THIS NOTICE IS IN REFERENCE TO THE EAST BATON ROUGE PARISH SCHOOL BOARDS CERTIFICATION PURSUANT TO ACT THREE OH TWO OF THE 2020 REGULAR SESSION REGARDING BOARD MEMBER PARTICIPATION BY TELEPHONE OR VIDEO CONFERENCE, AS IT RELATES TO THE SCHOOL BOARD MEETINGS, PLEASE BE ADVISED THAT DUE TO THE PUBLIC HEALTH EMERGENCY CAUSED BY THE CORONAVIRUS DISEASE 2019 COVID-19 AND ACT THREE OH TWO, THE EAST BATON ROUGE PARISH SCHOOL BOARD MAY FOR THE DURATION OF THIS EMERGENCY CONDUCT BOARD MEETINGS AND COMMITTEE MEETINGS ELECTRONICALLY VIA TELEPHONE AND OUR VIDEO CONFERENCE, THE REGULAR MEETING SCHEDULED FOR AUGUST 20, 20, 20, AND 5:00 PM WILL BE STREAMED LIVE VIA MICROSOFT TEAMS EVENTS.

AND, UH, IT'S A PLEASURE TO GO THROUGH THE BOARD AGENDA ITEMS AND THE MEETING WITH YOU TONIGHT.

SO WE'VE HAD A REALLY GREAT START TO THE 2021 SCHOOL YEAR.

UH, OUR CURRENT ENROLLMENT, I THINK THAT'S IMPORTANT FOR EVERYBODY TO HEAR IS, UH, 39,136.

UM, WE ACTUALLY HAVE, UH, SEEING AN INCREASE, UH, FROM THE FIRST DAY, UH, TO, UH, TODAY.

AND, UH, WE'RE VERY, VERY HAPPY, UH, WITH THE ENROLLMENT AND IT DOES CONTINUE TO RISE.

UH, WE ARE ACTUALLY SEEING AT THE ELEMENTARY LEVEL ABOUT 93.4% OF OUR STUDENTS ARE ACTUALLY, UM, ENGAGED AND ENROLLED AT OUR SCHOOLS.

AND AT THE HIGH SCHOOL LEVEL, IT'S ABOUT 94.2% OF OUR STUDENTS WERE IN ATTENDANCE.

SO WE'RE CONTINUING TO REACH OUT TO OUR FAMILIES.

UM, AND WE REALLY HAVE STARTED A LOT OF COMMUNITY SUPPORT INITIATIVES TO MAKE SURE THAT WE'RE GETTING ALL OF THE DEVICES AND INFORMATION OUT TO PARENTS AS, UH, AS EVERY SINGLE DAY WE'RE SEEING MORE GOING OUT.

UM, THIS TEAM HAS BEEN MADE UP OF A LOT OF DIFFERENT PARTS OF OUR ORGANIZATION.

I THINK ONE OF THE PIECES THAT HAS BEEN VERY IMPORTANT IS THAT OUR, UM, UH, FAMILY CONNECT WITH, UH, EBR WITH, UH, MR. EDWIN WILSON AND MR. ANDRE GORDON, THE PARENT LEADERS ZONES, UM, IN OUR VIRTUAL PROGRAM, THEY'RE SERVING AS LEAD FACILITATORS, THIS PARTICULAR NEW INITIATIVE, AND THEY WILL BE WORKING COLLABORATIVELY TO SUPPORT THE CHILD WELFARE AND ATTENDANCE TEAM BY ACTUALLY CALLING FAMILIES AND IDENTIFYING STUDENTS THAT NEED SUPPORT.

WE ALSO HAD SEEN, UH, SEEN QUITE A BIT OF ENGAGEMENT IN OTHER WAYS ACROSS THE SCHOOLS, AS WELL AS ACROSS THE DISTRICT.

UM, SCHOOL LEVEL TEAMS ACTUALLY ARE USING VARIOUS, UM, ATTENDANCE REPORTS AND WE'RE ACTUALLY MATCHING THOSE ATTENDANCE REPORTS TO THE DEVICE DISTRIBUTION TO MAKE SURE THAT WE'RE SEEING WHERE THERE MAY BE GAPS IN WHAT WE'RE SEEING IN ATTENDANCE FROM ONE DAY TO FIVE DAYS.

AND ANYTHING BEYOND THAT, THAT BECOMES A LIST OF, FOR THE SCHOOLS TO DOUBLE CHECK AND CHECK UP ON ALL OF THE STUDENTS AT EVERY SINGLE SCHOOL.

