THE FINANCIAL REPORT, RHONDA, FOR 2023, OPERATING EXPENDITURES ROSE TO 83 POINT 88% OF THE OPERATING BUDGET.

THIS NUMBER IS NOT FINAL, THOUGH, AS ADJUSTMENTS AND CHARGES WILL CONTINUE TO BE RECORDED FOR ANOTHER ONE TO TWO MONTHS FOR 2024.

BECAUSE OF YEAR END WORK ON 2023, VERY FEW EXPENDITURES HAVE BEEN RECORDED.

AS OF JANUARY 31ST, EXPENDITURES ARE $2,100,126 AND 66 CENTS, OR 3.99% OF THE BUDGET THROUGH JANUARY, WE SHOULD HAVE SPENT NO MORE THAN 8.34% OF THE BUDGET.

CASH COLLECTIONS FROM PROPERTY TAXES FOR 2024 ARE SLIGHTLY AHEAD OF THOSE COLLECTED IN 2023, AS WE ARE APPROXIMATELY 3.2 MILLION AND 6.44% AHEAD OF THE SAME PERIOD LAST YEAR.

CASH COLLECTIONS FOR 2023 WILL BE FINALIZED WHEN FOURTH QUARTER INTEREST EARNINGS ARE POSTED, WHICH AGAIN MAY TAKE ANOTHER ONE TO TWO MONTHS.

WE HOSTED THAT HERE AT THE MAIN LIBRARY THAT, UH, WAS WITH PARTNERS, UH, FROM ENTERGY G AND THE UNITED WAY.

AND THEY PREPARED TAXES FOR ABOUT 150 PEOPLE.

THEY SET APPOINTMENTS FOR MANY, MANY MORE.

UH, THERE WERE COMMUNITY HELPERS SUCH AS BANK ON BATON ROUGE AND THE UNITED WAY, AND A NUMBER OF OTHER FINANCIAL LITERACY ORGANIZATIONS SCATTERED AROUND.

AND WE EVEN HAD SOME FRIENDS FROM NEW ORLEANS COME ALL THE WAY UP THE RIVER AND GIVE US A LITTLE PELICAN AND ST ACTION, WHICH WAS FUN FOR EVERYONE AND KEPT THE ENERGY GOING.

SO THAT WAS A REALLY, UH, GOOD EVENT.

UH, MONEY MOVES BATON ROUGE, AND THEN SUPER TAX DAY.

I AM SORRY, I'M, I'M BLURRING THEM.

UH, IT'S A DIFFERENT COMPUTER LAYOUT.

UH, MY APOLOGIES.

UM, SO LOTS AND LOTS OF PEOPLE GETTING FINANCIAL INFORMATION.

AND THE NEAT THING ABOUT THE MONEY MOVES BATON ROUGE PROGRAM WAS IT HAD PROGRAMS FOR YOUNG PEOPLE JUST STARTING TO ADULT.

UH, IT HAD PROGRAMS FOR RETIREES TRYING TO PLAN WHAT THEY WERE GOING TO BE DOING IN THE NEXT 20 YEARS, AND PEOPLE WITH YOUNG FAMILY.

SO ALL THAT WAS PART OF THE WORKSHOPS THAT WERE PLANNED AND OPEN TO THE PARTICIPANTS THROUGHOUT THE DAY.

AND THEN, OF COURSE, SUPERTAX DAY.

WE'VE DONE THAT FOR YEARS INSIDE AND OUT.

UH, WONDERFUL COMMUNITY PARTNERS, AND IT'S A REALLY WONDERFUL PROGRAM THAT THE LIBRARY CAN PARTNER WITH.

OF COURSE, OUR VITA TAX PREPARERS ARE ALSO HELPING.

THIS IS A SPECIAL SEASON FOR THEM TO HELP MANY OF OUR, MANY IN OUR COMMUNITY, AS IS OUR A-A-R-P-T-C-E TAX, UH, HELP FOR THE ELDERLY.

SO GOOD THINGS THERE.

UM, WE WERE ALSO ACTIVE IN THE COMMUNITY WITH THE RIBBON CUTTING FOR THE COMMUNITY PANTRY AT DELMONT GARDENS.

