THIS ROAD CANNOT ACCOMMODATE THE ADDITION OF MANY MORE DRIVERS ON A NORMAL DAY.

THE PROPERTY SHOULD NOT BE DEVELOPED WITH ANY TYPE OF BUSINESS OR APARTMENTS THAT WILL PUT A GREATER STRAIN ON THE PEOPLE WHO LIVE ALONG THE STRETCH OF PERKINS ROAD.

I'M IN THE TRANSPORTATION ELEMENT OF THE COMPREHENSIVE PLAN TO INCLUDE THE PEDESTRIAN AND BICYCLE MASTER PLAN COMMISSIONED ACTION MOTION IMPROVED CARRY NINE, ZERO COUNSELOR IS GOING TO REQUIRE EIGHT VOTES, ACTUALLY ANY PUBLIC COMMENTS ON ITEM FIVE, THAT'S MORE, THERE ARE QUITE A FEW COMMENTS ON ITEM FIVE.

FIRST COMMENT IS FROM THOMAS DALFIT.

I AM WRITING TODAY TO ASK FOR APPROVAL FOR THE PEDESTRIAN BICYCLE MASTER PLAN.

THIS IS AN ISSUE THAT IS VERY IMPORTANT TO ME AS A FATHER OF TWO, THE RIGHT TO WALK AND USE NON-MOTORIZED MEANS OF TRANSPORTATION AS ESSENTIAL TO WELLBEING AND FREEDOM.

IT GIVES US OPTIONS AND CONTRIBUTES TO HEALTH CITIES AROUND THE WORLD HAVE RESPONDED TO THE COVID-19 CRISIS BY CREATING MORE SLOW SPEED STREETS AND ENCOURAGING WALKING AND CYCLING.

SADLY, WE LACK A SAFE NETWORK AS WE CAN, AS CAN BE SEEN IN OUR HIGH PEDESTRIAN AND DRIVER CASUALTY WRITES THE PLAN IS NOT A BIG NEW EXPENDITURE.

RATHER A WAY TO COORDINATE GOVERNMENTAL EFFORTS.

A DECENT WALKING AND BIKING NETWORK ARE ESSENTIAL FOR ANY MODERN AMERICAN CITY TO HELP RETAIN AND ATTRACT A TALENTED WORKFORCE AND ALLOW FOR CITIZENS TO BETTER INCORPORATE ACTIVE TRANSPORTATION INTO THEIR DAILY LIVES.

IN 1998, WE HAVE MADE GREAT STRIDES IN BECOMING A CITY THAT YOUNG PEOPLE ARE ATTRACTED TO MOVED BRS ON THE RIGHT TRACK, FINDING A GREAT BALANCE BETWEEN GIVING DRIVERS WHAT THEY WANT AND THE STREET USERS, WHAT THEY NEED, WHAT IS MISSING IS A LOW STRESS NETWORK FOR BICYCLES.

I CAN SEE FROM MY MID CITY WINDOW, HOW MUCH BIKE USE HAS INCREASED SINCE THE VIRUS HIT, WE NEED TO KEEP UP THIS MOMENTUM.

I URGE YOU TO ADOPT THE PLAN.

MY NAME IS DANIEL AND I AM AN LSU ENGINEERING GRADUATE STUDENT AND PROUD NEW FATHER I'M WRITING TODAY TO PROMOTE APPROVAL OF THE PEDESTRIAN BICYCLE MASTER PLAN.

AS A COMMUTER CYCLIST, A DECENT WALKING AND BIKING NETWORK IS ESSENTIAL FOR MY SAFETY AND FOR WORKFORCE PARTICIPATION, HAVING BEEN INVOLVED IN A NUMBER OF CLOSE CALLS, WHICH COULD HAVE BEEN MITIGATED WITH BETTER BICYCLE AND PEDESTRIAN INFRASTRUCTURE.

THIS MEASURE IS VERY PERSONAL.

IT COULD LEGITIMATELY SAVE LIVES AND IMPROVE THE QUALITY OF LIFE FOR UNTOLD NUMBER OF YOUR DISTRICT MEMBERS.

