[00:05:01]
HAVE BEEN APPROVED.SO WE WILL MOVE ON TO ITEM NUMBER SEVEN.
CUP 3 24 ANDERSON SHOOTING RANGE CUP 3 24 ANDERSON SHOOTING RANGE PROPERTY IS LOCATED ON THE NORTH SIDE OF RIVER ROAD, WEST OF BENHUR ROAD COUNCIL.
THE APPLICANT IS PATRICK ANDERSON.
THE APPLICANT IS PROPOSING AN OUTDOOR SHOOTING RANGE, WHICH INCLUDES THREE BUILDINGS TOTALING 8,000 SQUARE FEET.
FUTURE VR LAND USE DESIGNATION IS AGRICULTURAL RURAL CUP 3 24 ANDERSON SHOOTING RANGE.
STAFF CERTIFIES THE PROPOSED REQUEST MEETS THE MINIMUM CRITERIA FOR A CONDITIONAL USE PLAN BEING CONSISTENT WITH THE COMPREHENSIVE PLAN, COMPATIBLE WITH SURROUNDING USES AND CONFORMING TO UDC REQUIREMENTS COMMISSION MEMBERS.
AT THIS TIME, I'LL OPEN THE PUBLIC HEARING AND INVITE THE APPLICANT TO SPEAK FOR A PERIOD NOT TO EXCEED 15 MINUTES.
CAN YOU MAKE SURE YOUR MIC'S ON, UH, LOOK AT THE BASE AND MAKE SURE THAT LITTLE LIGHT'S ON.
UH, I'M NOT SURE WHAT I'M SUPPOSED TO SPEAK OR TELL YOU ABOUT THE RANGE, JUST, JUST IN GENERAL.
BUT LET, LET ME ADDRESS THIS ONE THING.
UH, THIS ISN'T MY FIRST SHOOTING RANGE I'VE EVER BUILT.
I BUILT, UH, HUNTERS RUN SHOOTING RANGE IN PORT ALLEN 1985.
IT'S A COMPLETE, UH, S***T TRAP, RIFLE, PISTOL RANGE, AND IT IS EXTREMELY ALL OF IT'S OUTDOORS.
I I CORRECT THE WAY THIS THING IS WORDED.
UH, MY RANGE IS ACTUALLY INDOOR.
THE ONLY PART THAT'S OUTDOOR IS SHOTGUN, WHICH AS WE ALL KNOW, SHOTGUN ONLY GOES ABOUT 75 TO 85 YARDS.
ARCHERY RANGE IS OUTDOOR, WHICH AGAIN, SHOOTING AN ARROW, THE BOW IS, IT DOESN'T GO THAT FAR.
IT CAN IF YOU SHOOT IT STRAIGHT UP IN THE AIR, BUT THAT'S NOT WHAT WE'RE DOING.
UH, MY ENTIRE RANGE WILL BE, UH, THE RIFLE AND PISTOL RANGE WILL BE, UH, BUILT INSIDE OF ENCLOSEMENT THAT WILL BE COVERED WITH DIRT, UH, 20 FOOT BERMS COMPLETELY SURROUNDING THE, UH, THE, THE, THE, THE RANGES.
UH, WHAT ELSE CAN I SAY ABOUT THE, THE S***T? I MEAN THE, THE THE FIVE STAND AND THE SPORTING CLAY RANGES, WHICH IS SHOTGUN WILL ALL BE, UH, SHOOTING AWAY FROM THE ROAD.
IT'LL BE SHOOTING INTO THE WOODS INTO THE, UH, WOODED AREA.
UH, IT JUST EXTREMELY, I, I'VE LOOKED AT IT.
I'VE BEEN WORKING ON THIS THING FOR OVER A YEAR AND I'VE PRETTY MUCH TAKEN OUT ALL THE POSSIBILITIES OF, OF, OF ANY WAY, OF A BULLET TO GO ASTRAY FROM THE FACILITY.
IT'S IMPOSSIBLE FOR A BULLET OTHER THAN SOMEBODY JUST GETTING COMPLETELY STUPID AND WALKING OUTSIDE THE, THE, THE RANGE ITSELF AND SHOOTING.
