UM, THIS IS US FROM THE MAYOR'S OFFICE, KEEPING YOU UPDATED ON THE METRO COUNCIL APPROVED CONTRACT BETWEEN THE MAYOR'S OFFICE AND GRACE ABERT ON THE 90 DAY PROGRAM PROPOSAL.
AND THIS WILL GIVE YOU AN UPDATE ON THE CURRENT PROGRAM AND CAPACITY INFORMATION FOR OUR JAIL, OUR JUVENILE DETENTION, AND OUR JUVENILE COURT FACILITIES.
GRACE ABER IS GATHERING THAT INFORMATION NOW, ALSO PROVIDING THE INPUT OF THIS TASK FORCE.
AND JUST SO EVERYONE KNOWS, SINCE THE LAST MEETING, UH, WE MET THE MAYOR'S OFFICE AND GRACE ABERT WITH CHAIRMAN HURST AND ALSO WITH JUDGE GROVER TO TAKE IN THE INPUT THAT THEY WANTED TO PROVIDE TO US.

AND WITH THAT GRANT, UH, IT WAS ABOUT A $24.5 MILLION, UH, GRANT AWARD.
ABOUT A LITTLE OVER 15 MILLION OF THAT ACTUALLY WAS SET ASIDE FOR THE REDEVELOPMENT OF, UH, THE NAOMI JACKSON PUBLIC HOUSING REDEVELOPMENT, UH, WHICH WE ENDED UP RELOCATING AND, AND, AND REDEVELOPING ON THE CITY OWNED PROPERTY, UH, JUST OUTSIDE OF DOWNTOWN.
UH, WE WERE ABLE TO TAKE THAT GRANT AND ALSO LEVERAGE OVER A HUNDRED MILLION DOLLARS WORTH OF ADDITIONAL FUNDING, UH, WHICH INCLUDED CONSTRUCTION FINANCING, PERMANENT FINANCING, THE HOUSE OF, UH, THE USE OF, UH, OF HOUSING TAX, CREDIT EQUITY, UH, AND COMMUNITY DISASTER BLOCK GRANTS AND OTHER CITY AND, AND LOCAL, UH, HOME FUNDING SOURCES AS WELL TO, TO REDEVELOP, UH, OVER 300 UNITS OF REPLACEMENT HOUSING, UH, IN THAT COMMUNITY.

SO THIS IS ANOTHER EXAMPLE OF A PUBLIC PRIVATE PARTNERSHIP THAT WE, UH, OR WE'RE CURRENTLY WORKING WITH, WITH THE, UH, NEW ORLEANS HOUSING AUTHORITY.
UH, THE HOUSING AUTHORITY OWNED A, UH, JUST JUST UNDER TWO ACRE PIECE OF PROPERTY IN THE HISTORIC BYWATER NEIGHBORHOOD OF NEW ORLEANS.
UM, IT HAD BEEN SITTING THERE AS A, AS A VACANT LOT FOR A NUMBER OF YEARS.
UH, WE WERE BROUGHT IN TO, TO REDEVELOP, UH, THE, THE FORMER PUBLIC HOUSING THAT WAS AT THAT SITE, UH, INTO, UH, TO AFFORDABLE HOUSING.
UM, SO WE'VE WORKED DIRECTLY WITH THE, THE CITY, UH, AND, AND LOCAL GOVERNMENTS AND LOCAL, UM, STAKEHOLDERS TO COME UP WITH A DESIGN THAT WAS ACCEPTABLE TO THE NEIGHBORHOOD, BUT STILL FULFILLED THE MISSION OF PROVIDING, UH, THE AFFORDABLE HOUSING FOR, FOR THE HOUSING AUTHORITIES, RESIDENTS.
UH, WE PARTICIPATED IN NUMEROUS NEIGHBORHOOD PARTICIPATION, UH, MEETINGS OR TOWN HALLS.

SO WE ARE SEEING SMALLER UNIT SIZES, OBVIOUSLY.
UH, AN OVERARCHING COMMENT, WHICH YOU'LL HEAR ME SAY AGAIN, PROBABLY IS THE OPERATIONAL ASPECT OF THIS AND THE STAFFING LIFT THAT IS NEEDED TO, YOU KNOW, OPERATE A FACILITY 24 7 LIKE THIS.
BUT GOING TO SMALLER UNITS IS SOMETHING THAT WE ARE SEEING BECAUSE IT DOES CREATE BETTER OUTCOMES.
IT'S MORE MANAGEABLE, BUT IT DOES HAVE A STAFFING IMPACT.
THE, SO THE KEY IS MAKING THAT FLEXIBLE AND MAKING IT, UM, HANDLE, YOU KNOW, SOME CHANGE THERE.