SO A BLINKEN VISITED THREE DIFFERENT BRANCHES AND, AND HE DOES INTERACT WITH THE KIDS.

AS YOU CAN SEE.

HE DOES PROGRAMS THAT ARE ONE PROGRAM THAT'S MORE FOR ADULTS, BUT REALLY ANY FAMILY MEMBER WOULD BENEFIT FROM WHAT HE DOES.

HE'S VERY GENEROUS WITH HIS TIME, AS WAS THE ORIGINAL PRESIDENT ABE LINCOLN INCOME.

KEEPING IN A POLITICAL VEIN, WE WILL BE HOSTING JUDGE PITCHER HERE AT THE MAIN LIBRARY ON WEDNESDAY, FEBRUARY 21ST, AS PART OF THE SPECIAL COLLECTIONS LECTURE SERIES.

AND ALSO SOMEBODY THAT WHOSE LIVES HAS CHANGED.

OTHERS I'D LIKE TO BRING TO YOUR ATTENTION, MICHELLE CHAMPINE, WHO IS THE FEBRUARY FEATURE FOR LIBRARIES CHANGE LIVES.

SHE IS A SCHOOL LAB LIBRARIAN THAT WE'VE BEEN WORKING WITH ON THE HOME LIBRARY PROJECT FOR THE LAST THREE YEARS.

UH, SHE'S BASED AT LIBEL AIR, UH, ELEMENTARY, AND WE JUST LOVE HER KIND OF KEEPING WITH THAT THEME OF LITERACY YOU HAVE AT YOUR DESKS.

THE FINAL NUMBERS FOR THE STATISTICS FOR THE YEAR, AND I LIKE TO CALL OUT THE FACT THAT SOME OF THE PROGRAMS THAT WE COUNT HASH MARKS IN HAVE TO DO WITH A THOUSAND BOOKS BEFORE KINDERGARTEN.

AND THE, THE PARENTS AND THE KIDS LOGGED ALMOST 50,000 BOOKS AS BEING PART OF THE PROGRAM.

AND READING IS ELEMENTARY, WHICH IS FIRST THROUGH THIRD, FOURTH GRADE, MORE OR LESS.

UH, SIGNED UP 500 PLUS NEW CHILDREN.

WE'VE GOT THE LITERACY CALENDARS COMING IN FROM THE PRINTER NOW IN SPANISH AS WELL AS ENGLISH.

AND WE USE BEAN STACK, NOT JUST FOR THE SUMMER READING PROGRAM, BUT ALL YEAR LONG FOR CHALLENGES.

AND THESE CHALLENGES ARE FOR ADULTS, TEENS, AND CHILDREN.

THE STAFF ACTUALLY, PRETE PRESENTED ABOUT 2,400 STORY TIMES TO 53,000 ATTENDEES.

IT COULD HAVE BEEN JUST CHILDREN OR CHILDREN IN A CAREGIVER, BUT THIS IS SO IMPORTANT AND WE'RE GONNA JUST KEEP LEANING INTO THAT.

OUR PRESS START READY, SET, READ INITIATIVE IS CONTINUING AT ALL BRANCHES.

I'M PLEASED TO TELL YOU THAT THIS MONTH THE LIBRARY IS BROUGHT TO YOU BY THE NUMBER 18, THE CONCEPTS OF HARD AND SOFT AND THE LETTER YOU.

AND SPEAKING OF STAFF, WE HELD STAFF TRAINING DAY HERE AT THE LIBRARY ON LUND DE GRAS SINCE, UH, CITY PARISH OFFICES WERE CLOSED ON MARDI GRAS TUESDAY, WE WENT AHEAD AND CLOSED THE BUILDING ON MONDAY.

IT IS A SLOW DAY FOR THE LIBRARY TRADITIONALLY, SO WE CLOSED TO THE PUBLIC, BUT THE STAFF CAME IN.

OVER 250 STAFF MEMBERS WERE HERE ALL DAY.

AND HERE YOU SEE SOME OF THE STAFF IN THIS ROOM.

THERE WERE STAFF IN THE CHILDREN'S ROOM, THE TEEN ROOM, ROOM 1 0 2, AND OTHER ROOMS SCATTERED ALL AROUND THE LIBRARY FOR, UH, A DAY LONG OF ACTIVITIES.

