UM, ONE OF THE MEMBERS OF THE PLANNING DIRECTOR SELECTION COMMITTEE, AS YOU KNOW, THIS COMMITTEE WAS ESTABLISHED BACK IN JUNE, THERE WERE SEVEN MEMBERS THAT YOU ESTABLISHED, UM, RALSTON, WASHINGTON AND CLIFF BROWN CLIMATE COMMISSIONER SAT ON THE COMMITTEE, KELVIN HILL REPRESENTS THE MAYOR'S OFFICE.

AND IT'S ALSO A PLANNING COMMISSION MEMBER.

DONNA COLLINS LEWIS FROM THE METRO METRO COUNCIL AND ALSO PLANNING COMMISSION MEMBER, JERRY CHAUVIN WITH THE DEPARTMENT OF DEVELOPMENT ED LUKEY WITH THE FEDERATION OF CIVIC ASSOCIATIONS AND MYSELF ON BEHALF OF THE GROWTH COALITION.

THIS COMMITTEE BEGAN MEETING IN JULY.

WE ESTABLISHED THE JOB DESCRIPTION, THE DIFFERENT QUALIFICATIONS THAT WE WERE SEEKING, AND ALSO THE ADVERTISING CRITERIA FOR THE DIRECTOR POSITION.

THAT POSITION WAS ADVERTISED ON BOTH THE LOCAL REGIONAL AND NATIONAL LEVEL FOUR 30 DAY PERIOD ENDING IN AUGUST ON AUGUST 15TH, THROUGH SEPTEMBER 15TH, WE ULTIMATELY RECEIVED 27 DIFFERENT APPLICATIONS.

THOSE APPLICATIONS WERE THEN RANKED BY THE COMMITTEE AND BROUGHT DOWN INTO A SMALLER GROUP, WHICH WE THEN MET AND DISCUSSED.

AGAIN, WE ULTIMATELY INTERVIEWED THREE DIFFERENT CANDIDATES FOR THE POSITION.

ALL OF THESE MEETINGS WERE OPEN TO THE PUBLIC.

THERE WERE SOME MEMBERS OF THE PUBLIC THAT DID IN FACT ATTEND, BUT ALL OF THOSE MEETINGS WERE, WERE OPEN TO THE PUBLIC SO THAT WE COULD HAVE PUBLIC INPUT AND MAKE SURE ALL THE STAKEHOLDERS WERE IN FACT INVOLVED IN THE PROCESS.

UM, THE COMMITTEE ULTIMATELY UNANIMOUSLY RECOMMENDS RYAN HOLCOMB IS THE PERMANENT DIRECTOR FOR THIS POSITION.

UM, THAT THAT RECOMMENDATION COMES FROM THE ENTIRE COMMITTEE.

WE THINK THE MR. HOLCOMB IS THE MOST QUALIFIED CANDIDATE FOR A NUMBER OF REASONS.

UM, BUT THIS PROCESS WAS IN FACT THOROUGH.

IT WAS, IT WAS VETTED THROUGH ALL STAKEHOLDERS IN THE COMMUNITY AND WE FEEL VERY CONFIDENT IN OUR DECISIONS THAT WE'RE PRESENTING TO YOU AT THIS TIME.

AS ERIC OUTLINED, THE MECHANICS OF THIS SELECTION EXERCISE, I WOULD LIKE TO FOCUS ON THE OVERALL DYNAMICS.

THE APPROACH UTILIZED DURING THIS YEAR SEARCH PROCESS WAS DIFFERENT THAN THAT IN PREVIOUS ONES AND THAT SEVERAL ADDITIONAL KEY STAKEHOLDERS, NAMELY THE GROWTH COALITION AND THE FEDERATION OF GREATER BATON ROUGE, CIVIC ASSOCIATIONS AT A SEAT AT THE TABLE, NOT JUST AN OPPORTUNITY TO SUBMIT PUBLIC COMMENTS, THIS FACILITATED THE INCLUSION OF PERSPECTIVES FROM THE DEVELOPMENT COMMUNITY AND THAT OF THE HOMEOWNERS TO BE INCORPORATED INTO THE FINAL ROLE DESCRIPTION, THE SELECTION CRITERIA, THE INTERVIEW VETTING PROCESS, AND ULTIMATELY THE RECOMMENDATION HE TENANTS OF OUR DELIVERABLES WERE TO RECOMMEND A CANDIDATE THAT NOT ONLY HAD EXEMPLARY PLANNING AND SKILLS AND COMPETENCIES, A BUSINESS ACUMEN AND LEADERSHIP ATTRIBUTES, BUT WOULD BRING THE HIGHEST LEVEL OF PROFESSIONAL INTEGRITY AND THAT DESIRED CULTURE

THIS AREA SHOULD NOT BE USED AS PART OF THE BAR.

THE BUILDING IS RUN DOWN IN UNKEPT.

I THINK AT THE END OF 2019, IT CLOSED DOWN COMPLETELY AND SAT DORMANT FURTHER DETERIORATING TO THIS DAY, HAVE NOT SEEN ANYONE AROUND UNTIL A FEW WEEKS AGO WHEN SOMEONE CAME AND TIE-DYED UP ON THE INSIDE, NOTHING WAS DONE ON THE OUTSIDE.

THE LATEST ONE STAYED UP AT THE PROTESTS ABOUT NO NOTICE.

I WAS SHOCKED TO FIND OUT THAT THE METROPOLITAN COUNCIL ALREADY VOTED TO APPROVE THIS REVISION.

YOU WOULD LIKE WE CAN MOVE PLENTY COMMISSION STAFF CAN MOVE THIS MEETING BACK A WEEK TO FEBRUARY 22ND, BUT IT WOULD REQUIRE A MOTION.

MARIA IS BEING RECOGNIZED FOR HER WILLINGNESS TO TAKE ON NEW ASSIGNMENTS.

AND FOR HER WORK WITH THE CITY PAIRS DOCUMENT MANAGEMENT SYSTEM TO SCAN AND ARCHIVE CASE FILES MARIA'S WORK DILIGENTLY TO PREPARE THE DOCUMENTS AND HAVE THEM PROPERLY SCAN.

SHE HAS BEEN A CRITICAL BACKUP FOR OTHER CLERICAL WHEN NEEDED.

SHE'S AN EXTREMELY VALUABLE EMPLOYEE WHO IS DESERVING OF THIS RECOGNITION.

UH, RYAN HAS BEEN WITH THE PLANNING COMMISSION FOR 17 YEARS, AND, UH, MANY OF YOU KNOW, THAT HE'S SERVED AS INTERIM DIRECTOR TWICE AS WE LOOK TO OBVIOUSLY THIS MOST RECENT TERM BEING A SECOND, THE SECOND TIME TWICE WHEN WE'VE HAD TO DEAL WITH THE RESIGNATION OF A PLANNING DIRECTOR, UH, I'VE WORKED CLOSELY WITH RYAN ON THE, THE FIVE OR SIX YEARS THAT I'VE BEEN ON THE COMMISSION, AND HE'S ALWAYS, UH, EXHIBITED A WEALTH OF KNOWLEDGE IN THE FIELD OF PLANNING.

HE'S SHOWN A STRONG ABILITY TO EFFECTIVELY INTERACT WITH VARIOUS STAKEHOLDERS, INCLUDING ELECTED OFFICIALS AND CITY PARISH EMPLOYEES.

AND HE'S ALSO JUST, UH, CONTINUED TO SHOW A DEDICATION TO, UH, PROPERLY AND PROFESSIONALLY RECORD REPRESENTING THE PLANNING COMMISSION.