UM, AGAIN, FLEXIBILITY IS, IS CRITICAL.
AND THE CHALLENGE AS ARCHITECTS, UH, WHICH I'M, I'M SURE JERRY WOULD AGREE, IS HOW DO YOU CREATE FLEXIBILITY IN SUCH A SECURE ENVIRONMENT WHEN IT'S HARDENED? INCORPORATING COLOR, UM, TREATMENT SPACES ON THE HOUSING UNIT IS SOMETHING WE'RE SEEING MORE OFTEN, AND A LOT OF THAT IS DUE TO, UH, THE, THE, UH, WORKING THROUGH OPERATIONS AND INMATE MOVEMENT WITHIN THE FACILITY INSTEAD OF CENTRALIZED PROGRAMMING.
BEING IN ONE SPOT OF FACILITY WHERE YOU'RE HAVING TO MOVE INMATES CONSTANTLY ALL THE TIME.
IT'S, IT MIGHT BE MORE OPERATIONALLY EFFICIENT TO KEEP IT ON UNIT.
UH, BUT AGAIN, THAT'S PART OF THE PROCESS OF FIGURING THAT OUT AT THE BEGINNING.
UM, WE DO SEE SOME DAY ROOM AMENITIES, UH, YOU KNOW, DISCUSSED, UH, OR, OR INCORPORATED EARLY ON TO INCREASE SOCIALIZATION.
BUT AGAIN, THAT DEPENDENT ON THE UNIT TYPE AND THE, AND THE POPULATION TYPE THAT YOU'RE DEALING WITH.

IT ALL HAS AN IMPACT ON OPERATION.
THE CIRCULATION IS A BIG PART OF THAT FROM EARLY IN THE PLANNING PROCESS.
UM, WE TOOK, UH, A QUEUE FROM OUR HEALTHCARE, UH, COLLEAGUES OF CREATING OFFSTAGE ZONES WHERE, FOR EXAMPLE, IF YOU HAD A SERIES OF MENTAL HEALTH UNITS OR STEP DOWN UNITS OR A CLINIC AND INFIRMARY, UM, WHAT IF THOSE UNITS WERE SURROUNDED BY THE STAFF AREA SO THAT NURSES, CLINICIANS CAN BOUNCE BETWEEN UNITS EFFICIENTLY? UM, AND THAT'S WHAT WE CALL AN OFF STAGE ZONE WHERE NO FOLKS IN CUSTODY ARE ALLOWED IN AN AREA, IT'S STAFF ONLY, BUT THEY CAN EASILY ACCESS ALL FOUR OR FIVE AREAS THAT ARE AROUND THAT.
IT'S ALMOST LIKE A, THE HEART OF THAT PARTICULAR AREA OF THE FACILITY.
UM, AND I'LL TOUCH ON SOME OF THESE IN A FEW SLIDES.
I'M GONNA TRY TO GO THROUGH THESE QUICKLY.
SOME OF THE DESIGN PRINCIPLES, UH, THAT WE IN OUR VISIONING SESSIONS ARE DISCUSSING A LOT WITH OUR CLIENTS ARE, ARE HOW WE'RE INCORPORATING EVIDENCE-BASED DESIGN, BIOPHILIC DESIGN, TRAUMA, RESPONSIVE DESIGN, AND RESTORATIVE JUSTICE, UH, ASPECTS OF THE JOB EVIDENCE-BASED DESIGN.

SO, YOU KNOW, THOSE ARE THINGS THAT ARE TYPICALLY BROUGHT UP AND, AND THINGS THAT WE'RE INCORPORATING MORE AND MORE ON OUR FACILITIES.
AND TRAUMA RESPONSIVE DESIGN IS JUST RECOGNIZING, UH, THAT THE BUILT ENVIRONMENT CAN HAVE A NEGATIVE OR POSITIVE IMPACT DEPENDING ON, ON, ON THE INDIVIDUAL, THE OCCUPANT, UM, IN, IN THESE FACILITIES.
SO A LOT OF ATTENTION AND CARE SHOULD BE PLACED ON THE DESIGN, UM, BECAUSE AGAIN, THIS FACILITY WILL BE HERE FOR DECADES AND DECADES, SO WE WANNA MAKE SURE IT'S BEST THAT IT CAN BE, UH, FOR THE INDIVIDUALS.
AND THEN RESTORATIVE JUSTICE IS, IS A, UH, A PRINCIPLE THAT REALLY REQUIRES A LOT OF DISCUSSION WITH, WITH YOU ALL AND THE PROGRAMS THAT YOU'RE OFFERING IN REGARD TO THIS AND HOW WE CAN CREATE SPACES TO, UH, HELP FACILITATE THAT WITHIN YOUR FACILITY.