IT IS ALSO VITAL TO RETAIN AND ATTRACT A TALENTED WORKFORCE AND ALLOW ITS CITIZENS TO BETTER INCORPORATE ACTIVE TRANSPORTATION AND TO THEIR DAILY LIVES.

PROPOSED BATON ROUGE IS POISED TO BE AN IDEAL BIKE CITY IN SO MANY WAYS.

AND WITH THE HELP OF THE METRO COUNCIL, WE CAN TAKE STEPS TO MAKE IT MUCH MORE SAFE FOR ALL WHO BIKE WITH THE PROPER INFRASTRUCTURE IN PLACE.

SHE IS IN FAVOR OF THE BICYCLE PEDESTRIAN MASTER PLAN DURING THE STAY AT HOME ORDER OF GOVERNOR EDWARDS IN AN EFFORT TO CURB INFECTION RATES OF COVID-19 AMONG THE GENERAL PUBLIC BIKING AND WALKING WAS SPECIFICALLY EXPRESSED AS AN OPTION TO LEAVE THE HOME.

DURING THE LAST FEW MONTHS, MANY RESIDENTS HAVE USED THIS OPTION TO EXERCISE, SPEND TIME WITH THEIR FAMILY MEMBERS OUTSIDE THE HOME AND EVEN RUN ERRANDS.

AS A RESULT, THERE'S BEEN SIGNIFICANT AND OBSERVABLE INCREASES OF BIKE AND PEDESTRIAN ACTIVITY THROUGHOUT BATON ROUGE THROUGHOUT THE BATON ROUGE AREA AND COMBINED WITH LESS TRAFFIC SAFE OPTION.

HOWEVER, AS TRAFFIC INCREASES AGAIN, WE NEED TO CONTINUE TO PROVIDE THE SAFE SPACE FOR BICYCLISTS AND PEDESTRIANS TO ENGAGE WITH THEIR NEIGHBORHOOD AND PROMOTE THIS TYPE OF PHYSICAL ACTIVITY.

ONE OF THE MANY REASONS I URGE YOU TO ADOPT THE PEDESTRIAN BICYCLE MASTER PLAN.

WHEN IT COMES TO PEDESTRIAN AND BICYCLE SAFETY.

WE ALSO HAVE A POPULATION THAT IS GENERALLY UNHEALTHY DUE AT LEAST PARTLY TO LACK OF PHYSICAL ACTIVITY.

WE ARE ALSO PLAYED WITH TRAFFIC CONGESTION.

WE HAVE A PERCENTAGE OF PEOPLE LIVING AT OR BELOW THE POVERTY LEVEL THAT IS MUCH HIGHER THAN THE NATIONAL AVERAGE.

MANY OF THESE PEOPLE WALK BY AND USE TRANSIT TO GET TO WORK TO THE DOCTOR OR RUNNING ERRANDS.

THESE PEOPLE OFTEN CAN NOT DO THIS SAFELY AND FAR TOO OFTEN BECOMES VICTIMS OF TRAFFIC VIOLENCE, A DISPROPORTIONATE SHARE OF OUR NEIGHBORS AND FELLOW CITIZENS WHO SUFFER SERIOUS INJURY OR WHO ARE KILLED IN TRAFFIC.

VIOLENCE ARE PEOPLE OF COLOR.

WE HEAR ABOUT TRAFFIC CONGESTION ALL THE TIME.

WE'RE WILLING TO SPEND COUNTLESS MILLIONS OF DOLLARS TO SHUT A COUPLE MINUTES OFF PEOPLE'S COMMUTE, BUT WHEN IT COMES TO PRIORITIZING THE SAFETY OF THOSE THAT WALK AND BIKE, WE FALL FOR OUR SHORT SHAME ON US, SHAME ON US FOR NOT LOOKING OUT AFTER THE MOST VULNERABLE AMONG US, BUT IT'S NOT TOO LATE.