UM, THEY'VE BEEN DOING A GREAT JOB.

WE'RE ALSO GOING TO BE STARTING A REPORTING OF, OF THE STUDENTS THAT WE HAVE NOT BEEN ABLE TO FIND, AND WE WILL BE MAKING SURE THAT WE GET OUT TO THOSE HOMES AND THOSE FAMILIES AS WELL.

UM, SO THE STUDENTS AND FAMILIES HAVE BEEN REALLY DOING A GREAT JOB OF COMING INTO THE SCHOOLS.

IF YOU'VE BEEN ABLE TO GO INTO ANY OF THE SCHOOLS, YOU WILL SEE THAT THERE'S LITTLE KIOSKS SET UP AT THE VERY FRONT WHERE THEY CAN PICK UP THEIR DEVICE AND THEIR HOTSPOT.

UM, WE ALSO, UM, WANT EVERYBODY TO KNOW THAT DEVICES AND HOTSPOTS ARE STILL GOING OUT.

UM, ANY OF THE, UM, THE, THE TECH SURVEY THAT WE HAVE OUT THERE WHERE WE SEE THAT THERE ARE PARENTS THAT STILL DO NOT HAVE HOTSPOTS OR, UM, A DEVICE, WE SEND THOSE LISTS TO THE SCHOOLS AND WE ACTUALLY GO AND DELIVER THE HOTSPOTS TO THE SCHOOLS.

I WAS THERE WITH MISS, UH, WHERE JACKSON EARLIER THIS WEEK AT TO HER, HER SCHOOLS, AND REALLY STARTED LOOKING CLOSELY AT MAKING SURE THAT, UM, EVERY CHILD AND EVERY FAMILY HAS THAT HOTSPOT HOME VISITS ARE ALSO TAKING PLACE.

SO I THINK IT'S IMPORTANT, UM, TO KNOW, UM, THAT THEY ARE, UH, SCHOOLS ARE GOING OUT, UM, TO HOMES TO MAKE SURE CHILDREN HAVE THE HOTSPOTS.

UM, AND SO WE'RE TRYING ALL DIFFERENT LEVELS OF DOING THAT.

WE ALSO HAVE, UM, ADMINISTRATORS THAT ARE WORKING WITH OUR SOCIAL WORKERS AND OUR CHILD WELFARE AND ATTENDANCE TEAMS TO MAKE SURE THAT THEY ALSO GO THROUGH AND FIND, UH, SOME OF THE FAMILIES THAT WE HAVE BEEN MISSING, THEN I'VE GREATEST INITIATIVE THAT HAS JUST COME UP IS, UM, WE ACTUALLY ARE WORKING AT, UM, USING PARAPROFESSIONALS TO WORK AT THE LOCAL LIBRARIES.

UM, WE HAVE 20 LIBRARIES THAT HAVE AGREED TO HAVE OUR STAFF, UM, AT THEIR SITES.

UM, SO WE ARE LOOKING VERY, VERY FORWARD, UM, TO THAT WORK BEING DONE, UM, BEGINNING THIS SATURDAY, UM, AND EACH OF THOSE LIBRARIES IS GOING TO HAVE, UM, TIMEFRAMES.

SOME OF THEM ARE LIKE FROM 10 TO FIVE 30, SOME OF THEM ARE, UM, LIKE 10 TO ONE 30, SO THERE'S DIFFERENT TIMEFRAMES, BUT WE WILL GET THAT OUT TO THOSE COMMUNITIES AND MAKE SURE THAT THEY KNOW THAT THEY ARE GOING TO HAVE A TECH SPECIALIST RIGHT THERE IN THEIR LOCAL LIBRARY.

UM, AND WE DID 20, SO GEOGRAPHICALLY WE'RE ABLE TO, UM, HIT ALL OF THE AREAS.

UM, PARTICULARLY THE AREAS THAT WE WERE SEEING, UM, SOME ATTENDANCE CHALLENGES OF STUDENTS HAVING MORE THAN ONE OR TWO DAYS ABSENT.

THE OTHER GREAT NEWS IS THAT ALL THE HEALTH CENTERS ARE OPENING BACK UP AT OUR SCHOOLS.

UM, WE ARE VERY, VERY EXCITED ABOUT THIS.

WE DO HAVE, UM, THEY WILL START, THEY ACTUALLY STARTED TODAY.

UM, SO ALL OF THOSE HEALTH CENTERS ARE BACK WORKING FOR THE STUDENTS ONLY.

