAT DRAFT, UM, AFTER THE HOLIDAY.

AND, UM, THEN YOU ALL WILL GET A COPY OF THAT AT THE BUDGET WORKSHOP.

UM, WE WILL ALSO HAVE IT AVAILABLE FOR WHEN WE MEET WITH THE CITY, UM, THE MAYOR AND THE HEAD OF CITY PARISH HR, WHICH IS SCHEDULED FOR JUNE 13TH.

WE'VE, UM, ALSO HELD, UH, MEETINGS WITH COUNCILPERSON, UM, COUNCILMAN GODDE, COUNCILWOMAN RAA, AND COUNCILMAN NOEL.

UM, SO THOSE WERE THE FIRST THREE THAT WERE SCHEDULED.

WE KIND OF DID IT AS, UM, IF YOU HAVE SOMETHING GOING ON IN YOUR, IN THEIR COUNCIL AREA, THAT'S KIND OF WHO WE, AS FAR AS THE LIBRARY GOES, WHO WE TARGETED FIRST.

SO WE REVIEWED SOME BIGGER PROJECTS AND SMALLER PROJECTS, UM, THAT ARE GOING ON IN THEIR DISTRICTS.

UM, WE COVERED OUR CONCERN WITH THE NUMBER OF VACANCIES WE HAVE HERE AND THE SALARIES AND ESPECIALLY HOW THOSE THE SALARY IS HAMPERING HAS HAMPERED THE DIRECTOR'S SEARCH.

UM, AND WE HAVE SOME UPCOMING MEETINGS SCHEDULED WITH, UM, COUNCILWOMAN ADAMS TOMORROW.

UM, COUNCILMAN COLE WAS SUPPOSED TO BE EARLIER THIS WEEK, BUT HE HAD A CONFLICT AND WE HAD TO RESCHEDULE.

AND THEN COUNCILWOMAN ASO IS ALSO SCHEDULED AT THIS POINT IN TIME AND MARY HAS BEEN SENDING THESE INVITATIONS OUT IN WAVES SO THAT WE DON'T GET OVERBURDENED WITH TRYING TO SCHEDULE ALL 12 OF THEM AT THE SAME TIME.

SO SHE WILL ROLL OUT THE, UH, NEXT SET OF INVITATIONS IN JUNE AND UH, HOPEFULLY WE WILL HAVE ALL THE REMAINING COUNCIL PEOPLE THAT WOULD LIKE TO MEET WITH US HAVE THEM ON OUR SCHEDULE.

AND THOSE THAT DO NOT WANT TO MEET WITH US, WE WILL STILL SEND THEM ALL THE INFORMATION THAT WE COVER WITH THE COUNCILMAN.

UM, AS I SAID, WE HAVE A MEETING SCHEDULED WITH THE MAYOR, THE, UM, CHIEF ADMINISTRATIVE OFFICER, AND WE ARE TRYING TO GET THE, UM, HUMAN RESOURCES DIRECTOR AT THE SAME TIME ON

[00:50:01]

UM, JUNE 13TH.

SO THAT'S WHERE WE WILL PRESENT OUR STRATEGY WITH WHAT, UH, WE RECOMMEND DOING FOR THE DIRECTOR.

AND, UM, WE'RE GONNA BE DISCUSSING IT A LITTLE BIT INFORMALLY BEFOREHAND AND, AND, UM, THE FORMAL REQUEST AND HOW WE HAVE IT LAID OUT, WE'LL DISCUSS IT WITH YOU ALL AT THE BUDGET MEETING AS WELL CUZ IT WILL OBVIOUSLY IMPACT THE 2024 BUDGET.

UH, WE HAVE ALSO REACHED OUT TO HR ON HOW WE CAN BETTER ADDRESS OUR HIRING DIFFICULTIES.

