GOOD AFTERNOON AND WELCOME TO OUR VIRTUAL EDUCATION TOWN HALL.

THANK YOU FOR TAKING THE TIME TO DISCUSS THE STATE OF EDUCATION IN OUR COMMUNITY AS WE NAVIGATE THE CORONA VIRUS PANDEMIC AND AS WE PREPARE FOR THE FUTURE ARE KEEPING THE PROMISE.

A TOWN HALL ON EDUCATION PROGRAM WILL GRANT US THE OPPORTUNITY TO DISCUSS HOW OUR COMMUNITY CAN CONTINUE TO DELIVER QUALITY EDUCATION TO OUR STUDENTS IN THE MIDST OF THE CORONA VIRUS, PANDEMIC AND BEYOND.

IT'S CRITICAL FOR ALL OF US HERE TODAY TO LEAN INTO OUR POSITIONS AS LEADERS AND TO CONTINUE TO ADDRESS THE NEEDS OF OUR STUDENTS.

THIS WILL OF COURSE TAKE DETERMINATION AND INITIATIVE AND MOST IMPORTANTLY CONTINUED PARTNERSHIP.

AS MAYOR PRESIDENT, I RECOGNIZE THE IMPORTANCE AND THE URGENCY OF DELIVERING QUALITY EDUCATION TO OUR STUDENTS.

IT ALLOWS NOT ONLY PERSONAL ADVANCEMENT BUT ALSO THE ADVANCEMENT OF OUR ENTIRE CITY AND PARISH AND OF COURSE TODAY IS NATIONAL TEACHER'S DAY, SO IT IS VERY FITTING THAT WE ARE HAVING THIS VIRTUAL TOWN HALL ON TODAY.

FOR ME, TEACHERS INSPIRE US TO MAKE THE MOST OF OUR LIVES, TO STRIVE TOWARDS OUR GREATEST GOALS AND DREAMS. TEACHERS LIKE MRS. GILL CHRIS WHO WAS MY SIXTH GRADE TEACHER AND THIS IS DOJO, MY THIRD GRADE TEACHER AND MR. CARTER.

AND UH, IT WAS JUST SO MANY, MANY THAT CONTRIBUTED TO MOLDING AND SHAPING, UH, THE PERSON THAT I AM, UH, TODAY.

AND SO OUR TEACHERS ARE STILL DOING THAT.

THEY ARE STILL, UH, HELPING OUR STUDENTS ACHIEVE THEIR GREATEST GOALS AND DREAMS. AND I JUST WANT TO SAY THANK YOU TO THE TEACHERS OUT THERE.

DOCTOR YOU'VE BEEN HAS WORKED ON IMMIGRANT INTEGRATION, ADULT EDUCATION AND CAREER AND TECHNICAL EDUCATION POLICY AND BOTH THE PUBLIC AND PRIVATE SECTOR FROM 2009 TO 2017 DR YOU'VE BEEN SERVED IN PRESIDENT OBAMA'S ADMINISTRATION AS THE EDUCATION ASSISTANT SECRETARY AND AS THE VICE PRESIDENT OF THE NATIONAL EXPERT GROUP ON VOCATIONAL EDUCATION AND TRAINING AND ADULT LEARNING.

NOW I WOULD LIKE TO HAND IT OVER TO DR YUBAN.

MMM, WELL MADAM MAYOR, I WANT TO THANK YOU FOR YOUR LEADERSHIP AND FOR INVITING ALL OF OUR INSTITUTIONAL LEADERS AND OUR COMMUNITY MEMBERS AT LARGE TO THIS IMPORTANT TOWN HALL.

THANK YOU ALSO FOR INVITING ME AND FOR PROVIDING ME WITH AN OPPORTUNITY TO SHARE SOME OF THE LESSONS WE ARE LEARNING FROM OUR WORK WITH LOCAL LEADERS IN EDUCATION.

AND WORKFORCE DEVELOPMENT ACROSS THE COUNTRY.

LONGTIME COLLEAGUES AND FRIENDS, PHIL SMITH AND JOHN DANIELS FOR THEIR PARTNERSHIP, WHICH STARTED MANY YEARS AGO WHEN KIM HUNTER REED, WHOM YOU ALL KNOW.

WHEN I FIRST VISITED WITH OPPORTUNITY YOU WOULD HEAR IN THE PARISH AND WHERE WE HELD A COMMUNITY LEADERSHIP MEETING WITH LOCAL LEADERS, INCLUDING MANY OF YOU WHEN I WAS THE ASSISTANT SECRETARY FOR EDUCATION UNDER THE OBAMA ADMINISTRATION.