I JUST WANT TO MAKE SURE THAT THERE'S A CAVEAT THERE, BUT IF THERE'S SOMEBODY THAT'S ENROLLED IN THE SCHOOL THAT NEEDS HEALTH SERVICES, THEY CAN USE THE CLINIC AT THE SCHOOL.

UM, ISTROUMA HIGH SCHOOL WILL OPEN ON SEPTEMBER 8TH, SO THEY JUST HAVE A DIFFERENT, UM, STARTING TIME.

SO ALL THE OTHER, UM, UM, HEALTH CENTERS AT BROADMORE HIGH SCHOOL GLASGOW, MIDDLE GLEN OAKS HIGH SCHOOL IS THROUGH MY HIGH SCHOOL AGAIN ON SEPTEMBER 8TH, UM, NORTHEAST HIGH SCHOOL THAT ALSO PROVIDES SERVICES, UH, FOR NORTHEAST, UM, UH, ELEMENTARY SCHOOL.

SO IT'S BEEN, IT'S BEEN SOME GREAT WORK IN, UH, SHIFTING THINGS OUT, UM, TO THE, UH, TO THE COMMUNITIES AND MAKING SURE THAT, THAT THE FAMILIES, UM, ACTUALLY HAVE A CHANCE, UH, TO GET SOMETHING CLOSER TO THEM.

OTHER DISTRICT NEWS, I JUST HAD TO BRING THIS UP JUST BECAUSE, UM, THE SUMMER WENT BY PRETTY FAST WITH ALL OF THE OTHER WORK THAT WE WERE DOING.

UM, BUT WE CELEBRATED THE, UM, THE CLASSIFIED EMPLOYEES OF THE YEAR AWARDS.

AND I JUST WANTED TO SHARE THOSE WITH YOU, UH, THE NOMINATION CATEGORIES AND THE WINNERS FOR THAT WAS IN CHILD NUTRITION.

IT WAS NATASHA GRAY FROM SOUTHEAST MIDDLE SCHOOL.

UH, WE HAD MAINTENANCE, OPERATIONS AND FACILITIES WHO WAS, UM, MAURICE WICKENS AT MELROSE ELEMENTARY SCHOOL, UM, OFFICE IN TECHNICAL.

WE HAD, UH, TENICIA DONE, UH, FROM THE PRE K OFFICE AT THE KEEL CENTER.

AND WE ALSO HAD OUR PARAPROFESSIONAL AND INSTRUCTIONAL ASSISTANT, UM, RECOGNITION AND AWARD WINNER, UH, THE WAYS YOUNG AT WEDGEWOOD ELEMENTARY SCHOOL.

AND IN TRANSPORTATION, WE HAVE PAMELA PATTERSON WHO IS WITH, OF COURSE OUR GREAT EBR TRANSPORTATION TEAM.

SO I JUST WANTED TO, UM, LET YOU KNOW HOW GREAT WE ALSO ARE SUPPORTING OUR CLASSIFIED EMPLOYEES, UH, THROUGH THIS APPLICATION AND AWARD PROCESS.

SO ONE OF THE THINGS THAT'S REALLY IMPORTANT IS WE ARE GOING TO CELEBRATE THE SUMMER SCHOOL GRADUATION JUST A LITTLE BIT DIFFERENTLY THIS YEAR.

SO, UM, THIS, UM, AUGUST 24TH, WE ARE GOING TO BE HOLDING A DIPLOMA PRESENTATION, UH, AT EACH OF THE HIGH SCHOOLS THAT HAVE A SUMMER SCHOOL STUDENTS.

UM, I MEAN, SOME OF GRADUATION THAT'S HAPPENING, UM, UH, ON AUGUST 24TH.

SO ALL THE GRADUATES ARE GOING TO BE DOING A DRIVE BY AND, UH, ONE CAR AT A TIME WITH ONE OF OUR GRADUATES IN IT.

AND, UH, PERHAPS SOME OF THEIR FAMILY MEMBERS, UM, WHAT GOES THROUGH THE PROCESSION LINE AND EACH CANDIDATE WOULD ACTUALLY BE GIVEN THEIR DIPLOMA, PICTURES WILL BE TAKEN.

AND, UM, ALL OF THOSE PICTURES WILL BE SENT BACK FOR US TO MAKE A VIRTUAL, UH, GRADUATION PICTURE CEREMONY FOR THE STUDENTS TO HAVE, UH, AS A KEEPSAKE.

SO WE'RE PRETTY EXCITED ABOUT THAT.