SO WE HAVE A MEETING WITH THEM ON THE 26TH TO DISCUSS HOW WE COULD DO A HIRING EVENT FOR THE LIBRARY, UM, WHERE THEY WOULD COME IN COVER HOW TO, YOU KNOW, SUBMIT AN APPLICATION, WHAT THE HIRING PROCESS WOULD, YOU KNOW, LOOKS LIKE AFTER YOU'VE BEEN OFFERED A JOB.

YOU KNOW, THE LENGTH OF TIME IT TAKES AND ALL THE THINGS THAT YOU HAVE TO DO LIKE THE BACKGROUND CHECKS, THE UM, DRUG TESTING, ALL OF THOSE, THOSE ASPECTS.

AND THE GOAL IS TO, UM, YOU KNOW, RECORD SOME OF THAT SO THAT WE CAN HAVE IT AVAILABLE FOR ANY PERSPECTIVE EMPLOYEE, BUT ALSO WE WANT TO HAVE, UM, LAPTOPS ON HAND SO THAT PEOPLE CAN HAVE THEIR, UM, THEIR RESUME AND ALL THEIR INFORMATION TO ENTER INTO THE HIRING PORTAL THAT DAY.

AND IF THEY HAD ANY QUESTIONS, SOMEONE WOULD BE AVAILABLE TO HELP THEM OUT.

UM, AND WE ARE ALSO LOOKING AT WHAT WE CAN DO ON OUR END TO STREAMLINE OUR INTERVIEWING PROCESS TO HELP, UM, YOU KNOW, OPEN UP THE FIRE HOSE A LITTLE BIT MORE INSTEAD OF HAVING IT JUST TRICKLING DOWN CUZ UM, CURRENTLY THERE I THINK THERE ARE WAYS THAT WE CAN STREAMLINE IT AND INVOLVE A FEWER PEOPLE AND GET THE INTERVIEW PROCESS MOVING A LITTLE BIT FASTER SO THAT WE CAN JUST, UM, I MEAN WE STILL HAVE A 20% VACANCY RATE RIGHT NOW AND IT'S BECOMING, YOU KNOW, INCREASINGLY HARD ON THE STAFF.

UM, AND WE DO UNDERSTAND THAT.

SO WE'RE TRYING TO THINK OF WAYS THAT WE CAN, WE CAN MAKE IT A LITTLE BIT EASIER FOR THEM.

UH, UM, LET'S SEE, FORM 35 SLASH FORM 2 25.

UH, THEY ARE PLANNING ON COMING TO OUR NEXT MEETING TO DISCUSS THE COMMUNITY FRIDGE AT ALMONT GARDENS.

UM, THEY'RE WORKING ON A MEMORANDUM OF UNDERSTANDING RIGHT NOW.

UM, I'VE PROVIDED THEM WITH A SHORT DESCRIPTION OF WHAT OUR, UM, EXPECTATION IS TO PROVIDE TO THIS, UM, AGREEMENT.

AND UM, ONCE I HAVE THAT MEMORANDUM WE'LL SEND IT OVER TO THE PARISH ATTORNEY'S OFFICE CUZ I KNOW NOT TO SIGN ANYTHING UNTIL THEY HAVE LOOKED AT IT.

UM, BILL BATON ROUGE, LET ME SEE.

HAVE THIS.

SO WHEN THIS, UM, FIRST CAME UP ABOUT THE POTENTIAL OF MOVING THE DELMONT GARDENS BRANCH LIBRARY OVER TO THE PLANK ROAD REDEVELOPMENT AREA, UM, BILL BATON ROUGE HAD THIS, UM, LOT SET OUT FOR US, BUT AT THE TIME THERE WAS TALK OF SHARING IT WITH A HOUSING DEVELOPMENT AND THEY WERE HOPING TO UM, ACQUIRE THIS LITTLE CORNER SPOT HERE IN WHITE.

UM, THEY WERE NOT ABLE TO ACQUIRE THAT.

SO THEN WE WERE CONCERNED, UM, WHETHER OR NOT WE REALLY COULD MEET THE NEEDS OF THE BUILDING, WHICH IS PROBABLY ABOUT A 12,000 SQUARE FOOT, UM, BUILDING FOOTPRINT.