NOW THESE ARE VERY UNCERTAIN TIMES GLOBALLY, DOMESTICALLY AND LOCALLY AND WHAT STARTED OUT AS A SINGLE INSTANCE OF THE CORONA VIRUS IN ONE REGION IN CHINA HAS NOW EVOLVED INTO A GLOBAL PANDEMIC AND CRISIS AFFECTING EVERYONE.

THE CORVETTE 19 PANDEMIC IS A GLOBAL ISSUE THAT WE DID NOT EXPECT OR ANTICIPATE.

THE VIRUS CAN AFFECT ANYONE AND CAN MAKE EVERYONE WHO HAS EXPOSED POTENTIALLY VERY, WE WERE NOT FULLY PREPARED FOR THIS OUTBREAK AND HAD NO REAL PLAN IN PLACE AS A COUNTRY, NOR DID WE HAVE EXCESS SUPPLIES AND ADEQUATE HOSPITAL CAPACITY.

WE COULD ENGAGE WELL.

WE WORK HARD NOW EVERY DAY AROUND THE CLOCK ON FINDING A THERAPEUTIC TO TREAT THOSE AFFECTED AND INOCULATIONS OR VACCINES TO PREVENT IT.

WE ARE LEARNING MANY LESSONS IN THE MEANTIME AS WE ARE LEARNING.

COVERT 19 HAS BECOME DISRUPTIVE TO MANY OF OUR SYSTEMS INCLUDING EDUCATION IN SO MANY WAYS AND SADLY IT IS AFFECTING OUR MOST VULNERABLE POPULATIONS AND COMMUNITIES.

DISPROPORTIONALLY MORE OR LESS LOW INCOME INDIVIDUALS AND PERSONS OF COLOR ARE AFFECTED.

YOU ARE TESTED TOO MANY LACK ACCESS TO INTENSIVE CARE.

MANY HAVE LOST THEIR JOBS AND OTHERS AS YOU WELL KNOW, TAKE HUGE RISKS BY GOING TO WORK AND WORKING BECAUSE THEY DO NOT HAVE THE RESOURCES TO SELF QUARANTINE OR STAY HOME.

THEY HAVE TO WORK AND PROVIDE FOR THEMSELVES AND THEIR FAMILIES.

THEY NEED TO USE PUBLIC TRANSPORTATION AND INTERACT WITH OTHERS AT WORK.

SOMETIMES AMPLIFYING THEIR EXPOSURE RISK.

JERMAINE WILLIAMS EXAMINING THE CONDITIONS IN THE U S IS FIRST EPICENTER.

NEW YORK CITY PUT IT, NOT ONLY ARE A FRONTLINE WORKERS, THE MAJORITY OF WHOM ARE PEOPLE OF MORE COLOR AT HIGHER RISK OF BEING EXPOSED TO COLVIN 19, BUT THE VIRUS ITSELF IS EXPOSING MANY DEEP AND LONGSTANDING INEQUITIES IN OUR SYSTEM THAT MARGINALIZED AND THEREFORE JEOPARDIZED BLACK AND BROWN COMMUNITIES AS IT MAY HAVE MENTIONED.

UM, I LEAD THE, UM, INSTITUTE FOR EDUCATIONAL LEADERSHIP IN WASHINGTON DC AND WE ARE A NATIONAL INTERMEDIARY ORGANIZATION THAT WORKS WITH LOCAL LEADERS AND EDUCATION AND WORKFORCE DEVELOPMENT TO CREATE MORE FAVORABLE CONDITIONS FOR CHILDREN, YOUTH, ADULTS, AND WORKING FAMILIES TO SUCCEED.

WE HAVE ACTIVE WORKING RELATIONSHIPS AND, UM, 435 COMMUNITIES ACROSS THE UNITED STATES.

AND WE FOCUS IN ON THE 100 COMMUNITIES WHERE OPPORTUNITIES AND RESOURCES ARE STRUCTURALLY ABSENT OR CONSTRAINED.

AND WHAT WE TRY TO DO WITH IN THAT WORK IS WORK WITH LOCAL LEADERS TO DEEPEN OUR COLLECTIVE IMPACT.

THESE COMMUNITIES, AS YOU WELL KNOW, FACE SIGNIFICANT INEQUITIES, ALL OF WHICH HAVE BEEN EXACERBATED BY THE CORVETTE 19 PANDEMIC.

AND I'VE HAD A DISPROPORTIONATE NEGATIVE IMPACT ON LOW INCOME FAMILIES, COMMUNITIES OF COLOR AND INDIVIDUALS WITH DISABILITIES.

SO THERE IS A GREAT NEED TO ADDRESS THESE ISSUES NOW AND OVER THE LAST SIX WEEKS MY TEAM MEMBERS AND I, WE HAVE HELD TOWN HALLS AND CONVERSATIONS WITHIN OUR NETWORKS INVOLVING ABOUT 7,000 LEADERS, UM, FROM ACROSS THE COUNTRY IN EDUCATION AND WORKFORCE DEVELOPMENT WHO HAVE ACTIVELY PARTICIPATED IN ACTION ORIENTED DIALOGUES.