AND, UM, WE ALSO JUST HAVE ANOTHER, UH, BRIEF BIT OF GOOD NEWS FROM OUR, UM, FINANCE OFFICERS.

UM, AND THEY RECENTLY, UH, JUST, WELL ACTUALLY JUST RECENTLY THEY RECEIVED THE GOVERNMENT FINANCE OFFICERS ASSOCIATION AWARD.

UM, IT'S A VERY, VERY PRESTIGIOUS AWARD, UH, FOR THE WORK THAT THEY HAVE DONE.

UM, THEY ARE JUDGED BY AN IMPARTIAL PANEL AND THEY HAVE TO MEET VERY HIGH STANDARDS IF THE PROGRAM OF THE M G FOA AS WELL AS, UM, THE CAFFER, UH, REQUIREMENTS FOR THE, UH, FISCAL YEAR.

UM, SO I JUST WANTED TO, UM, REALLY TAKE A MOMENT TO SHARE AND, UH, AND SUPPORT OUR TEAM, UH, IN OUR FINANCE AND BUDGETING DEPARTMENT.

UM, JUST SOME GREAT WORK BY THEM.

UM, THEY ALSO RECEIVED ANOTHER AWARD WHERE, UM, THEY ALSO, UH, WERE RECOGNIZED BY THE SCHOOL BUSINESS OFFICIALS ASSOCIATION AND, UH, THEY GOT THE INTERNATIONAL CERTIFICATE OF EXCELLENCE IN FINANCIAL RECORDING.

SO I THINK THERE'S JUST SOME GREAT, GREAT NEWS OUT THERE ABOUT HOW GREAT OUR, OUR DEPARTMENT IS IN MANAGING, UM, THE, THE COMMUNITY'S FINANCES AND HOW WELL THEY ARE DOING SO, UM, WE JUST REALLY WANTED TO MAKE SURE, UM, THAT YOU ALL KNEW THAT WE ARE WORKING VERY, VERY HARD ON, UM, THE, THE ONE-TO-ONE, UM, THE DEVICES ARE GOING OUT TO THE CHILDREN.

UM, WE HAVE HAD, UM, SOME CHALLENGES WITH FINDING SOME OF THE COMMUNITY MEMBERS, UM, BUT WE HAVE THE MOBILE HOTSPOTS.

WE ALSO HAVE THE COMMUNITY HOTSPOTS WHERE WE HAVE OUR SCHOOLS, UM, THAT, UH, DO ALLOW, UM, PARENTS AND FAMILIES TO GO AND USE THE HOTSPOTS AROUND OUR SCHOOLS.

NOW WE HAVE THE LIBRARIES AND ALSO WE HAVE OUR, UM, OF OUR, UM, OUR, UM, COMMUNITY SERVICE TEAM THAT'S GOING OUT AND WORKING WITH OUR, UH, CHILD WELFARE SPECIALISTS, UH, TO ACTUALLY GO OUT TO THE SCHOOLS AND

SO WE'RE REALLY LOOKING FORWARD TO THIS CONTINUED WORK.

ONE OF THE THINGS WE LOOKED AT IN ORDER FOR THIS TO OCCUR, TO MOVE IN, MOVE FROM LEARNING MODELS, EAST BATON ROUGE PARISH SCHOOL SYSTEM, EXCUSE ME, EAST BATON ROUGE PARISH WOULD HAVE TO SEE A DECLINE IN CASES OVER A 10 TO 14 DAY PERIOD.

AND WE HAVE THREE MAJOR AREAS THAT WE'RE LOOKING AT AFTER ANY SUCCESSIVE 10 TO 14 DAY PERIOD OF STABLE OR DECLINING CASES,

OUR SUPERINTENDENT WOULD CONSULT WITH THE HEALTH ADVISORY COMMITTEE TO DETERMINE THE CADENCE OF BRINGING BACK OTHER GRADE BANDS AND TO DETERMINE WHEN TRADITIONAL IN-PERSON LEARNING IS SAFE.

THE SECOND AREA WE'RE LOOKING AT IS A TRANSITION TO, AND FUTURE CONTINUATION OF IN-PERSON LEARNING WILL ALSO BE CONTINGENT UPON A VARIETY OF FACTORS, WHICH MAY INCLUDE THE FOLLOWING THE NUMBER OF LOCAL CASES, OUR LOCAL HOSPITAL CAPACITY, OUR AVAILABILITY OF PPE, CLEANING SUPPLIES, SAFETY MATERIALS, AND ADEQUATE STAFFING FOR SCHOOL AND TRANSPORTATION FUNCTIONS.

