SO THIS IS, UM, REGARDING 35 75 VICTORIA DRIVE, WHICH OPERATED AS A TRAILER PARK FOR OUR MOBILE HOME PARK, EXCUSE ME, FOR 20 YEARS.

AND, UM, THERE ARE SEVERAL COMPANIES THAT ARE IN PLAY WITH THIS PROPERTY.

UM, LEGACY HOLDINGS IS THE OWNER LEGACY ENDEAVORS, WHO I'M REPRESENTING IS THE CURRENT PROPERTY MANAGER.

AND THEN DELUCA PROPERTIES IS THE COMPANY THAT WOULD BE TAKING OVER A LEASE ON THE PROPERTY AND BRINGING IT BACK UP TO SPEED AS A MOBILE HOME PARK.

UM, WE HAVE, SO THE CURRENT OWNER LEGACY HOLDINGS HAS OWNED THIS PROPERTY FOR 12 THE PAST 12 YEARS.

UM, ON THE NEXT PAGE, YOU CAN SEE THE CURRENT CONDITION OF THE PARK.

UM, WE HAVE BEEN MAINTAINING THE PARK, CUTTING THE GRASS.

THERE'S A FENCE.

THERE'S A LOT OF DUMPING THAT OCCURS ON THE STREET.

AND SO THIS IS SOMETHING THAT WE'RE FIGHTING BECAUSE IT IS VACANT LAND.

UM, THE FENCE IS OFTEN BROKEN AND CUT.

HOMELESS PEOPLE ARE GETTING IN.

WE'RE HAVING TO CLEAR THAT OUT.

IT'S JUST NOT A VERY GOOD SITUATION DESPITE OUR BEST EFFORTS.

UM, A LITTLE BIT OF HISTORY ON THE PROPERTY.

UM, IT WAS A MOBILE HOME PARK IN 2016.

IT WAS COMPLETELY FLOODED WHEN THE FLOOD CAME THROUGH.

THERE WAS ALSO A BRICK AND MORTAR HOUSE AT THE FRONT OF THE PROPERTY THAT WAS A RENTAL HOUSE AS WELL.

AFTER THE FLOOD, EVERYTHING, ALL THE MOBILE HOMES WERE REMOVED IN AN EFFORT TO CLEAN UP THE PROPERTY.

UM, WE HAVE TRIED TO MAINTAIN IT AS BEST AS POSSIBLE.

AS I'VE DESCRIBED, THE HOME THAT

IT WAS UP AT THE FRONT WAS ALSO FLOODED AND IT BECAME A STASH HOUSE.

SO THEN WE WERE APPROACHED BY HILLER MOORE AND WE WORKED WITH HIS OFFICE TO DEMOLISH THE HOME TO PREVENT THOSE ACTIVITIES FROM BEING IN THAT NEIGHBORHOOD.

UM, THERE WE HAVE SPENT COUNTLESS AMOUNTS OF MONEY CLEARING OFF HOMELESS WASTE, RE FENCING, CUTTING, REMOVING TRASH.

AND SO WHAT WE WOULD LIKE TO DO IS BRING IT BACK TO ITS FULL SITUATION AS IT WAS BEFORE, AS A MOBILE HOME PARK.

THE REASON THAT IT'S TAKEN US SO LONG IS BECAUSE LEGACY ENDEAVORS IS A PROPERTY MANAGEMENT COMPANY.

WE HAD AN ENORMOUS AMOUNT OF PROPERTIES THAT WE MANAGE AND RUN THAT FLOODED, AND SO THEN WE STARTED WORKING ON THE INDIVIDUAL HOMES.

THEN COVID HIT AND YOU COULD NOT PURCHASE MOBILE HOMES ANYWHERE.

AND SO NOW WE'VE GOT ACCESS TO MOBILE HOMES AND WE'VE GOT THE MONEY TO MAKE IT NICE AGAIN.

SO WHAT'S GOING TO HAPPEN IS DELUCA PROPERTIES WILL COME IN, THEY WILL HANDLE RUNNING IN THE MOBILE HOMES, LEASING THEM, MAINTAINING THE PROPERTY.

