Introduce for public hearing/meeting on August 9, 2017 Legislation Memo to Council with Back Up Documentation 12. 17-00989 A Resolution ordering and calling an election to be held in the Parish of East Baton Rouge, State of Louisiana, on November 18, 2017, (1) for the purpose of authorizing the rededication of a portion of the proceeds of the one-half of one percent (1/2%) sales and use tax authorized to be levied by the Parish of East Baton Rouge through December 31, 2030, remaining after satisfaction of all requirements in the General Sales Tax Bond Resolution dated February 8, 2006, including payment of bonds issued thereunder and satisfaction of coverage requirements thereunder, effective January 1, 2019, and thereafter, to be used entirely and exclusively to provide funds to repair and improve existing public roads and widen and improve existing public roads within the Parish of East Baton Rouge and the City of Baton Rouge and within the cities of Baker, Zachary and Central, on a priority basis as determined by the applicable governing authority, and (2) for the purpose of authorizing the levy and collection of a 5.0 mills ad valorem tax on the dollar of assessed valuation on all the property subject to taxation within the boundaries of the Parish of East Baton Rouge for a period of thirty years, commencing with the tax collection for the year 2018, and annually thereafter, to and including the year 2047, for the purpose of providing funds (after paying reasonable and necessary expenses of collecting and administering the tax) to be used entirely and exclusively for the purpose of (a) constructing new public roads, within the Parish of East Baton Rouge and the City of Baton Rouge as described in the BTR Plan dated September 13, 2017 and within the cities of Baker, Zachary and Central, on a priority basis determined by the applicable governing authority, (b) improving existing corridors with increased mobility including signal synchronization, sidewalks and cycling paths, (c) constructing community enhancement road projects, including road repairs, ditches or drainage, lights, curbs, landscaping and sidewalks within the Parish of East Baton Rouge and the City of Baton Rouge and within the cities of Baker, Zachary and Central, on a priority basis as determined by the applicable governing authority, and (d) improving the Advanced Traffic Management Center, and authorizing the Parish of East Baton Rouge, the City of Baker, the City of Zachary and the City of Central to fund the proceeds of the ad valorem tax into bonds; making application to the Louisiana State Bond Commission; and providing notice that a public hearing regarding the adoption of this Resolution by the Metropolitan Council shall be held on Wednesday, September 13, 2017, at 4:00 P.M. at the regular meeting place of the Metropolitan Council, 3rd Floor, City Hall, Room 348, 222 St. Louis Street, Baton Rouge, Louisiana.