NOW AGAIN, I WILL SAY THIS TOO.
THERE'S HUNTERS ALL AROUND ME SHOOTING HUNTING ON THE LEVEE ON THE OTHER SIDE OF THE LEVEE BEHIND ME, BESIDE ME DOWN THE ROAD FROM ME.
THEY'RE SHOOTING SHOTGUNS ALL AROUND ME.
MINE IS GONNA BE IN A CONFINED, UH, CONTROLLED ENVIRONMENT.
I KNOW THAT INSTRUCT, I DID ALL THIS IN 1985.
FROM 85 TILL ABOUT 95, I RAN THE HUNTER'S RUN GUN CLUB IN, UH, PORT ALLEN.
SO I'M VERY FAMILIAR WITH SHOOTING A SHOT COMPETITIVELY.
UH, THIS IS SOMETHING THAT'S REALLY NEEDED IN BATON ROUGE.
THERE'S NOWHERE TO DO HUNTER SAFETY COURSES IN A, UH, OTHER THAN THE WILDLIFE AND FISHERIES.
UM, IT'S, IT IS SOMETHING THAT PEOPLE NEED TO LEARN AT A YOUNG AGE AND NEED AT A MID, MID AGE ON HOW TO HANDLE A FIREARM.
AND, UH, WITH ALL THE CRAZINESS WE HAVE AND THESE DAYS WITH PEOPLE TALKING ABOUT FIREARMS AND EVERYTHING, IT'S GOOD TO HAVE A PLACE TO GO TO KNOW HOW TO DO IT PROPERLY.
SO, UH, I DON'T KNOW WHAT ELSE I CAN SAY ABOUT IT.
SO I REALLY HAVE NO NEIGHBORS OTHER THAN MY DAUGHTER.
AND, AND I, WE BOTH, WE LIVE ON, WE LIVE ON SITE.
MY DAUGHTER'S FULL-TIME ON SITE, AND SHE'S GONNA BE THE MANAGER ALONG WITH MYSELF AND MY SON-IN-LAW.
SO, WITH THAT SAID, I'M GONNA TURN IT OVER TO, UH, JUSTIN LEMOINE,
[00:10:01]
WHICH IS THE GUY THAT HELPED ME PUT ALL THE, ALL THE, UH, PAPERWORK TOGETHER TO SUBMIT IT TO Y'ALL.I DON'T HAVE A WHOLE LOT TO ADD IN.
UH, ADDITION TO WHAT PAT'S ALREADY SAID, WE DID WORK WITH THE PLANNING COMMISSION STAFF AND WITH THE, UH, SUBDIVISION ENGINEERING STAFF TO MAKE SURE THAT WE DID MEET ALL THE REQUIREMENTS.
WE WERE FAR ENOUGH AWAY FROM SCHOOLS, ANY PUBLIC FACILITIES, AND ANY RESIDENTIAL FACILITIES.
UM, AND SO, UH, I'M CONFIDENT THAT THESE PLANS MEET THE, UH, MEET ALL LOCAL APPLICABLE CODES AND STANDARDS.
AND, UM, I THINK WE'VE ADDRESSED PRETTY MUCH EVERYTHING IN THE COUPLE ROUNDS OF COMMENTS THAT WE'VE HAD.
WE HAVE SEVERAL SPEAKER CARDS THAT ARE IN OPPOSITION.
UH, THE FIRST IS FOR CHARLES HIGGINS.
YOU HAVE THE FLOOR FOR THREE MINUTES, SIR? YES, SIR.
I LIVE ON RIVER ROAD 1 0 7 1 1 RIVER ROAD, WHICH IS APPROXIMATELY THREE QUARTERS A MILE TOWARD LSU FROM ANDERSON'S PLACE.
WHERE ON HERE DOES IT SAY THAT IT'S GONNA BE INDOOR? BECAUSE THIS IS THE FIRST I'VE HEARD OF THIS.
YOU, THIS IS YOUR TIME TO SPEAK, SIR.
WELL, I'M JUST SAYING I, I DON'T SEE IT ANYWHERE ON HERE AS A, MY OTHER QUESTION IS WHAT ARE GONNA BE THE HOURS? ARE THEY GONNA ALLOW ALCOHOL? ARE THEY GOING TO BE SEVEN DAYS A WEEK? I DON'T WANT TO BE DOWN ON MY PROPERTY.