AN ADDITIONAL THING THAT WE ARE LOOKING AT IS SHOULD CASES BEGIN RISING.

THE DISTRICT WILL WORK WITH THE HEALTH ADVISORY COMMITTEE TO DETERMINE THE NEED FOR ANY ADJUSTMENTS BACK TO VIRTUAL LEARNING.

AND OF COURSE, WE WILL CONTINUE TO MONITOR THE PUBLIC HEALTH CRISIS, UH, ADHERE TO NATIONAL STATE AND LOCAL GUIDANCE AND MAKE ADJUSTMENTS AS APPROPRIATE.

AND OUR PRIMARY FOCUS IS TO BRING BACK THE YOUNGEST STUDENTS FIRST, AND WE'RE MOVING FORWARD.

UM, DATA FOR TRANSITIONS WILL BE REVIEWED SLEEK FREQUENTLY, AND AN UPDATE WILL BE PROVIDED NO LATER THAN SEPTEMBER 1ST.

SO WE PULLED THE DATA JUST TO GIVE YOU AN EXAMPLE OF WHAT THE 14 DAY TRENDS LOOK LIKE.

FOR EXAMPLE, JULY 2ND TO 15TH, THERE WERE 22,256 CASES ON JULY 16TH TO THE 29TH.

THERE WERE 2,739 CASES.

WHEN YOU GO TO JULY 30TH TO AUGUST 12TH, THERE WERE 2,132 CASES.

AND OF COURSE YOU MAY ASK WHY, DON'T, WHY HAVEN'T WE INCLUDED THE CASES FROM THE RECENT DAYS.

THE REASON BEING AS NEW DATA AND INFORMATION COMES IN THE NUMBERS GO UP AND DOWN.

SO WHEN I LOOKED AT THIS DATA THREE WEEKS AGO, TWO WEEKS AGO, EACH SET OF NUMBERS HAS CHANGED AS WE MOVE FORWARD.

SO WHAT THAT TELLS US IS THAT THIS IS NOT THE ONLY INDICATOR THAT WE NEED TO LOOK AT WHEN WE MAKE OUR DECISIONS.

AND THE TWO WEEK PERIOD OUT, HOW MANY PEOPLE DO WE THINK MIGHT BE SICK, AND IF THEY GET SICK, HOW MANY MIGHT REQUIRE HOSPITALIZATION? AND SO, UM, WE WERE AROUND FOR HUNDREDS AND INCIDENCE OF 400.

SO WE WERE WELL ABOVE THAT 100 MARKER, BUT WE WERE AT THE TIME THIS MANDATE WAS MADE, BUT WE HAVE BEEN SLOWLY SEEING AN INCREASE IN DATA IS ENCOURAGING.

AND, UM, THE FACT THAT OUR COMMUNITY AND NATION'S FUTURE REQUIRE THAT THIS SYSTEM, THAT THIS SYSTEMIC INSTITUTIONAL BIAS BE DISMANTLED TO PROMOTE EQUITY AND ENSURE ALL CHILDREN AND FAMILIES ARE ABLE TO THRIVE.

UH, ALSO INSIDE THE RESOLUTION, UM, WE COMMIT TO, UM, REVIEWING

AND REVISING OUR EXISTING SCHOOL BOARD POLICIES OVER THE COURSE, THE 20, 21 SCHOOL YEAR, WHICH WILL BE UPON US BEFORE WE KNOW IT.

AND SO THERE, THERE ARE A LOT OF THINGS THAT WE WANT TO DO, UM, IN THE NEAR FUTURE.

AND HAVING THIS SERIES OF DIALOGUE ON RACE WILL DEFINITELY HELP US IN OUR EFFORTS TO, TO MOVE THE DISTRICT FORWARD.

ACCORDING TO THAT RESOLUTION, UM, A LITTLE BIT OF BACKGROUND ON THIS IS THAT, UM, YOU KNOW, DIALOGUE ON, ON RACE DID DIALOGUE ON REST.

LOUISIANA DID A, A FULL DAY SEMINAR, A FEW YEARS BACK, AND, UM, THE MAKERS OF THAT EVENT, WE'RE LOOKING TO DO ANOTHER SIMILAR EVENT THIS FALL IN OCTOBER.

