[1. Roll Call]
[00:00:04]
I'D LIKE TO CALL TO ORDER THE MEETING OF THE MUNICIPAL FIRE AND POLICE CIVIL SERVICE BOARD IF YOU WOULD.
PRESENT? MR. BRANDON WILLIAMS? PRESENT.
MR. CHAIRMAN, YOU HAVE A QUORUM.
AT THIS TIME I'D LIKE THE OUT TO ALLOW THE OPPORTUNITY FOR PUBLIC COMMENT.
[2. Consider Motion to Approve Agenda.]
TWO.UH, CONSIDER A MOTION TO APPROVE THE MEETING.
ALL OPPOSED? THE AGENDA IS APPROVED.
MOVING ON TO ITEM NUMBER THREE.
[3. Consider Motion to Approve Minutes from January 22, 2024, meeting.]
CONSIDER A MOTION TO APPROVE THE MINUTES FROM JANUARY 22ND, 2024 MEETINGS.YOU HAVE THE MEETING MINUTES IN YOUR PACKET, AND IF YOU HAVE A MOTION, I WILL ENTERTAIN IT AT THIS TIME.
[4. Consider Motion to Approve or Reject Personnel Action Forms]
NUMBER FOUR.CONSIDER A MOTION TO APPROVE OR REJECT PERSONNEL ACTION FORMS. WE HAVE BOTH BATON ROUGE FIRE AND POLICE DEPARTMENT.
UM, I THINK YOU HAVE YOUR PS THERE.
I HAVE PS I'LL MAKE A MOTION TO APPROVE THE PERSONNEL ACTION FORMS. OKAY.
ALL OPPOSED? ALL RIGHT, WE WILL.
WHAT I HAVE BEFORE ME NOW IS, UH, IN CONJUNCTION WITH THAT MOTION IS TO APPROVE THE PAF TO REMOVE POLICE CHIEF MURPHY PAUL FROM SERVICE EFFECTIVE CLOSE OF BUSINESS JANUARY 26TH, 2024, AND PROMOTE THOMAS MORRIS JR.
TO POLICE CHIEF PROBATIONAL APPOINTMENT EFFECTIVE JANUARY 13TH, 2024.
BUT DO WE HAVE A MOTION? WE ACTUALLY, WE JUST DID THAT WITH ALL THE PAS.
IT WAS JUST DELINEATED ON THE, ALRIGHT.
JUST MAKING NOTE THAT THESE ITEMS WERE A PART OF THOSE PS TO BE APPROVED.
UM, ITEM NUMBER FIVE, CONSIDER A
[5. Consider Motion to Approve/Reject Test Scores.]
MOTION TO APPROVE OR REJECT TEST SCORES.THIS IS TIME I'M GONNA BEGIN TO OPEN THOSE SAID TEST SCORES.
I HOPE I DON'T HURT MYSELF WITH THIS
UM, THESE ARE THE RESULTS FOR THE POLICE FINGERPRINT TECHNICIAN.
ONE, UH, WE HAD THREE APPLICANTS AND ALL THREE WERE NO SHOWS.
UH, WE HAVE THE RESULTS FOR POLICE CADET, UH, YOU, WOULD YOU LIKE ME TO READ ALL THE NAMES AND SCORES OR HOW WOULD YOU LIKE ME TO DO? NO, SIR.
IF YOU WOULD JUST, UH, IF THERE WAS SOME THAT DID NOT PASS AND YOU WOULD JUST TELL US HOW MANY AND THE PASSING SCORE IS A 70, 75.
SO WE HAD, UM, SIX APPLICANTS, TWO NO SHOWS AND FOUR THAT PASSED.
SO FOR CLARITY, EVERYBODY WHO TOOK THE TEST PASSED, TOOK THE TEST, WHO SHOWED UP PASSED IT, CORRECT? MM-HMM,
[00:05:31]
OKAY.SO FOR DISTRICT FIRE CHIEF, WE HAVE 36 SHOWED UP.
AND OF THE 36, 2 2 DID NOT PASS.
NEXT WE HAVE, UH, NEXT WE HAVE DISTRICT FIRE, FIRE CHIEF, AND, UM, BOTH CANDIDATES DID NOT SHOW UP.
DISTRICT OR DEPUTY DISTRICT FIRE CHIEF.
WHAT WAS THE EARLIER ONE? DISTRICT FIRE CHIEF.
SO OUR NUMBERS WILL GROW BY TWO.
SO THAT WOULD CHANGE IT FROM 13 NO SHOWS TO 15.
GLAD EVERYBODY'S PAYING ATTENTION THOUGH.
MAYBE YOU COULD EXPLAIN IT TO ME.