I MEAN, I'M NOT IN NO HARM OF GETTING HIT BY A BULLET, BUT I REALLY, YOU KNOW, I BOUGHT THE PLACE OUT THERE AND, UH, IT'S NOT, YOU KNOW, WE, WE, WE HAVE OUR SHARE OF INTERESTING THINGS THAT HAPPEN, ESPECIALLY WITH THE CASINO.
BUT I DON'T WANT TO BE SITTING ON MY DECK AND HAVING GUNS GOING OFF ALL DAY, ALL NIGHT, OR I DON'T KNOW WHAT THE, THE HOURS ARE.
THE OTHER THING IS, I KNOW THIS FOR A FACT THAT HE DOES NOT LIVE THERE.
HIS DAUGHTER LIVES THERE, BUT HE DOES NOT.
HE LIVES ON COTTONWOOD STREET.
AND, UH, SO I GUESS MY QUESTION IS, WHERE IS IT SAY THAT IT'S GOING TO BE THE RIFLES AND THE BULLETS.
I MEAN, THE PISTOLS ARE GONNA BE INDOOR.
AND THEN WHAT GUARANTEE DO WE GET THAT THAT'S GONNA BE HELD UP AFTER IF HE DOES GET APPROVED TO DO IT? I MEAN, IS THAT, I MEAN, SO WE DON'T ANSWER, I'VE NEVER DONE THIS, THIS, IT'S NOT A Q NO, NO, SIR.
I MEAN, THAT'S BASICALLY MY QUESTIONS IS HOURS, NOISE, POLLUTION, UH, ALCOHOL, UH, LET'S SEE.
THAT'S PRETTY MUCH WHAT I, YOU KNOW, THAT, THAT'S, THAT WOULD BE MY QUESTION.
'CAUSE I JUST DON'T WANT TO, YOU KNOW, AND AS FAR AS HUNTERS GO, THERE'S PROBABLY LESS THAN 10 OUT THERE BECAUSE MOST PEOPLE ARE ON A, THEY'RE ALL LARGE LANDOWNERS.
AND I KNOW FOR A FACT THAT THE PEOPLE THAT OWN THE LAND BETWEEN ME AND HIM, WHICH IS, UH, LEWIS LAMBERT, WHICH IS AROUND 600 AND SOMETHING ACRES, NO ONE'S ALLOWED TO HUNT ON THAT PROPERTY.
AND I DON'T HAVE ANYBODY HUNTING ON MY PROPERTY.
SO THEY'RE, I DO KNOW THAT THE JONES ESTATE, WHICH IS NEXT DOOR TO ME GOING TOWARD LSU, THE GRANDSON HUNTS ON THERE.
SO AS FAR AS HUNTERS BEING OVER THE PLACE, IF THEY'RE, IF THEY'RE ON THE BACKSIDE OF THE LEVY AND AROUND US, THEY'RE HUNTING ILLEGALLY.
OUR NEXT CARD IS FOR LIONEL WILLIAMS, JR.
YOU HAVE THE FLOOR FOR THREE MINUTES, SIR.
I'M ONE OF THE HUNTERS THAT OWNS PAT AND NEXT TO PAT ANDERSON.
BUT WE RIGHT NEXT DOOR TO HIM, SO WE HAD AN INCIDENT.
HE WAS TALKING ABOUT OUTDOOR SHOOTING RANGE FOR THE SHOTGUN.
HE, THEY WERE SHOOTING S***T BULLETS, HIT MY TRUCK, HIT ME INSTEAD OF BEING THE NEIGHBOR.
I CONFRONTED HIM ABOUT IT, TRIED TO TELL HIM TO STOP.
HE WAS TELLING ME, OH, IT'S LOW CAPS.
IF YOU SHOOTING THE AIR, YOU DON'T KNOW WHERE IT'S GOING.
AND THEN LIKE, I DROVE DOWN THE ROAD, THEY SEE, I KNOW THEY SAW MY TRUCK, BUT IT JUST, TO ME, THAT'S ONLY PROBLEM.