SO LAST FALL, UH, IN 2019, UH, THIS GROUP OF HIGHER EDUCATION LEADERS REPRESENTING THE LOCAL COLLEGES AND UNIVERSITIES ALONG WITH NONPROFIT LEADERS CAME TOGETHER WITH SOME OF THE MEMBERS OF OUR ADMINISTRATION, OUR, UM, EBR PSS ADMINISTRATION TO DISCUSS A JOINT EFFORT IN CONTRIBUTING TO THE HEALING PROCESS AROUND RACE IN THE CITY OF BATON ROUGE.

AND, UM, AS EDUCATION IS THE FOUNDATION OF THE FUTURE FOR THIS REGION, EDUCATION LEADERS CAN PLAY A VITAL ROLE BY TAKING THE LEAD IN THESE CONVERSATIONS AROUND RACE, IN THE EDUCATION SECTOR, THROUGH THE USE OF A FACILITATED FORMAT THAT PROVIDES A SAFE SPACE FOR SHARING AND UNDERSTANDING WHERE WE CAN GET TOGETHER AND NOT BE, UM, AFRAID OR, UM, OR FEEL FRAGILE ABOUT THIS CONVERSATION.

UM, SO MEETINGS, UM, BEGAN THE PLANNING MEETINGS WERE INTERRUPTED BY COVID AFTER A FEW MONTHS OF, OF MEETING TO PUT TOGETHER THE DAY OF DIALOGUE AND ALSO PUT TOGETHER A SIX WEEK SERIES ON DIALOGUE ON RACE THAT WOULD BE GEARED SPECIFICALLY TO EDUCATION.

AND WE WERE INTERRUPTED BY COVID-19, BUT BEGAN AGAIN IN JUNE, UM, IN A VIRTUAL SETTING.

AND, UM, UM, MS. COLLINS JOINED, JOINED US, UH, AT THAT TIME.

AND, UM, SINCE THEN WE HAVE, UM, COME UP WITH SOME DATES AND SOME ACTION AROUND, UM, FACILITATING THE EVENT.

UM, I NEED TO SAY THAT THE DATES ARE LIMITED DUE TO THE HIGH DEMAND RIGHT NOW FOR THIS SERIES, NOT ONLY FROM THE LOCAL AREA AND, UH, AND WITHIN THIS REGION, BUT, UM, BECAUSE OF THE, UM, THE, THE VERY, UM, PRACTICAL AND GOOD FEEDBACK THAT THE SERIES HAS GOTTEN, THERE ARE, UM, ENTITIES IN OTHER STATES THAT ARE ASKING TO, FOR SOME HELP IN FACILITATING THIS KIND OF DISCUSSION AND DUPLICATING THE SERIES IN, IN OTHER STATES.

SO, UM, THE RESULTS OF THE PLANNING WITH THE RESULTS OF THE PLANNING, WE CAME UP WITH A THREE PHASED APPROACH WITH EVENTS BEGINNING IN SEPTEMBER, UH, AS, AS FOLLOWS A GENERAL OVERVIEW PRESENTATION OF DIALOGUE ON RACE TO THE, TO THE SCHOOL BOARD AND OUR EDUCATION PEER GROUPS WOULD BE IN A VIRTUAL WORKSHOP PRESENTATION FOR INFORMATION ONLY ON THURSDAY, SEPTEMBER 10TH, AT FIVE O'CLOCK.

AND, UM, THE SECOND PHASE WOULD BE THE SIX WEEKS SERIES OF DIALOGUE ON RACE SPECIFIC TO EDUCATION.

IT IS OPEN TO SCHOOL BOARD MEMBERS, ADMINISTRATORS, AND OUR EDUCATION PEERS FROM LSU SOUTHERN BRCC AND THE, UH, CHARTER BOARDS, LOCAL CHARTER SCHOOL BOARDS WOULD BE PART OF THE SERIES.

UH, THERE WOULD BE THREE GROUPS IN A VIRTUAL SETTING CONSISTING OF NO MORE THAN 15 TOTAL PARTICIPANTS.

AND EACH GROUP WOULD CONSIST OF NO MORE THAN THREE EBR SCHOOL BOARD MEMBERS.

AND THE REMAINING SEATS WOULD BE OCCUPIED

THE THREE SESSIONS MAY BE OFFERED SIMULTANEOUSLY OR AT DIFFERENT TIMES OF THE DAY, BEGINNING ON WEDNESDAY, SEPTEMBER 23RD, AND EACH WEDNESDAY THEREAFTER FOR SIX WEEKS THROUGH OCTOBER 28TH, THE SERIES IS AVAILABLE FOR ADDITIONAL GROUPS AND ADMINISTRATIVE STAFF AND TEACHERS AS WELL.