AND THESE ARE THE ISSUES THAT WE'VE HEARD ABOUT, UM, MANY OF WHICH WILL RESONATE WITH YOU IN THE BATON ROUGE CONTEXT TO SHARE WITH YOU.

UM, AS YOU, AS YOU WELL KNOW, ACROSS THE BOARD, UM, THERE ARE INDIVIDUAL AND COMMUNITY CONCERNS ABOUT IN-PERSON PARTICIPATION AND WORK, TRAVEL CONFERENCES, PROFESSIONAL DEVELOPMENT FOR TEACHERS.

EVERYTHING THAT IS IN PERSON NOW IS SEEN AS A LUXURY AND SOMETIMES PRESENTING REPRESENTING THE RISK, BUT PERHAPS MORE FUNDAMENTALLY WHAT WE SEE ACROSS THE COUNTRY IS SIGNIFICANT FOOD SHORTAGES AND INSECURITIES.

PEOPLE AREN'T HUNGRY AND THEY LIKE ACCESS TO FOOD IN SOME COMMUNITIES BASED ON OUR DIALOGUES.

THIS ISSUE AFFECTS MORE THAN ONE THIRD OF A COMMUNITY'S POPULATION

AND THERE IS A CONTINUED NEED TO TRIAGED BASIC NEEDS AND WORRY ABOUT SOME ARE BASIC FOOD SERVICE DISTRIBUTION, OTHER BASIC NEEDS.

AS YOU, I'M SURE YOU'RE AWARE, DEAL WITH ISSUES OF ACCESS TO HYGIENE AND TOILETRY, BUT WHEN WE ASKED THE MANY LEADERS ACROSS THE COUNTRY HOW THEY WERE DOING WITH THIS, THEY ACTUALLY HAD PARTNERSHIPS IN PLACE THAT ALLOWED HIM TO ADDRESS THESE ISSUES OF FOOD SHORTAGE AND FOOD SECURITY WITH THE ASSETS THAT THEY HAD IN THEIR COMMUNITY.

WELL THEY WERE STRUGGLING MORE WITH HOWEVER RELATES TO TECHNOLOGY, PARTICULARLY HIGH SPEED INTERNET ACCESS AND EQUIPMENT AND WHAT WE ARE NOW SEEING ACROSS THE COUNTRY IS AN EXACERBATION OF THE DIGITAL DIVIDE THAT ALREADY EXISTED BECAUSE THERE IS LACK OF ADEQUATE INFRASTRUCTURE IN MANY COMMUNITIES.

THERE IS NO HIGH SPEED WIFI AVAILABLE IN EACH AND EVERY NEIGHBORHOOD AND WE'VE ALSO SEEN AS OUR SCHOOL SYSTEMS AND EDUCATION INSTITUTIONS TRANSITION TO ONLINE DELIVERY AND VIRTUAL LEARNING THAT THERE IS A NEW EMERGENCE OF PRIVACY AND SECURITY ISSUES.

THERE'S TROLLING, ZOOM BOMBING, SECURITY BREACHES AND MANY OF OUR INSTITUTIONS ARE TRYING TO FIGURE IT OUT HOW TO BEST FACILITATE THAT TRANSITION FROM IN-PERSON TO REMOTE LEARNING.

ANOTHER THING WE'RE HEARING, AND THIS IS ALL OVER THE NEWS OF COURSE IS UNEMPLOYMENT RECORD NUMBERS OF PEOPLE ARE BEING LAID OFF OR FURLOUGHED AND IT'S NOT CLEAR WHEN OR IF THOSE INDIVIDUALS WILL BE ABLE TO RETURN BACK TO WORK.

MANY OF THESE INDIVIDUALS ARE THE PARENTS OF OUR CHILDREN IN OUR PUBLIC SCHOOLS OR THE ADULT LEARNERS AT OUR COLLEGES ACROSS THE UNITED STATES.

ACCESS TO HEALTH CARE AND MENTAL HEALTH SERVICES IS ANOTHER THEME THAT WE'VE HEARD ABOUT FOR INSTANCE, UM, BECAUSE MANY OF OUR SCHOOLS FOR VERY GOOD REASONS, UM, DECIDED TO CLOSE DOWN OR PARTIALLY CLOSED DOWN.