'CAUSE I GOT MY KIDS EVERY YEAR.
MY KIDS ASK ME, DAD, CAN I GO HUNTING? NO.
SO I FINALLY TOLD 'EM THIS YEAR IT'S UNSAFE.
'CAUSE THEY GOT PEOPLE AROUND THE SHOOTING DON'T KNOW THE SAFETY ABOUT GUNS OR NOTHING.
SO THAT'S THE ONLY THING I'M WORRIED ABOUT.
I, I'M, I, I DON'T WANT MY KIDS TO SAY, HEY, WHY YOU CAN'T LET ME GO? 'CAUSE SOMEBODY BEING CARE OF WHAT THEY SAYING THEY GONNA DO, AIN'T DOING IT.
SO THAT'S THE ONLY THING I'M WORRIED ABOUT.
AND OUR LAST CARD IS FOR LIONEL WILLIAMS, SR.
[00:15:02]
YOU HAVE THE FLOOR FOR THREE MINUTES, SIR.MY NAME IS LYELL WILLIAMS SENIOR, AND, UH, I'M THE OWNER OF THE LAND THAT'S NEXT DOOR TO JASON, TO PAT ANDERSON.
I CAN UNDERSTAND THE MEANS FOR HAVING SAFE SAFETY SHOOTING.
I, I, I DON'T HAVE A PROBLEM WITH THAT AND, AND I DON'T HAVE A PROBLEM WITH PAT ANDERSON.
I JUST, LIKE I TOLD HIM, I JUST WANT FOREMOST, I WANTED MY CHILDREN TO BE SAFE WHEN THEY OUT THERE AND ANY OTHER CHILDREN THAT'S OUT THERE TO BE SAFE.
AND THAT'S MY MOST CONCERN IS IF, AND LIKE I JUST FOUND OUT THAT INDOOR SHOOTING RANGE, I DON'T HAVE A PROBLEM WITH THAT.
YOU KNOW, BECAUSE WE DEFINITELY NEED THAT.
THE WAY THE WORLD IS GOING TODAY, YOU KNOW, WITH GUNS AND PEOPLE GETTING KILLED EVERY DAY.
MY MAIN CONCERN IS IF HE GOING TO DO WHAT HE SAY HE GOING TO DO AND STICK TO WHAT HE SAY HE GOING TO DO.
AT THIS TIME, I'LL INVITE THE APPLICANT BACK FOR A FIVE MINUTE REBUTTAL.
I'M GONNA CORRECT A FEW THINGS THAT WERE SAID.
UH, MR. HIGGINS, UH, MR. HIGGINS IS A DIRECT COMPETITOR OF MINE.
HE'S GOT A LANDFILL DOWN THE STREET FROM ME, WHICH I ALSO IN THE LANDFILL AS WELL, WHICH I REALLY DON'T KNOW WHY.
I'D HAVE A PROBLEM WITH ME SHUTTING MY LANDFILL DOWN AND BUILDING A GUN RANGE.
ALSO, I DO HAVE, UH, A RESIDENCE ON THE RIVER ROAD.
I STAY THERE ABOUT THREE NIGHTS A WEEK.
I'VE GOT A CABIN I BUILT THERE.
I STAY THERE THREE, SOMETIMES FOUR NIGHTS A WEEK WITH MY GRANDKIDS.
IF ANYBODY'S CONCERNED ABOUT KIDS, IT'S ME.
I'VE GOT TWO GRANDDAUGHTERS, EXCUSE ME, THREE GRANDDAUGHTERS AND A GRANDSON.
AND AS FAR AS MR. WILLIAMS SAYING THAT, UH, WE SHOT HIM WITH A SHOTGUN WHERE HE SHOT HIS TRUCK WITH A SHOTGUN.
THERE'S NO WAY WHERE HE PARKS HIS TRUCK THAT WE COULD HAVE HIT HIM WITH A, WITH A SHOTGUN.
HE PARKS WAY, WAY BACK ON THE BACK OF THE PROPERTY ACROSS ELBOW BAYOU, WHERE WE SHOOT IS WAY UP FRONT, WHICH IS HUNDREDS OF YARDS AWAY.