IT'S NEVER TOO LATE TO DO THE RIGHT

IT IS A MASSIVE STEP IN THE RIGHT DIRECTION, IN THE DIRECTION OF MAKING SURE THAT EVERYONE NO MATTER THEIR WEALTH OR THEIR RACE CAN GET WHERE THEY NEED TO GO AND DO SO SAFELY IMPLEMENTING THIS PLAN WILL ENCOURAGE PEOPLE TO LEAD MORE ACTIVE LIFESTYLE SO THEY CAN BE HEALTHIER AND THUS LESS SUSCEPTIBLE TO HEART DISEASE AND DIABETES, WHICH AS WE LEARNED OVER THE PAST FEW MONTHS CAN PUT, ESPECIALLY CAN BE ESPECIALLY DEADLY WHEN COMBINED WITH COVID-19 SIMPLY PUT ENACTING, THIS PLAN WILL SAVE LIVES.

YOU MIGHT BE THINKING WE CAN'T AFFORD IT, BUT THIS PLAN RAISES NO NEW TAXES.

IT'S SIMPLY GIVES US A BLUEPRINT TO COORDINATING WHAT FUNDING WE HAVE ALREADY FOR BICYCLE AND PEDESTRIAN INFRASTRUCTURE TOWARD A COHESIVE PLAN.

WE'RE BUILDING A NETWORK OF SAFE ROUTES.

EVERYONE CAN UTILIZE AND ENJOY.

FURTHERMORE, NOT ONLY WILL THIS INCREASE THE HEALTH, SAFETY AND QUALITY OF LIFE FOR THE PEOPLE IN OUR PARISH, BUT IT WILL MAKE US MORE COMPETITIVE AS WELL, ASK ANYONE WHO HAS STUDIED WORKFORCE DEVELOPMENT.

AND THEY WILL TELL YOU THAT INCREASINGLY THE YOUNG TALENT WE STRUGGLED TO RETAIN AND ATTRACT AND DEMAND, DEMAND TRANSPORTATION CHOICES WHEN THEY CHOOSE THE CITIES TO WHICH THEY LOCATE AS DO THE COMPANIES THAT EMPLOY THEM, HAVING A QUALITY BIKE PEDESTRIAN PLAN IN PLACE ALSO MAKES US MORE COMPETITIVE FOR GRANTS.

IT'S LONG OVERDUE FOR OUR CITY TO PROVIDE OPTIONS OTHER THAN DRIVING.

THIS PLAN WILL GO A LONG WAY TOWARDS ENSURING THAT EVERYONE IN BATON ROUGE, SHE WANTS TO FIND THEIR WAY AROUND TOWN SAFELY WITHOUT A CAR.

AND AS A RESULT, A MORE ATTRACTIVE CITY TO RESIDENTS AND TOURISTS, THERE'S AN INCREASING NUMBER OF RESIDENTS BIKING, AND IT MAKES SENSE TO MAKE THE STREETS SAFER FOR CYCLISTS AS THEIR NUMBERS GROW BY FACILITIES, INCREASE RETAIL STORES, VISIBILITY AND SALES AND ADDS VALUE TO THE BUSINESS AND HOMES NEARBY.

IN CONCLUSION THAT NOURISH CONTINUED EAST BATON ROUGE, PARISH, PEDESTRIAN, AND BICYCLE PLAN ASHLEY CAMP.

UM, I AM IN FAVOR OF THE PEDESTRIAN BICYCLE MASTER PLAN.

IAN RICHARDSON, BATON ROUGE DOESN'T HAVE MANY BEACHES, DOESN'T HAVE ANY BEACHES, MOUNTAINS, OR MANY OUTDOOR ATTRACTIONS OTHER THAN HUNTING AND FISHING.

A COMPREHENSIVE BIKE PATH WITH OFF-ROAD TRAILS WILL BE A HUGE PLUS FOR THIS CITY AND SOMETHING WE COULD USE AND UNITE AROUND AND PROMOTE TO BRING IN CYCLISTS FROM AROUND THE COUNTRY.