WHAT HAS HAPPENED IS THAT MANY OF THE SCHOOL BASED HEALTH CENTERS, FOR EXAMPLE, IN COMMUNITIES WHERE THERE ARE COMMUNITIES, SCHOOLS ARE CLOSED AND THEY ARE SO FOR THE FORESEEABLE FUTURE, MEANING THAT CHILDREN AND YOUTH AND WORKING FAMILIES WHO DEPENDED ON THAT ACCESS IN A SCHOOL CONTEXT DO NO LONGER HAVE THAT HOUSING.

AND I KNOW THIS IS A, AN ISSUE THAT IS VERY RELEVANT IN BATON ROUGE AS WELL.

BASED ON MY, UM, CONVERSATION WITH PHIL THAT THERE IS A RISING IN, IN, IN TRANSITIONS, MEANING PARTICULARLY AFTER UNEMPLOYMENT, BUT PEOPLE I CAN NO LONGER AFFORD THE HOUSING THAT THEY HAVE AND THEY ARE TRYING TO FIND TEMPORARY SOLUTIONS.

AND UM, A LOT OF THIS TIES INTO THE KIND OF EXPECTED HIGH LEVELS OF UNEMPLOYMENT AND IN MANY COMMUNITIES A SHORTAGE OF AFFORDABLE, READILY AVAILABLE AFFORDABLE HOUSING.

UM, ON A POSITIVE NOTE, WE HEAR THAT FAMILY ENGAGEMENT AND COMMUNITY ENGAGEMENT ACROSS OUR COMMUNITIES IN THE UNITED STATES IS VERY HIGH.

PEOPLE ARE REALLY COMING TOGETHER IN A WAY THAT, UM, THAT CREATES HOPE.

UM, BUT A NUMBER OF SPECIFIC POPULATIONS ARE BEING LEFT OUT, PARTICULARLY THE DISABLED POPULATION IS NOT AT THIS POINT IN TIME.

IT APPEARS RECEIVING ACCESS TO THE SERVICES THAT, UM, THEY, THEY ARE ENTITLED TO AND DESERVE.

UM, A FEW MORE POINTS AND THEN I'LL WRAP UP.

UM, AND THE NEXT POINT IS ABOUT CIVIL RIGHTS.

AND, UM, I'M VERY CONCERNED ABOUT THE FACT THAT, UH, CIVIL RIGHTS PROTECTIONS DURING COVERT 19 SEEM TO HAVE EVOLVED TO A DEEP PRIORITIZING OF CIVIL RIGHTS ENFORCEMENT AND ENFORCEMENTS THAT ARE NECESSARY AND IN MANY COMMUNITIES.

UH, AND THIS IS VERY, VERY SAD.

WE'VE SEEN A RISE IN PANDEMIC TRIGGERED VIOLENCE AND EVEN HATE CRIMES TARGETED TOWARDS, UH, CHINESE AMERICANS.

UM, FROM AN EDUCATION PERSPECTIVE, SINCE WE'RE TALKING ABOUT THE STATE OF EDUCATION, I WORRY A LOT ABOUT THE LEARNING LOSS, NOT JUST THE LEARNING LOSS THAT HAS TAKEN PLACE OVER THE SPRING.

UM, BUT ALSO THE LEARNING WAS THAT WE KNOW COMES, COMES AROUND EVERY SUMMER WHEN PEOPLE ARE BEGINNING TO TALK ABOUT THERE'S FEAR, SUMMER LEARNING LOSS AND NOW SAYING WE MIGHT BE FACING LOSING AN ENTIRE MEAL, A YEAR OF LEARNING IF WE, IF WE CAN NOT FIND, UH, DIFFERENT TO DO, SUSTAIN THE LEARNING.

AND THEN THERE'S A LOT OF CONCERNS AS YOU KNOW, ABOUT ANTICIPATED BUDGET CUTS AND HOW THAT MAY AFFECT CRITICAL

SUPPORT SERVICES SUCH AS THE AVAILABILITY OF SCHOOL NURSES, CHILDCARE, AND UM, SOME COMMUNITIES ARE BEGINNING TO STRUGGLE WITH TEACHER SHORTAGES.

UM, SO THERE ARE MANY, MANY THINGS THAT THE COMMUNITIES ACROSS THE UNITED STATES ARE STRUGGLING WITH.

BUT ONE, ONE AREA THAT THEY SEEM TO TACKLE QUITE WELL IS AROUND THE MOST BASIC NEEDS.

BUT THE GREATEST INEQUITY SEEM TO BE, UH, FOCUSED ON, UH, TECHNOLOGY, TECHNOLOGY SOLUTIONS OR THE LACK THEREOF IN MANY COMMUNITIES AS IT PERTAINS TO EQUIPMENT AND INTERNET.

NOT TO MENTION OF COURSE THE, THE SEVERE IMPACT OF UNEMPLOYMENT AND, AND ASSOCIATED HOUSING CHALLENGES.