AND, UH, UH, I HAVE MORE CONCERN ABOUT THEM SHOOTING THEIR RIFLES TOWARDS US IN THE WOODS.
UH, MY PIECE OF PROPERTY, I OWN APPROXIMATELY, I DON'T KNOW, 150, 160 ACRES OUT THERE.
WE SHOOT NOTHING BUT BOW AND ARROW.
WE OCCASIONALLY WILL SHOOT A SHOTGUN AT S***T PRACTICING.
AND WE USED SHOOT WOOD DUCKS IN SOME WOOD DUCKS HOLES.
ALL THAT SAID AND DONE, UH, LEMME GO BACK TO THE ALCOHOL, UH, PART OF IT TOO.
I MEAN, I'M, I'M ALL ABOUT SAFETY.
THAT'S ALL I'VE EVER BEEN ABOUT.
I'VE NEVER HAD ANY ISSUES WITH, UH, A PROBLEM WITH SAFETY.
UH, UH, AS FAR AS HOURS, I'M BE OPEN FOUR DAYS A WEEK.
AS FAR AS ALCOHOL, NO ALCOHOL WILL BE ALLOWED ON THE RANGE AT ALL.
SO RIGHT NOW, UH, WOULD BE OPEN FROM NINE O'CLOCK TILL FIVE O'CLOCK OR SO, UH, BECAUSE IT GETS DARK AT 5, 5 30.
UH, WHEN IT'S SUMMERTIME, WE'LL PROBABLY BE OPEN A LITTLE BIT LATER, MAYBE FROM NINE TO SEVEN.
BUT WE'RE, UH, ONLY OPEN FOUR DAYS A WEEK.
SO IT'LL BE CLOSED THREE DAYS A WEEK.
UH, UH, WHERE MR. HIGGINS IS LOCATED AS WELL, HE'S PROBABLY THREE QUARTERS A MILE DOWN THE STREET FROM ME GOING WEST.
HE HAS NOTHING TO BE CONCERNED ABOUT AS FAR AS SAFETY.
AND AS FAR AS HIM SAYING ABOUT THE HUNTERS, YEAH, WE HAVE A LOT OF ILLEGAL HUNTERS OUT THERE.
I'VE HAD AT LEAST, UH, EIGHT TO 10 ARRESTED ON MY PROPERTY THAT COME IN FROM BEHIND ME.
SEE, I BACK UP TO LAURA LAKES.
SO I'VE ACTUALLY BACKED UP TO LSU AQUATIC CENTER AND THEN AQUATIC CENTER BACKS UP TO LAUREL LAKES AND TO RIVER BEND.
SO I GET A LOT OF YOUNG KIDS AND PEOPLE COME IN FROM RIVER BEND AND LAUREL LAKES AND THEY HUNT ON MY PROPERTY.
AND THEY ALSO HUNT ON MY LEVEE ON 62 ACRES ON THE OTHER SIDE OF THE LEVEE.
SO THEY HUNT OVER THERE, THEY FISH, THEY COME IN FROM THE RIVER.
WHEN THE RIVER GOES UP, GOES IN MY BAR PIT, AND THEY FISH.
I, IT DOESN'T REALLY BOTHER ME.
'CAUSE WHEN THEY'RE SHOOTING AND STUFF OVER THERE, I GO THERE AND, UH, AND ADDRESS 'EM AND SAY, LOOK, YOU'RE GONNA GET IN TROUBLE.
BECAUSE IF THE, IF THE, UH, LEVEE BOARD LEVEE POLICE COME, THEY'RE GONNA WRITE YOU A TICKET.
BUT OTHER THAN THAT, THERE SHOULD BE NO SAFETY CONCERNS.
UH, THIS THING HAS ALWAYS BEEN SUBMITTED AS AN INDOOR RIFLE, AN INDOOR PISTOL RANGE.
I DON'T HAVE, IT GOT LISTED AS JUST AN OUTDOOR, UH, SHOOTING RANGE, BUT IT'S ALWAYS BEEN LISTED AS AN INDOOR RIFLE, AN INDOOR PISTOL.
[00:20:01]
DESIRE TO BUILD SOMETHING OUTDOOR BECAUSE I DON'T WANT THAT.UH, YOU'LL BARELY BE ABLE TO HEAR IT.