THIS JUST THE, YOU GOING THROUGH THAT? THOSE ARE JUST THE INDIVIDUAL BREAKOUTS? YEAH.
THE INDIVIDUAL DOWN THE, NO, JUST A FEW SUBJECT MATTER.
SO I THINK THAT'S THE, ALL OF THOSE, YEAH.
AND THAT, LET ME MAKE SURE WE GOT, THANK YOU.
NEXT WE HAVE POLICE CRIMINAL INFORMATION SPECIALIST TWO MM-HMM.
ALRIGHT, NEXT WE HAVE FIRE INSPECTOR TWO.
WE HAVE TWO, UH, A, I MEAN TWO TESTS AND TWO PASS.
THEN WE HAVE FIRE PREVENTION CHIEF.
[00:10:07]
OKAY, WE HAVE, UH, NEXT WE HAVE THE FIRE CAPTAIN TEST AND IT APPEARS WE HAVE 25 APPLICANTS.I MEAN, TEST TAKERS AND 25 PASSING SCORES.
ALRIGHT, NEXT WE HAVE FIRE CAPTAIN.
THIS A DUPLICATE OR NO CONTINUATION.
OKAY, SO WHAT DO YOU JUST ADD TO THAT TOTAL? YES.
LET'S SEE, YOU MIGHT AS WELL KEEP GOING, BUT WE HAVE 57 TEST TAKERS.
RIGHT? AND OF THAT IT APPEARS 1, 2, 3, 4, 4.
NEXT WE HAVE DEPUTY FIRE CHIEF.
ONE CANDIDATE TOOK THE TEST, ONE CANDIDATE PASSED.
NEXT WE HAVE ASSISTANT FIRE PREVENTION CHIEF.
WE HAD 1, 2, 3, 4, 5, 6 PEOPLE TAKE THE, UH, TEST AND SIX PEOPLE PASSED.
NEXT WE HAVE DEPUTY FIRE OF DEPUTY CHIEF OF POLICE.
ALRIGHT, SO WE HAD, WE HAD 27 TEST TAKERS, 10 NO-SHOWS AND TWO PEOPLE WHO DIDN'T PASS.
THIS LAST ONE APPEARS TO BE OKAY, WE HAVE FIRE EQUIPMENT OPERATOR.
LOOKS LIKE THIS IS A LONG, LONG THIS.
I'M ASSUMING IT'S 25, BUT I'M GONNA KIND OF ON EACH SHEET.
I I'M JUST GOING TO DOUBLE IT.
[00:15:20]
WE HAD 78 TEST TAKERS.20 NO-SHOWS AND SEVEN THAT DID NOT PASS.
AND JUST TO MAKE SURE THAT IS WHAT WE HAVE FOR TEST RESULTS.
RIGHT? SO, UM, AGAIN, ITEM NUMBER FIVE IS TO CONSIDER A MOTION TO APPROVE OR REJECT THE TEST SCORES THAT WE HAVE RECEIVED.
UM, IS THERE A MOTION I'M ON THE OPPOSED JAMES.
[6. Consider Motion to transfer test results for: Police Communications Officer I -Tesha Tolbert Austin G. Walker Tirzah E. Harris Margaret Felix Fire Communications Officer - Rachael Hanner Wales]
IS TO CONSIDER A MOTION TO TRANSFER TEST RESULTS FOR POLICE COMMUNICATION OFFICERS.ONE OR ONE A, TISHA TOLBERT, AUSTIN WALKER, ZA HARRIS, MARGARET FELIX AND FIRE COMMUNICATION OFFICERS.
RACHEL WELLS, DO YOU HAVE THAT INFORMATION? WE HAVE TRANSFERRING SCORES FROM OTHER PLACES.
THE, UH, ENTRY LEVEL
BASED UPON THAT, DO WE HAVE A MOTION JUDGE? SO MOVED.
[7. Consider a request to call for Police Captain examination by Police Chief.]
NUMBER SEVEN.IS CONSIDER A REQUEST TO CALL FOR THE POLICE CAPTAIN EXAMINATION BY THE POLICE CHIEF.
DIDN'T WE JUST APPROVE LIKE A BUNCH OF, OR NO? HE'S CALLING FOR A RISK, UH, TO CALL FOR EXAMINATION.
SO THIS IS A REQUEST TO CALL FOR THE EXAMINE CALL.
UH, MOVING ON TO ITEM NUMBER EIGHT.
[8. Consider a request to rehire former Baton Rouge Police Officer, Jefferson Pendergrass by Police Chief.]
CONSIDER A REQUEST TO REHIRE FORMER POLICE OFFICER JEFF PENDERGRASS BY A POLICE CHIEF.AND I THINK WE HAVE A LETTER, UH, CORRESPONDENCE HERE, DATED FEBRUARY 20TH.
