Why Required: Additional costs associated with the redesign at Devil's Swamp Landfill is required to mitigate the risks due to variability of working in this contaminated site and to avoid the need for future change orders associated with increased unit quantities of unknown contaminated excavated material handling and disposal. Additional costs associated with increased quantities to cross the Dixie Pipeline is required due to utility permit stipulations that were not clear at time of bid. 3.