WE SHARED IMPORTANT UPDATES.

WE WORKED ON A NUMBER OF SMALL TRAININGS AND WE ALIGNED IT WITH THE STRATEGIC PLAN.

AND, UH, YOU KNOW, MY WORDS WERE, YOU REMEMBER THE STRATEGIC PLAN ? YES.

WE LOOKED AT HOW WE HAD CHECKED OFF A NUMBER OF BOXES ON THAT STRATEGIC PLAN OR ADVANCED SOME OF THE MAIN ISSUES THAT WE WERE WORKING ON.

UH, I WILL TELL YOU THE FIRST THING THAT WE ADVANCED AS COMPLETE CHECKBOX IS WE HIRED A NEW DIRECTOR AND WE HIRED A TRAINING DIRECTOR, AND WE STARTED WORK ON THE NEW WEBSITE AND WE'RE ABOUT READY TO START WORK ON A NEW ILS.

THESE ARE MAJOR, MAJOR SERVICE POINTS, AND WE WORKED ON THE COLLECTION DEVELOPMENT POLICY, WHICH AGAIN, I WOULD TELL YOU THEY'RE COUNTLESS HOURS, BUT WE'RE GOING TO COUNT THEM AND BE ABLE TO TELL THE THE POWERS THAT BE.

UH, LAST MONTH WE HAD TO CLOSE FOR A DAY OR SO BECAUSE, UM, A FEW DAYS ACTUALLY, BECAUSE IT WAS SO COLD IN THE BUILDING.

WELL, THEY'VE GOT THE LINES REPAIRED.

THEY ARE IN THE PROCESS OF INSTALLING INSTALLATION AROUND THE PIPING.

FORTUNATELY, WE DID NOT HAVE TO CLOSE THE BUILDING, UM, AS WE THOUGHT WE MIGHT FOR THEM TO REPAIR THE COLD WATER LINE.

SO, UM, THAT WAS AN ADDED BENEFIT.

UM, THE CIRCUIT BOARD FOR THE DELMONT BOILER ARRIVED LAST WEEK AND WAS INSTALLED EARLIER THIS WEEK, SO WE'RE GOOD WITH THAT.

AND THEY ACTUALLY HAD A, A REPRESENTATIVE OF THE, THE BOILER MANUFACTURER OUT THERE LOOKING AT IT TODAY.

UM, THE ELEVATOR AT RIVER CENTER THAT MALFUNCTIONED IN LATE SEPTEMBER WAS REPAIRED ON JANUARY 12TH.

THEY HAD TO, THEY WERE WAITING ON PARTS.

AND THEN ANOTHER PART WAS REPLACED ON JANUARY, ON JANUARY 17TH.

UNFORTUNATELY, THIS PAST WEEKEND, THE OTHER ELEVATOR STOPPED WORKING, BUT THERE'S A SERVICE CALL IN AND SOMEONE WILL BE THERE TOMORROW.

SO, AND AS WE MOVE TO THE NEW BUILDINGS, THE NEW BUILDINGS ARE GONNA BE, UH, GONNA HAVE LED LIGHTS.

AND AS WE RETROFIT, WE'LL PUT LED LIGHTS IN.

UM, WE HAVE A CHILLER REPLACEMENT MEETING WHERE THAT'S GONNA BE NEXT WEEK.

UM, WE ARE REPLACING CHILLERS AT, UH, CARVER CENTRAL, ZACHARY BAKER AND PRIDE.

UM, THE LIBRARIES REVIEWED THE CHANGE ORDERS WITH ARCHITECTURAL SERVICES AND IS READY TO MOVE FORWARD WITH THOSE ITEMS THAT ARE STILL OUTSTANDING.

AND ARCHITECTURAL SERVICES IS PREPARING, PREPARING A CHANGE ORDER FOR SUBMISSION TO THE METRO COUNCIL.

AND WHEN THIS BUILDING IS COMPLETE, AND THIS IS, WE'VE HAD THIS BUILDING FOR A WHILE.

WHEN THIS BUILDING IS COMPLETE, THE BUILDING WILL CONTINUE TO SERVE FOR HEADQUARTERS AS, UH, RE OUTREACH AND RECYCLED READS.