MY, MY, MY ENCLOSURES WILL BE INSULATED.
THERE'LL BE BAFFLED TO WHERE A BULLET CAN'T EVEN, CANNOT RICOCHET.
THERE'LL BE NO GOING DOWN THE RANGE.
EVERYTHING WILL BE AUTOMATIC RETRIEVED.
THE TARGETS BE RETRIEVED AUTOMATICALLY.
SO THERE'S, THERE'S NO SOUND, THERE'S NO WAY A BULLET CAN ESCAPE.
AND SO THERE'S NO SAFETY CONCERNS.
THE FIVE STAND S***T RANGE WILL BE ON THE FAR EAST OF THE PROPERTY.
SO IT'S NOT EVEN NEAR, UH, THE LIONEL WILLIAMS TWO ACRES THAT THEY OWN.
TWO ACRES ON THE VERY BACK SIDE OF THE PROPERTY ON THE WEST OF ME.
UH, IT'S ALMOST, UH, TWO LOWER LAKES.
SO THEY'RE SO FAR AWAY FROM ME THAT
SO I, I, I ARREST MY CASE ON THE SAFETY SIDE.
I ARREST MY CASE ON THE PART ABOUT IT BEING OUTDOOR ONLY.
PART OUTDOOR IS THE ARCHERY AND THE SHOTGUN IN WHICH THEY DON'T TRAVEL THAT FAR.
UH, THE, UH, RIFLE, PISTOL ARE DEFINITELY INDOORS, AND THEY'RE GONNA BE, UH, COMPLETELY SOUND PROOFED AND MUFFLED AND HOURS AND, LIKE I SAY, FOUR DAYS A WEEK, MINIMAL HOURS.
JUST TO CLARIFY, THE CONTAINERS ARE SHOWN ON THE SITE PLAN AND ALSO ON THE ELEVATIONS PLAN, AND THEY, THEY ARE CALLED OUT AS THE INDOOR SHOOTING FACILITY.
AT THIS TIME, I'LL CLOSE THE PUBLIC HEARING COMMISSIONS BEFORE I INVITE QUESTIONS OR, OR, UH, COMMENTS.
I'LL ASK, UH, DIRECTOR HOLCOMB TO, UH, VERY BRIEFLY JUST KIND OF EXPLAIN WHY IT'S LISTED AS AN OUTDOOR SHOOTING RANGE.
CERTAINLY, AND AS THE APPLICANT, UH, CONFIRMED, THERE'S, THERE'S, UH, ALL, ALL THE SHOOTING IS DONE WITHIN THE ENCLOSED CONTAINERS, AND THAT'S SHOWN ON THE SITE PLAN ITSELF.
THAT'S SHOWN ON THE ELEVATIONS.
UH, THERE ARE OUTDOOR COMPONENTS TO THIS FACILITY.
THAT'S THE ONLY REASON IT'S LISTED AS IT IS.
UM, THERE WAS SOME CONCERNS THAT, UH, THE CITIZENS BROUGHT UP EARLIER.
THE, UH, WHAT'S BEFORE YOU TONIGHT IS A CONDITIONAL USE PERMIT.
THEY'RE NOT ASKING FOR A CHANGE OF ZONING.
THERE CANNOT BE ANY ON-PREMISE ALCOHOL SALES, UH, UNDER THIS.
THEY'RE NOT ASKING TO CHANGE THE ZONING TO ALLOW ALCOHOL SALES.
UH, WHAT YOU SEE IS WHAT YOU GET ON THE PLANS ITSELF.
ANY EXPANSION OF THAT OUTSIDE OF WHAT'S SHOWN ON THE PLANS, WOULD REQUIRE REVISIONS AND POTENTIALLY ADDITIONAL PUBLIC HEARINGS.
ON THAT, I, I CAN SPEAK AND I NEED TO ACKNOWLEDGE THAT COUNCILMAN GO DAY DID HAVE A COMMUNITY MEETING.
UH, I, I BELIEVE MULTIPLE COMMUNITY MEETINGS EARLY ON, UH, PRIMARILY WITH LAURA LAKES AND RIVER BEND.