SO WHAT, UM, AT ALL, UH, WE WILL CONTINUE THE SORT OF RAPID CYCLE RESEARCH INTO THESE EXACERBATED INEQUITIES AND THE POPULATIONS EFFECTED.

AND WE, WE ARE READY.

OUR TEAM IS READY TO ASSIST ANY AND ALL COMMUNITIES THAT WE WORK WITH TO PROVIDE, UM, COMMUNITY LEVEL, MICRO DATA TO ASSIST IN SORT OF TARGETING RESOURCES WHERE THEY ARE MOST NEEDED.

UM, WE ARE ALSO CANVASING, UH, ALL THE FIELD GENERATED SOLUTIONS AND ARE MAKING THEM AVAILABLE TO OUR LARGE NETWORKS THAT WE OPERATE.

AND INCREASINGLY WE HAVE BEEN ASKED OVER THE LAST COUPLE OF WEEKS TO, UH, DIRECTLY SUPPORT DISTRICT STAFF, GOVERNMENT DEPARTMENTS, WORKFORCE DEVELOPMENT AND COMMUNITY ORGANIZATIONS AND EVEN COMMUNITY FOUNDATIONS TO HELP THEM THINK THROUGH HOW THEY CAN ACCELERATE RELIEF RECOVERY AND REOPENING AND REVIVING THROUGH PLANNING AND SYSTEM DEVELOPMENT.

UM, AND THEN IN CLOSING, I'D LIKE TO SAY WHEN WE LOOK AT ALL OF OUR COMMUNITIES AROUND THE U S IT APPEARS THAT MOST ENERGY HAS BEEN IN THE EARLY STAGES OF RAPID RESPONSE, BUT WE SEE MORE AND MORE COMMUNITIES AS IS BATON ROUGE, UH, BEGINNING TO ADDRESS MID TO LONGTERM CONSEQUENCES AND PLANNING FOR RECOVERY TODAY.

SO IRRESPECTIVE OF WHERE COMMUNITIES ARE IN THEIR RESPONSE CYCLES, STRONG LEADERSHIP ACROSS SECTORS AND DEEP GRASSROOTS COMMUNITY ENGAGEMENT SEEM TO BE THE TWO CRITICAL SUCCESS FACTORS.

AND BASED ON MY EXPERIENCE WORKING WITH YOU ALL IN BATON ROUGE, I KNOW BATON ROUGE HAS BOTH THESE TRANSCEND ASSETS FROM THE CAPITAL REGION, REGION, PROMISE TEAM TO MANY OTHER CROSS SYSTEM PARTNERSHIPS.

BATON ROUGE FROM OUR PERSPECTIVE, IS VERY WELL POSITIONED TO WEATHER THIS CRISIS AND COME OUT ON TOP.

SO WITH THAT, I WOULD LIKE TO TURN IT BACK OVER TO THE MAYOR.

SUPERINTENDENT DRAKE ACTIVELY WORKS TO IMPROVE BATON ROUGE, HIS SCHOOLS THROUGH STREAMLINED EFFICIENCY, IMPROVING ACADEMIC ACHIEVEMENT AND FOCUSING ON STUDENT AND EMPLOYEE SUCCESS.

PRIOR TO A THREE YEAR STINT AT THE LOUISIANA DEPARTMENT OF EDUCATION, HE LED THE COMMUNITIES SCHOOL DISTRICT AFTER BEING HIRED IN 2002 TO OVERSEE THE STARTUP OF ONE OF THE FIRST INDEPENDENT SCHOOL DISTRICTS IN THE STATE OF LOUISIANA IN OVER 80 YEARS.

SOME CONTINUITY THAT WOULD ENABLE US TO THANKS, CONTINUE TO PROVIDE HER QUALITY EDUCATIONAL EXPERIENCE FOR OUR STUDENTS AND, AND UH, AND THEY, UH, EFFICIENT ADMINISTRATIVE SERVICES.

WHAT BE PERCEIVED TO BE A CHALLENGE ENDED UP BEING SOMETHING THAT BECAME REALLY, UH, UH, UH, NOT AS A, AS AN ACHIEVEMENT TODAY.

UH, BUT, UH, OUR DIRECT RESPONSE WAS TO SHIFT ALL OUR, UH, INSTRUCTIONAL DELIVERY MODELS.

UH, TWO, ONE THAT WE'RE REMOTE AND ONLINE.

YEAH.

AND OF COURSE, UH, WE HAVE ALWAYS FACILITATED A NUMBER OF PROGRAMS ONLINE, BUT TO REALLY TURN THE SHIP IN THE MIDDLE OF THE OF A SEMESTER, IT WAS A GREAT CHALLENGE.

ONE OF THE THINGS THOUGH THAT I WAS REALLY PLEASED ABOUT WHAT'S THE DEGREE TO WHICH FACULTY ACROSS AT THE UNIVERSITY REALLY EMBRACED IT AND FOR THOSE WHO IT WAS NOT FOR ME.