ALL THOSE THEORIES WOULD BE OFFERED A LITTLE LATER, UM, AND MOST LIKELY WHAT SOME OF THEM COULD RUN SIMULTANEOUSLY, BUT THE PRIORITY WAS FOR THE, UH, THE BOARDS OF, UM, HIGHER ED, UM, K-12 AND CHARTER SCHOOL BOARDS.

SO SESSION WOULD COVER A MAJOR ACTIVITY AROUND RACE IN THE COUNTRY, HOW RACE WAS CONSTRUCTED, WHO ARE ITS BENEFICIARIES, HOW IT OPERATES THE MOVEMENT TO END IT THE CONTROVERSIAL AFFIRMATIVE ACTION TOWARD IMPROVEMENTS.

AND WHY TALKING ABOUT RACE MATTERS NOW FOR MORE DETAILS ABOUT THE, UM, HOW EACH SESSION, WHICH HOW EACH SESSION IS CONSTRUCTED, I WOULD RECOMMEND THAT YOU GO TO, UM, DIALOGUE ON RACE, LOUISIANA.ORG/ORIGINAL SERIES TO GET MORE DETAILS ABOUT EACH OF THE SIX WEEKS OF SESSIONS.

AND THEN THE THIRD COMPONENT IS A ONE DAY EVENT CALLED THE DAY OF DIALOGUE ON RACE AND EDUCATION THAT WILL OCCUR ON FRIDAY, NOVEMBER 6TH, FOR EDUCATORS AND OTHER INTERESTED PARTIES TO ATTEND.

AND THERE WOULD BE A REPORT BACK TO THE EDUCATION LEADERS AS PART OF THE PLAN.

AND I THINK THIS IS VERY IMPORTANT IN THAT WE WILL BE ABLE TO HAVE THE VOICES OF, UH, PEOPLE ALL OVER THE DISTRICT AND OTHER PEOPLE THAT ARE REALLY, UM, YOU KNOW, JUST PART OF, OF THE EDUCATION SECTOR AND, UH, TO GET THEIR FEEDBACK THAT WILL HELP US AS WE LOOK AT OUR, UH, POLICIES AND PROCEDURES.

AND IT WAS VERY GOOD AND VERY INFORMATIVE.

UM, I JUST WANT TO LIFT UP, UM, AND JUST PUT IT ON THE TABLE RIGHT NOW.

RACIAL TENSION IS HIGH ACROSS THE NATION.

UM, AND IF WE CAN EVEN JUST HAVE A DIALOGUE TO TALK ABOUT IT, THEN I DON'T SEE HOW WE GET PAST THIS MOMENT.

UH, THIS IS, THIS IS, THIS IS JUST A, UH, THIS IS JUST AN OPPORTUNITY TO MAKE SURE THAT WE ARE SPEAKING FROM THE SAME, WITH THE SAME TERMS. AND WE UNDERSTAND EACH OTHER WHEN WE SAY SOMETHING, UM, DIFFERENT PEOPLE HAVE DIFFERENT DEFINITIONS FOR RACE, RACISM, PREJUDICE, A SYSTEMIC RACISM.

UH, AND SO ISN'T IMPORTANT THAT AS COLLEAGUES, AS COMMUNITY MEMBERS, UH, BROADER THE BROADER COMMUNITY, UM, THE LEADERS IN THE BROADER COMMUNITY IS IMPORTANT THAT WE ARE AT LEAST SPEAKING THE SAME LANGUAGE WHEN DEALING WITH THIS SENSITIVE ISSUE.

CAUSE SOMETIMES WE GET NO OFFENDED WHEN IT'S NOTHING TO BE OFFENDED ABOUT OR MAYBE, YOU KNOW, UM, AND SO, UH, I HOPE THAT PEOPLE ARE ENCOURAGED.

I HOPE THE BROADER PUBLIC UNDERSTANDS THAT WHEN WE SAY WE PARTICIPATE IN, IN DIALOGUE ON RACE, THAT IT IS GENUINELY ABOUT A DIALOGUE.

THE PREVIOUS, THE PREVIOUS STUDENT'S SEXUAL HARASSMENT POLICY HAS BEEN REVISED AND RETITLED AS SEXUALLY RELATED STUDENT MISCONDUCT AND A NEW COMPREHENSIVE TITLE, NINE SEXUAL HARASSMENT POLICY HAS BEEN DEVELOPED.

THIS NEW POLICY PROVIDES A NUMBER OF THINGS AMONG THOSE THINGS REQUIRED.