UH, THEY CONTACTED OUR OFFICE WITH SOME INITIAL CONCERNS.
ONCE THEY GOT WORD OF THIS, BASED ON THE ORIENTATION AND THE SHOOTING BEING DOWN, DOWN RANGE FROM THEM, HE DID SET UP, UH, THE COUNCILMAN DID SET UP A MEETING.
THEY, IT'S MY UNDERSTANDING, THEY, THEY FIRED SOME GUNS.
UH, THEY COULD NOT HEAR THEM IN ANY ANY WAY.
AND THEIR CONCERNS WERE ALLEVIATED.
UM, THEY WITHDREW ANY CONCERNS THEY HAD, UH, VANCE AND I DID ATTEND THE, THE FIRST MEETING THAT TOOK PLACE.
AND IT'S MY UNDERSTANDING, THEY DID HAVE A FOLLOW-UP MEETING AFTER THAT.
DIRECTOR HOLCOMB, I BELIEVE VICE CHAIRMAN BROAD HAD SOME, UH, QUESTIONS OR COMMENTS.
CAN, CAN THE APPLICANT COME FORWARD FOR A SECOND? YES, SIR.
MY UNDERSTANDING IS WHAT YOU'RE GONNA BE DOING IS CONNECTING CONEX BOXES, CORRECT? THAT'S CORRECT.
ARE YOU BI OVER ALL OF IT OR JUST TO THE, TO THE, TO THE TOP BI UP 20 FEET.
AND SO THE CONEX BOX WILL ACTUALLY BE INSIDE, IT'LL BE, THE CONEX BOX WILL ACTUALLY BE LIKE A TUNNEL.
THAT'S WHAT I, I'LL HAVE, I'LL HAVE VENTILATION AND LIGHT, UH, RIGHT IN THEM INSIDE OF 'EM, BUT EACH, EACH ONE WILL BE, UH, I'VE GOT ENOUGH DEBRIS AND, AND DIRT AND ROCK SET, LIKE I SAID, ON THE LANDFILL.
I GOT PILES OF STUFF OUT THERE.
I'M GONNA COME IN ON BOTH SIDES WITH A DOZER AND COME IN AND JUST ALMOST, BASICALLY, SO YOU'RE GONNA, YOU'RE GONNA HAVE A COVERED SIDE AND TOP? YES, SIR.
UM, WELL, THE TOP WILL BE SOMEWHAT COVERED.
IT, IT'LL ALSO HAVE A, A PLACE WHERE I'LL HAVE SOME LIGHTS, YOU KNOW, VENTILATION.
UM, I, I'VE SHOT INDOOR, UH, RANGE.
I'VE SHOT INDOOR IN, IN THE MILITARY.
THEY HAVE OUTDOOR RANGES THAT ARE INDOOR.
AND THIS IS KIND OF WHAT I'M LOOKING AT HERE.
THE ENDS OF THE CONEX BOXES WILL BE OPEN.
SO, SO THE IMPACT WILL BE IN THE BERM, CORRECT? THE, ON THE LAST, ON THE END OF IT? YES, SIR.
HOW MANY, BUT IT, BUT IT WON'T BE EXPOSED? NO, I MEAN, IT'LL STILL BE COVERED.
HOW, HOW MANY, HOW MANY LANES ARE YOU GONNA PUT IN A, IN THE CONEX BOXES? IT'LL BE THREE LANES PER BOX.
AND HOW MANY, HOW MANY BOXES? FOUR LANE.
SO YOU'RE GONNA HAVE FOUR BOXES TIMES, WHATEVER THE LENGTH IS? YEAH, FOUR TIMES THREE BE 12 LANES.
YEAH, THEY HAVE, YOU'RE GONNA HAVE TWO LANES, I MEAN, TWO, UH, BOXES FOR
[00:25:01]
RIFLE AND TWO BOX FOR A PISTOL.SO YOU'RE TALKING ABOUT THE PISTOL RANGES TO SHOW.
AND THE PISTOL RANGE IS ONLY 40 FEET.
AND THE, AND THE RIFLE RANGE IS A HUNDRED METERS.