AND, AND SO WE, YOU KNOW, MAKING SURE THAT WE HAVE THE APPROPRIATE SPACES FOR THE STAFF TO DO THEIR JOBS EFFECTIVELY IS SOMETHING THAT IS REALLY CRITICAL FOR THE OUTCOMES.
AND WE, ON A FACILITY LIKE YOURS, WHERE, AND AN ENDEAVOR LIKE YOU'RE LOOKING AT, WHICH IS A HUGE PROJECT.
UM, FOR, FOR BOTH AN ADULT FACILITY AND YOUTH.
AND, AND THE COURTS INVOLVED AS WELL.

I'VE ALSO DESIGNED OR CURRENTLY DESIGNING A STUDY FOR A WOMEN'S FACILITY, UH, IN MASSACHUSETTS WHERE I DID INTERVIEW, UH, 15 WOMEN THAT WERE INCARCERATED, UNDERSTAND, UH, KIND OF WHERE, WHERE THEY WERE AT IN THAT, IN THAT FACILITY WITH THEIR SENTENCES.
AND THEN WHAT ARE SOME THINGS THAT ARE MISSING CURRENTLY THAT I NEED TO CONSIDER AND, AND WHAT THE DOC NEEDED TO CONSIDER IN THIS NEW DESIGN.
SO IT IS POSSIBLE TO ENGAGE THOSE FOLKS.
UM, OBVIOUSLY YOU, THE ARCHITECT WOULD HAVE TO WORK CLOSELY WITH, UM, YOU KNOW, THE FOLKS THAT OPERATE THESE FACILITIES TO MAKE THAT HAPPEN.

UM, THAT, UM, BUILDS CONSENSUS, IT BUILDS TEAMWORK, AND THEN YOU'RE ALL UNIFIED HEADING FORWARD ON, ON THIS BIG PROJECT AHEAD OF YOU.

SO ONE OF THE MAIN COMPONENTS OF A YOUTH FACILITY IS GETTING THEM OUTDOOR, UM, SPACE AND SPACE TO, TO, TO WORK THEIR MUSCLES AND BURN THEIR ENERGY OFF AT A GYM OR OUTSIDE IN THE PLAY FIELD.
AND WITH THIS BEING IN A RESIDENTIAL AREA, WE BROUGHT THOSE INTO SECURE COURTYARDS.
SO WE BROUGHT THAT INTERNALIZED, MADE THEM COURTYARDS, LIKE THE IMAGE ON THE BOTTOM, THAT'S ACTUALLY THE GYM ON THE LEFT SIDE OF THAT IMAGE.

SO THE BOTTOM LEFT IMAGE IS THEIR, ONE OF THEIR SLEEPING ROOMS. YOU CAN SEE A DAY ROOM ON THE TOP LEFT, AND THEN AGAIN, ONE OF THE TYPICAL CLASSROOMS ON THE BOTTOM RIGHT, TRY TO MAKE IT AS NORMATIVE AS POSSIBLE, UM, AND FLEXIBLE AT THE SAME TIME.