BUT IT ALSO WILL BE A BACKUP DISASTER RECOVERY SITE FOR THE LIBRARY.

AND BECAUSE THE SERVER ROOM IS SO LARGE, IT'S GONNA BE A BACKUP RECOVERY SITE FOR THE CITY AS WELL.

UH, THE CONTRACTOR HAS THE CUPOLA WINDOWS FOR JONES CREEK, BUT THE LIBRARIES ASKED FOR A MEETING TO WORK OUT DETAILS OF DEMOLITION AND INSTALLATION BECAUSE THE CUPOLA, I DON'T KNOW, YOU'VE BEEN OUT, IF YOU'VE BEEN OUT TO JONES CREEK, YOU KNOW THE CUPOLA IS RIGHT IN THE MIDDLE AS YOU COME INTO THE BUILDING.

AND, UM, SO THEY'RE GONNA HAVE TO PUT A LIFT IN.

I TALKED TO ARCHITECTURAL SERVICES TODAY.

THEY'RE GONNA HAVE TO BRING A SCISSOR LIFT IN TO DO THIS WORK.

AND THERE'S GONNA BE SOME DEMO, AND THEN THERE'S GONNA BE INSTALLATION.

UM, IN, IN THIS SAME PROJECT, MOST OF THE FLOOR TILE INSTALLATION IS COMPLETE AT JONES CREEK, BUT THE TRANSITION STILL NEEDS TO BE INSTALLED IN ONE OF THE MEETING ROOMS. WE ARE, WE ARE EXPERIENCING ROOF LEAKS AT DELMONT GARDENS AND BLUE BON AND THE CONTRACTOR'S SUPPOSED TO ADDRESS THIS AS PART OF, YOU KNOW, HIS PROCESS FLASHING NEEDS TO BE INSTALLED OR REPLACED AT SEVERAL LOCATIONS.

HANDRAILS AT BLUE BONNET HAVE BEEN FABRICATED, BUT STILL NEED TO BE INSTALLED.

THE CONTRACTOR IS WORKING ON LEAKS, UM, UH, IN THE GUTTERS AS WELL.

AND WINDOWS NEED TO BE SEALED AT SEVERAL BRANCHES.

THE GATE AT DELMONT GARDENS STILL NEEDS TO BE FIXED, AND WE REALLY DO APPRECIATE ARCHITECTURAL SERVICES AS THEY GUIDE US THROUGH THIS PROCESS BECAUSE WE, WE KNOW SOMEWHAT ABOUT BUILDINGS, BUT WE, WE DON'T KNOW AS MUCH AS THEY DO.

AND THEY'VE BEEN VERY, VERY HELPFUL.

AND THEY REVIEW THE, THE ASIS AND THE RFIS, AND THEY, THEY, UH, DISCUSS THAT WITH THE ARCHITECTS.

ALL OF THE SPREAD FOOTINGS HAVE BEEN POURED.

90% OF THE ANCHOR BOLTS HAVE BEEN SET.

95, 90 5% OF THE GRADE BEAMS HAVE BEEN POURED.

MOST OF THE STRUCTURAL STEEL HAS BEEN DELIVERED.

AND, UH, AT THE TIME OF THIS REPORT, 20% HAD BEEN INSTALLED.

70 PER 7% OF THE STORM DRAINAGE HAS BEEN INSTALLED.

UH, IT'S A RESULT OF, UH, THE PHASE OUT'S, A RESULT OF THE GOVERNMENT MANDATED ENERGY CODE UPDATES AND GREEN INITIATIVES.

SO THE ARCHITECT NEEDED APPROVAL BECAUSE THEY SPECED THE OLD REFRIGERANT.

THEY NEEDED APPROVAL TO CHANGE TO THE NEW REFRIGERANT AFTER SOME DISCUSSIONS AND, AND REVIEW OF EVERYTHING, UM, ARCHITECTURAL SERVICES.

AND, AND ALVIN AGREED TO THE, THE NEW REFRIGERANT.

AND WE ALSO STARTED LOOKING AT MORE FINISHES.

SO WE DECIDED ON THE BRICK, THE BASIS OF DESIGN OF THE BRICK HAD A 40 WEEK LEAD TIME, WHICH IS LONG, LIKE THE WHOLE YEAR ALMOST.