YEAH.

WITH FACILITATING COURSES ONLINE, WE HAVE FACULTY MEMBERS AND STAFF.

WE'RE WORKING WITH THEM, UH, TO, UH, HELP THEM INTRODUCE THEMSELVES TO THEIR DIFFERENT MODELS THAT WE'VE USED, UH, OVER TIME.

SO THAT HAS BEEN A GREAT SUCCESS IN SOMETHING THAT WE WILL CONTINUE TO DO IN TERMS OF, UH, UH, PREPARING FACULTY FOR THIS NEW OR DOUGIE OF INSTRUCTION.

BUT, YOU KNOW, ONE OF THE MORE TELLING THINGS THAT CAME OUT OF THIS, UM, UH, STRATEGY WAS THE RECOGNITION THAT MANY OF OUR STUDENTS, UM, I DID NOT HAVE ACCESS TO TECHNOLOGY, UH, AND, UH, AND AS A RESULT, OH, WOW.

WE WERE ENCOURAGING STUDENTS TO GO BACK TO THE HOME OF RECORD.

UM, MANY OF THEM, UH, WERE, UH, HAS BEEN IN DOING SO BECAUSE THEY FELT

LIKE THEY WILL NOT HAVE ACCESS TO THE TECHNOLOGY THAT WOULD ENABLE THEM TO BE SUCCESSFUL IN THEIR PROGRAM OF STUDY.

AND SO, SUBSEQUENTLY, PROBABLY TO A LARGER EXTENT, UH, WE'VE HAD TO, UH, RETRAIN STUDENTS ON THE CAMPUS, UH, MAKE SURE THAT OUR LIBRARY WAS ACCESSIBLE TO THEM, THAT COMPUTER LABS WHERE AVAILABLE.

OH, FOR, FOR THEIR ENGAGEMENT.

YEAH.

AND OF COURSE, WHERE, UH, HEALTH SYSTEMS DOING MEDICINE AND IN CHANNEL SKINNY, UH, BOTH ONLINE.

AND SO, MMM.

UH, IT HAS BEEN A, UH, INTERESTING TIME, UH, AND YOU KNOW, TO, TO SAY, LET'S SAY THE LEAST.

UH, BUT, UH, RECOGNIZING THAT, UH, MANY OF OUR STUDENTS ARE IN NEED OF LAPTOPS, UH, THAT, UH, UH, THAT WE UNDERSTAND THAT EVERYTHING NOW HAS TO BE DIGITIZED SUCH THAT STUDENTS GET PROCESS, UH, UH, AND ENGAGE THEM MORE FLUIDLY WITH THE UNIVERSITY.

I THINK THOSE ARE THE THINGS THAT WE'VE LEARNED, UH, UH, TODAY, UH, IN KEEPING WITH OUR RESPONSE.

UH, BUT OUR STUDENT POPULATION, UH, OF, UH, K THROUGH OUR PRE K THROUGH, UH, HIGH SCHOOL, WHAT MODIFICATIONS SUPERINTENDENT HAS, UH, THE SCHOOL SYSTEM HAD TO, UH, MAKE DURING THIS TIME TO EDUCATE OUR STUDENTS, SUBMIT THE CORONA VIRUS PANDEMIC.

WELL, MAYOR FIRST, LET ME THANK YOU FOR HOSTING THIS EVENT AND, UH, IT'S, UH, IT'S GREAT TO BE WITH ALL MY COLLEAGUES ON THIS, UH, EVENT TODAY.

UH, THIS HAS TRULY BEEN A CRISIS THAT LIKE WE'VE NEVER SEEN BEFORE.

SO, UH, WHEN THIS HAPPENED AND THE GOVERNOR ANNOUNCED THAT WE WERE, I'M GOING TO BE OUT OF SCHOOL ON MARCH 13TH, WE HAD ABOUT TWO HOURS TO, UH, BEFORE SCHOOL ENDED THAT DAY.

NOT ENOUGH TIME TO HAND OUT DEVICES.

I THINK ONE OF THE THINGS THAT OUR, THAT OUR SCHOOL BOARD DID AND OUR STAFF DID PRINCIPALS OVER THE LAST FOUR YEARS WAS TO PURCHASE ENOUGH, UH, DEVICES, COMPUTERS, CHROMEBOOKS OR, UH, GRADES THREE THROUGH 12.

AND MANY OF OUR HIGH SCHOOLS WERE TAKING THOSE DEVICES HOME.

SO WE WERE POSITIONED WELL WITH DEVICES.

BUT THE CHALLENGE WE HAD WAS TO FIND THE CONNECTIVITY FOR OUR KIDS.