POLICY NOTICE THAT THE SCHOOL BOARD IS NOT DISCRIMINATED ON THE BASIS OF SEX AND ITS EDUCATION PROGRAMS OR ACTIVITIES THAT IT OPERATES IN ITS RESPONSE TO ACTUAL KNOWLEDGE OF SEXUAL HARASSMENT SHALL BE PROMPT AND NOT DELIBERATELY INDIFFERENT.

UM, IT PROVIDES FOR NEW DEFINITIONS FOR THE APPOINTMENT OF THE TOWNHOUSE COORDINATOR, WHICH WE ALREADY HAVE IN PLACE.

UM, IT ALSO PROVIDES FOR THE REQUIRED RESPONSE TO ACTUAL KNOWLEDGE OF SEXUAL HARASSMENT, UM, EVENTS AND THE INCIDENCES, INCLUDING DEVELOPING SUPPORTIVE MEASURES FOR BOTH VICTIM AND ACCUSED INVESTIGATORY PROCEDURES AND GRIEVANCE PROCEDURES, UM, REQUIRES CERTAIN RECORD KEEPING PROVISIONS TO MEET REQUIREMENTS, THE NEW REQUIREMENTS ON THE TOWEL, NOT SEXUAL HARASSMENT DOCUMENTS.

THAT MUST BE MAINTAINED FOR A PERIOD, A MINIMUM PERIOD OF SEVEN YEARS.

AND ALSO THERE ARE NEW RETALIATION AND CONFIDENTIALITY PROVISIONS, UM, BASICALLY PROVISIONS PROHIBITING RETALIATION, UM, AS REQUIRED BY THE REGULATIONS, UM, BECAUSE TITLE NINE SEXUAL HARASSMENT IS NOW ADDRESSED SEPARATELY.

THE EMPLOYEE SEXUAL HARASSMENT POLICY HAS ALSO BEEN REVISED TO LIMIT ITS SCOPE TO PROHIBITIONS CONTAINED IN TITLE SEVEN CIVIL RIGHTS ACT OF 1964.

UM, WE'RE ALSO REVISING POLICIES RELATED TO EQUAL EMPLOYMENT OPPORTUNITY, UM, NON TITLE, NINE COMPLAINTS AND GRIEVANCES AND INVESTIGATIONS TO REFLECT THAT ALL TITLE IX, SEXUAL HARASSMENT COMPLAINTS ARE GONNA BE ADDRESSED UNDER TITLE NINE, SEXUAL HARASSMENT POLICIES AND PROCEDURES.

WE WOULD HAVE IT AT OUR FINGERTIPS.

IT'S NOT A REQUIREMENT FOR THE CONTRACT TO MOVE FORWARD.

I JUST WANTED TO, UM, TO SHARE WITH THE BOARD, UM, THAT, UH, THAT THE TEAM AND THIS, UH, CHARTER SCHOOL CHILDREN'S CHARTER SCHOOL, UM, ACTUALLY HAVE WORKED REALLY, REALLY WELL TOGETHER IN COMING TO THIS CONCLUSION.

UH, THIS IS, UM, ONE OF THE FIRST CHARTER SCHOOLS THAT, UM, OPENED IN THE CITY OF BATON ROUGE.

UM, AND THE ENROLLMENT, UM, WAS, WAS LOW AND OUR TEAM CONTINUED TO WORK, UH, WITH THIS CHARTER SCHOOL, UM, IN SUPPORTING AS WELL AS GOING THROUGH, UM, A CLOSURE, UM, UH, THE, UM, SYRINGE OR PROCESS WITH THEM.

UM, I THINK, UH, THE TEAM IN THE PORTFOLIO, UM, PORTFOLIO OFFICE, AS WELL AS, UH, AN ANDREA DID A WONDERFUL JOB OF SUPPORTING THE SCHOOL, UH, THROUGH THIS PROCESS AND MAKING SURE THAT ALL THE CHILDREN, UM, ACTUALLY HAD AN OPPORTUNITY TO FIND A SCHOOL THAT THEIR FAMILY WAS COMFORTABLE WITH.

UM, SO WE DID SEND SOME BACKUP DATA JUST SO THAT THE BOARD WOULD KNOW, UM, THE, UH, REALLY, REALLY, UH, INCREDIBLE PROCESS THAT WE WORKED WITH THE SCHOOL TO TRY AND FIND THE BEST SOLUTION FOR THE SCHOOL AS WELL AS FOR THE CHILDREN.