CYCLING IS HAVING A HUGE RESURGENCE IN AMERICA RIGHT NOW.

LET'S TAKE ADVANTAGE OF THIS MOMENT AND SHOW THE WORLD BATON ROUGE.

WHAT THAT RANGE HAS TO OFFER ADDITIONALLY AS IS BATON OR JUST ONE OF THE MOST UNSAFE CITIES TO RIDE A BIKE.

AND THERE WOULD BE MONEY LEFT OVER AND ACTIVE TRANSPORTATION SYSTEM.

AS PROPOSED IN THIS PLAN WOULD LIKELY SERVE AS A QUALITY OF LIFE AMENITY THAT WILL BE ATTRACTIVE TO A BROAD SPECTRUM OF THE POPULATION.

IT'S ESPECIALLY ATTRACTIVE TO YOUNG PEOPLE, LOOKING FOR A PLACE TO LIVE.

HIS DEMOGRAPHIC HAS BEEN SHOWN TO BE INTERESTED IN NOT OWNING MOTOR VEHICLES AND VERY INTERESTED IN LIVING WHERE ACTIVE TRANSPORTATION IS READILY AVAILABLE.

SUCH AS SYSTEM MIGHT SERVE TO STEM AT LEAST TO SOME DEGREE, THE EXODUS OF YOUNG PEOPLE FROM THE PARISH AS THEY LOOK FOR THESE QUALITY OF LIFE AMENITIES ELSEWHERE, WE MAY ALL BENEFIT IN WAYS UNIMAGINABLE FOR THIS PLAN.

UM, I AM AGAINST THE MASTER PLAN BECAUSE IT PROPOSES WAY TOO MANY MILES OF NEW AND A SEPARATE BIKE PATHS THAT HARDLY ANYONE WILL EVER USE.

THE BUDGETS OF THE STATE AND LOCAL GOVERNMENT HAVE BEEN NEGATIVELY AFFECTED BY THE CORONAVIRUS CRISIS AND FUNDS POSSIBLY DEDICATED FOR THESE BYPATHS SHOULD BE USED FOR OTHER MUCH MORE NEEDED THINGS.

THE FUTURE MAINTENANCE PRODUCTS OF THESE BYPASS WILL CONTINUE ON FOREVER AT THE EXPENSE OF TAXPAYERS PATHS PROPOSED ADJACENT TO CREEKS LIKE WORDS, CREEK AND OTHER WATERWAYS CAN BE DANGEROUS DURING HEAVY RAINS WHEN WATER LEVELS INCREASE AND CURRENTS INCREASED QUICKLY.

AND A LOT BIKES HAVE BEEN IN EXISTENCE FOR OVER A HUNDRED YEARS AND HAVE NEVER CAUGHT ON AS A VIABLE, RELIABLE

BIKES CAN NOT BE USED TO TRANSPORT GOODS ALL ACROSS THE USA LIKE TRUCKS AND OTHER MOTOR VEHICLES CAN ON THE EXISTING HIGHWAY INFRASTRUCTURE, THE TAXPAYERS ALREADY PAID FOR BIKES CAN STILL SHARE THE EXISTING ROADS AS THEY HAVE FOR MANY YEARS.

IN REALITY, IF BIKE RIDERS WANT SEPARATE BIKE PATHS, THEN LOCAL AND STATE GOVERNMENT SHOULD MAKE BIKE RIDERS PAY A SPECIAL TAX FOR THESE NEW SEPARATE BIKE PATHS IN SUMMARY BIKES ARE GREAT FOR RECREATIONAL PURPOSES FOR EXERCISE, BUT ADDING ALL OF THE PROPOSED BIKE LANES UNDER THE CURRENT PLAN IS NOT ECONOMICALLY FEASIBLE FOR TAXPAYERS.

THE PROPOSED MASTER PLAN WAS NOT ECONOMICALLY FEASIBLE FOR TAXPAYERS PRIOR TO THE CORONAVIRUS CRISIS AND IS EVEN LESS FEASIBLE.