WE DID SURVEYS WITH OUR TEACHERS, WE DID SURVEYS WITH OUR FAMILIES TO MAKE SURE WE HAD CONNECTIVITY.

AND THAT'S BEEN OUR CHALLENGE.

I WILL SAY THIS, WE HAVE HAD A TREMENDOUS AMOUNT OF LOCAL BUSINESSES, UM, INDUSTRY AND EVEN INDIVIDUALS IN BATON ROUGE WHO HAVE STEPPED UP AND HAVE WORKED TO, TO GET THIS CONNECTIVITY FOR OUR CHILDREN.

AND THAT'S BEEN, THAT HAS BEEN REALLY JUST A PLEASURE TO SEE.

SO I WILL SAY THAT OUR SCHOOL BOARD HAS BEEN VERY VISIONARY ON THIS.

OUR STAFF, UH, YOU KNOW, A LOT OF PEOPLE THINK WHEN YOU'RE WORKING FROM HOME, YOU'RE NOT WORKING AS HARD.

BUT I CAN TELL YOU, AND YOU CAN PROBABLY SAY THE SAME THING AND PROBABLY EVERYONE LISTENING, WORKING FROM HOME IS, IS HARDER WORK MANY TIMES IT'S MUCH LONGER HOURS AND IT'S MUCH DIFFERENT.

AND W BUT WE HAD TO DO THIS FOR OUR KIDS.

SO, SO LET ME SAY THIS, WE HAVE TO BASIC A WAYS.

WE ARE DOING DISTANCE EDUCATION AND THAT'S THROUGH GOOGLE CLASSROOM AND THROUGH MICROSOFT TEAMS. THAT'S OUR, THOSE ARE OUR PLATFORMS THAT WE USE AND GOOGLE CLASSROOMS IS WHERE TEACHERS, UH, IT'S A REPOSITORY FOR ALL OF THE INFORMATION THAT THE STUDENTS NEED TO GO AND ACCESS.

SO THAT'S A REALLY GOOD THING.

UH, BEING THAT IT'S TEACHER APPRECIATION, WAIT, LET ME SAY CONGRATULATIONS AND THANK YOU TO ALL OF OUR TEACHERS AND I JUST WANT TO OPEN IT UP TO ALL OF OUR EMPLOYEES.

ONE OF THE THINGS THAT WE WERE ABLE TO DO IS PARTNER WITH STRAIGHT CITY GROUP HOSPITALITY.

THAT'S, THAT IS USING THE 70 RESTAURANTS YOU'RE IN BATON ROUGE TO HELP PREPARE RIGHT NOW.

FROZEN FOOD, FRESH HOT MEALS, BETTER THAN QUICK FROZEN.

AND THOSE ARE HANDED OUT.

AND OF COURSE THE THREE O'CLOCK PROJECT HAS HELPED US AS WELL, I THINK.

I THINK THE THING THAT WE ARE LOOKING AT AND ARE MOST CONCERNED ABOUT IS EQUITY AROUND THE PARISH.

WE WANT TO MAKE SURE, AND EVERY CHILD HAS THAT CONNECTIVITY, WHETHER IT'S A HOTSPOT OR THROUGH SOME WAY THAT WE CAN GET THEM WIFI.

I THINK WE'RE DOING A REALLY GOOD JOB OF THAT.

SO I ASSUME THAT UM, UM, PART OF THE CRISIS INTERVENTION PROGRAM WILL BE HELPING TO TEACH OUR YOUNG PEOPLE, UH, HOW TO COPE WITH AND NAVIGATE LIFE, UM, THAT WILL ALSO SUPPORT THEIR ACADEMIC ENGAGEMENT AND GROWTH.

UM, I'M SO GLAD YOU MENTIONED THAT.

AGAIN BECAUSE I THINK WHAT THIS AND HAS DONE TO US IS PROBABLY THE MENTAL HEALTH PART OF IT.

IT IS PROBABLY ONE OF THE MOST IMPORTANT, UH, BYPRODUCTS OF THIS.

OH, THE ISOLATION.

WE'RE NOT, WE'RE NOT BUILT FOR ISOLATION.

AND JUST THE ISOLATION ITSELF IS VERY, VERY DIFFICULT.

IT'S DIFFICULT ON ME.

IT'S DIFFICULT ON EVERYBODY.

OUR BOARD HAD A VIRTUAL, UH, JUST GET TOGETHER ONE NIGHT A FEW WEEKS AGO JUST SO WE CAN SEE EACH OTHER'S FACES AND VISIT.

UH, SO THE, THE MENTAL PART OF THIS IS TRULY THE HARDEST PART.

AND SO WE'VE BEEN WORKING WITH OUR COUNSELORS.