SO THE CONTRACTOR SUBMITTED A SUBSTITUTE.

WE SELECTED AN EQUIVALENT BRICK THAT LOOKED ABOUT THE SAME COLOR, VERY CLOSE TO THE SAME COLOR, AND LIBRARY AND ARCHITECTURAL SERVICES AGREED UPON US.

AND THEN THE, THE CONTRACTORS VERIFYING THAT OUR SELECTION WILL BE AVAILABLE IN A TIMELY MANNER, AND THE BRICK IS GONNA HAVE TO BE APPROVED BY RUANNE, BUT I DON'T THINK THAT'S GONNA BE A PROBLEM.

AND THEN WE CHECK, WE SELECTED THE MORTAR COLOR, THE CAST STONE COLOR TOILET PARTITIONS.

I KNOW THAT'S REALLY AN EXCITING THING.

THEY HAD TO CLARIFY WHERE THE WATER LINES, THE DOMESTIC WATER LINES, THE FIRE WATER LINES, AND, UM, AND THE, THE, AND THE DRAINAGE LINES WERE GONNA GO.

SO THEY TRY, THEY WERE RESOLVING THAT TO MAKE SURE THERE WAS NO CONFLICT, AND THAT THERE WATER LINES WEREN'T GOING UNDER, YOU KNOW, UNDER A SUBSTANTIAL PART OF THE BUILDING.

UM, THEY CONTINUED TO WORK ON THE PLUMBING AND ELECTRICAL ROUGH INS.

AND YOU CAN SEE THAT IN THIS, THIS, UH, SLAB PREP PRIOR TO POURING THE CONCRETE, UM, THEY INSTALLED, THEY DID THE TERMITE TREATMENT.

THEY INSTALLED THE VAPOR BARRIER.

AND FINALLY ON FEBRUARY 9TH, VOILA, WE HAVE A SLAB.

SO THEY POURED THE SLAB EARLY IN THE MORNING.

I WILL SAY THAT I DID NOT GET UP AT TWO 30 IN THE MORNING OR TWO O'CLOCK IN THE MORNING TO BE THERE.

AND, UM, I'M OKAY WITH THAT 'CAUSE THE PICTURES ARE LOVELY.

UM, WE HAVE TWO PENDING CHANGE ORDERS.

BOTH OF THEM INCLUDE THE REMOVAL OF EXCESS CONCRETE, AND ONE INCLUDES A CHANGE ORDER FOR THE BUILDING.

WHEN WE VALUE ENGINEERED THE BUILDING OUT, WE LOWERED THE HEIGHT SEVERAL FEET.

UH, RESU REDUCE THE CEILING HEIGHT, OKAY, BUT WE HAVE TO RAISE THE CEILING BY ABOUT A FOOT OR SO BECAUSE WE NEEDED, WE HAD THIS BIG ROLLING DOOR, 12 FOOT DOOR THAT CAN ACCOMMODATE AND WE CAN HOUSE A BOX TRUCK IN THAT WORK ROOM.

AND IN ORDER

TO DO THAT, WE HAD TWO OPTIONS.

WE COULD EITHER CUT THE BUILDING BACK OR WE COULD RAISE THE HEIGHT OF THE, THE BUILDING BY A SMALLER AMOUNT, BY A SMALL AMOUNT, NOT THE SAME AMOUNT AS WE REDUCED IT.

AND IN ORDER TO PRESERVE FUNCTIONALITY, BECAUSE IT'S EASIER TO BUILD THAT NOW THAN TO TRY AND ADD ANOTHER 160, 200 SQUARE FEET LATER.

UH, AFTER THE BUILDING IS CONSTRUCTED, WE CHOSE TO, TO RAISE THE SEAL, RAISE THE CEILING A LITTLE BIT, AND THE COST ESTIMATE ISN'T IN COMPLETELY, BUT, BUT THE ROUGH ESTIMATE IS AROUND FIVE OR $6,000.

UM, ANOTHER CHANGE ORDER INCLUDES UPSIZING, THE TWO HVAC UNITS.

SO ONE OF THE THINGS WE DID WAS VE OUT ONE OF THE HVAC UNITS.

INITIALLY WE HAD THREE HVAC UNITS.