TO GET THE YOUTH IN FRONT OF THE JUDGE.NOW, ONCE THAT YOUTH HAS BEEN DETERMINED OR RECEIVED A COURT ORDER BY THE JUDGE, THEY ARE NO LONGER HALLS AT A JUVENILE DETENTION CENTER BECAUSE THAT IS NOT THE DESIGN PURPOSE.
THE LONG TERM HOUSING FOR ANY JUVENILE THAT IS ADJUDICATED, DELINQUENT OR TERM FINNS FAMILY AND NEEDS OF SERVICES WILL BE HOUSED BY THE STATE OF LOUISIANA SPECIFICALLY TO OFFICE OF JUVENILE JUSTICE.
I WANTED TO SPEAK ON THIS BECAUSE I THINK ALL TOO OFTEN WE DON'T UNDERSTAND THE PURPOSE OF A JUVENILE DETENTION CENTER.
IT'S A SHORT TERM STAY FACILITY THAT TURNED INTO A LONGER STAY FACILITY.
ONCE WE BEGAN TO RECEIVE A POPULATION BETWEEN THE AGES OF 17 TO 20, AS MOST OF YOU GUYS ARE AWARE, ON APRIL 19TH, THEY REVERSED RAISED THE AGE LAW.
IT MEANT THAT ANY 17-YEAR-OLD COMMITTING A NEW CRIME WOULD NO LONGER BE COMING TO THE JUVENILE DETENTION CENTER, BUT HOUSED AT EAST BATON ROUGE PARISH PRISON.
THE QUESTION REMAINS, DOES JUVENILE DETENTION CENTER STILL HOUSE THE POPULATION 17 TO 20? THE ANSWER TO THAT IS SIMPLE.
IT DEPENDS ON THE CIRCUMSTANCE.
WE ARE GUIDED BY A PRINCIPLE CALLED THE CHILDREN'S CODE OF CONDUCT, WHICH IS ALSO THE LAW.
AND SO THOSE YOUTH THAT WERE PREVIOUSLY IN OUR SYSTEM THAT ARE GOVERNED BY THE CHILDREN'S CODE, IF THEY COMMITTED A CRIME WHEN THEY WERE 15 OR 16, AND THEY ARE REMANDED, WHICH MEANS THEY COME BACK INTO THE SYSTEM, THEIR SENTENCE WOULD NOT NECESSARILY BE PARISH PRISON.
BUT THE OFFICE OF JUVENILE JUSTICE, JUVENILE JUSTICE IS THEN CHARGED WITH THE DECISION TO DETERMINE SECURE OR NON-SECURE PLACEMENT.
SO MANY OF THE, UH, INSTITUTIONS THAT WE'RE SEEING IS NOT AN ACCURATE DEPICTION OF A SHORT TERM FACILITY.
WE WE'RE GETTING THEM IN, YOU GUYS WE'RE GETTING THEM BEFORE THE JUDGE, HOPEFULLY FOR REENTRY INTO SOCIETY IN A RELATIVELY SMALL PERIOD OF TIME.
THOSE THAT ARE ADJUDICATED WILL GO THROUGH THE OFFICE OF JUVENILE JUSTICE.
THE JUVENILE DETENTION CENTER IS ON A LOCAL CITY LEVEL, LICENSED THROUGH THE STATE, BUT UNDER THE OFFICE OF MERE PRESIDENT, THE OFFICE OF JUVENILE JUSTICE IS THE STATE FACILITY THAT IS CHARGED WITH HOUSING ANY LOCAL PARISHES, YOUTH.
AND SO I JUST WANTED TO CLEAR THAT UP AS WE TALK ABOUT THE DIFFERENT QUADRANTS.
I THINK THAT THAT MAKES SENSE WHEN IT COMES TO THE OFFICE OF JUVENILE JUSTICE, BECAUSE THOSE YOUTH ARE ADJUDICATED, THAT MEANS THAT THEY WILL BE SPENDING A GREAT DEAL OF TIME THERE.
AND SO THE PROGRAMMING AND EVERYTHING IS A BIT MORE CRITICAL BECAUSE THEIR STAY IS WAY LONGER.
I JUST, I FIND MYSELF, I'M, I MEAN, I'VE JUST COME BACK.
UM, I'VE, I'VE WORKED IN INSTITUTIONS ALL MY LIFE FOR THOSE OF Y'ALL WHO DON'T KNOW, AND I'VE BEEN BACK, UH, SINCE, UH, FEBRUARY 1ST HERE.
UM, AND I, I CAN'T TELL YOU HOW MUCH TIME I SPEND, UM, WITH HEALTHCARE PROFESSIONALS, UH, MENTAL AND MEDICAL WITH, UH, HOSPITALS, WITH, UH, DEPARTMENT OF CORRECTIONS, BEGGING THEM TO TAKE INMATES WHO, UM, ARE WAITING TO GET INTO THE STATE'S, UH, MENTAL HEALTH INSTITUTIONS AND ALSO JUST THEY'RE NOT, UM, ABLE TO BE KEPT AND MAINTAINED AT THE PARISH PRISON.
WE ALSO PARTNER WITH SOME, UM, ONLINE CHARTER SCHOOLS THAT ARE CONNECTED TO BATON ROUGE, SO THAT AT ANY POINT IN TIME IF A JUDGE RELEASES YOU, YOU CAN TAKE YOUR TABLET FROM PARISH PRISON NOW AND GO TO THAT SCHOOL ACROSS FROM BATON ROUGE COMMUNITY COLLEGE.
AND THEY'RE REALLY EXCITED ABOUT IT.
I CAN'T TELL YOU, THE JAIL IS SUPPOSED TO BE CRISIS INTERVENTION CENTER.
IT'S SUPPOSED TO REPLACE THE THINGS THAT ARE MISSING FROM OUR COMMUNITY.
AND IN TWO MINUTES, MR. DARRYL GLASPER LISTENED TO ME WHINE AND COMPLAIN, AND HAS COME UP WITH THIS SOLUTION THAT DOESN'T PUSH ANYBODY OUT.

IT PREVENTS MURDER, PREVENTS PEOPLE FROM GOING TO GO.
IT LOWERS THE POPULATION OF OUR STATE INSTITUTIONS AND WE GET THE 17 YEAR OLDS AND, YOU KNOW, WE WANT TO HOUSE THEM HERE.