UM, THE LEASES WILL BE FOR A MINIMUM OF ONE YEAR.

THE MOBILE HOMES WILL BE FULLY FURNISHED, THE PERIMETER WILL BE FENCED AND, UM, THE MOBILE HOMES WILL BE IMMOBILIZED ON THE PROPERTY.

SO AS YOU'RE FLIPPING THROUGH, I APOLOGIZE THAT NOT EVERYONE HAS THIS TO BE ABLE TO SEE, BUT THERE'S, UM, A RENDERING OF WHAT THE MAP WOULD LOOK LIKE.

UM, WE HAVE SOME COMPUTER GENERATED IMAGES OF THE PARK AND IT ALLOWS YOU TO SEE THE FURNISHINGS.

IT ALLOWS YOU TO SEE THAT THERE'S GONNA BE A PARK ON THE PROPERTY.

THERE WILL BE A MAILBOX KIOSK, A DESIGNATED DUMPSTER AREA, AND THEN THERE'S ALSO AN ABUNDANCE OF GREEN SPACE AS WELL.

UM, WE HAVE RUN ONE AD AND THAT QUICKLY PRODUCED OVER 50 APPLICANTS FOR THIS LOCATION.

SO THERE IS DEFINITELY A NEED FOR HOUSING IN THIS PART OF TOWN, AND THIS WOULD GET NOT ONLY THE PROPERTY BACKUP AND SERVICE, BUT ALSO PROVIDE MUCH NEEDED HOUSING FOR THOSE FAMILIES.

UM, DELUCA PROPERTIES WOULD, WHO WOULD BE LEASING THEM ALREADY HAS A, UH, RELATIONSHIP WITH VOLUNTEERS OF AMERICA AND THEIR HOUSING PROGRAMS, THE LOUISIANA HOUSING COMMISSION AND SECTION EIGHT.

UM, YOU'LL ALSO SEE THAT THERE'S A MANAGEMENT PLAN THAT THEY OFFER.

THEY HAVE AN APP TO MAINTAIN, TO HANDLE MAINTENANCE REQUESTS, AND SO IT'S SOMETHING THAT WOULD BE MAINTAINED AND KEPT UP IN A VERY CLEAN AND PROFESSIONAL MANNER.

UM, THE COMMUNITY, OUR SURROUNDING IS IN SUPPORT OF THIS PROJECT.

UM, IT WILL OFFER INCREASED TRAFFIC FOR THE BUSINESSES THAT ARE ACROSS THE STREET, AND IT WOULD ALSO HELP INCREASE THE PROPERTY VALUES FOR THE PEOPLE THAT LIVE IN THE BRICK AND MORTAR NEIGHBORHOOD THAT'S RIGHT NEXT DOOR BECAUSE YOU NO LONGER HAVE THAT, UM, THE ISSUES THAT ARE CURRENTLY HAPPENING ON THAT PROPERTY.

UM, THE NEXT SLIDE YOU ALSO SEE THAT WE'VE GOT SEVERAL SIGNATURES FROM NEIGHBORS THAT ARE IN SUPPORT.

UM, JIM RAFAE FROM HIGH NEIGHBOR WHO OWNS ALL OF THAT COMMERCIAL PROPERTY ACROSS THE STREET IS ALSO IN SUPPORT OF US BRINGING THIS BACK.

UM, AND THEN YOU ALSO SEE A LETTER FROM ONE OF THE NEIGHBORS WHO ACTUALLY DROVE.

SO WE'VE ACTUALLY DONE THIS PROJECT IN ASCENSION PARISH, UM, ALREADY IT'S UP AND RUNNING FULLY.

AND SO ONE OF THE NEIGHBORS ACTUALLY DROVE OUT TO THE MOBILE HOUND PARK IN PRAIRIEVILLE AND LOOKED AROUND AND SAW THAT WHAT I AM EXPLAINING HERE TODAY ACTUALLY HAS OCCURRED THERE.