AND, UM, MY, MY BIGGEST CONCERN, I SAW YOU HAD THE BURNS ON THE SIDE.
MY BIGGEST CONCERN WAS THE TOP.
UM, YOU KNOW, WHEN, WHEN I USED TO GO SHOOT OUT AT, UH, WHEN I WAS A KID THREATEN A RIFLE AND PISTOL IN NEW ORLEANS, UM, THE BIGGEST THING YOU SAW WERE HOLES IN THE TOP BECAUSE SOMEBODY PICKED UP A, A WEAPON AND IT DISCHARGED UP.
I DON'T KNOW IF YOU HEARD WHAT I WAS TALKING, WHEN I SAY WHEN I'M, WHEN I, I, I'VE RESEARCHED THIS AND STUDIED IT.
NOW I'VE BEEN TO A NUMBER OF THESE FACILITIES THAT I'VE SEEN THAT HAVE BEEN BUILT.
I COULD HAVE, I COULD HAVE BOUGHT ONE PRE-MADE.
UH, IF YOU WANT TO GO SEE THAT KIND OF, SORT OF HOW I'M GONNA DO IT.
ALSO, JIM'S FIREARMS, HIS IS BUILT IN THE SAME FORM.
BUT THE WALLS HAVE BAFFLES ON THEM.
AND EVEN THE CEILING HAS BAFFLES.
YOU WILL BE BAFFLING THE WHOLE THING.
NOW, I DON'T WANT ANY POSSIBILITY OF ANYTHING GOING THROUGH THE TOP OR COMING BACK AT YOU.
IF YOU'RE, IF YOU'RE, I DIDN'T UNDERSTAND WHEN YOU SAID BAFFLE.
I THOUGHT YOU JUST MEANT SOUND, BUT YOU'RE ACTUALLY NO, I'M DOING SOUNDPROOFING AND BAFFLING FOR RICOCHET AND FOR, UH, ANY, NO.
AND WHEN YOU, WHEN TALK ABOUT THE TOP OF IT, IT WILL BE PROBABLY, WHEN I SAY, UH, LIGHTED, THEY'RE GONNA HAVE, YOU'VE BEEN ON A BOAT WHERE IT'S GOT THE, THE HATCH ON TOP OF IT.
WELL, THAT'S BASICALLY WHAT I HAVE FOR VENTILATION.
THEY'LL HAVE VENTILATION FANS IN THERE GOING ALL THE WAY DOWN THE AISLE JUST FOR VENTILATION.
WHERE YOU'RE SHOOTING IS GONNA BE, UH, CLIMATE CONTROL.
I MEAN, IT'LL HAVE AIR AND HEAT.
BUT GOING DOWN, HAVE VENTILATION.
SO YOU'RE TALKING ABOUT A SQUARE, MAYBE AS BIG AS THIS.
SO, BUT, UH, I'M, BUT MY, MY BIGGER CONCERN WAS YOU, YOU ARE GONNA HAVE SOME, SOME PROTECTION FROM, FROM RICOCHET AND FROM OH, TOTALLY.
THE PERSON WHO SHOWS UP WITH YEAH.
WHEN YOU, WHEN YOU LOOK AT IT, WHEN YOU LOOK AT IT ON THE, ON THE ROOF, RIGHT? THERE'S BAFFLES THAT GO LIKE THIS.
LIKE THIS, IT MAY GO LIKE THIS.
THAT'S, THAT'S ALL I NEEDED TO KNOW.
ANYBODY ELSE? ADDITIONAL QUESTIONS? ADDITIONAL QUESTIONS OR COMMENTS FROM THE COMMISSION? QUESTIONS, COMMENTS OR MOTIONS FROM THE COMMISSION? VICE CHAIRMAN GROUT.
THERE'S A MOTION ON THE FLOOR FROM VICE-CHAIRMAN GROUT TO APPROVE THIS ITEM.
I BELIEVE THAT MOTION RECEIVES A SECOND FROM COMMISSIONER BOYD.
ARE THERE ANY OBJECTIONS OR ANY NEED FOR FUTURE DISCUSSION? SEEING NONE, THAT ITEM IS APPROVED AT THIS TIME.
[DIRECTOR'S COMMENTS]