THAT IS TWO STORIES CUZ CURRENTLY DELMONT IS ABOUT 20,000 SQUARE FEET.

SO, UM, WE KNOW WE NEED TO ADD IN A LITTLE BIT EXTRA WITH, UM, GOING TO TWO STORIES, THE ELEVATOR, THE STAIRS THAT ARE REQUIRED AND ALL OF THOSE THINGS.

AND THEN OUR PARKING REQUIREMENTS OF NO LESS THAN 60.

SO THEY LOOKED FOR A FEW OTHER, UM, PLOTS OF LAND THAT MIGHT WORK, BUT THEY WERE ALL TOO FAR FROM WHERE DELMONT'S CURRENTLY IS AND WE DON'T REALLY WANNA TAKE IT THAT FAR.

THIS IS ALREADY GONNA BE A LITTLE BIT FURTHER SOUTH ON PLANK ROAD THAN WHERE IT IS CURRENTLY AT, UM, NEAR EVANGELINE.

UM, SO WE ALREADY TOLD THEM THOSE AREN'T GONNA WORK FOR US CUZ THEY'RE TOO FAR AWAY.

THIS ONE AT LEAST THE DISTANCE IS REASONABLE.

I THINK IT'S A QUARTER MILE, IS THAT RIGHT? MM-HMM.

.

SO, UM, WE ASKED THEM TO DO A BIT OF, UM, WORK TO SEE HOW WE COULD POSSIBLY, UM, SCREEN OURSELVES FROM THE PROPERTY THAT'S ON THE CORNER, UM, WHICH IS A TAX IS A TAX PLACE AND SOMETHING ELSE.

AND SO THE OWNER OF

[00:55:01]

THE PROPERTY STILL MAKES A GOOD AMOUNT OF MONEY.

SO THERE'S, HE HAS ZERO INTEREST IN SELLING.

SO WHAT COULD WE DO TO FIT, UM, THE CORRECT NUMBER OF PARKING SPACES? ALSO GIVE, UM, OURSELVES A LITTLE BIT OF SCREENING WITH THAT GREEN SPACE THAT YOU SEE THERE, WHICH COULD ALSO GO, UM, IT COULD BE SHRUNK A LITTLE BIT TO INCLUDE A LITTLE BIT MORE PARKING.

AND THEN THIS IS, UM, RIGHT NOW JUST A 20,000 SQUARE FOOT CUZ I, THE ARCHITECT THAT DID THIS RENDERING WORKS FOR BILL BATON ROUGE.

HE DOES NOT WORK FOR US.

SO, UM, IF YOU WOULD LIKE, UM, BILL BATON ROUGE CAN COME AND DO A VISIT AS WELL, BUT THEY ARE DEFINITELY WORKING ON RESEARCHING A NEW PRICE THAT WOULD INCLUDE THE ENTIRE SQUARE FOOTAGE OF THAT LOT.

BECAUSE AGAIN, BEFORE THE PRICING THAT WAS PRESENTED TO YOU, I'M NOT QUITE SURE HOW LONG AGO THAT WAS LONG.

YEAH, LIKE MAYBE A YEAR, SOMEWHERE BETWEEN A YEAR, YEAR AND A HALF AGO WAS A SHARED COST BECAUSE THE OTHER PART OF THE, OF THE LOT WAS GONNA BE THAT HOUSING DEVELOPMENT AND WE DON'T FEEL THAT THERE'S ENOUGH SPACE FOR HOUSING DEVELOPMENT AND A LIBRARY AND PLENTY OF PARKING.

ALL THE RENDERINGS THAT THEY SHOWED WAS REALLY, REALLY TIGHT AND, UM, LIKE HALF THE PARKING LOT WAS DEDICATED TO TO THE HOUSING.

UM, SO THEY ARE GONNA GIVE US THAT PRICE.