AND SO SHE WROTE A VERY BEAUTIFUL LETTER OF SUPPORT AND THIS IS A PERSON WHO IS VERY MUCH DEDICATED TO TRYING TO MAINTAIN HER NEIGHBORHOOD.

UM, I HAVE GOT RECEIVED MANY CALLS FROM HER OVER THE YEARS FOR PROBLEMS THAT SHE'S NOTICED ON THE PROPERTY.

AND SO WE CERTAINLY APPRECIATE THE SUPPORT OF THE NEIGHBORHOOD AS WELL.

UM, THERE WAS ACTUALLY A PERMIT THAT WAS, UH, ISSUED FOR THIS, AND THEN IT WAS REALIZED THAT ACTUALLY THE PROPERTY IS CURRENTLY ZONED AS AC OR EXCUSE ME, A TWO C TWO.

AND THE PROBLEM IS THAT A, THOSE ZONING DESIGNATIONS DO NOT EXIST ANYMORE, OR AT LEAST ONE OF THEM DOESN'T.

SO THAT'S PART OF THE ISSUE.

SO WHAT WE'RE ASKING FOR IS TO HAVE THIS REZONED AS HEAVY COMMERCIAL, WHICH WOULD ALLOW A MOBILE HOME PARK TO BE PLACED THERE.

UM, FURTHER INTO THE PRESENTATION, YOU CAN ALSO SEE THERE THAT BASED ON AN APPRAISAL OF THE LAND CURRENTLY OR THE, WHAT THE LAND WOULD BE, IF IT DOES NOT HAVE A MOBILE HOME PARK, WHICH

WOULD BE $120,000 VERSUS IF THERE IS A MOBILE HOME PARK THAT IS FULLY OPERATIONAL, IT WOULD BE VALUED AT 2,800,000.

IT'S A HUGE AMOUNT DIFFERENCE IN THE VALUE.

SO CURRENTLY PRIOR TO, WELL, PRIOR TO 2016, THE MOBILE HOME PARK WAS VALUED AT $450,000.

THE CURRENT PROPERTY VALUE IS 350,000 WITH THE MOBILE HOME PARK, FULLY OPERATIONAL, 2.8 MILLION, AND IF IT IS NOT REZONED, IT WOULD BE VALUED AT 120,000.

SO TAKING ALL OF THAT INTO ACCOUNT, THE LEVEL OF, UH, AIM IMPROVEMENT THAT WOULD GO ONTO THE PROPERTY WOULD ALSO MEAN INCREASE IN VALUES IN THE SURROUNDING AREAS AND ALSO MORE TRAFFIC FOR THE BUSINESSES IN THE SURROUNDING AREAS.

UM, THIS AREA WHEN WE CHOSE A PLACE FOR THE SCHOOL, HAD A SPECIAL PLACE IN MY HEART.

I REMEMBER RIDING BIKES DOWN TO ANDREW'S OL DRUGS IN WESTMORELAND.

UM, SPENDING TIME PRACTICING ON THE STEPS ABOUT RIDGE HIGH TO GO TO SCHOOL THERE.

AS PER THE AREA, AREA CHARACTERISTICS THAT THE PLANNING REPORT HAS.

IT IS MULTIFAMILY, IT IS OFFICES.

IT DOES HAVE A LARGE MEDICAL FACILITY IN IT, AND AS THE REPORT SAYS, IT HAS AN EDUCATIONAL FACILITY, THE REPORT SHOWS A RESTAURANT WITH ALCOHOL AS BEING COMPATIBLE.

IT SERVES 75 FAMILIES TRAVELING TWICE A DAY TO AND FROM OUR SCHOOL.

89% OF THOSE FAMILIES TRAVEL VIA SOUTH FOSTER PASSING, 45 10 NORTH BOULEVARD ON EACH AND EVERY TRIP.

I WELCOME A NEW RESTAURANT IN OUR NEIGHBORHOOD.

I UNDERSTAND THEIR FOOD IS VERY GOOD, BUT I HAVE A REAL PROBLEM WITH THE ALCOHOL.