NO, THIS IS DATED FEBRUARY 23RD FROM, UM, CHIEF THOMAS MORRIS.
I'M CONSIDERING THE REHIRING OF FORMER BATON ROUGE POLICE OFFICER MR. JEFFERSON PENDERGRASS, WHO RESIGNED ON AUGUST 15TH.
MR. PENTERE HAS LEFT THE DEPARTMENT IN GOOD STANDING AND WOULD LIKE TO RETURN AS SOON AS POSSIBLE.
PLEASE HAVE THE BOARD TO REVIEW THIS REQUEST AT THEIR NEXT MEETING AND ADVISE ME AS SOON AS POSSIBLE IF WE MAY PROCEED WITH THIS REHIRE.
UM, SO THIS LEADS ME TO BELIEVE THERE ARE CERTAIN PARAMETERS THAT HE MUST FIT INTO THAT WE HAVE TO, UH, MAKE SURE.
THERE IS A STATUTE AND HE ALLUDES TO THE EMPLOYEE HAVING LEFT IN GOOD STANDING, THINGS LIKE THAT.
SO, UH, IT SEEMS TO ME THAT IT, IT COMPLIES WITH THE STATUTE.
[9. Consider a request from former Firefighter James Naylor to appeal termination.]
CONSIDER REQUEST FROM FORMER FIRE FIGHTER JAMES NAER TO APPEAL DETERMINATION.UH, MR. CHAIRMAN, BEFORE THE BOARD MAKES A, A MOVE ON THIS ONE, WE DID RECEIVE A COMMUNICATION FROM, UH, THE FIRE DEPARTMENT.
[00:20:01]
APPARENTLY THERE WAS SOME TYPE OF AGREEMENT, UH, THAT MAY AFFECT WHETHER OR NOT MR. NAER HAS APPEAL RIGHTS.SO WHAT I WOULD RECOMMEND IS THAT THE BOARD SET THAT ISSUE FOR, UH, FOR CONSIDERATION TO DETERMINE WHETHER OR NOT MR. NAER DOES IN FACT HAVE, UM, APPEAL RIGHTS.
I UNDERSTAND THAT THE APPOINTING AUTHORITY, THE FIRE DEPARTMENT, IS AVAILABLE ON MARCH 25TH, UH, FOR THE HEARING OR MARCH 26TH, WHICH WOULD BE THE DAY AFTER.
UM, CONSIDERING IT'S SEEMS LIKE IT'LL BE A PRETTY STRAIGHTFORWARD THING.
I THINK IT CAN BE DONE ON MARCH 25TH BEFORE OUR OTHER APPEALS, BUT I'D LEAVE THAT TO THE BOARD.
UH, OTHER QUESTIONS THAT WE HAVE, CONSIDER THAT IT HAPPENS.
DON'T WE HAVE CERTAIN TIMELINES THAT THEY HAVE TO, UH, ADHERE TO? WOULD, WOULD THAT PUT US IN? BECAUSE IT SEEMS LIKE WE HAVE TO MAKE A DETERMINATION ON WHETHER WE CAN HEAR THIS OR NOT.
SO TYPICALLY WHENEVER, UH, AN EMPLOYEE MAKES A, UM, FILES AN APPEAL, THE BOARD NEEDS TO CONSIDER IT WITHIN 30 DAYS, WHICH WE'VE DONE.
UH, THIS APPEAL CAME THROUGH, UH, I THINK THURSDAY.
THURSDAY OR FRIDAY, SOMEWHERE AROUND THEN.
SO, I MEAN, US TAKING THIS STEP TO SET IT FOR HEARING, I THINK WE'RE IN COMPLIANCE WITH THE STATUTE.
I MOVE IN THAT BY HEARING ON MARCH.
WELL, ARE WE GONNA DO MARCH 25TH OR ARE WE GONNA SAY MAR YOU SAID MARCH 26TH, 25TH OR 26TH.
OKAY, SO THAT WOULD BE A SPECIAL MEETING, REGULAR BOARD, BECAUSE WE HAVE A REGULAR BOARD MEETING ON THE 25TH.
SO WE HAVE A MOTION TO CON TO, UH, HAVE APPEAL HEARING, TO HAVE A HEARING TO DETERMINE WHETHER OR NOT, UH, MR. NAYLOR'S CAN, CAN GO FORWARD.
NAYLOR'S APPEAL CAN GO FORWARD.
SO THE MOTION IS NOT FOR THE APPEAL, BUT TO CONSIDER WHETHER, UH, WHETHER THE APPEAL CAN TAKE PLACE.
SO WE HAVE A FIRST AND SECOND.
WHICH MOVES US TO ITEM NUMBER 10.