UM, AND YOU CAN REVIEW THAT.

HOPEFULLY WE WILL HAVE IT FOR OUR BUDGET MEETING.

UM, DO YOU HAVE ANY QUESTIONS ABOUT THAT CANDACE? THINKING ABOUT, UM, ABOUT WHAT WAS SAID ORIGINALLY WITH THIS SPACE IN THE TITLE ISSUES? I DIDN'T KNOW IF THAT WAS RESOLVED OR NOT.

IT WAS.

OKAY.

WHOSE COUNCIL DISTRICT IS THIS IN? I THINK IT WILL MOVE FURTHER INTO, WELL IT'S CURRENTLY LIKE SPLIT BETWEEN HURST AND COLEMAN, RIGHT? SO I THINK, NOT COLEMAN COLE, COUNCILMAN COLE.

YEAH, BUT IT DIPS DOWN.

I FEEL LIKE IT'S GONNA BE IN, UM, COUNCILMAN COLE'S DISTRICT WHEN IS ALL SAID AND DONE, BUT THE PATRONS FROM COLEMAN AND HUT I'LL GOLD HERE, ALL GO HERE AND DELMONT IS IN WHICH DISTRICT? COUNCILMAN HURST DISTRICT.

BUT IT'S LIKE RIGHT ON THE TO ANOTHER, IT'S RIGHT ON THE EDGE OF COUNCILMAN COLE AND COUNCILMAN HURST.

ONE OF MY COUNCILMEN KIND OF TOOK A LITTLE EXCEPTION TO THAT.

REALLY? MM-HMM.

WELL, WHEN WE HELD THE, UM, THE, UH, PATRON CHARETTES, NONE OF THEM THAT ATTENDED WERE VERY CONCERNED.

UM, I'LL REMIND YOU THAT WE'RE DOING A FACILITY'S, YOU KNOW, MASTER PLAN WITH THE CARSON BLOCK CONSULTING, AND SO WE CAN MAKE SURE THAT WE INCORPORATE QUESTIONS INTO THE SURVEY AND DISCUSSIONS TO SEE IF WE CAN FIND ANYTHING THAT CONTRADICTS THAT OR IF ALL OF THE INFORMATION THAT WE GET FROM THAT COMMUNITY INVOLVEMENT DOES SUPPORT MOVING IT TO THE PLANK ROAD REDEVELOPMENT, WHICH SOME PEOPLE DO HAVE SEEM TO HAVE A SLIGHT ANIMOSITY, I GUESS IS THE BEST WORD, TO, UM, THE PLANK ROAD REDEVELOPMENT AND OR, UM, BATON ROUGE, UH, BILL BATON ROUGE.

UM, SO, UH, WE'RE JUST TRYING TO PUT THE LIBRARY WHERE PEOPLE WANNA GO AND REMEMBERING THAT THE RAPID TRANSIT IS GONNA BE RIGHT OUTSIDE TO THE, OF THAT ON PLANK ROAD AND IT SHOULD MAKE IT MUCH EASIER FOR PEOPLE TO GET TO IT.

ALL RIGHT, THEN.

I THINK I AM DONE.

GOOD AGENDA.

THANK YOU.

MM-HMM.

.

OKAY.

BEFORE MOVING ON, IS THERE ANY PUBLIC COMMENT ON ANY OF THE ITEMS LISTED UNDER ROMAN NUMERAL FOUR ON THE AGENDA REPORTS BY THE DIRECTOR? SEEING NONE, WE'RE MOVING ON.

UNFINISHED BUSINESS UPDATE ON SOUTH BRANCH LIBRARY.

[01:00:06]

THANK YOU, BRYCE.

OKAY, SO I JUST WANTED YOU TO SEE ANOTHER PICTURE.

WELL, THE SAME PICTURE , BUT IT IS REAL.

OKAY.

AND, UH, GIVE YOU A SHORT BRIEF UPDATE ON SOUTH BRANCH.