UH, WE GIVE A LOT OF AUTONOMY TO OUR PRINCIPALS AND THEY'RE WORKING WITH SMALL GROUPS TO MAKE

SURE THAT OUR CHILDREN ARE DOING OKAY MENTALLY AS WELL AS PHYSICALLY WE'RE TEACHING PE VIRTUALLY.

AND JUST ALL ASPECTS OF EDUCATION.

EDUCATION IS NOT JUST THE X'S AND O'S IN THAT CLASSROOM.

IT'S TAKING CARE OF OUR CHILDREN.

IT'S, IT'S GIVEN THEM, IT'S DOING WHAT WE WANT, WHAT WE NEED TO DO FOR THEM.

AND, AND IT'S TRULY BEEN AN HONOR TO WORK WITH OUR CHILDREN AND OUR FAMILIES ON THIS.

YOUR LEADERSHIP AND THE REST OF OUR LOCAL AND STATE LEADERSHIP HAVE BEEN INSTRUMENTAL TO THOSE AND SUPPORTING ALL OUR CITIZENS IN SAUCY.

UH, WE HAVE JOKINGLY, UH, GIVEN INDICATION OF THE DEGREE TO WHICH, YOU KNOW, WE PROBABLY TALK MORE THAN THE VELVETS.

UH, AND I'D SAY THAT, UH, WITHIN OUR SYSTEM AND ACROSS, UH, SYSTEMS. AND I THINK, UH, WE HAVE BENEFITED FROM THAT, YOU KNOW, UH, DURING THIS TIME.

UM, YOU KNOW, I VALUE IDEAS AND, AND, UH, AND I HAVE, UH, UH, UH, I'VE, I'VE HEARD MANY, BUT ONE OF THE THINGS THAT HAS DISTRESSED ME MORE SO IN RECENT WEEKS, I HAS BEEN THE SUGGESTION THAT ANY STUDENTS ARE CONTEMPLATING, UH, WAITING OUT A YEAR OR, UH, UH, AND ARE DEFERRING THEIR ASPIRATIONS IN LIGHT OF THEIR QUESTS, UH, TO, UH, UM, GO TO COLLEGE AND GET A, A FULL AROUND THE COLLEGE EXPERIENCE.

AND AS WILLIE MAY MENTIONED, MANY FAMILIES ARE TRULY IN A CRISIS FINANCIALLY WHERE THEY JUST DON'T SEE WHERE THE RESOURCES ARE THERE FOR THEM TO CONTINUE THERE.

THEIR EDUCATIONAL ASPIRATIONS, MY FEAR I EVER RIGHT, IS THAT, YOU KNOW, DEFER ASPIRATIONS, LIFE AS A WAY, UH, FILLING IN THOSE GAPS WHEN YOU DON'T TAKE ADVANTAGE OF IT AT THAT TIME.

AND SO I REALLY WANTED TO, YOU KNOW, ENCOURAGED STUDENTS, YOU KNOW, TO, UH, CONTINUE TO ADVANCE THEIR ASPIRATIONS, UH, TO THE POINT OF CONTINUING THEIR EDUCATION.

THAT POST SECONDARY LEVEL, WE BENEFIT FROM A LOT OF TALENTED AND AND REALLY, UH, UH, UH, UH, INSTITUTION WHO, UH, IS COMMITTED TO ENSURING THAT OUR STUDENTS WILL BE IN A SAFE ENVIRONMENT.

ONE THAT'S ENGAGING NONETHELESS, UH, AND UH, WHOSE GOAL IS TO ENSURE THEIR SUCCESS.

AND SO I AGAIN, JUST WANTED TO, UM, UH, EXPRESS OUR COLLECTIVE COMMITMENT AND SAY TO MY COLLEAGUES HOW MUCH IS IT IS A PLEASURE FOR ME TO BE A PART OF HIGHER EDUCATION AND EDUCATION COMMUNITY THAT PUTS STUDENTS

I WANT TO SAY THAT OUR CHILDREN, EVERY YEAR SIX GRADERS GO TO LSU, EVERY SIXTH GRADER IN OUR, IN OUR SYSTEM VISITS LSU, EVERY SEVENTH GRADER IN OUR SYSTEM VISIT SOUTHERN UNIVERSITY.

EVERY EIGHTH GRADER IN OUR SYSTEM VISITS BATON ROUGE COMMUNITY COLLEGE.

SO I WANT TO THANK THE COLLEAGUES HERE, THE PRESIDENTS OF THESE FINE UNIVERSITIES WHO SUPPORT OUR STUDENTS.

AND WE HAVE SHOWN A SIGNIFICANT GROWTH IN SENIORS ATTENDING THESE UNIVERSITIES OVER THE LAST FOUR YEARS SINCE THIS PROMISE HAS BEEN GOING ON.
