LOCATIONAL STANDARDS FOR PARKING AREAS AMENDING THE MINIMUM BUILDING SETBACK FOR FRONT LOADED GARAGES OR CARPORTS FROM 25 FEET TO 20 FEET.

THE PLANNING COMMISSION STAFF CERTIFIES THAT THE PROPOSED UDC AMENDMENT IS CONSISTENT WITH THE COMPREHENSIVE PLAN.

THIS AMENDMENT REDUCES THE 25 FOOT FRONT LOADED GARAGE SETBACK TO 20 FEET.

MY MOTHER, HER MOTHER, MY GRANDMOTHER'S MOTHER, I MEAN, AND ON AND ON.

I HAVE LITERALLY BEEN THERE 37 YEARS.

AND SO THE MAJORITY OF THE PEOPLE THAT I GREW UP KNOWING ARE OLDER NOW, AND MOST OF THEM HAVE PASSED AWAY.

THERE WAS A MAN BY THE NAME OF MR. SHERMAN AND HE OWNED MOST OF THE PROPERTY ON THOSE TWO STREETS AND HE HAS ALSO PASSED AWAY.

UM, AND I SAID THAT TO SAY WITH EVERYBODY GETTING OLDER, THE NEIGHBORHOOD HAS GONE DOWN FROM WHAT I KNOW OF IT AS A KID CURRENTLY, I LIVE NEXT DOOR TO MY MOM WHO WAS HERE, WHO'S ALSO GETTING OLDER.

AND SO I WENT AWAY TO WORK AND I CAME BACK BECAUSE MY MOM IS GETTING OLDER AND NOW I HAVE A SON, BUT THE HOUSE I LIVE IN WAS MY GRANDMOTHER'S WHO DIED TWO YEARS AGO WHO WAS 93.

SO IT'S OLD.

I SIMPLY WANNA BUILD A HOUSE NEXT DOOR TO MY MOM, BUT IT'S ON THE BACK STREET.

SO IT'S A SINGLE FAMILY HOME.

I BOUGHT THE LOT ALMOST A YEAR AGO, AND THE LOT HAD ALMOST $10,000 WORTH OF LIENS ON IT BECAUSE I DIDN'T REALLY KNOW WHAT I WAS DOING.

BUT IN LEARNING NOW I KNOW BETTER ALENE WAS PUT ON IT BECAUSE I CALLED BLIGHTED PROPERTY ABOUT FIVE YEARS AGO BECAUSE IT WAS A HOUSE THAT LITERALLY HAD HALFWAY FALLEN DOWN.

AND AT ANY RANDOM DAY YOU HAVE POSSUMS AND RACCOONS RUNNING, YOU KNOW, RIGHT WHERE I WALK OUTSIDE THAT NIGHT.

THAT'S SCARY, ESPECIALLY FOR A LADY.

AND SO WHAT YOU HAVE IS ONE PERSON THAT JUST SO HAPPENS TO BE A BIT YOUNGER WHO'S TRYING TO DO A NEIGHBORHOOD CLEANUP BY MYSELF.

WE HAVE COME TOGETHER.

THERE WERE, UM, A D IT IS A DEVELOPMENT THAT WAS BUILT, EXCUSE ME, I'VE BEEN UNDER THE WEATHER MAYBE FOUR YEARS AGO.

AND TO ME, INITIALLY I DIDN'T WANT IT BECAUSE I FELT LIKE THE FIRST DEVELOPMENT BROUGHT PRETTY BAD PEOPLE AND I DIDN'T WANT MY SON GOING OUTSIDE WITH PRETTY BAD PEOPLE.

BUT WE TEAMED WITH THE PEOPLE THAT BUILT THE HOMES TO PUT GOOD PEOPLE IN THE HOMES.

AND NOW IT'S REALLY A GOOD THING BECAUSE IT WAS THE START OF CLEANING UP MY NEIGHBORHOOD.

AND SO SOME PEOPLE MOVE AWAY WHEN THEY GET OLDER, AND THAT'S OKAY, AND I DID TOO, BUT I WANNA MOVE BACK TO BE NEXT TO MY MOM WHERE I'VE BEEN LIVING MY WHOLE LIFE.

AND ULTIMATELY, I DON'T THINK IT'S ANYTHING WRONG WITH CLEANING THE NEIGHBORHOOD UP, ESPECIALLY ON MY OWN DOLLARS.

I'M NOT GETTING CITY FUNDING MONEY.

I'M JUST A GIRL WITH A DREAM AND I'M, I WANNA BUILD A SINGLE FAMILY HOME AND HOPEFULLY MYSELF AND MY SON AND, YOU KNOW, MY FAMILY CAN MOVE IN IT.

SO THERE'S NOTHING MORE, NOTHING LESS THAN THAT.

I JUST WANNA BUILD A HOME WHERE IT'S LITERALLY NOTHING BUT HOMES.

IT'S NOW ZONED LIGHT INDUSTRIAL, BUT THE WHOLE NEIGHBORHOOD IS NOTHING BUT HOMES.

SO I AM BASICALLY PAYING TO REZONE TO BUILD A HOME WHERE THERE WAS A HOME.

SO I DON'T KNOW, I DON'T KNOW, YOU KNOW, WHERE THAT REALLY STANDS, BUT THAT'S WHERE I STAND WITH IT.

AND SO HOPEFULLY IT GETS APPROVED, BUT I CAN PROMISE YOU IT IS, UM, ONLY TO IMPROVE THE AREA AND I WANNA DO MORE THAN THAT IN THE FUTURE.

SO I PLAN TO BE BACK HERE TO BUILD MORE HOMES AND HOPEFULLY CLEAN THE NEIGHBORHOOD UP MORE.

RIGHT NOW, TODAY, I JUST PAID $700 TO GET A SKID STEER FIXED TO MOVE DEBRIS BECAUSE IF YOU CALL THE CITY, YOU HAVE A LIEN ON THAT PROPERTY, WHICH IS UNDERSTANDABLE BECAUSE THE CONTRACT HAS TO BE PAID.

MY CONCERN IS A FIRING RANGE WOULD BRING, UM, LOTS OF LEAD AND STUFF THAT COULD POSSIBLY CONTAMINATE OUR WA, OUR WATER LIVESTOCK, THOSE TYPES OF THINGS LATER ON.

AND ALSO THERE'S A PIPELINE THAT RUNS THROUGH MY PROPERTY AND THE DISTURBANCE OF THE TANNERITE THAT HE EXPLODES ALL THE TIME I BEAR COULD BE A PROBLEM WITH THE PIPELINE.

THERE WAS AN EXPLOSION ON THE PIPELINE IN 2012 AND I COULDN'T FIND THE REASON FOR THAT, UM, EXPLOSION, BUT IT, IT REALLY BOTHERS ME WHEN I'M OUTSIDE AND I DON'T KNOW, HE'S BACK THERE.

IT'S VERY STARTLING TO HEAR AN EXPLOSION ALL OF A SUDDEN WHEN YOU HAVEN'T HEARD ANY GUNSHOTS OR ANYTHING ALL THAT TIME.