UM, THE NOTICE TO THE CONTRACTORS WAS PUBLISHED ON APRIL 14TH, 21ST AND 28TH.

ON APRIL 25TH.

UH, WE ATTENDED, UH, KRISTEN AND I AND ALVIN ATTENDED, UM, A PRE-BID MEETING THAT WAS CONDUCTED ON SITE.

AND THEN, UM, THE BIDS WERE INITIALLY DUE MAY 11TH, BUT THE BID DATE WAS CHANGED TO TODAY.

SO I DID ATTEND THAT.

AND, UM, I CAN'T DISCUSS THE BID RESULTS BECAUSE ARCHITECTURAL SERVICES AND PURCHASING HAVE TO REVIEW THEM AND, UM, AND DETERMINE WHICH BIDDER IS THE LOWEST RESPONSIVE AND RESPONSIBLE BIDDER.

AND THEN THEY'LL LET US KNOW AND SHARE THAT INFORMATION ONCE THEY HAVE MADE A DETERMINATION FOR THAT.

SO ONE STEP CLOSER.

UM, AND THAT'S REALLY ALL I HAVE FOR SOUTH.

UM, WE DID, WELL, WE DID HAVE A LITTLE CONVERSATION WITH, UH, WITH THE INTERIOR DESIGNER AND WE'RE STILL WORKING ON THAT FURNITURE PACKAGE AND MAKING SOME ADDITIONAL SELECTIONS.

UH, WE DID HAVE TOVE THAT PACKAGE DOWN, SO, UM, WE, SHE SENT US SOME SAMPLES OR SOME PROPOSED CHANGES AND WE RESPONDED BACK.

AND SO, UM, WE'RE STILL WORKING ON THAT.

THAT TYPICALLY DOESN'T GET ORDERED UNTIL WE'RE, YOU KNOW, SEVERAL MONTHS INTO CONSTRUCTION.

SO WE HAVE SOME TIME THERE.

SO, ANY QUESTIONS? KATHY? CIVIC ASSOCIATION IS REALLY WAITING FOR THIS .

I, I KNOW, I KNOW.

OKAY.

AND WE ARE WAITING FOR IT TOO.

.

YEAH, I'VE BEEN WAITING A LONG TIME.

, SO, YOU KNOW, WE'RE READY, WE'RE READY TO START BUILDING.

THERE YOU GO.

AND THE TREE IS STILL OUT THERE, , JUST IN CASE YOU WONDERED.

OKAY.

ALL RIGHT.

THEN I WILL MOVE ON TO SCOTLANDVILLE.

UM, I DON'T HAVE LIKE A, A PICTURE RENDERING, LIKE I HAD FOR SA HAVE IT FOR SOUTH, BUT I CAN TELL YOU THAT THE ARCHITECTS HAVE SUBMITTED THE CONSTRUCTION DOCUMENTS AND WE'VE RECEIVED THE NOTICE TO CONTRACTORS.

THE FIRST NOTICE WILL BE PUBLISHED TOMORROW, THE SECOND WILL BE PUBLISHED MAY 26TH, THEN THE THIRD, JUNE 2ND.

AND WE'RE GOING TO HAVE A PRE-BID CONFERENCE ON TUESDAY, MAY 30TH AT THE SCOTLAND SCOTLANDVILLE BRANCH.

AND BIDS ARE DUE, UH, JUNE 15TH AT 2:00 PM SO THIS IS JUST THE, THE, THE FRONT FACADE OF THE SOUTH, THE, THE ARCHIVES BUILDING.

AND, UM, LET'S SEE.

I THINK I HAVE ANOTHER IMAGE.

AND THIS IS JUST WHERE YOU, YOU CAN SEE ON THE SITE PLAN WHERE THE BUILDING WILL BE.

IT'S, IT'S THE TAN, THE TAN BLOCK.

SO IT'S BEEN DOWNSIZED A LITTLE BIT.