WE REDUCED THE SIZE OF THE BUILDING, SO WE ONLY NEEDED TWO.

BUT INSTEAD OF THE THREE, THE THREE HVAC UNITS HAD WERE 40 TONS EACH.

THE TWO THAT WERE LEFT WERE 40 TONS.

THEY NEEDED TO BE UPSIZED TO 50 TONS, JUST TO, TO PROVIDE ENOUGH CAPACITY.

UM, SOME OF THESE CHANGES WILL RESULT IN ANOTHER TIME EXTENSION, ALTHOUGH WE DON'T HAVE A FINAL, FINAL AMOUNT OF DAYS THAT THAT'S GONNA BE EXTENDED BY.

UH, ALSO THIS PAST MONDAY, THE CONTRACTOR REPAIRED THE RESTROOM STALLS IN THE WOMEN'S RESTROOMS. THESE ARE THE ONES THAT BECAME CLOUDED WITH DIRT AND ROCKS, UH, WHEN THE WATER LINE WAS BROKEN.

AND THEY ALSO REPLACED FILTERS IN THE WATER FOUNTAINS.

UM, THE CRACK HVAC UNITS ARE NOW SCHEDULED TO SHIP MAY 29TH, SO THAT'S A LITTLE BIT EARLIER.

AND THEN WE REVIEWED AND MADE COLOR SELECTIONS.

THE METAL PANELS FOR THE COLOR BUILDING, THE TRIM, THE ROOF COLOR, THE SOFFITS, UH, INTERIOR DOOR FINISHES, TILE FINISHES ON EXTERIOR DOOR FRAMES, FINISHES FOR THE LOUVERS, LAMINATE FINISHES FOR THE CABINETS, AND FINISHES FOR THE SOLID SURFACE AND INTERIOR PAINT, COLORS AND LOCATIONS.

SO AGAIN, SAME REASON.

WE'VE GOTTA GET ALL THIS TAKEN CARE OF SO THEY CAN COMPLETE THE SUBMITTALS.

SO WHERE YOU SEE WHAT LOOKS LIKE TABLES, THOSE ARE GONNA BE COMPUTER TABLES, THESE, THIS LONG RANGE OF TABLES.

THEN WE HAVE SOME STUDY TABLES.

WE HAVE SOME SHELVING IN HERE, AND SOME SERVICE DESKS.

SO WE'LL HAVE SOME COMPUTERS, WE'LL HAVE SOME COLLECTION.

WHAT YOU SEE IN, UM, IN THIS LOWER CORNER HERE, THOSE ARE COMPACT SHELVES.

SOME OF THOSE COMPACT SHELVES ARE COMING FROM SCOTLAND DEAL.

SOME WILL BE COMING FROM CARVER.

ULTIMATELY, AS WE TALKED ABOUT IN THE PAST, WE'RE GONNA TAKE ALL THE COMPACT SHELVING THAT WE HAVE AT THE VARIOUS BRANCHES AND RELOCATE IT INTO THIS ARCHIVE SO WE CAN MAXIMIZE OUR STORING STORAGE CAPACITY.

BUT FOR NOW, WHILE SCOTLANDVILLE IS GONNA BE REMODELED, WE'RE GONNA BE LIVING HERE.

UNFORTUNATELY, WE CAN'T HAVE MEETING ROOMS, BUT THIS IS THE SAME KIND OF THING WE DID WITH RIVER CENTER.

WE RENTED SOME, A SPACE THAT WAS A LITTLE BIT LARGER THAN THIS.

WE DIDN'T HAVE MEETING ROOMS, BUT WE HAD COMPUTERS AND COLLECTION AND, AND RESTROOMS AND, AND THOSE KINDS OF THINGS.

SO WE'RE GONNA HAVE THE SAME KIND OF THING HERE.

AND THEN ULTIMATELY OUR GOAL IS TO USE THIS AS OUR STORAGE FACILITY.

BUT WE'RE ALSO GONNA BE DOING, WE'LL BE STORING BOOKS WHEN WE REMODEL BAKER, AND THEN CENTRAL, AND THEN ZACHARY.

SO THAT'LL PROVIDE US SOME, SOME CAPACITY FOR, FOR THAT AND MAKE IT A LITTLE BIT EASIER.