ALCOHOL CONSUMED IN SUCH CLOSE PROXIMITY TO CHILDREN PROPOSES A THREAT TO OUR FAMILIES AND TO THE SAFETY OF THESE CHILDREN.

AS WE ALL KNOW, ALCOHOL CONSUMPTION CORRELATES WITH A HIGH NUMBER OF AUTO ACCIDENTS.

IT IS OFTEN INVOLVED IN POOR DECISIONS MADE UNDER THE INFLUENCE OF ALCOHOL.

THESE DECISIONS SOMETIMES LEAD, LEAD TO VIOLENCE AS IT HAS IN OUR CITY.

WE LIVE IN VERY TRYING DIFFICULT TIMES.

WE LIVE IN A DANGEROUS TIME.

THE SAFETY OF CHILDREN SHOULD BE PARAMOUNT TO EACH AND EVERY ONE OF US IN THIS ROOM.

I BELIEVE THAT THE TOTAL SQUARE FOOT OF THE OFFICE BUILDING IS 3,400 SQUARE FEET.

UM, BY ADDING THESE TWO BUILDINGS, WE'RE BASICALLY RELOCATING PEOPLE ONTO CAMPUS JUST TO ANOTHER PART OF THE CAMPUS.

IT MAY BE A PROBLEM WITH DRAINAGE, BUT I WAS RELIEVED TO HEAR THEY'RE PUTTING IN A POND IN THE FRONT.

IN 2012, IT WAS SUGGESTED TO US THERE WOULD BE NO FLOODING WHEN ONE BUILDING WENT IN BECAUSE THE WATER OFFLOAD TO STARRING.

SINCE THEN, I WILL TELL YOU EVERY HEAVY RAIN, OUR BACKYARD FLOODED.

UM, BUT I DO UNDERSTAND THAT THIS NEW RETENTION POND MAY ADDRESS THAT.

I ALSO HAD CONCERNS ABOUT THE TWO AIR CONDITIONING UNITS THAT WERE GOING TO BE AT THE BACK BY MY FENCE, BUT I HAVE BEEN ASSURED THAT THOSE ARE GOING TO BE RESIDENTIAL UNITS.

THE LARGE COMMERCIAL ONE WILL BE OFF TO THE SIDE, ALONG THE PROPERTY LINE THAT ISN'T DEVELOPED AT ALL.

SO THAT MORE OR LESS ELIMINATES THAT CONCERN AS WELL.

I REALLY JUST WANTED TO CONFIRM TO YOU THAT WE FEEL THE CHURCH NOW HAS REACHED OUT TO US AND SUGGEST TO YOU THOUGH YOU DON'T CONTROL THIS, THAT PART OF THIS PROCESS MAY BE TRYING TO EXPAND TIME AND MAKE SURE THAT NEIGHBORING SUBDIVISION HOMEOWNER ASSOCIATIONS GET THE INFORMATION ARE REACHED OUT TO BY THE DEVELOPER OR THE CONTRACTOR SO THAT THEY CAN WORK THESE THINGS OUT BEFORE WE COME TO YOU.

IT WAS BROUGHT TO OUR ATTENTION WORKING WITH THE BUILDING OFFICIAL THAT THERE'S A DISCREPANCY BETWEEN MANUFACTURED HOME PARKS AND RV PARKS, SPECIFICALLY RELATED TO THE MINIMUM ACREAGE BEING REQUIRED FOR MOBILE HOME PARKS OF THREE ACRES.

A MINIMAL FRONTAGE REQUIREMENT OF 200 FEET.

WE'RE PROPOSING TO STUDY THIS SECTION AND BRING TO YOU A PO POTENTIAL AMENDMENT.

UH, THAT WOULD BE ON YOUR AGENDA POTENTIALLY NEXT MONTH TO LOWER THE ACREAGE REQUIREMENT FROM THREE ACRES TO TWO ACRES AND THE MINIMUM FRONTAGE REQUIREMENT FROM 200 TO 100 TO BE CONSISTENT WITH RV PARKS.