IT'S BEEN VALUE ENGINEERED, UH, AND WE ANTICIPATE, WE HOPE THAT IT WILL COME INSIDE, YOU KNOW, COME WITHIN OUR BID BUDGET SO THAT WE CAN PROCEED WORKING ON THAT.

AND WE HOPE TO BREAK GROUND SOMETIME LATER THIS SUMMER.

OH, VERY GOOD.

ANY QUESTIONS? THIS IS KIND OF A LULL TIME FOR US.

YOU KNOW, THERE'S WAITING.

A LOT OF WAITING.

IT'LL BE HERE.

YES.

OKAY.

THAT'S IT.

THANK YOU.

MM-HMM.

.

THANK YOU PATRICIA.

ALL RIGHT.

IS THERE ANY, UH, PUBLIC COMMENT ON ANY OF THE ITEMS LISTED UNDER ROMAN NUMERAL SIX ON THE AGENDA? UNFINISHED BUSINESS, SEEING NONE.

MOVING ON TO NEW BUSINESS.

VOTE TO SEND COMMENTS TO CITY PARISH ADMINISTRATION REGARDING TAX ABATEMENT PROPOSAL, WHICH I BELIEVE NORMALLY WE DO NOT.

YEAH, NORMALLY WE JUST, WE WE SEND THESE THINGS ON WITHOUT COMMENT.

SO IS THERE A MOTION I MOVE THAT WE FORWARD IT WITHOUT COMMENT? SECOND.

ALL RIGHT.

ALL IN FAVOR? AYE.

ANY OPPOSED? ALL RIGHT, THANK YOU.

UH, VOTE TO APPROVE UPDATED PATRON RULES OF BEHAVIOR.

SO YOU SHOULD ALL HAVE, UM, THE FORMER RULES OF PATRON BEHAVIOR, UM, AT YOUR PLACES.

PLUS, UH, THE PROPOSED, UM, CODE OF CONDUCT, WHICH IS A LITTLE BIT, UH, MORE SIMPLIFIED BUT STILL COVERS THE ESSENCE OF THE RULES OF PATRON BEHAVIOR.

UM, PREVIOUS RULES OF PATRON BEHAVIOR.

SO THE IDEA IS THAT, UM, THIS, UH, DOCUMENT WITH THE FOUR SECTIONS WOULD BE WHAT WOULD BE BEING POSTED AROUND THE BUILDINGS.

SO IT'S A LITTLE BIT MORE DIGESTIBLE, A

[01:05:01]

LITTLE BIT MORE WELCOMING THAN A LIST OF 23 ITEMS THAT YOU CANNOT DO.

AND THEN THE CODE OF CONDUCT, WHICH HAS A BIT MORE EXPLANATION AND HAS CONTENTS FROM, UM, THE ORIGINAL DOCUMENT PLUS SOME REWORDED ITEMS THAT JUST SOUNDED A LITTLE BIT, UM, THEY WERE JUST EXPRESSED BETTER AND MORE CONCISE.

UM, THIS DOCUMENT WILL BE POSTED ON THE WEBSITE.

THIS WILL GO OUT WITH ANY OF THE, UM, PATRON LETTERS OF SUSPENSION.

AND IF, UH, ANYONE WERE TO SAY, YOU KNOW, YOU DON'T HAVE IT SO THAT I CAN'T GAMBLE IN THE LIBRARY.

WELL, GAMBLING IS DEFINITELY ON THIS DOCUMENT, EVEN THOUGH IT IS ALSO ON THIS DOCUMENT BECAUSE IT IS A LEGAL OUTSIDE OF A NON-LICENSED GAMBLING FACILITY.

UM, SO THAT WAS KIND OF THE THINKING BEHIND IT.

IT WAS INSPIRED BY THE DALLAS PUBLIC LIBRARY.

UM, THEY GAVE, UH, PRESENTATIONS AT THE LIBRARY, UH, PUBLIC LIBRARY SAFETY SUMMIT THAT MYSELF AND ALLISON COOPER AND ASHLEY BRARD ATTENDED.

UM, AND WE ARE LOOKING AT THEIR PROCEDURES TO INCORPORATE AND, UM, ADJUST TO OUR NEEDS SO THAT OUR STAFF FEEL SUPPORTED BEYOND THE POLICY.

BECAUSE A LOT OF TIMES IT'S THE PROCEDURE BEHIND WHAT'S GOING ON THAT IS IMPORTANT TO HAVE, UM, DOCUMENTED THOROUGHLY.

SO, UM, SO EVERYONE UNDERSTANDS WHOSE RESPONSIBILITY IS WHAT AND, UM, WHAT'S GONNA HAPPEN WITH THE PATRON MOVING FORWARD.

SO, UM, IT'S BEEN SUCCESSFUL IN DALLAS AND WE THINK THAT WE WOULD LIKE TO TRY THAT OUT AND SEE HOW IT GOES.

AND IF NEEDED, YOU KNOW, WE CAN REVIEW IT AGAIN.

BUT I THINK IT'S, IT'S A GOOD BALANCE OF WELCOMING AND ALSO TELLING YOU WHAT YOU NEED TO DO TO BE A GOOD HUMAN, UM, AND TREAT OTHERS WITH RESPECT AND, UM, COMPASSION THAT THEY DESERVE.

I REALLY LIKE THAT THIS IS PHRASED IN POSITIVE TERMS. THESE ARE THE THINGS THAT WE WANT YOU TO DO.

UM, THAT'S CERTAINLY HOW WE WOULD COMMUNICATE.

I KNOW A LOT OF OUR PATRONS ARE CHILDREN SO IT UNDERSTAND AND ATTRACTIVE.

THIS LOOKS REALLY, AND EVEN IF THEY, EVEN IF THEY AREN'T CHILDREN IN AGE, YOU KNOW, IT'S JUST EASIER FOR EVEN ADULTS TO UNDERSTAND THAT BECAUSE THEY'RE EXPLAINING IT TO THEIR CHILD OR, UM, A CHILD IN THEIR LIFE.

ALL RIGHT.

DO I HAVE A, IS EVERYBODY OKAY WITH THE, UH, RULES? MOVE THE CODE OF THE CODE OF CONDUCT? SO, UM, I HAVE ONE QUESTION.

SO THE, WE'RE STILL USING THE, THE RULES OF BEHAVIOR FOR PATRONS, RIGHT? AND THEN, AND THIS IS IN ADDITION TO THIS CODE OF CONDUCT? NO, IT WILL NOT.

THE CODE OF CONDUCT WILL REPLACE THE PATRON RULES OF BEHAVIOR.

SO DO WE NEED TO VOTE ON IT'S TO CHANGE THE NAME IN THE MOTION? MAYBE, I DON'T KNOW.

YEAH.

CAUSE THE OLD POLICY SAYS YES.

CASE PAGE OH, I SEE.

ON THE, ON THE THING.

SO IT'S, IT'S, SO WE'RE VOTING TO, UM, MOTION TO APPROVE THE NEW CODE OF CO CONDUCT? YES.

OKAY.

TO RE AND YOU CAN SAY, TO REPLACE TO, OKAY.

YES.

THE RULES TO REPLACE THE RULES OF BEHAVIOR FOR PATRONS.

SO I MOTION FOR THAT, UM, TO BE DONE A SECOND.

OKAY.

ALL IN FAVOR? AYE.

AYE.

ANY OPPOSED? THEY HAVE BEEN ADOPTED.

UM, BEFORE WE MOVE ON TO THIS NEXT THING, CUZ IT I THINK MIGHT TAKE A LITTLE BIT, UM, MARY INFORMED ME THAT THE EARL K LONG PEOPLE HAD AN EMERGENCY AT THEIR OFFICE AND THEY REGRET THEY ARE UNABLE TO ATTEND.

AND WE WILL WORK TO GETTING
